The Superintendent of Schools presents the following recommendations:
1. That the Board of Education adopt the attached resolution commending fifteen students from the Colonia High School Step Team for their achievements at the Break the Stage National Step Team Championship and the Teen Step Up-Bridge The Gap Step Competition.
2. That the Board of Education approve the annual review of the Intervention and Referral Services (I&RS) for the 2014-2015 school year.
3. That the Board of Education approve the previously submitted list of Professional Development conferences for staff members, dated July 17, 2014.
4. That the Board of Education approve payment to Middlesex Regional Educational Services Commission to provide additional occupational, physical, and speech therapies for the 2014-15 school year including the six (6) week extended school year, both at a rate of $98.00/one hour.
5. That the Board of Education approve payment to Morris-Union Jointure Commission for occupational and physical therapies, adaptive physical education, and speech/language services for the 2014 extended school year.
6. That the Board of Education approve payment to Morris-Union Jointure Commission for the following services: occupational therapy at a rate of $200.00/hour, physical therapy at a rate of $220.00/hour; and speech/language services at a rate of $235.00/hour for the 2014-15 school year beginning July 1, 2014 through June 30, 2015.
7. That the Board of Education approve payment to Mountain Lakes Board of Education for occupational, physical and speech therapy services at a rate of $1,500.00 per single service for the 2014-15 school year for our special education students attending Lake Drive School.
8. That the Board of Education approve payment to Cranford Public School district to provide counseling services at a rate of $75/hour as per the tuition contract for the 2014-15 school year.
9. That the Board of Education approve payment to Summit Speech School for itinerant teacher services for special education students at a rate of $150/hour for the 2014-15 school year.
10. That the Board of Education approve payment to Dr. Martin Mayer to provide neuropsychiatric evaluations at a rate of $280.00 per evaluation for the 2014-15 school year.
11. That the Board of Education approve payment to Center for Behavioral Health (Dr. Rajeswari Muthuswamy) to perform psychiatric evaluations as part of the Child Study Team evaluation for the 2014-15 school year.
12. That the Board of Education approve payment to Lynn’s Speech Therapy Center to provide one hour of speech therapy, as per student’s IEP, for the 2014-15 school year.
13. That the Board of Education approve payment to Occupational Therapy Consultants, Inc. for occupational, physical and speech therapy sessions for the 2014-15 school year.
14. That the Board of Education approve payment to Therapy Resource Associates of NJ to provide out-of-district/home care speech therapy for the 2014-15 school year.
15. That the Board of Education approve payment to school Based Consultants for occupational and/or physical therapy for the 2014-15 school year beginning July, 2014 to June, 2015.

17. That the Board of Education approve payment to Vista Rehab Services, PA., to provide occupational, physical and speech/language services for the 2014-15 school year.
18. That the Board of Education approve payment to Educational Enterprises of Bergen County Special Services School District to perform Augmentative Communication Assessments for the 2014-15 school year.
19. That the Board of Education approve payment to Cross County Clinical & Educational Services, Inc. to perform independent evaluations for the 2014-15 school year.
20. That the Board of Education approve payment to JFK Johnson Rehabilitation Institute to perform independent evaluations for the 2014-15 school year.
21. That the Board of Education approve payment to Project HIRE for the 2014-15 school year for transitioning services in accordance with State Plan Indicator 13.

That the Board of Education approve payment to The Alliance Center for Independence to provide five (5) sessions of Pre-employment Instructional Support in which participants will look at their own disabilities and how it impacts them on a day-to-day basis. It will also explore what type of work environment will assist in achieving optimal success.
23. That the Board of Education approve payment to Hybridge Learning Group for In-Home Parent Training and Functional Behavioral Assessments for the 2014-15 school year.
24. That the Board of Education approve payment to Monmouth County Park System (Sunnyside Equestrian Center) to provide therapeutic horseback riding in two eight-week sessions, one in the fall and one in the spring, for our students in the Multiply Disabled class at Colonia Middle School
25. That the Board of Education approve the previously submitted agreement between the Woodbridge Board of Education and Accredited Health Services for the period July 1, 2014 through June 30, 2015.

in Atlanta, Georgia; and
WHEREAS, the Colonia High School Step Team earned the title of First Place
at the Teen Step Up - Bridging the Gap Step Competition held at International
High School in Paterson, New Jersey; and
WHEREAS, these outstanding accomplishments bring honor and acclaim not
only to the school and to the program but to the entire community; and
WHEREAS, it is the desire of the members of the Board of Education of the

The Policy and Planning Committee, on recommendation of the Superintendent of Schools, presents the following:
1. That the Board of Education adopt the previously submitted Strategic Plan for the 2014-2015 school year.
2. That the Board of Education adopt the following revised policies:

3. That the Board of Education approve the previously submitted policies and regulations as reviewed by the New Jersey School Boards Association and set forth in the Woodbridge Township School District Policy Manual, and all policies and regulations be hereby adopted as the policies and rules of this Board (first reading)
4. WHEREAS, the Board of Education of the Township of Woodbridge, recognizes that The Rugby School at Woodfield, Belmar Boulevard & Woodfield Avenue, P.O. Box 1403, Wall, NJ 07719, does not charge students for reduced and/or paid meals; and WHEREAS, the State Board of Education amended N.J.A.C. 6A:23-4.5(a)20, which states that both non-profit and profit private schools for students with disabilities (PSSD) may obtain, on an accrual basis prior to the start of the fiscal year, school board resolutions from a majority of the school districts that have contracted to send students to the private school in that fiscal year, which resolve the district board of education to not require the private school to charge students for reduced and/or paid meals; and WHEREAS, this amendment requires action on the Board’s part for The Rugby School at Woodfield to continue their practice of not charging students for reduced and/or paid meals: NOW, THEREFORE BE IT RESOLVED, by the Board of Education, Township of Woodbridge, County of Middlesex, State of New Jersey, that the Woodbridge Township School District does not require The Rugby School at Woodfield to charge students for reduced and/or paid meals for the 2014-2015 school year.
5. WHEREAS, the Board of Education of the Township of Woodbridge, recognizes that The Youth Consultation Service, Inc. (YCS), 284 Broadway, Newark, NJ 07104, does not charge students for reduced and/or paid meals; and WHEREAS, the State Board of Education amended N.J.A.C. 6A:23-4.5(a)20, which states that both non-profit and profit private schools for students with disabilities (PSSD) may obtain, on an accrual basis prior to the start of the fiscal year, school board resolutions from a majority of the school districts that have contracted to send students to the private school in that fiscal year, which resolve the district board of education to not require the private school to charge students for reduced and/or paid meals; and WHEREAS, this amendment requires action on the Board’s part for Youth Consultation Service, Inc. 6. WHEREAS, the Woodbridge Township School District (“District”), like any large other suburban school district, carries the burden of providing education to students who are not residents of the District and are not entitled to such services from the District;
WHEREAS, many of the families whose students are entitled to an education in the District do not regularly provide updated contact information, including address changes, which information is vital in order to carry out numerous District functions; WHEREAS, the Woodbridge Township Board of Education (“Board”) is authorized to investigate and confirm the enrollment and residency status of its student body in order to collect up-to-date residency information and to ensure that only the students entitled to an education in the District receive such an education; and WHEREAS, the Board has solicited quotes from responsible companies capable of conducting address verifications on the entire District student body; and WHEREAS, the lowest responsible quote for address verification services was submitted by VerifyResidence.com; NOW, THEREFORE, BE IT RESOLVED, that the Woodbridge Township Board of Education (“Board”) hereby: Authorizes and directs the conducting of an address verification of the all students enrolled in the District; and
Awards a contract to VerifyResidence.com to conduct the address verification at a cost not to exceed $30,000.00 in accordance with its proposal; and
Authorizes and directs the administration to require the re-registration of all students whose addresses on file with the Board cannot be verified.

#521 GRADUATION REQUIREMENTS
The Board of Education shall award a state-endorsed high school diploma to every student enrolled in this district who meets the requirements of graduation established by this board and approved by the State Board of Education.
A. Credits: Each student shall be required to complete a minimum of 125 credits for graduation. Students must take 40 credits in grades 9, 10, and 11. Most students take 40 credits in grade 12.
B. In order to qualify for graduation, all students must demonstrate proficiency in all sections of the New Jersey High School Proficiency Assessment (HSPA) or Alternative High School Assessment process applicable to the class graduating in the year they meet all other graduation requirements, based on a schedule prescribed by the Commissioner in accordance with N.J.A.C. 6A:8-4.1(b) through (d).

1. Students who complete their recommended community service hours will be recognized at graduation ceremonies.
2. A total of the student’s community service hours will be included on official transcripts.
Classified Students
The Board of Education, through the IEP process and pursuant to N.J.A.C. 6A:14-4.11, Graduation, may, for individual students with disabilities as defined in N.J.A.C. 6A:14-1.3, specify alternate requirements for a state-endorsed diploma.
1. The Board of Education shall specifically address any alternate requirements for graduation in a student's IEP, in accordance with N.J.A.C. 6A:14-4.11.
2. The Board of Education shall develop and implement procedures for assessing whether a student has met any alternate requirements for graduation individually determined in an IEP.

#524 STUDENT DRESS CODE It is the intention of the Board of Education to insure that all students recognize the need to be appropriately dressed each time they enter the school building. All students are encouraged to dress in a way that is in good taste and is appropriate for school. Appropriate dress would be the type attire which would identify the serious and important nature of the educational process. Not only should appropriate student dress be clean and neat but it should not make a statement which would offend good judgment, be in poor taste, incite others, and may not be a disruptive influence, present a threat to safety and health, or violate the law. Appropriate dress for students can only be achieved with the total cooperation of parents. In order to achieve good taste in student dress, the Board of Education appeals to parents to insure that they purchase appropriate school attire for their children and supervise what they wear to school.
A. Regulations:
Regulating student dress shall be the responsibility of the principal of each school. The teacher is to play a most important role in regulating student dress and is required to refer a student to the office whenever an individual's attire may interfere with the educational process.
1. Any clothing which is excessively tight or which displays excessive nudity, such as sheer or transparent blouses or shirts, brief or low cut blouses or shirts, or apparel that bares the midriff, shall not be permitted.
2. Any type of clothing, apparel or accessory which indicates that a student has membership in, or affiliation with, any gang associated with criminal activities is prohibited on school property.
3. Tank tops, halters, and tube tops are not permitted.
4. Sweatshirts, warm-ups, and sleeveless shirts are permitted if they are not torn and if they are not cut or tied to expose the midriff and do not display excessive nudity.
5. Students may not wear short-shorts. Shorts and skirts shall be mid thigh or longer in length.
6. Students may not wear excessively long tee shirts.
7. Bedroom attire, such as pajama tops and/or bottoms, will not be permitted.
8. Footwear is required. Students must wear shoes or sneakers. Cleated shoes, shoes with wheels, bedroom slippers, flip-flops or excessively high heels are not permitted as they pose a safety hazard to the wearer.
9. Any article of clothing which displays indecent writing, pictures, or slogans shall not be permitted.
10. "Quasi-attire,” such as armbands, wristbands, buttons, pins or other methods of symbolic expression are not permitted if determined by the teacher or principal to cause disruption, disorder, or a clear and present danger. Clothing which displays words or

pictures that depict alcohol, drugs, or articles of clothing or jewelry associated with gangs, shall not be worn.
11. Any article of clothing or jewelry considered to be harmful, or which may cause damage to another student's person or property, such as spiked bracelets and/or necklaces, shall not be permitted.
12. Clothing which is excessively worn, ripped, damaged, or soiled shall not be permitted.
13. Hats are never to be worn inside the school building, except where such use is pursuant to the observance of religious beliefs. Headbands and/or bandanas may not be worn in school.
14. Sunglasses may not be worn in school by students unless a medical excuse has been filed with the office.
15. Outerwear, such as coats and jackets, shall not be worn during the school day.
16. Safety and protective clothing, as well as athletic or gym clothing, shall be worn as required.
17. Book bags (backpacks) may be used by students to and from school and must be stored in a locker during the school day.
18. Electronic devices worn or carried, such as beepers, cell phones, walkmans, CD players, etc., shall not be permitted on school grounds during school hours. .Electronic devices may only be used in accordance with school rules. Any other unauthorized use of electronic devices is prohibited and subject to consequences.
19. Students attending any school functions (field trips, dances, activities during school hours) will not be permitted to participate unless they are properly attired.
20. The administration reserves the right to determine if any article of clothing is inappropriate for school.
B. Enforcement:
Students not conforming to the dress code shall be disciplined by the principal in accordance with other board policies. If any employee has concerns about a student’s attire they should notify the administration.
C. Distribution:
A copy of this dress code shall be distributed to all pupils by publication in the student handbook or by mailing to their homes.

The Finance and Insurance Committee, on recommendation of the Superintendent of Schools and the Business Administrator/Board Secretary, presents the following:
1. That the Board of Education approves payment of the bills in the amount of $5,928,320.54 and Food Service Department bills in the amount of $270,755.54.
2 That the bookkeeping transfers pertaining to the 2013-14 budgetary accounts be approved as per the attached list.
3. That a note be made that the Report of the Treasurer for the month of June 2014 has not been received.
4. That the Board accept the Report of the Secretary for the month of June 2014.
5. That the Board of Education readopt the 2013-14 School Year Budget changing the total from $209,184,504.56 to $209,191,474.56 to reflect the following:

1. That the Board of Education adopt the attached resolution commending the Colonia High School athletes who gained individual honors for outstanding performances in the 2014 Spring Sports season.
2. That the Board of Education adopt the attached resolution commending John F. Kennedy Memorial High School athletes who gained individual honors for outstanding performances in the 2013-2014 spring sport season
3. That the Board of Education adopt the attached resolution commending Christopher Bergondo of John F. Kennedy Memorial High School who was selected as the 2013-2014 Greater Middlesex Conference White Division “Coach of the Year.”
4. That the Board of Education adopt the attached resolution commending Christopher Frost of John F. Kennedy Memorial High School who was selected as the 2013-2014 New Jersey State Interscholastic Athletic Association Scholar Athlete Award winner.

WHEREAS all bids were read 7/15/14 and rejected. (6 bids received, 6 bids rejected.) Bids rejected due to all bids substantially exceeding the cost estimates and the amount budgeted for the project.
