Context and objectives

The Emerging Market Sustainability Dialogues (EMSD) has a proven track record in working with emerging economy partners to develop and implement sustainability solutions and putting them on the global agenda. EMSD´s member-driven network of multinational corporations, think tanks and the financial sector has successfully worked on solutions in infrastructure, including in its Policy Initiative on Sustainable Infrastructure, and the extractives sector.

Sustainability professionals are increasingly facing the “implementation challenge”: Guidelines and instruments seeking to foster sustainability in infrastructure and extractive sector investments have mushroomed in the last few years; but even though they are developed with the best intentions and technical and organisational expertise, their effectiveness still largely depends on their actual application. For businesses, governments and civil society to reap the benefits of existing tools, it is thus important to focus efforts on improved implementation.

This two-day workshop, hosted by the Emerging Market Sustainability Dialogues (EMSD), will seek to pave the way for more effective implementation of sustainability tools, specifically: (1) stakeholder engagement provisions in sustainability guidelines, (2) sustainability rating and asset valuation tools and (3) environmental, social and governance (ESG) risk management mechanisms in the financial sector.

Expected outcomes

The workshop seeks to

1. identify joint projects between multinational enterprises, think tanks, civil society and financial sector stakeholders that would fill knowledge gaps on the effective implementation of sustainability tools, e.g. by generating and analysing experiences and data to understand, assess and improve the operation of such tools;

2. identify and work on suitable pilot projects between tools providers and relevant stakeholders to implement selected sustainability tools;

3. incentivise financial institutions to review their tools and processes to increase their uptake and effectiveness in light of workshop results.

EMSD will facilitate the development of project ideas between potential partners and may accompany and support promising pilots launched during the workshop.

Sustainability in infrastructure and extractives is arguably key for achieving the Sustainable Development Goals (SDGs). Sustainability advocates have come a long way in putting sustainability on the policy agenda and the issue is increasingly reflected in the business community. The growing number of sustainability tools testifies to this welcome development. This session focuses on the role of such tools in the sustainability agenda and addresses options to increase their reach and impact through more effective implementation.

Sustainability rating and asset valuation

Assessing, qualifying and quantifying the potential sustainability risks and opportunities of infrastructure investment is key for making the sector more sustainable. This part of the workshop will look at existing tools for sustainability rating and asset valuation, explore how they contribute to putting sustainability approaches into practice and what can be done to increase their reach and effectiveness. IISD’s Sustainable Asset Valuation (SAVi) tool, Harvard’s Envision and Global Infrastructure Basel (GIB)’s SuRe standard will be at the centre.

Sustainability rating and asset valuation is an area where workshop participants have successfully launched a number of implementation pilots of sustainability tools. The breakout sessions will be structured around three tools, assessing past implementation efforts and ideas for future work.

Financial institutions´ ESG risk management frameworks for project finance

Financial institutions typically require investors to adhere to risk management frameworks to ensure an adequate consideration of sustainability aspects in project finance. Development finance institutions were forerunners in this respect (such as the International Finance Corporation´s Performance Standards) but private financial institutions are adopting similar approaches (such as the Equator Principles). This part of the workshop will review the performance and effectiveness of such mechanisms over the past years, how they evolved, and how they affect project design. Institutional structures, such as grievance mechanisms (e.g. IFC’s Office of the Compliance Advisor/Ombudsman), will also be considered.

I. Financial Sector

Sergio FORTE GÓMEZ

Deputy CEO of Infrastructure Promotion, BANOBRAS

Sergio Forte is a business administrator from ITAM. Mr. Forte has worked more than 10 years in the Mexican Federal Government and has broad experience in the private sector as well, currently serving as Deputy CEO of Infrastructure Promotion at the Mexican Infrastructure Development Bank, BANOBRAS.

Throughout his career, he has gained extensive experience in stock markets, banking and financing of investment projects. Prior to his current position, Mr. Forte held executive positions at Banca Mifel, the National Infrastructure Fund (FONADIN), the Bank Savings Protection Institute (IP AB), and Bancomext.

Juan Jaime MOLINA VELÉZ

Head of Project Development, BANOBRAS

Juan Jaime has over 10 years of experience in infrastructure

financing. Currently he serves as Head of Project Development

in BANOBRAS, supporting government agencies on PPP

structuring and development. Previously he held different

positions in the Mexican Ministries of Economy, Energy and

Finance. In the Ministry of Finance he served as Deputy

Director General of Projects, in charge of PPP project financing.

Juan Jaime has a Bachelor Degree in Economics by Tec de Monterrey and a Master

Degree in Economics from ITAM.

Alan GÓMEZ HERNÁNDEZ

Vice President Sustainability, Citibanamex

Alan is an environmental engineer from the Autonomous Metropolitan University in Mexico (UAM) with postgraduate studies in Sustainable Development and Social Responsibility (U. Lüneburg, Germany and U. ANÁHUAC, Mexico) as well as Senior Management (IPADE) and Sustainable Urbanism (UNAM).

He has more than 12 years of experience in the development and implementation of sustainability and climate change strategies for governments, companies and cities. Since 2013, he joined Citigroup to lead the sustainability strategy of Grupo Financiero Citibanamex in Mexico to address 1) Environmental footprint, 2) Environmental and social risk management and 3) Green Finance. Currently he also coordinates the Sustainability Committee at the Mexican Banks Association (ABM).

Hector GOMEZ ANG

Brazil Country Manager, International

Finance Corporation (IFC)

Hector Gomez Ang is the Brazil Country Manager at IFC – International Finance Corporation. He leads IFC’s investment and advisory activities in Brazil which comprise a $4.5 billion investment portfolio and an ambitious infrastructure and concession advisory program. Hector has been with IFC since 2007 where he has occupied a series of positions in Mexico, Central America and the Andean Region and most recently as Head for the Amazon and Northeast regions in Brazil. In addition, he leads IFC’s landmark Amazon Guidelines and Shared Value Platform initiatives, geared towards reducing risk and improving outcomes in large projects in environmentally & socially sensitive regions.

Hector started his career as an Oilfield Engineer for Schlumberger, was the Head of Energy Planning at Alpek, one of Mexico’s largest industrial companies. He worked in Investment Banking with Salomon Smith Barney in Brazil, in Citigroup’s Strategy group in New York and most recently he was the Vice President of M&A and Business Development at AIG Consumer Finance in New York. He holds Chemical and Systems Engineering and a Master in Business degrees from Tecnologico de Monterrey in Mexico. He is currently pursuing a Ph.D. at the University of Antwerp’s Management School in Belgium.

Alexander W. INDORF

Principal Environmental Specialist, International

Finance Corporation (IFC)

Environmental specialist with 27 years of experience across

a broad range of sectors in over 40 countries. Joined IFC in

2004 to coordinate the update of the World Bank Group’s

EHS Guidelines and to help draft IFC Performance Standards.

Between 2010-2013, served as Environmental Team Lead

for Latin America, in Sao Paulo, and Team Leader for East-Asia Pacific between 2013-

2017 in Hong Kong. Currently Global Environmental Lead for renewable and non-

renewable power projects. Prior to IFC, was environmental consultant dedicated to

the assessment of environmental risks and liabilities for multinational companies and

financial institutions internationally

Ary NAÏM

Mexico Country Manager, International Finance

Corporation (IFC)

Since January 2015, Ary has been IFC Country Manager in Mexico, where he oversees IFC strategy in the country, lead IFC business development, and manages relationships with the Mexican government and IFC’s main private sector partners. Prior to being posted in Mexico, Ary was IFC Representative for Haiti and the Dominican Republic from 2010 to 2014, where he achieved a significant strengthening of IFC role and development impact in both countries.

The International Finance Corporation is part of the World Bank Group and the largest multilateral institution focusing on private sector development in emerging markets. In Mexico, IFC achieves impact through a portfolio of US$1.8 billion of investments that foster improved productivity, local value addition, economic inclusion, and fight climate change. Key areas of focus include infrastructure, financial sector, and education. IFC also advices private sector and government entities on topics such as Public Private Partnerships, Access to Finance, Corporate Governance, Sustainability.

Ary’s prior career spans over more than 20 years in France, Morocco, the United States, in both the private and multilateral financial sector, with a specific focus on SME Finance, Risk Management, and Private Sector Development. Ary has worked with financial institutions across a wide range of countries in the Middle-East and North-Africa, Sub-Saharan Africa, South and East Asia, Central and Eastern Europe, and Latin America.

Jacobo GARCÍA VILLARREAL

Senior Specialist, Integrity and Procurement Policies, Organisation for Economic Co-operation and Development (OECD)

Since May 2015, Jacobo works as Senior Specialist on Integrity and Procurement Policies of the OECD. His work consists on providing advice and carrying out reviews to further integrity in public service and improve the management of public procurement, particularly for Mexico’s federal and state institutions. Previously, he worked as Regulatory Reform Specialist at the Regulatory Policy Division of the OECD, based in Paris. During his professional life, he served as Chief of Advisors to the Governor of Coahuila and Advisor to the Minister of Public Administration of Mexico, as well as different positions in the Ministry for Social Development of the State of Coahuila and the Mexican Ministry of Economy. During the summer of 2005, he worked as Research Associate at the U.S. Council on Competitiveness. In the academic field, he has taught at the state universities of Coahuila and Hidalgo, and at ITESM. In August 2015, the State Legislature of Coahuila granted him the distinguished citizen award. He holds a B.A. in International Relations by ITESM, a Master in Public Management by Carnegie Mellon University, and a Master in Public Administration by Harvard University.

Dulce ALEJANDRE MORA

Corporate Manager of Responsible Business and Inclusive Businesses, CEMEX Mexico

Corporate Manager of Responsible Business and Inclusive Businesses in CEMEX, a specialist in Social Responsibility and Community Development is currently pursuing a master’s Degree in Organizational Development.

Has more than 15 years of experience in the development and implementation of social management models that contribute to responsible behavior. With the management of impacts, risks and the strategic relationship with stakeholders, contributing to the sustainability of the business and the welfare of the environments where CEMEX operates.

Has been part of the CEMEX team for 15 years.

She has promoted and developed shared value initiatives benefiting more than 14 million people in 300 communities, in the 50 countries where CEMEX operates.

Some of the inclusive and social business models that it has developed have been recognized by various organizations such as; UN-HABITAT, the Organization of American States (OAS), IDB, IFC, CEMEFI, HARVARD, World Business Award in support of the Millennium Development Goals, World Business Award, Best Corporate Citizen of the Americas Award (CCA Award), be initiatives that contribute to the alleviation of poverty and sustainable community development. I create a system for the integral management of contingencies and crises that has been replicated at a global level. This initiative received the Gold Quill Award and Gold Stevie.

Juan Jose KOCHEN

Institutional Relations and Research Manager, Fundación ICA

He studied Architecture at the Faculty of Architecture of the National Autonomous University of Mexico (UNAM), Journalism at the Carlos Septién García School of Journalism and a Master's Degree in Analysis, Theory and History of Architecture at UNAM. He wrote for Reforma newspaper, was editor of Arquine and Consultant of the Research Center for Sustainable Development of the Mexican Federal Institute for Worker's Housing (Infonavit). Following this experience he worked as a Research Fellow at the Ash Center at Harvard University, and later at Pemex, Mexico’s state-owned oil company, as an Advisor to the CEO.
