1. Introduction
This deliverable presents the Synergies and Networking of SOCLIMPACT to promote and
exchange the outputs of the projects with other EU initiatives of the same topic. Meetings
took place upon request of the European Commission or by partners or coordination
initiative. The aim was to identify opportunities of collaboration, new agreements and
workshops or collaborative research.
In Annex were described calendar, meeting reports, Agendas and presentations slides.

3. Participation and results
3.1 COACCH General Assembly
COACCH (CO-designing the Assessment of Climate CHange costs) is a project funded by
the European Union’s Horizon 2020 research and innovation programme and carried out by
a consortium of 14 European organisations. The final objective of COACCH is to produce
an improved downscaled assessment of the risks and costs of climate change in Europe that
can be accessed directly for the different needs of end users from the research, business,
investment, and the policy making community. This objective is pursued by working with
end users and developing an innovative science-practice and integrated approach of co-
design of knowledge and co-delivery of outcomes with stakeholders.
Venice workshop looked for contribute to its five specific goals.
Carmelo León, SOCLIMPACT Coordinator, participated in this activity as a kick-off
meeting of the project, that allowed all partners to meet, plan and launch the project activities.
Expected results include:
Co-designing the assessments of CC costs;
Co-designing with stakeholders, identify the relevant research and communication routes;
Dissemination between both projects high level policy workshop with the OECD at the end of the project;
Organize joint sessions and conferences with SOCLIMPACT;
Produce guidelines for best practice co-designing.
In particular, this project has also constituted a model for SOCLIMPACT, being the first in
which it has participated, and taking advantage of the lessons learned in this area. We have
coincided with COACCH in other congresses and events, with common interests for data
exchanage in regional input-output data set with WP6 leaders.
3.2 Decarbonisation project networking Workshop
The decarbonisation project networking event was co-organized by DG Research and
Innovation (RTD) and the Executive Agency for SMEs (EASME) with the aim to bring
together EU-funded climate mitigation projects to stimulate peer-to-peer and science-to-
policy discussions on how to get the most out of EU-funded projects for the benefit of the
society and policy-making.

SOCLIMPACT coordinator, Carmelo Leon and Ghislain Dubois from TEC-Ramboll,
jointly to other 18 EU funded projects was invited to participate.

This important event annually gathers H2020 projects similar to SOCLIMPACT so it is very
useful for networking, sharing experiences and challenges in research and the project
management.
3.3 Maritime Spatial Planning for Islands
The Directorate General for Maritime Affairs and Fisheries of the European Commission
assisted by the European MSP Platform have organised a one-day workshop which took
place on the 11th of September 2018 at the University of Las Palmas, Gran Canaria.
SOCLIMPACT POT members: Yen Lam, Carmen Galindo and Carmelo Gonzalez
participated in the workshop, with the opportunity to explore the development of MSP in
the context of islands as well the challenges and opportunities that exist for sustainable Blue
Growth. Through the Plasmar & MarSP projects a communication entitled ‘Balancing
maritime sector development and environmental planning, supporting socio-economic
growth and ensuring environmental services’ was presented. PLASMAR looks to establish
the basis for the implementation of Directive 2014/89/EU on Maritime Spatial Planning
(MSP), according to the biogeographical characteristics of the Macaronesian Region. The
project will initiate the OEM process by applying robust scientific methodologies to
incentivise different maritime activities from an ecosystem approach and including a pilot
zoning exercise.
Topics raised with particular interest to SOCLIMPACT included:
Finding the balance of Blue Growth Sustainable Development within Ecosystem
Approach.

Identification of areas for Blue Growth development within Ecosystem Approach.
Analysis of Implementation of the Environmental Policies
Finding the balance of Blue Growth Sustainable Development within Ecosystem
Approach’. Establishment of the BG index. Standard framework for EIA.
Analysis of the Aquaculture Industry in the Macaronesia under MSFD.
Analysis of the Offshore Wind Industry in Macaronesia under MSFD.
Optimise and finding the pertinent monitoring methods for the marine and coastal
waters environmental monitoring.
The ULPGC has been the host institution of this event, together with the CMC, actively
participating in the sessions with the attendant organizations, which include decision makers,
relevant stakeholders and researchers.
3.4 Marine Renewable Energies in the Atlantic (Consultation Workshop in
Spain for the definition of the Action Plan)
The Canary Islands Maritime Cluster, within the framework of its project INTERREG-MAC
2014-2020: SMART BLUE, organised, together with the Directorate General for Maritime
Affairs of the European Commission (DG MARE), the event entitled: Consultation
Workshop in Spain for the definition of the Action Plan for Marine Renewable Energies in
the Atlantic.
This important event, for which Las Palmas de Gran Canaria was selected as the only Spanish
location, took place on Wednesday, 12 September 2018, at the INFECAR Exhibition Centre,
in Las Palmas de Gran Canaria.
The main objective was to address the challenges and opportunities of marine renewable
energies (MRE) in the Atlantic basin, and to develop concrete actions that will be included
in the next version of the Atlantic Action Plan.
SOCLIMPACT established joint and collaborative initiatives as transnational and cross-
sectoral dimension to support the exchange of knowledge and improve competitiveness and
innovation capacities. The workshop brought together more than 40 selected and recognised
experts from the five EU Member States who shared their vision and experience in the
development of MRE projects in the Atlantic.
Islands and isolated coastal areas opportunities for MREs include:

All the Canarian members of SOCLIMPACT attended: ULPGC, CETECIMA and ITC.
Emphasis was given to governance issues and stakeholder participation, as well as technical
and methodological tools that might be appropriate for the project.
Experience has highlighted in particular the importance of continuity and coherence of
public policies, relationships of trust, networking, governance, accessibility to existing data,
and identification of information that does not exist and needs to be collected.
Angela Schultz-Zehden (Contract Lead EU MSP Platform), referred to islands as special
places, with vulnerabilities that must be carefully considered in MSP for Blue Growth. Small
solutions are adapted to the livelihoods of island communities, including diversification of
activities, sustainable tourism and community-scale renewable energy projects as "test sites"
with greater environmental impact and potential for innovation.
3.5 Meeting 2018 - Archipelago and Ocean - Impact of climate change on
island territories
20 experts from Macaronesia area meet to talk about Climate Change impacts in island
territories. It was held on 25 and 26 October 2018 in the Literary Cabinet (free entrance) to
general public, explaining about the repercussions of Climate Change in insular territories.
It was organized by the UNESCO Centre Gran Canaria on 25 and 26 October 2018 at the
Gabinete Literario, with the collaboration of the Cabildo de Gran Canaria and the IOCAG
of the ULPGC.
Experts included managers, scientists and politicians from the four regions of the
Macaronesia, who participated in this multidisciplinary meeting, with the Counsellor of
Economic Development, Energy and R&D of the Cabildo de Gran Canaria, Raul Garcia
Brink, the Vice Rector of Research, Innovation and Transfer of the ULPGC, Jose Pablo
Suarez, and the Director of IOCAG, Alonso Hernandez. The meeting referred to the latest
report of the Intergovernmental Panel on Climate Change (IPCC) stating that "climate
change is the canvas on which the history of the 21st century will be painted".
The reality of the Azores, Madeira, Cape Verde and the Canary Islands was presented
throughout two sessions debating on most effective tools to combat climate change, under
the premise that island territories are more vulnerable to its effects than continental ones.
Organisations such as the Spanish Meteorological Agency (Aemet), the Regional Directorate
for Regional Planning and the Environment of Madeira, the National Institute of
Meteorology and Geophysics of Cape Verde, the Institute of Marine Sciences - CSIC or the
aforementioned IOCAG, among other leading scientific institutions, contribute the most
innovative research to the debate.
This event was an important step to capture the attention of the main local leaders and
decision makers. The event counted with the presence of several researchers of
SOCLIMPACT, allowing the sharing of the main aspects covered by the project, from a
multidisciplinary perspective.

3.6 TRANSrisk: Dissemination Event
TRANSrisk hosted its Policy Lunch "Paris in Practice: Understanding the Risks and Uncertainties" on November 6th 2018 in Brussels, Belgium.
The event summarised the work carried out in the 3 years of TRANSrisk's implementation and presented its major outcomes. More particularly, the event explored how the countries of the European Union can make the transition towards zero or even negative emissions, as envisaged by 2015’s Paris Agreement, with help of a better understanding of the risks and uncertainties this transition entails. New tools and techniques that can help develop robust, effective climate policy were presented.
While risks and uncertainties affect all areas of policymaking, the sheer scale of the transition needed to hit 2050 climate targets means that even unlikely risks and small uncertainties can have an enormous impact on the success of a low carbon transition for islands.
TRANSrisk’s work has spanned the globe, with 14 country case studies focusing on relevant technologies in the context of each country’s national policy goals.
SOCLIMPACT was invited to participate in the event, but at the very last moment, logistical problems impeded it to be present through the principal investigators who had closely followed this activity (WP7). General topics included:
Developing techniques to identify (and mitigate) risks, uncertainties and
opportunities when scaling up climate solutions in low carbon transition pathways.
Creating easy to use desktop modelling tools for exploring ‘what if’ scenarios.
Understanding the potential for a range of low carbon technologies: from
photovoltaics to geothermal energy.
Exploring the potential of energy efficiency and behaviour change measures.
Developing novel research techniques that co-ordinate the use of stakeholder input
with computer models of economies, allowing more robust modelling of climate
policy scenarios and socially acceptable climate solutions.
3.7 Public Audience: European Policies to support European Islands as
sustainable tourism destinations
The CPMR’s Islands Commission took part in a public hearing co-organised by INSULEUR
and OTIE in Brussels on 14 December 2018 at the European Economic and Social
Committee (EESC), to discuss EU policies to promote sustainable tourism in islands.
Island regions, especially in the Mediterranean Sea, welcome a large number of tourists in a
limited period of time, mostly during summer, and sometimes ten times more than during
other periods of the year. These islands therefore face major challenges such as the
production and storage of renewable energies sources, water management and preservation
of natural resources, sustainable mobility of tourist etc.

The public hearing was aimed at mobilising an important community of island stakeholders
and representatives from the European Commission, to reflect on best practices and
potential EU financial and technical support to address these challenges.
Several successful EU projects were also presented during the public hearing:
SOCLIMPACT (represented by Giacoma Brancato, OTIE) ALTER ECO, BLUEISLANDS
or the initiative Greening the Islands.
Nicolas Brookes, CPMR Director for Cohesion Policy, provided an update on the post-2020
Cohesion Policy package and its future opportunities to support sustainable tourism in
islands. Cohesion Policy will continue to promote these objectives mostly through European
Territorial Cooperation (ETC) programmes but also via the new Policy Objective 5 of the
ERDF, which will target specific territories such as islands and will have a thematic focus on
tourism. He shared the CPMR’s concerns about the Commission’s proposal to reduce
Cohesion Policy budget and European co-financing rates in the post-2020 period, and to
renationalise the thematic concentration process of its funds.
Participants were also informed about the European Commission’s current and future
initiatives, with presentations from DG ENV, DG MARE, DG MOVE and DG REGIO.
They all agreed on the need to scale up existing projects and to strengthen cooperation
between island regions.
These messages were conveyed by representatives of insular organisations and from island
regions, in a video of interviews of key speakers compiled by the CPMR. In the afternoon
session, dedicated to project opportunities for islands development, the Islands Commission
was invited to present some of the projects in which the CPMR is a partner, such as CO-
EVOLVE, MITOMED+ and CIVITAS DESTINATIONS.
The project presentations were followed by a discussion among participants and island
organisations on future opportunities to develop partnerships and cooperation projects
targeting islands.
3.8 EU Sustainable Energy Week EUSEW19
The EU Sustainable Energy Week (EUSEW), is an annual event organised by the European
Commission, to bring together public authorities, private companies, NGOs and consumers
initiatives to save energy and move towards renewables for clean, secure and efficient power.
In 2019 activities it was focused around the theme ‘Shaping Europe’s Energy Future’. In its
14th edition, EUSEW, included over 90 policy sessions, and more than 4,000 registered
participants, 380 speakers and 100+ unique networking opportunities.
SOCLIMPACT participants (Carmelo León, ULGC; Ulrike Lehr, GWS; Hugo Costa,
FCiencias and Miguel A. Gaertner, UCLM) choose different sessions, covering the green
revolution at home, energy storage solutions, the shipping sector, eco labels and eco design
and many more. The event was brought to an end at the closing session with Maroš Šefčovič,
Vice-President and European Commissioner for Energy Union, Julien Guerrier, Director of

Executive Agency for Small and Medium-sized Enterprises (EASME) and Dominique
Ristori, Director-General for Energy, European Commission who offered their insights on
the state of play of the sustainable energy transition and the future direction of Europe’s
energy system.
Dr. Lehr analyzed the economic effects of renewable energy deployment, and the transition
to the green economy applying economic simulation models developed by GWS. The
analyses have a focus on employment effects detailed by economic sector and by Renewable
Energy and Energy Efficiency technology. Dr Lehr is a principal investigator for H2020
SOCLIMPACT project. See at: https://www.eusew.eu/node/23169.
From the presentation by Dr Ulrike Lehr of GWS on the experience of the Island of El
Hierro in the use of renewable energies, it has been possible to contact the people in charge
of the UE Responsible Island Award, which is dedicated to islands with local production of
innovative and sustainable renewable energy for use in electricity, heating, cooling and
transport.
SOCLIMPACT can be a perfect test laboratory for the deployment of innovative energy
technologies and this new award may encourage many islands and other small communities
to rethink the way they produce and consume energy.
4. Summary and hyperlink to the main H2020 projects
During the first period of the project, Soclimpact partners participated in 27 international level conferences and congresses. Interaction with other H2020 actions and international projects included: (1) PLACARD- FCienciasID partner participated in meetings (2) LOCOMOTION- FCienciasID partner participated in the elaboration of the plan to building synergies between projects (3) CLIM2POWER- FCienciasID using the development Climate Service in Energy sector (4) INDECIS is part of ERA4CS and its being used to SOCLIMPACT to orient climate indicators under development (5) Clisel Project – i) ULPGC and ANCI partners invited the Coordinator to participate in the Local Working Group in Sardinia, ii) ANCI partners participated in some training modules on climate change, migration and security from local authorities' perspective. (6) COACCHH – i) ULPGC partner participated in the KO meeting of this project. ii) The Coordinator of COACCH participated in the KO meeting of Soclimpact, iii) Active interaction in social media accounts between both projects, iv) E3M partner participated in some meetings with the Coordinator, and some data is being exchanged between the projects. (7) CLIMPACT, CLIFISH, IBERTROPIC, C3AF, ANR Project TIREX – ENEA partner has strong relation with this projects mainly focused on climate modelling. Synergies are being identified. (8) GIZ interactions (Till Below)- TEC partner have had the opportunity to exchange ideas about the ICs methodology employed in Soclimpact, as they are part of this community of Practice for risk assessment. (9) EURAC, RESIN, UNCHAIN - TEC partner interactions during the event ECCA2019.
