CIAC, ISO, Labor, Bonus Overview For each of the budget items in the following adjusted capital budget, there are four columns that indicate (1) percent of the projects that will be accounting for as Contribution in Aid of Construction, (2) percent of the project that is estimated to be ISO, (3) percent of Labor costs associated with the project and, (4) bonus eligibility CIAC Some of SCE’s construction costs are borne by third parties. For example, when a car hits one of SCE’s distribution poles the cost of replacing the pole (and removing the existing one) is often paid for by other parties. Such amounts are recorded as CIAC, which credit (decrease) recorded Plant-In-Service See workpaper table entitled "Adjusted Capital Budget).” To properly offset estimated capital additions for CIAC, we reduce our estimates by a percentage estimated as CIAC, which is applied on a project specific basis. Recorded year-end 2012 reimbursable CWIP work orders are identified and removed from the forecast. For the most part, reimbursable projects can be identified in the capital budget. These projects are offset 100% for CIAC. In addition to that, a schedule of allocations is received from the Transmission and Distribution (T&D) that identifies projects that are partially reimbursable. Most of the partially reimbursable projects are Blanket-Specific projects. The schedule is cross referenced to the Adjusted Capital Budget and the percentages are applied. See workpapers entitled “Adjusted Capital Budget” for the percentage applied to each budget item. CWIP work orders can be identified in SCE’s plant accounting records as to whether or not they are collectible work orders. These work orders are removed from the forecast entirely. ISO For Transmission and Distribution asset types SCE forecasts capital additions for ISO and Non-ISO separately (Generation is 100% Non-ISO, General & Intangible plant is allocated based on labor). These percent of projects are estimated to be ISO is received from T&D. Labor Labor % is the historical portion of Labor costs to Total Costs. The Labor % is estimated by analyzing four years of recorded data of labor costs and total costs by workorder. The derived percentage is applied to the Budget Forecast at an asset type level. Bonus In 2014 Longer Period Production (LPP) projects are eligible for 50% Bonus depreciation. More specifically, LPP property placed in service in 2014 are eligible for the 50% bonus depreciation, but only for the portion of costs attributable to construction before 2014 (see IRC §168(k)((2)(B)(ii)). The bonus column indicates if an LPP project is eligible for Bonus in 2014.
