Rule 1 - Court and EquipmentLogos

Playing court requirements:

• complete finish in a manner that is similar throughout.

• includes the three-foot area outside each sideline and six foot area outside each end linesix-foot area outside each end line.

• ensure the court is of a consistent finish, including any logos or decals that are legally allowed on the floor (responsibility of host institution staff).

Rule 1-17 (new)

Officiating New Rule

• Pregame- inspect the court (Rule 2-5.1)

• Inform game management of any dangers/concerns

• Have game management rectify situation

Be aware of changing conditions• Be aware of changing conditions

• Determine if game should continue when dangerous situation cannot be rectified

Rule 1 - Court and Equipment Requirements- all divisions

• 10ths-of-a-second display

• Red or LED lights behind backboard

• Mounted and recessed shot clocks

(One administrative tech for all- penalized before the start of the game)

• Restricted Area Arc marked on the floor

• A solid single-colored 2-inch line (clearly visible)

• A semi-circle measured 3 feet from the center of the basket to the outside edge of the line and to the front face of the backboard (No penalty. Must have to play)

Rule 2 - Officials and Their DutiesOfficials jurisdiction (reminder)

• 15 minutes before game

• One official must remain on the floor when team members are present- includes intermission.

• To enhance crew unity, it is recommended that all officials remain on the floor.

Rule 2-4.3

Rule 2 - Officials and Their Duties

MonitorUse to determine if foul observed or foul not observed is:

• Flagrant 2 & contact dead ball technical fouls• If not, can assess a Flagrant 1 personal or contact

dead ball• ILLEGAL contact with elbow above the shoulders of

opponent (whether play was officiated or not)• Review permitted on called/reported foul until the ball

becomes live• MUST review when coach requests legal review

Rule 2-13

Interpretation- Rule 2 & 5

Play:

• A1 is fouled in act of shooting near the expiration of time

• Time expires before the release of the shot

• A1 continues to shootA1 continues to shoot

Ruling:

• When time must be placed back on clock, score basket and award free throw(s)

Interpretation- Rule 2 & 5Time

• When TO put time put back on clock:

-When foul occurred (monitor)

-Timer’s mistake in failing to stop clock on whistle ( it d it )(monitor and no monitor)

• When NOT TO put time back on clock:

-Foul occurs so near the expiration of time that the timer is unable to stop the clock. This is not a timer’s mistake (no monitor).

MAJOR OFFICIATING CONCERNS

Incidental Elbow Contact• There can be incidental contact with the elbow above or

below the shoulders.

• Not all contact with the elbow is a foul regardless of where it makes contact.

Traveling

• Not all spin moves are travels.

• Legal moves by the ball handler must be permitted.

• After establishing a pivot foot, that pivot foot may be lifted, but may not return to the floor before the ball is released on a pass or try for goalon a pass or try for goal.

• Players should be given the benefit of the doubt on 50/50 plays

• Don’t turn our backs on traveling- but KNOW it is a travel

Freedom of Movement

• Concern- Excessive physicality and the lack of freedom of movement.

• Players must be permitted to move freely and without being held, pushed or rerouted.

Pace of Play

• Stoppages that interrupt the flow and pace of the game.

• Officials are instructed to keep the game moving:

-Following timeouts

Legal Guarding

Rule-

Know the rule on establishing and maintaining a guarding position:

• Can take a charge when feet are moving

• Cannot move toward the defender and make contact

• Contact does not have to be in middle of chest

• Can be a charge when offensive player does not run through defender

Secondary Defender –Restricted-Area Plays

Rule-

• Secondary defender establishing initial guarding position in RA and staying there

• Only applies to taking a charge on player with the ball or who has made a pass or released a shot

Coverage-

• Lead- when the drive comes from the strong side

• Center- drive comes from the weak side

• Center and Trail- typically have secondary coverage

Secondary Defender –Restricted-Area Plays

Certainty

• Be certain that it is the Restricted Area Arc line!

Signaling

• Whistle & Fist in the air

• Block signal

• Point to restricted area (on block- no point/no help)

• Count the goal (if applicable)

• Non-calling official(s) shall provide information to the calling official if they have definitive knowledge about the location of the player’s feet.

Contact On/By the Ball Handler/Dribbler

• One ‘hot stove’ touch then no more

• Too much contact on and by the BH/DR at all levels and especially late in the season

• Be consistent:

- Game to game

- Within a game

- Within the crew

- Start to end of season

Free Throw Violations

• Players (on and off marked lane spaces) leaving early

• Disconcerting shooters

• Players faking

Sportsmanship

Concerns include:

• Bench decorum infractions by

- Coaches- Assistant Coaches

Bench personnel- Bench personnel

• On-court behaviors by players

• Rules must be enforced to obtain acceptable forms of behavior

Sportsmanship

• Unsportsmanlike conduct by players and/or bench personnel:

-Repeated and prolonged violations of 10-3 and 104 merit a technical foul

-Violations need not be repeated or prolonged to bepenalized

-Egregious conduct- automatic technical foul

Bench Decorum – Coaching Box

• The coaching-box rule shall be enforced

• Coaches expected to remain in their coaching box

• Distinct advantage gained by coaches out of their box

• Rules permit coaches to be out of the prescribed 28-foot coaching box for specific reasons:

-Prevent a fight from escalating

-Point out a scoring/timing mistake

• Asst. Coaches/Bench Personnel:

- All are required to be seated except to spontaneously react to a play, etc.

- When illegal standing is observed – give them one “wave” motion to SIT!wave motion to SIT!

- If the “wave” doesn’t work, inform the head coach and request their assistance

- This is an official warning (verbalize)

• Asst. Coaches/Bench Personnel:

- Subsequent infractions will result in a TECHNICAL FOUL assessed to offender

- Also assessed indirectly to Head Coach
