• WP 8F deliverables demand great interaction among Working Groups

ServicesSpectrumTechnologyWRC

• This was complicated in the original structure due to interactions among Sub-Working groups

• WP 8F at 13th meeting in Berlin restructured Sub-Working Groups

Methodology and Estimate combined and renamed SpeCalc, home is Services WG until 16th meeting, then moved to Spectrum WG

Market and Services combined, renamed Market

• Restructure smooths interactions among Sub-Working groups

Market and Service aspects in same Sub-Working Group

Methodology and initial Estimate work in same Sub-Working Group; In same Working Group as Market

Final Estimate work in WG Spectrum along with CANDI

Title Methodology

Identifier IMT.METH

Document Type Recommendation

ITU-R WP 8F Lead Group WG-SERV. Please note that this activity may be moved into WG-WRC as the WRC-07 preparations become more advanced. This should be considered later in 2004.

Focus for scope and work This document describes the methodology used to calculate the spectrum requirements for the future development of IMT-2000 and systems beyond IMT-2000 from the year 2010 onwards to fulfil the vision for the future development of IMT-2000 and systems beyond IMT-2000. It needs to be determined if a new methodology recommendation or a revision of the existing methodology ITU-R M.1390 is required. However, it is obvious that clear guidelines and a comprehensive iterative process in the development of this modified/new recommendation will be required in conjunction with the other activities such as market/services, radio and spectrum aspects. The methodology will be developed in close cooperation with all relevant working groups. This recommendation will not include values for additional spectrum requirements; these will be developed within [IMT.ESTIMATE].

Meeting #10 (concluded) · Review and produce initial scope · Produce initial document structure · Produce workplan / milestones Meeting #11 (concluded) · Modify plan in greater detail · Modify scope and document structure · Initial development of developing guidelines for the

methodology · Initial development of methodology flow charts · Consider interrelationship with other radio systems Meeting #12 (concluded) · Finalise developing guidelines for the methodology · Determine whether a new methodology Recommendation or a

revision to the Rec. ITU-R M.1390 is necessary · Completion of basic flow chart · Preliminary view on what information on services and radio

environments is required for methodology; submission to SWG Service

· Preliminary view on what technical parameters need to be considered for the spectrum calculation methodology; submission to SWG Radio Aspects

· Determine the technical approach for the methodology to estimate future spectrum requirements.

· Identify possible work items and their influences/interactions with other groups within WP 8F

Milestones Meeting #13 · Identify what technical parameters need to be considered for

developing the spectrum calculation methodology · Submission of the technical parameter requirement to SWG

Radio Aspects ·Develop initi al calculation algorithm · Consider the relationship between the methodology developed

here and Rec. ITU-R M.1391, dealing with the satellite component of IMT-2000.

Meeting #14 · Use initial set of preliminary figures from Market Report

(IMT.MARKET), Service View and Radio Aspects (IMT.RADIO) to begin to test the methodology through an iterative process

· Determine calculation algorithm · Submission of the material available on the methodology to

SWG Estimate

Milestones Meeting #15 · Final adjustment of algorithm using a set of figures from

Service/Market (Service View, Report IMT.MARKET) and Radio Aspects (IMT.RADIO)

Meeting # 16 · Agreement of Methodology Recommendation · Submission of Methodology Recommendation to SWG

Estimate Meeting # 17 · Consideration of comments from application in SWG Estimate · Final approval of methodology Recommendation in WP8F and

submission to SG 8
