The Hempstead Town Boardapproved the new councilmanic dis-tricts, 5-1, after a contentious publichearing Tuesday, April 9.

For the residents of Wantagh andSeaford, there is little change. Voterswill remain in Councilmanic District 5,represented by Councilwoman AngieCullin of Freeport, and District 6, atown board seat held by CouncilmanGary Hudes. Both voted in favor of thenew map.

Last weekend Hofstra Universityhosted the annual FIRST Robotics com-petition to more than 50 high schools.The name FIRST stands For Inspirationand Recognition of Science andTechnology. A few months before, thiscompetition, each school was given abox of materials to assemble a robot. At

the Hofstra Arena these now movingrobots would face each other in variousscored rounds of engagement. This year,the Seaford High School Vikings teamwas the new “kid” on the block. In itsrookie debut the Vikings from SeafordHigh placed 15th overall and won the“Highest Rookie Seed Award.”Congratulations to these young SeafordVikings and their teacher advisers.

But Town Attorney Joseph Ra repeated-ly asserted that the map met all require-ments under the United States Constitutionand the federal Voting Rights Act of oneperson-one vote.

He added that there was not “enough ofa demographic change and would weakenCouncilmanic District One if we created asecond majority/minority district.”

“You simply have to look at the popula-tion changes which have occurred over thelast 10 years in the Town of Hempstead,”said Ms. Epstein in a written statement sheread earlier in the meeting.

“With less than a 0.5% increase in totaltown population since the 2000 census, wehave seen a significant change in the loca-tion of people and their numbers, as veri-fied by the 2010 census. In the Town ofHempstead, the 2010 census showed thatthe non-Hispanic white population shrankby 12.6% since 2000 and is now just under60% of the total. On the other hand, thenon-Hispanic black population grew10.7% and the Hispanic populationincreased by 52.5%. These numbers, thisdata, clearly indicate that there is a requi-site need to create a second

majority/minority district,” she continued.But the board was not swayed by this

argument. The one African-Americanmember of the town board, DemocratDorothy Goosby, voted in favor of theRepublican-drawn map.

“We must adhere to the one vote-oneperson rule. The census requires someredistricting and we had to shed someareas. I’m not pleased but it had to bedone,” she said.

“During my representation these[minority] communities have had fair rep-resentation and been able to petition forour fair share of resources. My district islargely unchanged.”

“I was not consulted on the other mapand I’m voting in favor of this map,” shesaid. Afterwards, many African-Americanresidents were stunned by Ms.Goosby’svote.

Town Councilwoman Angie Cullin,Councilman Tony Santino, CouncilmanGary Hudes and Councilman EdwardAmbrosino also voted in favor of the map.

Councilman James Darcy voted againstthe map. Town Supervisor Kate Murraydid not attend the hearing due to illness,said Councilman Santino.

That's what Benjamin Franklin, newspaper publisher,Founding Father, and the nation's first postmaster would bedoing. Saturday mail has been saved for the moment, but thepost office continues to operate at a loss, partly because it hasto prefund pensions, something no other department isrequired to do. To compensate, it is attempting to balance itsbooks by privatizing as much as possible and going after themost profitable business, instead of adhering to its mandateof securing communication for all, which is crucial and nec-essary in a democracy.

Our newspaper subscribers are incensed when they do notreceive their newspaper on time because we are bumped byPennysavers, even though periodicals class is supposed toreceive faster service than standard class. It is both frustrat-ing to us and heartwarming when you call, but why not letyour local post office know? Here are some numbers foryou: Bellmore 781-0579; Freeport 378-6512; Merrick 378-7087; Seaford 785-3851; and Wantagh 785-3425.

No poem as lovely as a treeHurricane Sandy took down many, many trees and elec-

trical lines with them. Homes were damaged when trees fellon them. It is no wonder that now in the spring so manyhomeowners have decided to take down perfectly healthytrees in order to protect their homes in future storms.

Are we headed towards the “Queensification” of our com-munity? It would be sad to lose so many trees for their shade,for the way they clean the air, for the sake of the birds andwildlife that live in them, and for the protection from erosionthat their roots provide.

The Town of Hempstead offers help with replacing storm-damaged trees, preferably in the Fall. Next week both EarthDay and Arbor Day are observed, and trees bought from theArbor Day Foundation help support the environment world-wide. Local nurseries stand ready to provide advice on whichtrees can replace those taken down.

It is said that every man should plant a tree (and write abook and have a child) in his lifetime. Let's each plant a treethat, as Joyce Kilmer wrote, “lifts its leafy arms to pray.”After Sandy, we can use all the prayers we can get.

To The Citizen:The Forest City Community Association,

located in North Wantagh, holds a Fall Festivalevery year at our community park. At last yearsfestival we decided to hold a contest to see whichForest City resident had the highest water bill.

As board members of the Forest CityCommunity Association we had been receivingnumerous complaints from our neighbors ques-tioning why their water bills were so ridiculous-ly high, when neighboring communities were[charged] a fraction of the cost.

To bring attention to this problem we decidedto have a contest, asking our community to noti-

fy the board of the amount of their water bills onour website. The household with the highest billwould win a prize.

At our annual Fall Festival, our winner waspresented with his prize, a $60 insulated carafe,along with 2 cases of bottled Poland Springwater, for having the winning amount of$361.66.

He was told it would be cheaper to bathe in thePoland Spring water than it would be to turn onhis faucet. It was a fun day and we were able toadd some humor to a very serious concern in ourcommunity.

Town of Hempstead residents areinvited to take part in free educationaltours at the town’s Animal Shelter inWantagh on Saturday, April 20.

With two sessions – one at 10 a.m.and one at 1 p.m. – neighbors will get anup-close-and-personal look at the dailyoperations of the shelter, which providescare for animals and helps find lovingfamilies for thousands of homeless petseach year.

“We encourage town residents andtheir children to participate in a free tour

at the Hempstead Town AnimalShelter,” said Shelter Director CynthiaIacopella.

“We are confident that our neighborswill find it to be a very educationalexperience, as we will cover everythingfrom kennel tours to volunteer pro-grams.”

Specifically, shelter staff will host alecture on pet care, the adoption processand detail programs in which residentscan directly assist shelter animals. Also,a town animal control officer will be on

hand to talk about field work and theways they care for stray animals. What’smore, the town’s Mobile Vet Clinic willbe offering tours from 9 a.m. to 4 p.m.

In addition, all visitors who bringtreats and/or toys for the shelter animalswill be eligible for a door prize. Therewill also be raffles and baked goods forsale; the proceeds benefit the Tails of

Hope Fund, an organization helping tofund extraordinary medical surgeries fordogs and cats.

On Wednesday, April 24, there will be a ben-efit for the family of Joseph Tutaj at Mulcahy'sin Wantagh. Joseph was a sophomore atSeaford High School who died in February ona band trip to Los Angeles. His family home inSeaford was severely destroyed from super-storm Sandy, and his father is battling stagefour cancer.

The benefit will run 6:30 until 10:30 p.m.,with KJOY kicking off the event from 6:30-7:30 p.m. There will be live music from BarryJive and the London Gentlemen, Steel Horseand Fivestone, open bar and buffet.

As summertime approaches, it is impor-tant to take the necessary precautions toavoid problems with your feet. Many of usenjoy walking around barefoot as the warmweather comes around, but unfortunatelythis leaves us highly susceptible to con-tracting warts.

The type of wart most common to befound on the feet and toes are plantarwarts. They can be found on the bottom ofour feet, typically on the heel and/or ball,but can appear anywhere.

Plantar warts are caused by a virus,specifically, the human papilloma virus.Some people may come in contact with thevirus but may not become infected. Evenpeople of the same family respond differ-ently to the virus.

Different factors play a role in this, butmostly it all depends on how our immunesystem reacts to the virus.

The virus enters through tiny openings,cuts or abrasions in the skin, especiallywhen our skin is wet or waterlogged.Once the virus enters, it can spontaneous-ly resolve or it can become a painfullesion. If left untreated, they can becomevery painful and the warts can spread toother areas of the skin.

Plantar warts thrive in warm, moistenvironments. This makes it very com-mon to contract the virus when walkingbarefoot in areas such as public rest-rooms, locker rooms and public swim-ming areas.

Plantar warts are often mistaken for a

corn or callus. Away to differentiate is thatwarts will appear with black pinpointspots. If you notice these pinpoint spotsthen you may want to have your podiatristtake a look at it to determine if it is a plan-tar wart.

The best prevention technique to avoidgetting a plantar wart is wearing shoes,especially around the pool and whenusing a public bathroom.

Also, do not share socks or shoes withothers. The incubation period for thisvirus is up to three months, so eventhough you may share shoes and/or sockswith someone who does not show symp-toms for the virus, it is possible they canbe spreading it without knowing it.

Change socks and shoes daily and keepyour feet dry and clean. These preventiontechniques are helpful in fighting againstother unwanted organisms as well.

There are different treatment options toget rid of plantar warts. One treatmentoption is cryosurgery to eliminate warts.This is a minimally invasive procedurethat uses very low temperatures to destroythe virus.

This treatment has barely any side effectsand allows patients to continue regularactivities without interruption. It is highlysuggested that self-treatment of warts beavoided, as doing so can harm healthy tis-sue, which can be extremely painful.

WASENC censuredby state authority office

The New York State AuthoritiesBudget Office sent a letter of censureto the Water Authority of SoutheasternNassau County because of its failure tocomply with state law, said a pressrelease issued by that office.

In a letter dated April 2, DirectorDavid Kidera wrote that WASENCfailed to file annual and audit reportsfor the 2011 fiscal year and a budgetreport for the fiscal year ending in2013.

“As of April 2, [WASENC] remainsout of compliance with the public dis-closure, reporting and corporate gover-nance provisions of Public AuthoritiesLaw. Accordingly, pursuant to its pow-ers under Section 6(2)(f) of PublicAuthorities Law, the ABO is sendingthis official letter of censure to theboard of directors of the WaterAuthority of Southeastern Nassau

County,” wrote Mr. Kidera.This censure becomes part of the

public record, said the press release,and disclosure of the letter may berequired by federal securities law,should the authority enter the bondmarket in the future.

WASENC, created by the stateLegislature in 1991 to study acquisi-tion of the private water utility thatservices area residents, was re-activat-ed in 2010 to once again determine ifpublic purchase of New YorkAmerican Water would benefit resi-dents. At a meeting held earlier thismonth, board President Richard Ronansaid if acquisition were to take place itwould be financed with bonds.

No comment was available fromWASENC on the censure prior to presstime.

WMCC walk for hunger relief slated for May 5Wantagh Memorial Congregational

Church will sponsor its 32nd annualCROP (Christian Rural OverseasProgram) Hunger Walk on Sunday, May5. Each year, this walk brings neighborstogether to take a stand against hungeraround the world.

The walkers, together with those whodonate to the walk, raise awareness andfunds for international relief and develop-ment, as well as fighting hunger in ourlocal setting.

Twenty-five percent of the funds raisedwill go to the Emergency Food Center runby the Long Island Council of Churches.The balance goes to Church World

Service to support its work at home andabroad.

This is the third year that the CROPHunger Walk has been named the GraceMacMillan Memorial CROP Walk. Shewas a longtime member of WantaghMemorial Congregational Church andwas a driving force behind its missionwork. She was instrumental in establish-ing the church’s Board of ChristianOutreach and was particularly interestedin Church World Service and the annualCROP walks hosted by WMCC. Gracewas well known in local churches for heractive participation in mission work andsocial justice issues. She died in

September 2009 and it was decided torename this mission activity after her.

“Grace was such a vital part of ourchurch and her love for mission work isunparalleled.” said Ron Garner, the pas-tor of WMCC.

“She is greatly missed but she lives onin the many mission projects that sheestablished. In some small way, we hopethat renaming the CROP Walk in hermemory will challenge us to continuefocusing on mission. The CROP Walk isa way to involve the community becauseGrace was well-known in other localchurches.”

Temperatures were cool but spiritswere warm as residents participated inthe 27th annual Levittown EducationAgainst Destructive Decisions Walkand Community Fair this month.

Each year, this much-anticipated eventprecedes a week of school assemblies andactivities in the Levittown School Districtthat highlight ways for students to livehealthy lives and learn to make decisionsthat will have positive outcomes.

Each of the district’s schools marchedone mile through the neighborhoodbehind artistically designed banners.Student marshals Katherine Darr fromDivision Avenue High School and MiaKatz from MacArthur High School

accompanied Grand Marshals AliceAndersen (retired social worker) andJackie Levine (MacArthur High Schooldrug and alcohol counselor), as well asdistrict administrators, Board ofEducation trustees and the Salk MiddleSchool band, to the cheers of neighbors.

Community representatives, includ-ing Town of Hempstead SupervisorKate Murray, Hempstead TownCouncilman Gary Hudes and NassauCounty Legislator Dennis Dunne alsojoined in the fun.

After the parade, participants met inthe Levittown Memorial gymnasium tohear speeches and introductions prior tothe community fair. Superintendent of

Schools Dr. James J. Grossane wel-comed the community to the event andthanked residents for their support ofthe school district.

“It is great that this event is alwayswell-attended, and to see that parentsand the community are so willing tosupport students in making good deci-sions for themselves,” he stated.

In addition to games, informationalbooths were set up on the perimeter ofthe gymnasium by local support groupsand community organizations to pro-vide participants with valuable informa-tion. Nancy’s Dance Factory also enter-tained participants with a variety ofdance numbers.

Wantagh residents may vote on the 2013-2014 Wantagh Library budget on Tuesday,April 23, from 1 to 9 p.m. in the communi-ty room. The library is proposing an expen-diture budget of $2,391,400, of which$2,351,400 must be raised in taxes. Thistranslates to an average cost of $128.95 peryear for library costs per household, anincrease of $2.54.

The largest increase in the proposedbudget is for New York StateRetirement costs, increasing by $28,000for a total cost of $210,000.

The budget adheres to the 2% tax cap“while still maintaining the high level ofservice expected by the Wantagh com-munity,” wrote library director MaggieMarino.
