5. I have been authorized by WPEG's membership to make this affidavit to outline

the history of the organization, its membership and policies.

6. In the fall of 2009 WPEG began its own website where we publicly outline our

role and mission: to educate our community about the potential impacts from

commercial wind development and to ensure that public officials represent our

entire community fairly, honestly and ethically.

7. WPEG members meet monthly, although we have met more frequently at times

when our activities warranted input, oversight and approval from our members.

8. Member attendance at these meetings has varied from as few as six to as many as50, but average attendance has been 12-15 members. Many more than 50 people

actively participate in WPEG educational outreach through the organization's

email exchanges and funding support. As with many organizations, far more

members belong than those who actually attend meetings.

9. WPEG has not had a formal membership list. Part of the reason lies with how

polarizing the wind issue has become in our community. Some of our members

have been confronted and intimidated and choose to back away and quietly

support our efforts. In terms of our fund raising efforts, we have more than 100

regular contributors. Without their support we could not exist or help protect

Cape Vincent from what we consider threats to our quality of life and well being.

10. As can be seen from the Michael Bell affidavit, submitted along with my

affidavit, we have some members who live within the proposed St. Lawrence

Wind Project. People like Mr. Bell will suffer the impacts of noise, flicker and

property devaluation far more than the majority of our members (and most Cape
