ForewordWelcome to the latest edition of Wyre Voice.

Health and wellbeing is an issue that affects all of us.

With an ageing population and increased demand on public services, Wyre is playing its part in ensuring the wellbeing of our communities.

We’re working with health partners to look at how we can improve services and embarking on a new venture to create a community health hub in Poulton.

Lockwood Avenue Surgery is relocating to the Civic Centre on Breck Road and we’re in negotiations with a further health provider.

The plan is to integrate traditional health services with council services that have a positive impact on health and wellbeing, such as our care and repair service, debt and welfare advice and housing options, and they’ll all be under one roof.

Pooling resources will have much greater impact than working alone and means that residents will receive better quality, tailored care.

As we all know, prevention is better than cure and we’re focussing on early intervention, reducing hospital stays and providing treatment at home, across the borough.

We continue to invest in leisure facilities and parks and open spaces, provide sport and exercise programmes for all and expand volunteering opportunities, enabling people to take steps to improve their own health and wellbeing.

Focus on health and community engagement

A new member of the Cabinet has been appointed to promote health and community engagement. Councillor Vivien Taylor (pictured above) will focus on improving customer services by listening to local people and be responsible for public health matters including food hygiene, pollution and animal welfare.

Health and Dementia friendly Wyre

The council is committed to helping older people to age well. Wyre has the largest proportion of people aged 65 and over in the North West and almost half the population is over 50.

We’ve embraced the Alzheimer’s Society’s Dementia Friends campaign to give people an understanding of dementia and the small things that could make a difference to people living in their community.

95 council officers and 27 councillors have become Dementia Friends so far and local businesses are beginning to get involved. Our hope for the future is that the borough will become a dementia friendly community.To find out more contact Michele Scott on01253 891000.

Community health hub in Poulton

We’re at the start of an innovative venture to share space at the Civic Centre in Poulton.

Lockwood Avenue Surgery is relocating and potentially additional health providers in the future, creating a community health hub at the location. The doctor’s surgery plans to open within the Civic Centre early next year.

What’s happening in Garstang?

In Garstang community feedback showed that it can be difficult to navigate round different NHS and care services, especially when someone has complex health problems.

Local health and care providers listened and have established a team called the Garstang Integrated Care Team. This team is made up of staff from GP surgeries, mental health services, social work, voluntary sector, community therapists, Wyre Council and others, who work in partnership with patients to develop care plans to keep people with complex health problems supported at home.

Better care for Garstang and surrounding area

Better Care Together is a review of local health and care services across Morecambe Bay by North Lancashire Clinical Commissioning Group.

The review aims to give you good quality patient experiences and improved health outcomes, now and in the future.

Health and wellbeinggovernment organisations across Morecambe Bay will be working more closely together. A large part of this work involves looking at services out-of-hospital where most people receive the majority of their healthcare.

Looking after ourselves

To stop ourselves from getting poorly and going to hospital, we all need to think about preventing illness and Better Care Together is keen to find out what keeps you healthy.

Do you take walks in the park? Do you sometimes self-care, for example visiting a local pharmacy for help with coughs and colds? Perhaps you help manage long term conditions like diabetes and high blood pressure with monitoring tools at home? Let the Better Care Together Team know what works well for your health and wellbeing!

Extra Care is coming to Fleetwood

In an exciting new development Regenda Homes, in partnership with Wyre Council, Lancashire County Council and NHS Fylde and Wyre CCG is developing an Extra Care housing scheme designed to boost the independence of older people.

Residents and visitors to the new scheme will be able to take advantage of on-site care 24 hours a day, a modern lively restaurant, salons for health and beauty treatments, sensory and interactive gardens and a full programme of wellbeing activities.

The new complex, which will be situated on Chatsworth Avenue, replaces two old buildings which were beyond refurbishment and has been designed in consultation with older local residents.

The demolition of these buildings will take place towards the end of this year, with construction expected to be completed by April 2017. It will consist of 72 modern apartments, with one or two bedrooms, designed for independent living.

Lots of new health and fitness developments to enjoy

The health and fitness facilities across Wyre are improving in leaps and bounds - with even more to come.

The refurbishment at Thornton is now complete with new state-of-the-art gym facilities, a 10 lane 10 pin bowling alley and the Air Skate Park.

Air Skate is a unique, bespoke indoor ramp experience that has been professionally designed. There are 17 interconnecting ramps, pipes, banks, ledges and rails to challenge boards, BMX, blades and scooters. There are dedicated sessions for each type of equipment as well as open sessions. There are also coaching sessions for all abilities from beginner upwards.

Wyre councillor embarks on fitness journey

Councillor Peter Murphy was so impressed by the new developments at Wyre’s Health and Fitness Centres that he was inspired to commit to starting a long overdue fitness regime. Having not visited a gym in the last few years and finding himself ‘fat and fifty’ (his words) he has decided to do something about it. He has joined the YMCA and undergone an initial induction at Poulton under the expert guidance of a personal trainer. Councillor Murphy plans to improve his fitness and hopefully lose around two stones in weight. Peter said: “I thought it was time to take action when my clothes started getting a bit tight and I found it exhausting spending the day chasing around after the grandchildren.” On week one Councillor Murphy completed his first full session at the gym at Poulton without his trainer. He completed his recommended work out plan in under an hour – so off to a good start.

The weigh-in result for week one revealed two pounds lost.

He is going to the gym every Monday, Wednesday and Friday and enjoying a bike ride on his rest days. Lets hope he stays positive and keeps it going over the year! The bike rides will fit in with his role as a councillor nicely too. One Sunday he rode to Cleveleys to have a look at the ongoing sea defence works. He then had a walk along Lord Street in Fleetwood to check on empty premises. Fact finding and fitness rolled into one! Councillor Murphy recommends a walk (or even a jog) on the seafront at low tide to

check out the lovely Mythic Coast artworks between Cleveleys and Fleetwood. The fitness regime continued into week three with more gym visits and bike rides and a further three pounds lost.

Peter commented: “I’m feeling really good after three weeks of my fitness regime and would definitely recommend joining the YMCA to anyone looking to change their lifestyle”. Councillor Murphy is doing really well in the programme and is on track to achieving his goal. We will keep you informed of his progress during his year’s membership at YMCA in future editions of Wyre Voice and on our website and Facebook and Twitter accounts.

Wyre Council successfully secured £1.5m from the Coastal Communities Fund (CCF) for a number of exciting projects in Fleetwood. These are currently referred to as the Five for Fleetwood projects and 2015 has seen some impressive developments since the previous edition of Wyre Voice...

Historic Euston Park

Euston Park was part of architect Decimus Burton’s original plan for the town dating back to the Victorian era. It was one of the first sights for people arriving from the London train when Fleetwood was served by a railway line. The bench near the North Euston Hotel commemorates Queen Victoria’s visit to Fleetwood in 1847 and the historic link with transport from the south and to Scotland by steamer.

Today, the gates, shelters and Grade II listed fountain have been carefully restored to retain their original features along with new footpaths and planting allowing the park to become a gateway for people arriving by tram or on the Knott End ferry.

Marine Splash

An exciting new water play area and café has recently been completed on the site of Fleetwood YMCA Health and Fitness Centre.

Youngsters can enjoy splashing through fountains, water jets and water tunnels with a paddling area also included. A new café also overlooks the splash pad offering an outside decked area whilst watching the little ones as they play. You’ll also find seating areas and toilet facilities within the new development too. Opening times can be found on our website:

Rather than traditional ramps commonly found at many other sites, users will find a sunken bowl with varying heights of up to 6ft and a series of hips around the perimeter.

It has been created to suit both beginners and the more experienced and is multi-functional for skateboards, scooters, bikes and skates.

Fleetwood Town Council kindly donated an additional £20,000 to the project.

Marine Gardens Play Area

The play facility at Marine Gardens has been transformed over the summer months. We have removed some old equipment and

This new and exciting play area development at Marine Gardens provides children with a range of disabilities a very positive experience with play. Happy birthday Marine Hall

This year it’s the 80th anniversary of the opening of Marine Hall. To celebrate there’s a Birthday Tea Dance on 23 November and in recognition of the Beatles’ performance there in 1962, top tribute act The Mersey Beatles will be taking to the stage on the venue’s birthday – 27 November.

It’s time to visit Memorial Park

The Grade II registered park, created in commemoration of the First World War, has been completely restored to its original 1920s landscape thanks to a £2.4m grant from the Heritage Lottery and Big Lottery Funds. And it’s just been awarded a Green Flag for quality in recognition.

Features such as the war memorial, entrances, pathways and pavilion have been carefully repaired to conserve the original architecture and character. Water flows

through the stream and rockery into the lily pond once more and extensive landscaping has introduced a beautiful variety of colour and wildlife.

We’ve added modern elements alongside the traditional; you can play on restored bowling greens and tennis courts or try

out the new Parkour equipment, multi-use games area and children’s adventure play units.

Why not come along to one of our regular community activities? Suitable for all the family, these events are either free or carry a small charge for materials and offer the chance to get active and learn more about the heritage of the park. Find out more at

The Mount is next to be restored

Work will soon begin to restore Mount Pavilion and Gardens with grander plans in the pipeline.

Starting in autumn, we plan to replace the Grade II registered garden’s railings and stone copings along the esplanade boundary wall and restore two timber shelters to their original design. Improvements to the pathways and soft landscaping along the seaward side will follow next year.

Over the summer we talked to residents and school children about what they like about the Mount and how it could be in the future. We’ve used the feedback to submit an initial bid to the Heritage Lottery Fund for more money to transform the pavilion, rose garden and gate lodge. A decision on whether we can develop the bid further is expected early next year.

Rossall sea defences

We’re replacing sea defences from Rossall Hospital to Rossall Point, a stretch of 2km, in a £63m scheme that will protect 7,500 properties from the risk of coastal flooding.

The lower part of the defences is being built using rock, to stand up to the harsh environment on this part of the Fylde Coast. To date, 500m of the lower revetment and seven of 18 groynes have been completed using 107,000 tonnes of rock. Almost 800m of steel sheet piling, which separates the lower and upper revetments, has been installed and work has just started to install the precast concrete units that will form the defences above.

£10,000 funding for Fleetwood

Fleetwood has been awarded £10,000 to help develop an economic plan for the area.The Department for Communities and Local Government announced the award following a successful bid by Wyre Council.

The project will be managed by a new Fleetwood Coastal Community Team that is being established bringing together local business, councils and community groups.

Team Fleetwood wants a make-over for the town centre and will use the community’s self-help culture to make it happen. This team of activists will also prepare an action plan which will set the direction for the town’s future development.

Councillor Peter Murphy, Cabinet member with responsibility for economic development at Wyre Council, said: “Although Fleetwood is below the regional average for empty shops, we want to see them filled and its image improved. It’s a real team approach bringing together partners from local business, community and charity groups, and we want to inspire shopkeepers to join with us in making over the town.”

Chairman of Fleetwood Town Council, Councillor Terry Rogers, said: “I’m over the moon about this funding and looking forward to working with Wyre Council and our partners to improve how the town centre looks. I also hope to attract further investment as the project develops.”

Along with being awarded £10,000 to kick start work, there will be the opportunity to bid for up to £50,000 of extra funding to restore local heritage and facilities which benefit the wider community and the surrounding economy.

Carrier bag charges on the way!

The Government has introduced a 5p charge on single-use plastic carrier bags in England and this takes effect from 5 October 2015. There is already a similar 5p charge on single-use bags in Wales, Scotland and Northern Ireland. Some exemptions will apply to small businesses.

Now is the time to start changing your habits; use hessian, cotton or bags for life.

Slim your bin

We’re introducing a new scheme to make it easier to recycle your old domestic batteries and small electrical items e.g kettles, toasters and clocks from the kerbside. Look out for the leaflet coming through your door or find more information at

Is your weekly food bill increasing?

The Love Food Hate Waste app can help you manage your food better and save money. Research indicates you could save almost £60 per month so it’s worth checking out. The app has arrived on iPhone and android and allows you to easily keep track of food planning, shopping, cooking meals and making the most of leftovers. Food with a Best Before date is long-lasting. It should be safe to eat, but may not be at its best quality after this date. Before date labels

Dog fouling

According to our residents, people who let their dog foul and don’t pick up could be considered as public enemy number one, but this is closely followed by those that actually take the time to pick it up in a bag but then dump the bag on the floor, hang it in a tree or on a fence! It’s just pure laziness. There are over 800 litterbins across the borough - sometimes you may have to carry the poop or litter a short distance, but if you have a dog you need to be prepared to deal with the poop.

• If on a regular walk, remember where the bins are.• Carry the bag until you find a bin or buy something like a Mucksak to safely transport the poop home.• If there are no bins around, remember what your mum probably told you as a child … take it home with you and pop it in your grey bin.• ANY LITTER BIN WILL DO, regardless of shape or size (we have phased out the traditional dog bin).

It’s only a small minority that spoils it for the majority. Officers are trying their hardest to tackle this but we can’t be everywhere all of the time – it’s an issue that can only be resolved by everyone doing their bit.

Supporting people affected by cancer

Croston House, CancerHelp’s Centre in Garstang, supports cancer patients, their families and carers. All Croston House’s core services are free to clients, with the vast majority of funding coming through their shops, fundraising and donations. With a £4,000 Shaping Your Neighbourhood grant, Croston House has been able to provide an additional eight week mindfulness programme for adults diagnosed with cancer, to increase health and wellbeing and decrease psychological distress. One participant commented: “Having joined the course and met the other participants I began to move to a better place almost immediately”.

They have also set up a bereavement group, which meets monthly and supports an increasing number of people. In addition, funding has been used to provide transport to bring clients who would otherwise be unable to access their services. Advertising for these events across Wyre has meant Croston House is becoming better known in the community and by health professionals, in turn helping support more people affected by cancer.

Kepple Lane Park has been awarded another Green Flag Award this year, the mark of a quality park or green space.

Millennium Green footpath

Have you used the new and improved footpath leading to Garstang Millennium Green yet? Garstang Millennium Green Trust, Wyre Council, Lancashire County Council and Proffitt’s – Investing in Communities worked

together to upgrade the footpath at Wyre Lane and create an accessible route towards Scorton (pictured).

A £20,000 Shaping Your Neighbourhood grant helped to improve access, signage and interpretation, boundaries and seating.

This year’s successful Shaping Your Neighbourhood projects include St Oswald’s Drama Group (SODS) in Preesall (pictured below), which has been awarded £2,200 to buy a new sound system that will not only be used by SODS but also local schools and other drama groups in the area.

Villages join North West In Bloom

Bilsborrow’s re-entry into the competition is its first since 2008 and was well supported by local businesses, Myerscough and Bilsborrow Parish Council and a local primary school who helped name a boat as part of a new floral display in the village.

Catterall joined for the first time and also received strong community backing, with many people turning out to welcome the judges on their summer visit.

The efforts of everyone involved paid off - both villages look blooming beautiful! Results are announced in October.

Be prepared for flooding

We work with parish and town councils and residents in areas at high risk to prepare them should flooding occur and minimise the effects on people and property.

Preesall, Stalmine and Hambleton all have flood groups set up and with help from the Environment Agency, Lancashire County Council and United Utilities, make proactive plans to protect the community.

Improving land drainage, storing sandbags nearby and making sure all residents are signed up to receive flood alerts are just some of the things that can be done in advance to minimise the impact of flooding.

A £2,000 grant from Wyre’s Shaping Your Neighbourhood scheme is being used to provide a storage facility in Stalmine for sandbags and road signs that will enable residents to act quickly if need be.

Skaters catch air at indoor park’s first jam

Thornton’s newly opened Air Skate Park welcomed over 20 riders to its first Skate Jam competition in summer.

Riders from all over the Fylde Coast took part in the jam where their tricks and style were judged across ten mini competitions.

Air Skate Park opened inside YMCA Thornton in April and the park’s bespoke ramp design has attracted over 6,000 ride experiences since opening.

The adrenalin fuelled 4 hour jam was sponsored by YMCA Satellite Sports Club and new local clothing brand Haardvark. Competitions included the Vert ramp – best trick, bridge gap, big half – best trick or line, banks and rails.

YMCA’s Air co-ordinator and competition judge Ryan McNamara said: “Competitions like this are a great way of bringing extreme sport enthusiasts together, rewarding them for their commitment to the sport and perfecting their skills.

“Not only that but it’s just awesome to watch and be part of. The competition attracted spectators of all ages who were amazed by the ‘Big Airs’ and gravity defying tricks. It’s such an inspiring sport and we’ve got new riders coming through from as young as six now learning the basics, building up their confidence and looking up to the young pros and semi-pros coming onto Air’s ramps.”

The Air Jam first prize winner was Logan Dell Wilkinson, age 13 of Fleetwood (left), with Adam Kay of Thornton Cleveleys (below) in second place.

Focus on Thornton Cleveleys Have you visited Marsh Mill recently?

We’ve invested £320,000 in renovations and repairs to the structure and fabric of the mill including the walls, render, cap and fantail, new window frames, replacement of the balcony and a completely new set of sails.

The much-loved Grade II listed tower mill, which stands at 70 feet tall and is 220 years old, is open for guided tours between 10.30am and 4.30pm on Saturdays and Sundays until the beginning of November. For more information see the Friends of Marsh Mill Facebook page or call 01253 891000.

Marsh Mill Shopping Village also boasts a charming collection of independent retailers, eateries and studios and there’s free parking too.

Social group for carers and the bereaved

A volunteer support group is providing a vital lifeline for local carers and bereaved people. CHAT (pictured below) meets weekly at Thornton Medical Centre and offers friendship and social activities. Members form a network of support and look after one another’s wellbeing. People may join the group independently or by referral from the medical centre, however the service is reliant on fundraising.

We’ve provided a £600 grant through our Shaping Your Neighbourhood initiative to buy a bingo machine and crockery for the tea bar, which is open to the public, to help raise money on a permanent basis.

“The new bingo activities have really helped and encouraged those new to the game and created great camaraderie between everyone. The updated crockery, tablecloths and mats have made a brighter environment for our meetings and a more inviting tea bar to encourage people of the community to join us.”

Focus on Thornton Cleveleys This year’s Shaping Your Neighbourhood grants are supporting Poulton and Wyre Railway’s heritage train project (pictured below), restoration of the ICI war memorial, enhancements to Pheasant’s Wood, Trinity Hospice’s comfort bags for ‘hospice at home’ patients and a social therapeutic horticulture project by Incredible Edibles Fylde and Wyre.

Community football venue

Fuse Football is the new state-of-the-art football centre at Fleetwood Town Football Club’s training ground at Poolfoot Farm in Thornton.

Fleetwood Town’s new training ground opened in January and is in the final phase of development, with community changing

rooms, offices and an education area due to be finished in the new year.

YMCA Bowl welcomes new league This summer the new YMCA Bowl in Thornton became the new home of a bowling league whose winning formula was originally sealed back in 1963 at Savoy SuperBowl in Blackpool. Local league organisers Mike and Beryl Winnemoore brought the bowlers from across Lancashire back together for the new weekly Monday night fixture. Mike Winnemoore, 74 of Anchorsholme, said: “You really can’t do any better than YMCA Bowl for social bowlers. “Our league is an all rounder. We bring bowlers together for some healthy social competition. Everyone has a chance with our handicap system and we welcome everyone who wants to come along regardless of their level.” Mike added: “To start a league both parties have to work together. The YMCA staff are excellent and responsive to our needs on the evening. Wyre Business Awards –save the date

Following on from the success of the first Wyre Business Awards in November 2014 an even bigger and better event is planned for 2015.

This year the success of Wyre businesses will be celebrated in grand style under the dome of Marine Hall in Fleetwood on Thursday 26 November.

The inaugural event in 2014 attracted more than 200 people representing over 40 businesses, allowing Wyre Council to publicly recognise the businesses’ achievements in 2014 and the contribution made to the local economy.

In 2015 it will be a glamourous black tie event with a three course dinner provided by Twelve Restaurant. There will be drinks on arrival, personalised photographs, goody bags, live entertainment and much more.

Tickets are only £20pp with discounts for larger parties. More information will be available in due course, however, if you would like to provisionally book your place please get in touch. Sponsorship packages are also available from £200. Call the Business Support Team on 01253 891000.

Wyred Up has been established as a successful business networking group since 2008.

Events take place quarterly and are tailored to maximise opportunities for local businesses with guest speakers and valuable networking time.

The Wyred Up service has been a great networking success for over 2,000 local companies with thousands of pounds worth of business generated over the past seven years.

The Wyre Business Expo will take place on Wednesday 14 October at Marine Hall, Fleetwood and will be the first business-to-business exhibition with firms from across the Fylde Coast.

Working with you

Wyre’s Business Support Team assisted Café Cove on Cleveleys promenade to secure flood support grant monies as a result of damage caused during the 2013/14 stormy weather.

The grant awarded by DEFRA enabled the business to continue successfully and repair and renew damaged premises. It also provided money for preventative measures to be taken to reduce the risk in future.

New and improved playground in Carleton

Farnham Way children’s playground (pictured below) has had a £20,000 revamp thanks to the council’s Shaping Your Neighbourhood and capital investment funding and with a helping hand from local children.

Following drainage improvements to reduce flooding and footpath resurfacing, the play equipment has been completely replaced with new adventure units chosen by children from Carleton Green Community Primary School and including a spinning orbit, cradle swings and a rocking rider!

Local children and cricketers are to benefit from the latest round of Shaping Your Neighbourhood grants.

The Friends of Jean Stansfield Park have been awarded £5,000 to replace the junior playground with modern equipment that will encourage more local youngsters to use the park. This work is the latest in a series of improvements at this much loved community park (pictured right), which retained its Green Flag Award for quality from Keep Britain Tidy this summer.

Fylde Cricket Club on Moorland Road has received an £850 grant for new practice and perimeter netting to improve the training environment for players to develop their batting and bowling skills.

Established in 1901, the club has over 200 members and hosts around 50 games during the season, involving teams from across Lancashire.

Aldi intends to take over Booths’ current Ball Street premises and Lidl has submitted plans to build a new store at an empty site on the corner of Garstang Road East and Furness Drive.

Added to the range of independent shops in the town centre and our weekly street market, shoppers will be spoilt for choice!

Spa is firmly on Amanda’s lifestyle list

For Amanda Davenport of Poulton-le-Fylde, Spa on the Breck has become her personal haven for ultimate relaxation and pure indulgence.

Since it opened at the end of May, Amanda has escaped to the spa nearly every week for treatments and now brings her mum and daughter Becky with her for special pampering time together in the Spa Journey once a month or so too.

As a full time estate agent with Tiger Estates in South Shore, Amanda maintains that by ensuring she makes time for herself she can stay on top of the day to day pressures of her job.
