Rule 7.08(c & j)“THE BATTER-RUNNER MUST TURN TO HIS RIGHT AFTER OVER RUNNING FIRST BASE”

The batter-runner may turn left or right, provided that if he turns left he does not make an attempt to advance. An attempt is a judgment made by the umpire. The requirement is that the runner

must immediately return to first after over running or over sliding the base.

There are no exceptions as to how the BR obtained first base

(hit, walk, error, or dropped third strike).

There is simply NO SUCH THING in the world of umpiring. The runner is either

out or safe. It is a pure judgment call by the umpire.

By RULE BOOK the runner must beat the throw.

When a fielder other than the pitcher throws a ball into dead ball area, the

at the time of the pitch IF it is the first play by an infielder before all runners have

advanced or from where each runner was physically positioned at the time the ball left the throwers hand on all other plays.

In order to correct a base running mistake, the runner MUST retrace his steps and retouch the bases in

The only time a runner is OUT for running in reverse order, in when

he making a travesty of the game or tries to confuse the defense.

An Infield-Fly is no different than any other fly ball

in regard to the runners. The only difference is that runners are

never forced to advance because the batter is out, whether the ball is caught or

not.

A catcher warming up a pitcher between innings who is not is the game

CAN throw down to 2nd.

The warm ups are for the benefit of the pitcher, and has little, if anything, to do with the catcher.

VOLUNTEER vs. PAIDYOUR LEAGUE PRESIDENTS

and board of directors have made the decision to pay certainindividuals in their Leagues, including umpires, for their

servicesagainst the advice of this District and Little League

International.

ALL District 72 TOC & ALL-STAR Tournaments will have umpires on strictly a volunteer and Little League trained basis only.

FORE WARNED IS FORE TOLD

If any individual is being paid, or any league is paying ANYONE for ANY SERVICES, that all parties within are responsible for knowing all Local, County, State, and

Federal Labor Laws, including all Child Labor Laws, Workers Comp, Unemployment, County, State and Federal

Taxes including income taxes, Disability, and any other types of laws and regulations that are associated

with paying of an individual or any individual receiving such payment.

District 72 respects the choices that Leagues have the authority to make, as set forth within Little League International, but instructs all Leagues

thatsuch choices and their consequences are entirely their own, as well as any individual(s) who are paid for their services.

It is permissible to peel off any applied stickers

on the helmets, and we good to go, right?

2.00 FAIR/FOUL“IF A DEFENSIVE PLAYERS FEET ARE IN FAIR TERRITORYWHEN A FLY BALL IS TOUCHED, IT IS A FAIR BALL.”

HMMMM…

The position of a players feet or any other part of the body is irrelevant. A ball is judged fair or foul based on

the relationship between the ball and the ground at the time the ball

is touched.

How often do teams need to check equipment?

How often do umpires need to check equipment?

IT IS THE JOB OF THE UMPIRES TO CHECK TEAM EQUIPMENT PRIOR TO EACH

GAME.

BOARD MEMBERS and LEAGUE OFFICIALS it is the job of every umpire to

check equipment of both teams prior to each game officiated.

If they are not doing so, you must hold them accountable. If they are paid umpires, why are you paying them for an incomplete job that risks the safety of

your players?
