Agencies, JaipurThe Ashok Gehlot government hassent a revised proposal to GovernorKalraj Mishra for convening the as-sembly session from July 31 afterMishra gave his nod for conveningthe assembly but with certain condi-tions.
Rajasthan Chief Minister AshokGehlot met his cabinet a day afterthe Governor sent back his requestfor an assembly session from Fridaywith three conditions that include a21-day notice and a coronavirusplan for the house.
In its cabinet meeting, the Gehlotgovernment said it was its “right” tocall for the session. Transport Minis-ter Pratap Singh said a discussionwas held for the reply to be sent re-garding the three points raised by thegovernor.
“The Cabinet wants the assemblysession from July 31. The proposalwhich was sent earlier for calling thesession is our legal right and we aresending it again to the governor,” hetold reporters.
“The governor’s questions aresimple and we discussed their reply.
He has no right to be raising queriesyet we are giving the reply,” he said.Singh also said that the governmentwants no confrontation with the gov-ernor and hoped Mishra will now ac-cept the cabinet proposal for callingthe session.
“We want permission to call the
assembly session which is our right. We do not want any confrontationwith the governor. If he does not ac-cept this now, then it is clear thatthere is no Constitution in the coun-try,” he said.
On the issue of 21-day notice re-quired for calling the session, theminister said that 10 days have al-ready passed and asked why did thegovernor not give a date if he is talk-ing the notice.
He said that if the governor rejectsthe proposals now, the furthercourse of action will be decided. “Wehave no competition with the gover-nor, he is the head of our family,”Singh said.

Harish Dubey/Rahat KhanKarairaIn the assembly by-elections to beheld on 27 seats in the state, thenames of many serious contendershave emerged for the Congress ticketin almost every seat.
There are many seats where 40 to50 activists have filed a claim on theCongress ticket, but the situation iscompletely opposite on the Karairaseat.
Pragilal Jatav, who came to theCongress from the BSP a month ago,is being considered almost certain, but in 2013, Shakuntala Khatik, whowas an MLA from here, has alsoclaimed the ticket saying that she isputting her political career at stakewith the BJP. I have not gone to BJP,so they should get the reward of loy-alty as a ticket, she said.
Here the Congress is embroiled in
the claims of Pragilal and Shakunta-la, while the picture in the BJP isclear. Jasmant Jatav, who quit thelegislature and Congress in supportof Scindia, is certain to be nominat-ed by the BJP as its candidate. Jas-mant Jatav has also started his elec-tion campaign, although he is facingpublic opposition. In many places he
faced black flags and angry slogans. Pragilal, who joined the Congress
in front of Kamal Nath, has contest-ed from the BSP ticket thrice fromhere. In 2008, he was second, whilein 2018, he was in third place aftergetting 40,026 votes. The Congresshopes that he will divert the BSP’svote to the Congress.
Bird sanctuary, sand quarrying main issues
Both the major parties have de-cided the electoral issues for theKaraira by-election. People from 32villages in the area have settled inthe Sonchiraiya Sanctuary. Sonchi-raya or Great Indian Bustard has notbeen seen here for years but peopleare upset due to restrictions. Roadsin Karaira are poor and the illegalsand mining is also at its peak.
While outgoing MLA Jasmant isaccused of illegal sand trading, in theevent of Pragilal being made a Con-gress candidate, the BJP may raise acase of alleged possession of twelvebigha land of the temple in his vil-lage Gadhai. The Congress is now ac-cusing BJP candidate Jasmant of notfulfilling the promises made to the
people in the last election.
Rajmata Scindia has alsobeen an MLA from here
Karaira has once been the seat ofveterans who played an importantrole in state politics. After leaving theCongress in 1967, Rajmata VijayarajeScindia won the Jana Sangh ticketfrom here. Later in 1977, Rajmata’ssister Sushmasih also emerged victo-rious from here.
Karaira was ranked as a minister-ial seat in the Congress era. GautamSharma of Congress, who won in1957 and 1962, emerged as a power-ful leader of the state by becomingfood minister of the state, while DauHanumant Singh Arjun Singh, whowon in 1980, 1985, was IrrigationMinister in the governments of Moti-lal Vora etc. Here there has been acompetition of equality between theCongress and the BJP.
