Wearecurrentlyinvestigatingthe implementation of an industry scheme, to be facilitated by the WTIA, which would ensure that all imported fabricated steel products adhere to approved Australian Standards. This will provide a rangeofbenefits,bothfromacommercial and a public safety perspective.

NEXT GENERATION SUBMARINE PROJECTEarlier this month, I met with both Mitsubishi and DCNS to discuss their plans for the Next GenerationSubmarineProject,particularlyinrelationtotrainingand recruitment of welders.

Duringthesemeetings,Iwasable to point out a number of considerations which will significantlyhelpbothMitsubishiandDCNSinidentifyingand

These discussions proved to be extremely useful when I met with the South Australian Industry Advocate and the CEO of Defence South Australia in relation to the sameissue.Bothorganisationsindicated their support for the WTIA’sproposeddefenceweldingschoolinAdelaide.

SENATE INQUIRYMy appearance before the SenateEconomicsReferencesCommittee Inquiry into theFutureofAustralia’sSteelIndustrywasagreatopportunity to inform the Senate about some of the issuesfacingtheweldingandfabricatingindustry.

I was able to explain the damagethatthe600,000tonnes of imported fabricated steelisdoingtoourindustry,and to clearly demonstrate the public safety hazards that are beingcausedbystructuresthat do not meet Australian Standards.

My comments have received significantsupportfromSenators Nick Xenophon and Kim Carr, as well as considerable publicity and news coverage.Thisisamajorwinfortheweldingandfabricatingindustry,withthechallengescurrently faced now top of people’sminds,andlikelytobecome an election issue.

HORNSBY BRIDGE ERECTION, SYDNEY, NSWS&L Steel kindly invited me to watch the erection of a brand newsteelfootbridgefromHornsbyStation,overGeorgeStreet, and into the main shoppingcentre.

Approximately15,000peopleusethebridgeeachday.Thenewbridgeis4.5mwide—morethan double the width of the old bridge—anditstrafficclearancehasbeenincreasedto5.5m.Asyoucanseeintheimagesopposite,thenewbridgeismuchlargerandbiggerthantheold structure, which is visible in theforeground.

Thebridgewasinstalledatnightto minimise inconvenience, which meant I had to be on-site at1am.Theinstallationwasoneof the most well-planned and professional erection operations I have ever seen. WELDING EQUIPMENT SMART GROUPInlateMarch,thefirstmeetingoftheWeldingEquipmentSMARTGroupwasheld.

Duringthemeeting,leadingweldingandfabricatingequipment suppliers met to discuss issues related to ensuringthecomplianceofequipment to the relative Australian Standards.

Themeetingprovedtobeextremely positive and useful, with an action plan related togasandelectricweldingequipment drafted.

Theplaniscurrentlybeingexecuted, and further details will be made available in the comingmonths.

TRAINING & QUALIFICATIONThe National Welder QualificationRegisterisprogressingwell.ItwasconfirmedthismonththatwewillbetestingtoISO9606-1.FurtherdetailsabouttheRegisterwillbe made available in the May edition of Weld Connect.

I also met with the Australian ManufacturingWorkers’Union (AMWU) to discuss the syllabusforthefuturetrainingofwelders.Iamdelightedtoreportthatwehaveagreedtoworktogetherinthedeliveryof a syllabus which will re-introduce the trades of welder and boilermarker to Australia.

TheAprilmeetingof the Victoria Division will

seeRobertWisemanpresent on boron in steel, and its effect on theweldingprocess.

Over the last year, it has becomeincreasinglyclearthatlowandmediumstrengthstructuralsteelscontainingundisclosed amounts of boronarebeingimportedintoAustralia.

Boronisusedasanalloyingelement in steels to increase thehardenabilityandstrength.As a result, preheat and heatinputcontrols,alongwithappropriateweldingconsumable selection, are used to ensure that the welded jointendsupwiththeintendedproperties. Mild steel, by the nature of its chemistry, does need such controls and has been welded for years with well-known procedures.

However, if undisclosed levels of boron are present in mild steelsandstandardweldingprocedures are applied, weld crackingandconsequentwelded component failure can be a serious problem.

Therefore disclosure of boron levels in steel is an important issue and the fabricator needs to know what to look for, how to assess whether the steel isfitforpurpose,andhowtoadjusttheweldingprocedure.

For example, quenched andtemperedsteel(containingboron) manufactured to AS 3597,canbesafelyweldedwhen welded in compliance withAS/NZS1554Part4,while for boron-free structural steelsAS/NZS1554Part1isapplicable.

Inhispresentation,Robertwillexplain the role of boron in steel andinweldingconsumables,what to look for in the chemical analysis in the mill or batch certificate,andhowtoadjusttheweldingprocedure.

TheMayNewSouthWalesCommitteemeetingwillseeConsultantWeldingEngineerMatthewCole,deliverapresentationonthekeyfeaturesof AS1551.1,oneofthemostwidelyusedweldingstandardsinAustraliatoday.

WhileAS1554.1isarguablyoneofthemostwidelyusedweldingstandards in Australia, it is not always understood or applied in the way intended.

ConsultantWeldingEngineer,Mathew Cole will deliver a presentationaimingtoaddresskey features of the standard, with a focus on the science behind why the standard has been written the way that it is. Mostweldingstandardsare written with the aim of controllingthepropertiesoftheHeat Affected Zone (HAZ) and mitigatingtheriskofHydrogenCracking.Assuch,abriefintroductionwillbegivenonHAZmetallurgyandcrackingphenomena in steels, as well as anoverviewofhowAS1554.1addresses these issues.

Matthew will discuss the classificationschemesforconsumables and provide an overview of parent material specifications. Thequalificationofweldingprocedures is a science unto itself and can be very timeconsumingandcostlytogetwrong.Matthewwilltherefore provide an overview ofthequalificationprocessand procedure development coveringessentialvariables,mechanicaltestingrequirementsandpre-qualification. The presentation will be beneficialforwelders,inspectors and supervisors workinginthestructuralsector.

efforts to make it economically viable in the current challengingenvironment.

Twoenterpriseagreementvariations were voted on. Of the employees who voted onthechangesaffectingthePelletPlant,WhyallaPortandArdrossanoperations,70%approvedthechanges.

ArriumMiningExecutiveGeneralManager,MattReed,said it was excellent news that theseemployeesrecognisedthe importance of this contribution.“Irecognisethatthis would not have been an easy decision, so the business values and appreciates the personalsacrificethateachoftheseemployeeshasagreedto make,” he said.

“Iamconfidentthattogether,wecan make a difference and attain thecostsavingsrequiredtoturnaround our situation,” he said.

ArriumMininghasconfirmedthat the Whyalla steelworks are noteconomicallyviable,givencurrent market steel prices.

Arrium reported a half-yearly after-taxnetlossof$236million,includinga$43millionloss at its Whyalla steelworks.These losses come even after Arrium found approximately $100millionworthofcostreductions.

Accordingtothemininggiant,thecompanyneedsanadditional$60millioninthecoffers,justtobreakeven,andisbeginningtoplan‘careandmaintenance’optionsforall or part of its steelworks operations,ifitsfinancialposition does not turn around in the near future.

If the Whyalla steelworks closes,morethan1,000people will be out of work. This isinadditiontothe900peoplewholosttheirjobslastyear.

It came as no surprise in early April when Arrium confirmedthatithasachievedsupportfromthemajorityofemployees, who voted on a temporary pay reduction.

Arrium asked all employees totakeatemporary10%payreductionandwagefreezein support of the businesses

AnumberofstrategieshavebeenputinplacetoensurethattheWhyallasteelworkssurvive,despiteArrium’swarningthatthesitecouldbeshutdownifitsfinancialpositiondoesnotimprove.

GOVERNMENT TALKS

Treasurer Tom Koutsansonis said the State Government wasworkingwithArriumtosee how it could help the plant remain open.

But he also called on the Federal Government to do more.“I’dliketoseethesametypeofenergyandfervourintermsofstoppingtheboats, in terms of [what] the CommonwealthGovernment’semployed around our borders, toprotectingsteel,”hesaid.

PremierJayWeatherillsaid,“We’reindeepnegotiationstoprovide them with assistance to allow their continued existence. We stand ready to support ArriumandWhyallatogetthroughthisverydifficultphase.”Sources: www.abc.net.au

The WTIA is pleased to announce that

it has been appointed asMainRoadsWA’sindependent third party inspector for the Swan RiverBridge.

WTIA submitted a tender to performtheoverseasauditingandinspectionasMainRoadsWA’sindependentthirdpartyinspector.

The work will include an initial auditoftheweldingcontractor,theirweldqualitymanagementsystems (WQMS) and their site capacity. Their WQMS includesweldingprocedurequalifications,welder’squalifications,identificationand traceability, their materials handlingprocedures,logistics,weldingsupervisionandinspection and Inspection and TestPlanevaluation.

WTIA will undertake two additional surveillance visits after this initial audit.

WTIAhasdetailedknowledgeoftheSwanRiverPedestrianBridge,havingreviewedspecificationsanddrawingsforclarityandidentificationof critical points that could potentially cause additional costsordelaytheproject.

ABOUT THE SWAN RIVER PEDESTRIAN BRIDGE

PartoftheNewPerthStadium’sintegratedtransportstrategy,theSwanRiverPedestrianBridgeisdesignedto move patrons safely and efficientlytoandfromtheStadiumandSportsPrecinct.

Morethan14,000peopleareexpectedtousetheBridgeonevent days to move between EastPerth,adjacenttoNelsonAvenue and the Burswood PeninsulaadjacenttotheStadium.

TheBridgewillbeavailablefor community use at all times, showcasingthebeautyoftheriver,adjacentparklandsandtheStadiumPrecinct.

Visuallystunning,the370mlong,9mwidebridgewillhavea steel cable-stay span of 160matitscentre.Thiscentralstructural arch and expressive apexrises65mabovetheriverto provide a focal point from distantvantagepoints,thecityandPerthStadium.

Thebridgewillbemadeofstructural steel that is covered withaTefloncoatedfabric.Approximately1,500tonnesofsteel,1.6kmofpilesand1.5kmofsteelcablesandstriplightingwillbeusedintheconstruction. Shared paths on the eastern and western foreshores will be retained and willpassunderthenewbridge.Thevesselnavigationalareawillbeatleast40mwidewithclearanceof8mbetweenthewaterandbridgedeck.

Bridgeconstructionworksareunderway with the construction of two temporary causeways in theSwanRivercommencinginJanuary2016.Bridgefoundations are expected to be completebymid-2016,withtheBridgeopeninginearly2017.

In2015,theQueensland Government announced itwouldinvest$180million in the Advance Queenslandprogram,asuite of reforms that will diversify the economy andcreateknowledge-basedjobsnowandinto the future.

The Queensland Government isfocusedonensuringthatthestate’sadvancedmanufacturingbusinesses capitalise on opportunitiesinmanufacturingsectors such as defence, renewableenergy,marine,aviation, medical equipment and pharmaceuticals and miningequipmentandtechnologyservices.

In2014–2015manufacturingcontributedaround$20.3billionto the Queensland economy. Over the past decade, Queenslandmanufacturinghasincreased its share of national industrygrossvaluefrom15.8%in2003–2004to19.7%in2014-2015.

However, while Queensland manufacturingcontributesstronglytothestate’soutput,

it has decreased its share of outputfrom11.9percentinJune1990to7.1percentinJune2015(currentprices).

In the December quarter 2015,manufacturingdirectlyemployed169,700personsinQueensland.Over88%ofmanufacturingjobsarefulltime positions. In terms of total employment, the industry is the seventhlargestinthestate.

The Department of State Development is currently developingaseriesofindustryroadmaps,whichwillguidehowindustryandgovernmentworkstogetherforthenext10years.

On24February2016,thegovernmentreleasedtheQueensland Advanced Manufacturingdiscussionpaper. The paper was developed in consultation with theIndustryandManufacturingAdvisory Group.

Consultation on the discussion paperoccurredthroughoutMarch,includingeightfocusgroupsessionswithsmall

to medium enterprises in Caboolture, Cairns, Gladstone, Mackay,Maryborough,SpringfieldLakes,Southportand Townsville, plus a pilot workshop in Toowoomba.

Discussions were also held with research institutions, governmentagencies,industrybodies and unions.

Publicconsultationhasnowclosed, with consideration by theIndustryandManufacturingAdvisory Group scheduled for 5May2016,andreleaseofthe10-YearRoadmapandActionPlanexpectedinlateJune.

rail,andminingandenergyinfrastructure fails to pass weldinginspectionsandisrequired to be re-worked once it has landed. This results insignificantlyincreasedwhole-of-life costs which, in governmentprojects,ultimatelyare paid for by taxpayers.”

He cited examples of unsafe structures that were “cut up andputbacktogether”inAustralian fabrication shops, but said not all unsafe welds wereidentifiedbecausetheywere not necessarily checked byqualifiedweldinginspectorswhen they reached Australia.

In his evidence, Mr Crittenden outlined the serious consequences already evident in Australia from the use of substandard steel products in public works:

“TherewasabridgerecentlyinNSWinPenrith…Thebridgewas made in Vietnam. When they cut it up they found out that the main structural trusses werefilledwithwaterbecausethey had been made with the incorrectgradeofsteelandtogettheweightrightthey’dfilledthem with water.”

“Ifwelookatbridges,inWesternAustralianthere’sabridge,whichwe’veinspected,that runs between a primary schoolandahighschool.”

TheWTIAfirmlybelievesthatAustraliaurgentlyneedslegislationtoensureallimported fabricated steel complies with Australian WeldingStandards.

WTIA CEO Geoff Crittenden sayspassingsuchalawandensuringthestandardsareenforced will save lives.

“Thereisnolegislationto protect the public from dangerous,sub-standardweldingonimported,fabricatedsteel.WTIAhaslongbeenwarninggovernmentsthat a substantial part of thiscountry’simportedsteelinfrastructure is unsafe.”

“Bridges,lightpoles,crashbarriersandroadgantriesmade overseas do not always meetAustralianWeldingStandards and have the

potential to fail. Lives could be lost,” Mr Crittenden said.

Hesaidastrong,vibrantsteelindustry was critical to the future of Australian industry. “The7,000directemployeesofArriumarejustthetipoftheiceberg;therearemorethan14,000Australiansemployedinrelatedjobs.”

Mr Crittenden told the Senate inquiry every piece of fabricated steel erected in Australia must comply with AustralianWeldingStandards.“I’mnotaskingforspecialtreatment,justcompliancewiththe same set of rules. If there was a law in place to enforce the Australian Standards, Arrium would not be in the strife it is in today,” he said.

“Morethan80%ofimportedfabricated steel used in road,

“In our view and in the view of all the technical experts this bridgeisunsafe.Itcertainlydoesn’tmeetanystructuralweldingstandards.”

“Wetoldthelocalgovernmentthatwethoughtthebridgewasunsafe.Theysaiditwasn’t.We told the State Government thatwethoughtthebridgewasunsafe.Theysaiditwasn’tandit’sthebusinessofthelocalcouncil. The children still cross thebridgeeveryday.Everyschool day.”

“IfthatbridgewasbeingmanufacturinginAustralia…everysingleaspectoftheAustralian safety standard wouldbeappliedtothatbridge.Ifit’sbeingmanufacturedinShanghaithenyoujustdon’tgetthesamelevelofoversight…youjustdon’tgetthesamedegreeofsafety.”

MrCrittendensaidensuringpublic safety and compliance withAustralianWeldingStandards would not breach freetradeagreements.Heinvited any politicians who thoughttheissuewassimplypoliticalscaremongeringtojoinhimoninspectionsofspecificunsafe infrastructure.

The WTIA will continue to pushforlegislationtoensureall imported fabricated steel complies with Australian WeldingStandards.

IWT: NEW QUALIFICATION PATHWAY

The WTIA is pleased to announce

majorchangestothe IIW International WeldingTechnologistqualificationpathway.

Individuals will now be eligibletoundertaketheIIWInternationalWeldingTechnologist(IWT)qualificationviarecognitionofpriorlearningand experience.

Previously,theaccessconditions for the IWT required

an Associate Diploma in Engineering(orarelateddiscipline).

The WTIA would like to make all members

aware of the Federal Government initiative, Industry Skills Fund.

The Industry Skills Fund (fund) assists businesses to investintrainingandsupportservices to upskill or reskill their workforce. The fund providestraininggrantsandindependent skills advice tailored to the business.

The fund helps businesses to:• Diversify into or respond to

new market opportunities here and overseas

• Adoptemergingtechnology

• Enter export markets• Repositiondueto

market driven structural adjustment.

In addition to free skills advice,thefundisprovidingbusinesses with the opportunitytoreceivetraining

QUALIFICATION REGISTERTheWTIAisdraftinganewscheme:theNationalQualifiedWelderRegister.TheRegisterwill be a database of welders, allofwhomarequalifiedtotheprocessessetoutinAS2890.

To help facilitate the formation oftheRegister,theWTIAiscallingforindividualsandcompaniestoregistertheirinterestinbecomingassessors. This is a fantastic opportunity for individuals and companies togivebacktothewelding

andfabricatingindustry,toraisetheirownprofilethroughamyriadofnetworkingopportunities, and to extend theirownknowledgebase.

Assessors will undertake the pre-qualificationofAustralianwelders so that they may be includedintheRegister.

Assessors will be responsible forensuringthattheskillsandknowledgeofweldersare in line with the processes includedinISO9606.
