Background InfoBackground Info

• The Feather River Air Quality Management District includes all of Yuba and Sutter Counties

• The District’s mission is to promote and improve air quality in our region

• Several grant programs in place to reduce emissions from motor vehicles and diesel equipment

• First woodstove changeout grant program offered in the District

Need for the ProgramNeed for the Program

• The District is designated nonattainment for the State PM10 and Ozone Ambient Air Quality Standards

• The District will be designated nonattainment for the Federal PM2.5 AAQS by the end of 2008

• Speciation data from Sac Valley monitoring sites shows that organic carbon makes up a significant portion of PM during wintertime exceedences of the AAQS

• Residential wood burning is a source of organic carbon in Particulate Matter (PM10 and PM2.5)

Why Woodstoves?Why Woodstoves?

• EPA began certifying woodstoves in 1990• Fireplaces were never required to meet

emission standards• Many older woodstoves are still being used for

heating• Replacing a pre-1990 woodstove with an

emissions certified appliance can significantly reduce emissions of CO, NOx, toxic air contaminants like dioxins, and PM

• New stoves are more efficient, use less fuel

Goals of the ProgramGoals of the Program

• To replace uncertified wood stoves with EPA-certified wood stoves, pellet stoves, or gas stoves

• To retrofit existing wood burning fireplaces with EPA-certified inserts or convert to gas burning

• To raise public awareness about particle pollution and ways to burn more efficiently

• Funding available $12,000– 24 vouchers @ $500 each

• Must purchase through a local participating retailer– Bi-County Stoves & Backyards– Sunburst Patio & Fireside

• Vouchers available first come, first serve

Step By Step ProcessStep By Step Process

• Pick up a voucher– Today’s workshop– Participating retailer– District’s website www.fraqmd.org– District office

• Call District starting Tuesday, October 14th, at 9:00 am to request a voucher number

• Once you receive voucher number, enter into purchase agreement with participating retailer within two weeks

• Completely fill out voucher and make copy for your records

• Fax copy of purchase agreement to District by October 31st, 2008– If you do not fax purchase agreement to District,

voucher number will become void!• Give voucher to retailer to apply $500 off purchase

• Once all of the vouchers have been assigned, interested parties will be placed on a waiting list

• Participants on waiting list will receive vouchers if the purchase agreements are not faxed to the District by October 31st, 2008
