Article 9(5) of Regulation 409/2013
"…the selection of the members of the
Deployment Manager by the Commission shall
take the form of the award of a
framework partnership".
1. WHAT is the Framework Partnership ?
2. HOW is it going to be used to select &
finance the Deployment Manager & the
Implementation level?
Equivalent of Framework contract but in the domain of grants
What is the Framework Partnership ?
Aim > Pursue common objectives
long term cooperation mechanism
between the Commission & "partners"
Partners > Potential beneficiaries of grants
(for SESAR: CEF funding programme)
Framework Two Levels partnership
1. Framework partnership
agreement
- conditions governing the
award of grants to partners
- general rights & obligations
2. Specific grant agreements
- based on the FP Agreement
- lead to a Union grant
= one legal entity only concludes
the FPA with the Commission
multi-partner = several legal entities (a consortium)
conclude the FPA with the Commission
needs a coordinator !
mono-partner
Types of Framework Partnership
How can stakeholders participate
in the framework partnership ?
a) Partners
b) Affiliated entities
c) Subcontractors
d) "Third parties"
a) Partners
Sign the agreement
= individual stakeholders
or
= legal entities grouping these stakeholders
Claim costs & are reimbursed (CEF: 50% or 20%)
b) Entities affiliated to partners
but claim costs according
to the same rules
= legal entities that have established together
one legal entity
or
= legal entities who have a link with the
partner, notably legal or capital link
but have a contract with a
partner / affiliated entity
- are paid by the partner / affiliated entity 100%
of the price agreed under that contract
N.B. In principle, the manufacturing industry
supplying the systems/equipment will be in
this role
c) Subcontractors
d) " Third parties "
but receive a grant ("in cascade")
from a partner
- maximum of 60.000 EUR to one third party
- the criteria that partners use for attributing
cascading grants need to be fixed by the
Commission
Financial Responsibility
a) Partners
b) Affiliated entities
Each only up to the
amount actually
received from the
Commission
open call
call restricted to partners
direct attribution of a grant (exception)
How are specific grant agreements
awarded?
1. WHAT is the Framework Partnership ?
2. HOW is it going to be used to select &
finance the Deployment Manager & the
Implementation level?
Deployment Manager
coordinator of the Framework Partnership
(can be several legal entities acting together)
Members of Deployment Manager
"coordinating" partners in the Framework Partnership
Implementation Level
all partners in the Framework Partnership
affiliated entities
subcontractors
(and “third parties”)
N.B.
partners = “coordinating” partners / “implementing” partners
→ not all partners need to be members of the DM!
Selection of the
Deployment Manager & Implementation level
- Open call for proposals
- Article 9 of the CIR 409/2013 + Pilot
Common Project = main references
- 1 joint application expected identifying those
operational stakeholders willing to assume
the function of the DM and (if possible) those
concerned by first batch of implementation
projects
Result of the call for proposals
1. Framework
partnership
2. Action Plan
Deployment manager:
not too big - needs to be operational
(initial) Implementation level
3. (initial) Deployment programme – covering first batch of
implementation projects
How do the remaining
operational stakeholders join later?
- Stakeholders not members of the initial Framework
partnership will be able to apply for funding within a call
for implementation projects
- if selected, they join the Framework partnership (as coordinating or implementing partners)
- → the composition of the DM and implementation level
may change in time
Internal governance
- Partners in the framework partnership should establish an
internal cooperation arrangement(s) between them
- the Commission a party to the arrangement(s)

• Do I need further information?
• Do I have enough information to choose my
role? If not, what are my remaining
questions?
53
Afternoon Discussion Process
Open Space: 80’
Very open and informal moment for discussions
We will explain more in details after the lunch
54
Afternoon Discussion Process
Open Space: Key topics
• Reflect on the topics you wish to discuss during the afternoon
• Write the topic on a post it (Write legibly)
• 1 subject per post it
• The facilitators will bundle the similar subjects together
56

59
Afternoon Discussion Process
Open Space: What is it?
• Focuses on what is really important for participants
• Rely on the fact that people will contribute to what make
sense to them
60
Afternoon Discussion Process
Open Space: Phase 1
• You own the space
• You have very knowledgeable people in this space
• You have subjects you want to discuss
• Define for yourself what subject you want to discuss most
• Some subjects have been already defined based
on your post-it notes
61
Afternoon Discussion Process
Open Space: Phase 2
• Start looking for the right people to discuss your subject
• Either you advertise or you go to an existing flipchart with the right
subject
• As soon as there are 10 people gathered, you start a discussion
• Try not to be more than 15. If more than 15, duplicate the
discussion
• What the discussion will be is entirely up to you
• If, at a certain point, you think you have contributed enough,
please go to another group
• The facilitator will signal every 20’ to remind you to move
• It is of course not compulsory
65
Afternoon Discussion Process
Open Space: Phase 3
• Get back to a table in this room
• Let’s have a quick debrief on how this set up can
give you an idea on how the deployment
management and implementation will work?
