Mission: EPOS WP3 Harmonization & IntegrationWP3 contributes to the successful implementation of the EPOS-ERIC by fostering the long-term sustainability of the EPOS Research Infrastructure through the harmonization of the interests of member countries.

Harmonization at the different levels is required to link the technical/scientific and legal/financial achievements in EPOS IP with national strategic priorities and interests.

Specific objectives of WP3 include:• assess the EPOS service implementation (ICS and

TCS) to foster the harmonization with national priorities and strategies (involves legal and governance implications (WP4), financial and sustainability issues (WP5) as well as technical and scientific perspectives (WP6-7))

• establishing criteria and metrics for coherent evaluation of ICS and TCS services, operation and quality assurance, collaborating with WP2 for the impact assessment;

• establish an Impact Monitoring and Assessment Group for EPOS activities.

Task 3.1 Financial, legal, governance harmonization:

• With WP5/WP4: ensuring coherency between the Financial WP5 and the Legal and Governance WP4,achieving a consensus on IPR & Data Policies

• With SCB: formulate legal, governance and financial harmonization framework for TCS implementation

• With BGR/EPOS GA: approve framework• With BNSR: identify and align national priorities for

hosted TCS• with BNSR: harmonize with national roadmaps

Task 3.2 Performance indicators and quality control parameters for ICS and TCS implementation (e.g. technical readiness and interoperability)

• WP3 develops criteria for evaluation of TCS and ICS as a part of a evaluation and selection process

• Monitoring of those criteria => EPOS risk management• BGR/EPOS GA: will approve quality control criteria• IMAG – the Impact Monitoring and Assessment Group

composed of members of WP1-7 & external members will monitor criteria such as (to be discussed):=> quality of the governance, legal structure, financial model, long-term commitments and established national support (sustainability), risk identification and mitigation plan, measures of ensuring consensus, participation of the scientific community, impacts to society, scientific return, technical readiness and interoperability

Task 3.3 Monitoring of the final, pre-operational phase of the EPOS Implementation Phase

• WP3 together with WP4-7 will monitor and validate: implementation and sustainability of the implementation framework for all the TCS which will enter in the final (pre-operational) phase of EPOS IP

• Focus on long-term sustainability of TCS implementation beyond the completion of the EPOS-IP

• WP3 Report (D3.4 [M48]) on evaluation of TCS and ICS with the quality criteria developed in Task 3.2

• EPOS Science Plan of EPOS must be coherent with National Grand Challenges(including topics like Geo-Hazards, Geo-Resources, and Environmental Safety)

• EPOS goal: link fundamental sciences to Grand Challenges through usage of data, products & services

EPOS implementation is closly linked to the harmonization with national priorities and strategies, because it will allow EPOS to obtain the long-term national commitments for supporting existing and implemented thematic services (TCS).

The harmonization effort also includes the adoption of an effective communication policy to engage with relevant stakeholders, including the academic sector, industry and private sector, the public and policy makers, as well as aspects of global cooperation and training.

EPOS will implement Thematic (TCS) and Integrated

Services (ICS) from a technical, legal, governance and

financial point of view.

High degree of harmonization and compatibility is

necessary with:• the National Strategies and Implementation Plans

(through BNRS and BGR)• National Stakeholders like Civil Protection Agencies• European programmes and initiatives• Global Programmes (like GEM or GEO)
