Posted Text: The overall objective is to create a single point of reference where international RPAS-related regulatory information (we are currently referencing 264 countries & territories), as well as aviation terminology & recommended RPAS terminology are made available to the global RPAS community. The site also gives this community access to the world’s largest online library of relevant reference & guidance documents, and information that promotes awareness of RPAS related regulatory developments. This web site’s principal added value is that it proposes carefully formatted reviews of all known RPAS rules and regulations, country-by-country, using a common template, which permits comparison between countries, and also supplies RPAS operators with a rapid means to obtain factual information on the possibility of RPAS operations in a given country. This web site also endeavours to keep track, country-by-country, of the quantity of certificated operators & pilots, and RPAS accident/incident occurrences.

Explanation: The centrally positioned dynamic slider permits to announce relevant RPAS-related events & highlight the sponsors of this web site. The slider also offers advertisement possibilities. Each rotating slide stays visible for 5 seconds.

Explanation: Features breaking news relative to RPAS regulatory matters. Relevant announcements by the blog editor, regulatory authorities & aviation stakeholders will be posted. All news entries will be stored in the online accessible blog archive.

Explanation: A schematic overview of the entire web site [main menu bar (dark blue), tabs (light blue), sub-tabs (yellow), sub-sub-tabs (white)].

Explanation: A list of the names of the financial sponsors (Founding Sponsors) of this web site.

Guide to RPAS RulesGoing out from the national aviation act or European Union Basic Regulation, an overview (in English) is provided (in short or long version) for existing relevant State, Territory or Regional Safety Oversight Organisation (i.e. EASA) of legally binding rules, specifications, circulars, information bulletins and other regulatory guidance. The topics covered in these overviews will include requirements concerning: =RPAS certification (incl. airworthiness) =Pilot certification/qualification =Operator certification =Accepted RPA mass ratings =Accepted RPAS safety assessment procedures =Accepted engine types & fuel/batteries =Accepted command & control frequencies =Permitted operational scenarios (VLOS & BLOS) = Manual and/or automated/waypoint flight = Registration markings = Minimal separation distance(s) between a remotely piloted aircraft in flight and an airport, structure, building,

house, highway & road, ship, crowds, public gatherings, sporting events, etc =NOTAMs =Operational manuals =Flight permits =Aerial work permits =Insurance requirements =Accepted accreditation by Qualified Entities =Accident/Incident reporting =Other relevant informationThe long version will go into further detail and will include the complementary supply of PDF copies of all relevant national reference texts (in English) applicable in the country concerned.Contact details of the relevant national civil aviation administration & the relevant point of contact will be indicated. Note: In this context, certification should be understood as any form of recognition that a product, part or appliance,

organisation or person, complies with the applicable requirements including the provisions of a regulation and its implementing rules, as well as the issuance of the relevant certificate attesting such compliance (incl. approvals & authorizations).

Because the same template is used for each country, it will now become possible to compare the regulatory situation between several countries.

This is the only existing document that brings together, in alphabetical order, all the terms and definitions in English, as well as the related acronyms, which appear in the 18 Annexes of the Chicago Convention on International Civil Aviation (1944) and in which Annex(es) they appear. The complete texts of these 18 Annexes are part of the ICAO Technical Publications, which can be purchased from ICAO in Arabic, Chinese, English, French, Russian and Spanish.

This document has been produced for the benefit of the international RPAS community (including academia) with the intent to make it contents available and accesible to these communities in order to promote the use of the correct aviation terminology.

These documents consist of a list of the terms and defintions most commony used in the field of non-military RPAS operations and is based on the definitions found in, amongst others:= 18 Annexes of the Chicago Convention on International

Civil Aviation - International Civil Aviation Organization (ICAO), including Amendment 43 to Annex 2

= ICAO Circular 328 (Explanation of Terms - Not yet formally accepted by ICAO) - International Civil Aviation Organization (ICAO)

= CAP722, edition 5 - CAA, UK (5th edition,10 August 2012)= European RPAS Roadmap (June 2013) = Proposals by UVS International

This document supplies the international RPAS community with a list of terms and definitions, as well as the applicable acronyms, that are relevant to RPAS operations. It is anticipated that this document will have significant educational value (especially for persons who are not native English speakers & persons with limited aeronautical experience), and it is hoped that it will contribute to motivating all stakeholders groups that make up the international RPAS community to start using a common terminology.Acronyms are invariant (they refer both to singular & plural). This is a living document and will be updated regularly.
