• Establishes a NEW FUND in the state treasury• Directs state treasurer to deposit funds at beginning of each fiscal year
• Funds are IN ADDITION TO all other funds allocated to higher ed
• LA Board of Regents and management boards shall distribute the funds
• Funds will be monitored by Board of Regents, Higher Ed Systems, LED, and LWC

• Expand student access including online/hybrid learning and community college transfers and reverse transfers
• Improve student success through increasing retention rates, graduation rates, and completions

• Expand private partnerships and program alignments with business and industry.
• Facilitate student and employer connections prior to graduation
• Grow university research and commercialization and technology transfer
• Maximize faculty expertise/excellence, uniqueness, and collaborations
