Mumbai: Ever wondered what it’s liketo deliver post in Asia’s biggest slum,Dharavi? Especially when the addressreads something like this: ‘Mahim Fa-tak ke baju mein’ or ‘Ajmal Kasab, Dhar-avi, Mumbai-17!’ That the name of theaddressee in the latter instance happensto be same as the lone 26/11 terroristcurrently on trial at a special court isof course another story.

Dharavi is home to more than a mil-lion people. Every day, there are at least 4,000 ordinaryletters to be delivered, a hundred registered ones, 150speedposts, at least four parcels and about 15 money or-ders, says B S Jaiswar, sub-post master at Dharavi Postoffice. There are some company annual reports as well tobe delivered, he adds.

Surprised? Dharavi is home to several thriving small-scale industries such as embroidered garments, leathergoods, pottery and plastic. According to reports, Dharavi’s

Mumbai: Imagine getting a lewd SMSfrom a number you know, going to po-lice with a complaint and then findingout that the supposed sender is cluelessabout what happened.

Two such cases have been reportedto Mumbai police in the past month.Though they are yet to track down thesender, they have managed to unearth abizarre truth, that of the ‘masked SMS’.The user has to register on a website (foras little as $10) and can send text mes-sages to and from any mobile numberon the planet without being identified.

Mumbai police have managed totrack down two or three websites thatare used to send masked messages andare collaborating with IT experts to getto the bottom of the matter. ‘‘We have re-ceived two complaints in the last onemonth where the sender’s number was camouflaged,’’ joint commissionerof police (crime) Rakesh Maria told

New Delhi: With the United States promisingaccess to David Coleman Headley, India is fastpreparing the chargesheet against him, hopingto extract information on the Lashkar leaderswho masterminded the Mumbai attack and sensing an opportunity to disrupt theKarachi Project.

The instruction to ready the chargesheetthat would be the basis for a formal request tothe US court — letter rogatory in legalese —for access to Headley came after a conversationbetween home minister P Chidambaram andEric Holder, US Attorney General and head ofthe Department of Justice.

Holder told Chidambaram that provision forIndia to gain access to the Lashkar terroristhas been clearly provided in Headley’s “pleaagreement” with the US authorities. Headleyadmitted on Thursday to laying the ground-work for 26/11.

The agreement, under which he has beenspared the death sentence in exchange for a

guilty plea and cooperation with the investi-gating agencies, stresses that Headley hasagreed to “fully and truthfully testify in anyforeign judicial proceedings held in the UnitedStates by way of deposition, video conferenc-ing or letter rogatory”.

A statement issued by Chidambaram alsounderlined that Headley’s calculated attempt toescape lethal injection — the preferred way ofexecution in the American state of Illinois wherehe is being tried — will not be fulfiled until af-ter he cooperates with Indian agencies.

Mohali/New Delhi: Hot on the heels of theMumbai and Ahmedabad arrests of terror-ists suspected of plotting terror attacks, ajoint police team from Punjab and Delhi po-lice busted a module of Babbar Khalsa In-ternational (BKI), an outfit backed by Pak-istan’s ISI. Three men were arrested.

Two alleged BKI terrorists, identified asDaljit Kumar alias Deepak of Baltana in Mo-hali district and Purshotam Singh alias Bun-ty from Rajoura in Patiala district, were ar-rested from the Zirakpur-Patiala road near Zi-rakpur in an operation conducted by the Mo-hali Police and the Special Cell of Delhi Policeon Thursday night. The third member of theoutfit, Karwinder Singh, a native of Ropar, washeld in Delhi on Friday.

This comes just six months after Punjab po-lice discovered a BKI cell. That the arrests co-incide with those in Mumbai and Ahmedabadconfirms fears about the ISI-Lashkar com-bine’s urgency about launching a wave of ter-rorist attacks in the run-up to the Common-wealth Games.

The BKI comprises Khalistanis shelteredby the ISI in Rawalpindi and Lahore.

mean electing just the few for whomseats are reserved. Over time, reser-vation leads to more women winningelections than the designated quota.

Data from Mumbai’s municipalcorporation indicates that the im-pact may continue even after a seatis de-reserved. The data shows thata municipal ward reserved forwomen in one election and open inthe next was five times more likelyto elect a woman than a ward thathad never been reserved.

The study by Stanford Universi-ty political scientist Rikhil Bhav-

nani covered the 1997 and 2002 elec-tions. Analysis had to be restrictedto these elections because wardboundaries were different at othertimes. Bhavnani’s findings were pub-lished last year in the American Po-litical Science Review.

The study showed that approxi-mately 21.6% of the wards reservedfor women in 1997 but open in 2002

were won by women in the later elec-tion. In contrast, only 3.7% of wardsthat were open in both 1997 and 2002were won by women. In all, womenwon 3.4% of all open seats in 1997,which more than doubled to 8.6% ofopen seats in the 2002 elections.

Reservation not only meantmore women had more election suc-cesses when the quota ended, but

also made more women stand foroffice. Seventy-three per cent ofwards previously reserved forwomen but open in the next elec-tion had at least one female candi-date the second time around.

But only 36% of wards that werenot reserved in either election hadany women candidates. Similarly,the average number of women whostood for election in freshly de-re-served wards was double the num-ber in wards that were open bothtimes. The number of new femalecandidates standing for election wasalso higher. More important, quotasseem to have made the electoratemore willing to vote for women. Thestudy showed that the share of votespolled by all female candidates rosefrom a mere 3.3% in 1997 to 15% in2002. Bhavnani explains this changewith the theory that reservationspartly work by introducing into pol-itics women who are capable ofwinning elections even after reser-vations are withdrawn and also byteaching parties that women canwin elections.

New Delhi: The government’sattempts to muster supportfor the Nuclear Liability Billhas been seen as denoting itsanxiety about getting the leg-islation passed in the Budgetsession of Parliament. Lucknow: The All India Mus-lim Personal Law Board seemsto have turned a little moregender-friendly. For the firsttime in 27 years of its exis-tence, the representative bodyof ulema, academicians, schol-ars and members of civil so-ciety, has nominated the high-est number of women mem-bers in the executive council.

The tally of five women outof the 51-member committeecould still indicate a pro-nounced male bias of the out-fit but the decision goes toprove that an additional open-ing for women has been creat-ed this time. So far, the lonewoman member among 41 com-mittees (10 extra members havebeen included only on Satur-day) happened to be BeghumNaseem Iqtedar Ali, a foundermember since the very incep-tion of the body in 1973.

Two out of the five mem-bers in the group—Dr Rukh-sana Lari and Dr Safia Na-sim—hail from Lucknow apartform the Begum. Kolkata sendsNoorjehan Shakil while thefifth nominee, Dr Asma Zohra,belongs to Hyderabad. Themove is being interpreted as aresult of pressure on the boardfrom the liberal bodies and also

Kufa: Bohras, a denomination of Ismaili Shiitesof Gujarati descent, have had historical ties run-ning for centuries with Najaf and Karbala, two ofthe holiest Muslim shrines. The Prophet’s grand-son, Imam Hussain, was killed in the epic battle ofKarbala in 680. The giant courtyard of the Kufamosque, which the Bohras have rebuilt, is entire-ly made of gleaming white marble carted fromMakrana in Rajasthan, while its golden domes andintricate blue carvings testify to the centuries-oldshrine’s recent makeover. The mosque was refur-bished in 2009 and has since attracted thousandsof pilgrims from across the world. The sanctum,where Imam Ali prayed, is brightly lit with hugechandeliers and covered with ornate carpets.

When Bohras floated the idea of rebuilding themosque, Saddam was still in power and the 11-yearproject only got difficult after the 2003 American in-vasion. “People don’t understand how difficult it was

to work during Saddam’s regime,’’ Harvard Uni-versity historian Tamara Chalabi said. The Bohrasgot around the politics by maintaining an extreme-

ly low profile and worked mostly through the localgovernment in Najaf and avoided getting into con-troversies or trouble with officials in Baghdad. Tama-ra said one of the grandest mosques in the Arabworld, which holds a special place in the heart ofevery Shiite, wouldn’t have been possible withoutthe material and manpower support from India.

The most trying times for the project came af-ter the second US invasion, which was followed bythe worst sectarian strife inthe country that left hun-dreds dead. The highway toNajaf often witnessed brutal bloodletting in whichdozens of pilgrims were killed in suicide and road-side bombing. The highway was the scene of themost recent attack on March 6, 2010. But evenamidst all this, the Bohra volunteers continued towork. The signs of the strife are visible along thehighway. The road is lined with burnt cars and bus-es and Iraqi army soldiers carrying automatic ri-fles patrol every corner along the highway.

Bangalore: Sporting legend Milkha Singhsaid he was counting on his biopic byRakeysh Omprakash Mehra to inspire In-dia’s youth with the story of an unassum-ing athlete who fought mind-numbing hard-ship and personal loss to win universal ac-claim through sheer grit and determination.

And who among the Bollywood A-listerscould best essay him on screen? Milkha isnon-committal, saying the cast has not beenfinalised. But the buzz is that it could be Ak-shay ‘Khiladi’ Kumar, the most sporty of ourheroes, with Deepika Padukone, with herbadminton genes, playing the female lead.

Born in Lyallpur (now in Pakistan) in1935, Milkha was a battle-hardened soul evenbefore he let go of his childhood. As a 12-year-old during Partition, he was witness tothe spine-chilling sight of his parents beingbutchered in front of his eyes. A few sobs lat-er, his heart was in his mouth as he escapedthe clutches of death, concealing himselfamong corpses on the train to India.

Recovery wasn’t easy but Milkha con-quered the odds and before long, had wonthe Asian Games and CommonwealthGames golds in 1958 and famously lost the400m bronze in the Rome Olympics by theproverbial coat of paint. “I want Indianyouth to understand what determinationand purpose can achieve. If a Milkha, whodidn’t have access to even the basic neces-sities of life, can aim for the skies, why notothers who have been provided with the bestof facilities? If Milkha can bring glory tothe nation despite running barefoot in theinitial stages of his career, why not thosewho run with the best of shoes now?’’

The Flying Sikh, as the legend was calledby former Pakistan president Ayub Khanin 1962 after he won a race in that country,agreed to a token amount of Re 1 only be-cause he was keen the nation produce adozen more Milkhas. And, if the film makesprofits, 20% of it will go to the Milkha SinghTrust, which answers distress calls fromthe deprived and all those who deserve help,in sport as in any other facet of life.

New Delhi: Investigations intothe sex racket run by Shiv MuratDwivedior Ichchadhari Sant Swa-mi Bhimanandji Maharaj Chi-trakootwale, 39, have revealed thatthe godman regularly got Mum-bai-based models and bar dancersfor his flesh trade in Delhi.

“Many girls from other stateswere married to pimps, broughtto Delhi and pushed into the fleshtrade. Dwivedi alias Shiva was in-strumental in running this rack-et from Lajpat Nagar. However,

when the crime branch closed inon him, along with the Noida po-lice, Dwivedi decided to go for animage makeover and emerged asIcchhadhari Baba,’’ said a southdistrict police officer.

Dwivedi was also planning toinvest in a hotel in Noida. The eightdiaries and five CDs recoveredfrom his possession contain detailsof air travel by Mumbai-basedmodels and bar girls. Most of thesegirls were put up in a hotel at Sura-jkund in Faridabad, the police said.Dwivedi also had great business

acumen. “He planned to make themost during the CommonwealthGames since he knew that foreigntourists would seek escort servic-es. The website launched by Dwive-di was an attempt to attract clients.It was to further his racket that heplanned to construct a hotel inNoida,” the police said

Meanwhile, Dwivedi on Sat-urday pleaded before a Delhi courtthat his life was under threat andsought a separate cell for himselfin prison. However, additional ses-sions Judge S K Sarvaria direct-ed the jail authorities to act as perprison rule and sent the accusedto 14-day judicial custody underthe stringent MCOCA. The courtsent him to judicial custody tillApril 3. Dwivedi was arrested onMarch 9 under the provisions ofthe MCOCA.

Kolkata: Justice (retd) Rajinder Singh Sachar, who headed thecommittee that surveyed thecondition of Muslims in thecountry, on Saturday said hedid not favour a sub-quotafor Muslim women within the33% reservation for womenin the Lok Sabha and stateassemblies. “I do not wantthe sub-quota within the

quota of 33%. But, I favour seat reservation for women as they are adeprived section,’’ Justice Rajinder Singh Sachar, who prepared thereport on the social, economic and educational status of women,said on the sidelines of a seminar here. Arguing that creation of asub-quota as demanded by Lalu Prasad and Mulayam Singh Yadavwould further weaken the women, he said, “It will split them.Women as a block are the most deprived in the country, whetherHindus, Muslims or Christians. The sole aim should be their empo-werment as a whole. Gender injustice is rampant in the country,’’ hesaid. Besides, reservation of seats for Muslim and OBC womenwould increase male chauvinism which is bad, he added. AGENCIES

Srinagar: The J&K government on Saturday ordered thesuspension of Pulwama chief medical officer Dr GhulamQadir Sofi following surfacing of a porn MMS clip invo-lving him in a government hospital in south Kashmir. DrSofi was part of a team of doctors that conducted theautopsy of the two Shopian rape and murder victims inMay 2009. The MMS clip allegedly shows him in intimateacts with a burqa-clad woman. “Yes, we have suspendedthe doctor on alleged moral turpitude,’’ director, healthKashmir, Dr Muhammad Amin Wani said. “We are alsogoing to order an inquiry into the incident,’’ he said.Ironically, Dr Wani had last year promoted the CMO forhonesty, dedication and outstanding service. Sourcessaid Dr Sofi was promoted after seniority of many doc-tors were ignored. The four-minute porn clip, which issaid to have been shot at his office premises, surfacedfollowing attempts to blackmail the senior officer.
