Birdlife International
The Royal Society for the Protection of Birds (RSPB, BirdLife in the UK) has been closely following the UNFCCC for many years. In recent years, the RSPB and other BirdLife Partners have had BirdLife delegations at the Conferences of the Parties (COP) and meetings of other bodies of the Convention. RSPB/BirdLife, together with other organisations, have highlighted the impact of climate change on biodiversity at a number of conferences including the UNFCCC COP.
A number of BirdLife Partners has been working nationally for the ratification of the UNFCCC and the Kyoto Protocol by their governments and lobbying for a rigorous implementation of the Convention. Environmentally friendly ways of producing energy as well as better systems of public transport are high on their agenda. Some BirdLife Partners are involved in research on the impacts of climate change on birds and other wildlife and the consequences for Important Bird Areas (IBA) and the protected area systems.

On the planning stage, CI focusing on the mitigation in avoiding deforestation. The mitigation will be conducted in two province North Sumatera (Tapanuli Selatan) and Papua (Mambramo), cooperating with the local NGO's and private sector in finding the Carbon sequestration buyer. On the on-going stage, CI has been involve in socialising the concept of reforestation in cooperation with the head of national park forestry service in Gunung Gede Pangraro, this program will be continued untill the planting activities. On reforestation CI had implemented in Siranggas forest (DoCoMo support), Batang Toru jungle rubber with ICRAF, Mangrove rehabilitation in Aceh as part of Northern Sumatra Corridor, and Greenwall in Gede Pahala Corridor
Strategic Policy Advisory and Capacity Building Services Since 1997, EcoSecurities has advised major governmental players, private sector players and several international organisations and NGOs on their climate policies and greenhouse gas (GHG) strategies or provided capacity building services that assist developed and developing country governments prepare to engage with the flexible mechanisms of the Kyoto Protocol, emissions trading and GHG markets. While industrialised country governments are generally interested in minimising GHG compliance costs for their industries and developing export opportunities for technology providers, developing country governments focus on the potential development and poverty reduction opportunities provided by JI and the CDM.
For governments, international organisations and NGOs EcoSecurities has executed assignments which included strategy papers on climate policy and market developments; workshops and training of staff; technical assistance for carbon purchase programmes; and preparation of Joint Implementation (JI)/Clean Development Mechanism (CDM) manuals. Clients include governments from Annex I countries such as the UK, the Netherlands, Denmark, France,
governments from countries such as Brazil, Costa Rica, India, Indonesia, Malaysia, Morocco, South Africa, international organisations such as the European Union, the European Investment Bank, UNFCCC, UNDP, the World Bank, the Global Mechanism, and the FAO, and NGOs, including IUCN, WWF, and Conservation International. GHG Footprint Analysis Increasingly, companies are paying more attention to Corporate Social Responsibility (CSR) and are therefore interested in identifying their corporate emissions. EcoSecurities GHG footprint analysis is a three-step service which (i) determines the company’s annual emissions, (ii) identifies potential emission reduction opportunities and (iii) offers options for offsetting emissions.
Carbon Valuation EcoSecurities’ Carbon Valuation services provide an assessment of the carbon related value of a company’s operations or technology, based on an analysis of the regulatory environment, the policy developments and the installation or technology.
CDM Project Development The CDM project development service enables clients to generate, register, and trade CERs from emission reduction projects. Drawing on 10 years of experience in carbon projects throughout the world, EcoSecurities brings extensive technical, policy and financial expertise to assess the potential of a wide range of projects to produce saleable carbon offsets. Monitoring Services Monitoring is an essential component of the Clean Development Mechanism (CDM – link to Reducing Carbon Emissions) project cycle and critical to ensuring that a project receives Certified Emission Reductions (CERs). It encompasses the measuring and recording of those parameters that are necessary to calculate the emission reductions predicted in the Project Design Document (PDD). EcoSecurities has formulated accurate computer models which not only calculate the credits being generated but compare them with those predicted from the PDD and highlight any areas of under generation. These models are also incorporated into an in-house, bespoke project management system which feeds data to the commercialisation team who directly trade the credits.

Through three future studies, TNC are considering on the economics of different strategies—improved protected areas management, improved siting of plantations (both oil palm and timber), and expanded use of certified forest management--as emissions mitigation options. These are some of the leading contenders, though TNC are open to suggestions on other studies to complement these, and in addition would plan a synthesis of the various pieces.
A few points:> a big part of the cost was expected to come from the remote sensing work, which may overlap sufficiently with other work that have planned to save considerable $. This will depend on whether the remote sensing data would be available from WRI/Winrock or others in time for using it as an input.> the plantation study was pictured for East Kalimantan alone since TNC has good information and the analysis would be cumbersome. Potentially, working with other partners, this could be scaled up to other provinces.> wanting 3 analytical teams given the time constraints, but also that finding these teams (mostly hired consultants) would be difficult.The high-level work-plan for developing a recommendation for a pilot program is not particularly tailored to East Kalimantan since some of it were adapted from something previously done. TNC has considerable data generated through the ecoregional planning work and other work that will facilitate this. After speaking with the Ministry of Forestry, TNC can reach out to GTZ to discuss collaboration in East Kalimantan.

Other possibility TNC could help develop private sector support for the initiative through their Asia Pacific Council or through their connections with firms such as GoldmanSachs.
On the legal analysis work, TNC has a number of relationships with leading law firms willing to do pro bono work on carbon, including in Indonesia.
In terms of the cost of the work, in the event that the remote sensing work can beborrowed from WRI, et al. TNC was anticipating an investment in this work in Indonesia, but it would be good to have co-funding from the WB.

Through Power Switch! campaign, WWF challenges electricity sector to achieve CO 2 -free status by 2050 in develop countries and to take actions towards clean and sustainable energy sector in developing countries. Friends of the Reef Project : Friends of the Reef is an project to study the impact of climate change against coral reef ecosystem. This project also implements adaptation efforts by reducing human pressure so that coral reef has resilience and resistance capacity against the climate change. Post 2012 : WWF is assisting Ministry of Environment and Department of Foreign Affairs in stakeholder's capacity building process for United Nation Framework Convention on Climate Change (UNFCCC) implementation in Indonesia.

Under the Canada Climate Change Development Fund (CCCDF), the following project activities are being undertaken:
*Community-based natural resource management in support of sustainable livelihoods; *Capacity building in carbon cycle modelling techniques; *Awareness building with policy decision-makers about carbon sequestration and; and *Application of participatory rural appraisal methods to identify people's dependence on and interaction with their natural resources.
1. Forest Resources Management for Carbon Sequestration (FORMACS) in Indonesia
Project Description: The FORMACS project works with thirty-eight forest-dwelling communities in Nunukan District of East Kalimantan Province. It promotes sustainable livelihoods through sustainable agriculture, agro-forestry and sustainable forest management practices for the maintenance of existing carbon stocks and for the sequestration of atmospheric carbon. The project addresses the critical environmental and economic issues of deforestation, land degradation, illegal logging, and vegetation fires as well as issues related to the lack of economic alternatives and unclear land tenure.
The expected outcomes are: *A replicable model for community-based forest resource management for Kalimantan, Indonesia, that leads to carbon stored in forests being maintained and to increased carbon sequestration on degraded forest lands. *Enhanced capacity of communities to establish community-based forest resource management systems that lead to sustainable livelihood security and conservation of carbon stocks and sequestration on forestlands. *Enhanced capacity of households to adopt agroforestry/LEISA (low external-input sustainable agriculture) practices that improve household livelihoods and simultaneously increase carbon sequestration. In order to help communities to identify their development needs, the project facilitated the preparation of village profiles using information from baseline surveys,

participatory rural appraisal exercises, gender analysis, and the results of an ethnoecology study. The village profiles provided the background information necessary for participatory village land use mapping and planning. To complete the land use plans, it was necessary to first define and map the village boundaries and have them officially recognized by the government administration. Participatory village boundary mapping was completed for 60% of the villages, based on traditional concepts of land ownership. A Project Advisory Board has been formed to provide advice on technical and policy issues, and to increase public awareness of carbon sequestration issues and of the purpose of the project. The Board is composed of partner institutions and local stakeholders who also participate in project planning
With respect to community-based forest management, the project has assisted in undertaking several surveys including: on the use and management of natural resources by communities; on the potential of community forests for timber production and conservation; on non-wood forest products and their economic potential; and, on the use of firewood. Assistance was also provided for the preparation of resource management guidelines, a master plan for forest and land rehabilitation, and on clarifying the gender roles in community-based natural resources management.
Agroforestry is a practical tool for livelihood security through its contribution to food production, domestic wood and non-wood products, and environmental stewardship. The project has introduced a number of trials of food crops with tree crops and promotes training to produce horticultural planting stock. Dissemination activities have included exchange visits between participating communities, presentations at local fairs, and farmers' field days.
Capacity building at the local and institutional levels has been an important priority. This has been critical for developing the forest management systems and for identification and adoption of agroforestry and sustainable agriculture systems that are compatible with local conditions. Training in conflict resolution techniques has been provided that have included dispute management, strategies and planning for conflict management, mediation techniques, carrying out dispute analysis, negotiating techniques, and field practice. Finally, the project is developing and field testing a carbon monitoring and accounting system for the project area

Canadian and Partner Organizations: The principal partners in implementing the project are the non-governmental organization CARE (CARE Canada and CARE Indonesia), national, provincial, and district government institutions; the local communities, local NGOs, Mulawarman University, and international partner organizations like The Nature Conservancy, World Wildlife Fund, GTZ, and the Ford Foundation.
2. Climate Change, Forests and Peatlands in Indonesia
Project Description: There are approximately 14 million hectares of peat swamp forest and 6 million hectares of peatland under agriculture in Indonesia. Estimates of their carbon content range from 16 to 39 gigatonnes (or a billion tonnes) that is equivalent to 1 to 3 percent of the global terrestrial carbon store. The estimates of the annual rate of carbon sequestration by peatlands in Indonesia vary from 10 to 93 million tonnes - clearly an important global resource. If disturbed by drainage and burning, the stored carbon is released into the atmosphere contributing to the greenhouse effect. If maintained in their natural state, the peatlands sequester and store atmospheric carbon, thus mitigating greenhouse gas emissions.
The Climate Change, Forests and Peatlands in Indonesia Project (CCFPI) works in the Central Kalimantan and Sumatra provinces of Indonesia. Its objective is to contribute to the sustainable management of Indonesia's peat swamp forests. With wise stewardship, the peat forests will maintain and increase their storage and sequestration of atmospheric carbon. Concurrently, the project is active in raising awareness of climate change and the role of peatland management in its mitigation, in promoting peatland management for carbon storage and sequestration, in improving sustainable community livelihoods, and in information sharing and networking.
The expected outcomes are: *Development and adoption of practical community-based approaches for managing peatlands and providing sustained livelihood for affected people and carbon storage and sequestration benefits, *Incorporation of community-based peatland management issues into the national climate change policy and implementation framework. The peat swamp forests are rich storehouses of plant and animal biodiversity. Sustainable forest management will not only have a positive impact on carbon sequestration and storage and community livelihoods, it will also have a positive impact on conserving the forest biodiversity

Central Kalimantan: The project is developing and promoting the adoption of practical, community-based approaches to managing the peatlands on pilot sites. In Central Kalimantan, public awareness is being raised about the importance of restoring peatland hydrology by preparing and disseminating educational materials to schools and communities, holding community meetings, and providing training in the peatland management practices. Controlling the water flow in the drainage canals/ditches is one of the most important tools in restoring the hydrology of the pilot area as well as in preventing forest and land fires. This is accomplished by raising the awareness of the local land owners and government on the benefits of blocking the canals/ditches to raise the water levels in the peatlands. The project assists with monitoring and evaluating the water level and the impact on the surrounding vegetation. In addition, effort is also being made on the rehabilitation of the surrounding areas by re-planting some native tree species along the canals/ditches.
Efforts to encourage local people to be engaged in alternative livelihoods have focused on capacity building and market facilitation in rattan and honey production. Some community members are also involved in making fish chips and fish powder.
Sumatra: Practical approaches to peatland management are being developed and adopted for a national park and its buffer zone and a former timber concession area. Berbak National Park covers an area of 162,000 hectares and is comprised of mainly peat swamp forest. It suffers from encroachment by neighbouring communities that enter the park to cut and burn the forest to plant agricultural crops. Like in the Central Kalimantan site, the project works with the communities in developing alternative sources of income. They include activities like rattan production, sustainable agriculture and land clearing techniques that do not require the use of fire, and in involving them in park management activities. The local people are collaborating in patrolling the park against forest fires and illegal logging, and participate in planning park development activities. The project is also assisting in the reforestation of an area in the park that was burnt in years past.
Sungai Bulu Protected Peat Forest has been declared a protected area. It has an area of over 17,700 hectares, most of which was previously logged. The communities have agreed to participate in the protection and rehabilitation of the forest and the project is assisting them in finding alternative sources of income, namely from animal husbandry, aquaculture, and handicrafts. Training has been provided in preparing a management plan, and strengthening community organizations. It is expected that there will be increased options for sustainable livelihoods, improved management strategies for engaging communities in the protection and rehabilitation of peat swamp forests, and reduced pressure on peatlands from illegal logging and conversion.

The upper catchments of some important rivers that flow through Berbak National Park are threatened by logging, oil exploitation, and agricultural development. The project actively works with the communities, local government, and local NGOs to promote the protection of the peatlands, as well as rehabilitation of selected degraded areas and development of livelihood options for communities linked to peatland management.
Small-grants funds have been be established in both Central Kalimantan and Sumatra to broaden the pool of demonstration projects. Proposals are being solicited from NGOs, community groups and other agencies.
Policy And Institutional Framework Development: An important aspect of the project is the assistance being provided to the formulation of national climate change policies and the development of an appropriate institutional framework to address the role of peatlands. Of particular concern is the acknowledgement of the role of communities in finding and implementing solutions. The project will promote the removal of international barriers to the inclusion of local initiatives and peatland concerns.
The project is developing tools for managing climate change information. It supports the development of a low-cost method of estimating the status and change of carbon storage in pilot project sites. Information collection techniques have been developed and the data has been gathered. The data is being used to establish baseline scenarios that will be the basis for monitoring and determining the impact of the project activities. The method provides for the collection of information by communities involved in the pilot projects. Assistance is being provided to determine the amount of carbon stored in Indonesia's peatlands. This information is being fed into the formulation of the country's climate change policy formulation and into a national strategy on the management of Indonesia's wetlands. The project has also been involved in the production of maps showing the distribution of peat in Sumatra and Kalimantan. These publications can be used by local governments and provide guidance on land use management. Local governments can thereby avoid the issuance of development permits in areas that have deep peat, as stipulated in Indonesian regulations regarding this.

The project is compiling experiences from elsewhere in Indonesia and South East Asia and assessing their appropriateness for the pilot sites. This information will form part of the knowledge base for developing new options for peatland management. It will contribute to defining the criteria for carbon projects for peatland management, community participation, and carbon sequestration demonstration projects.
Budget and Duration: The Canada Climate Change Development Fund is C$4.1 million over a three-year period. Forest and Climate Change research, the purpose of this research is to promote pro-poor climate change mitigation and adaptation schemes involving forest ecosystems and articulate the role of forest ecosystems in adaptation to climate change. Major Projects: 1) developing tools for adaptation of tropical forest ecosystems to climate change. Based on the results of the climate change impact assessments, key vulnerability indicators will be geographically mapped. On the basis of these, adaptation measures will be developed. Pilot studies will be carried out in West Africa (Burkina Faso, Mali, Ghana), Central America (Costa Rica, Nicaragua, Honduras), and Indonesia.

Sector-Specific Climate Change ActivitiesLand Use Activities. USAID’s Natural Resources Management (NRM) activities included a number of conservation programs. In 2004, in the Kutai Barat district (East Kalimantan), a timber company agreed to incorporate recommendations from The Nature Conservancy on High Conservation Value Forest areas and set aside nearly 20% of its concession area for conservation purposes. Timber companies in East Kalimantan and West Kalimantan also used the guidelines to obtain Forest Stewardship Council certification. In Central Java, forest communities worked to obtain certification for their forests and products. Additionally, commercial and habitat conservation programs were complemented by the USAID-funded World Education project in Kelay river watershed, a subdistrict of Berau, which is a key area of globally important species. The project supported a number of activities which helped to relieve pressure on key habitat areas by reducing encroachment.

Coastal Resources Management. The Coastal Resources Management Project (CRMP) Part II focused on preservation and rehabilitation of coastal areas through legal reform, capacity building and integration of stakeholders. Its primary objectives included improved sustainable management, reduced encroachment to and increased area of protected areas, and improved livelihoods through activities that reduce pressure on mangrove and coral resources. Among its accomplishments in 2005 were:
*More than 26 pilot villages participating in community-based management of resources contributed a total of 500 hectares of coral reefs and 400 hectares of protected forests, supported by completed village management plans.*Trainings on coastal resources management, improved mangrove management and livelihood activities which prepared local stakeholders for developing a District-wide marine protection area and increased their livelihoods (crab fattening activities led to 500 kg of crabs per week sold by each group) resulting in a renewed commitment to preserving the mangrove trees and environmental services.
*Bay Management Plans were created in Apang and Agar Bays and the project collaborated with partners and NGOs to develop the Berau Marine Protected Area that was submitted as part of Indonesia’s nomination to become a World Heritage Marine Site.*The Asian Development Bank contributed $10 million to the Indonesian government to support replication of coastal management activities in 15 provinces. *Coastal Management Boards were established to facilitate multi-sectoral policy and activities, including establishing new rules and regulations, helping communities to develop networks of community marine protected areas and conducting coastal management best practices.
Leveraged Funding. Through its many activities, USAID/Indonesia has been able to leverage a significant amount of money from a variety of sources. For example, in 2004, the NRM III project leveraged an additional $2.25 million in co-funded activities, equal to more than half of USAID’s direct investment. In addition, the models and approaches developed by USAID have influenced the design of another $118 million in new project investments by non-US government donors. This investment will contribute to forest preservation, capacity development, marine protected area management, and decentralized multi-stakeholder natural resources management.

The CRMP II project leveraged funds for various project activities, including $144,000 by UNOCAL Petroleum to enable civil society groups to conduct environmental awareness and extension activities throughout the Balikpapan Bay watershed, an area heavily lined with mangroves. Additionally, $137,000 was committed by the Balikpapan Bay Management Council and the City of Balikpapan for bay management activities and $50,000 was committed by the Ministry of Marine Affairs to support local coastal management activities under the matched funding of the Sea Partnership Program.
