Lamplighter• Started with WCVA network meeting to access European

funding.• Better together for gaining business• The then Minister Brian Gibbons stated there were too

many third sector Substance misuse agencies• Of the 13 agencies involved in the original Lamplighters

back in 2009, 7 have or will no longer provide services in Wales from April 2016.

• Those who committed to working together and formed close working relations, 5 of the 6 continue to provide services in Wales. Cyswllt went on to merge with Drugaid.

substance misuse issues.

A new consortia, working with the Private Sector

• Kaleidoscope and Drugaid have worked together since 2003 but recently have established a new partnership with G4S

• G4S run the only private prison in Wales but also have very good officers in relations to working with substance users in criminal justice sector

• G4S allow us to compete with the larger English services. In Gwent we needed £17 million turnover to simply bid.

• We have had a bid for 3 major services and won 2 and await the outcome of the third one.

So what Happened?

• Not all forms of partnerships works• You need the right timing• Agree the goals of your partnership• One failure does not undermine other

partnership working• Openness with principle players involved
