Report on the Project Financial Statements

We have audited the accompanying financial statements of the "National Cyclone RiskMitigation Project-I" financed 'under World Bank Loan Number 5693-INIlDA, whichcomprise Statement of Sources and Applications of Funds and the Reconciliation of Claimsto Total Applications of Funds for the year ended March 2016. These statements are theresponsibility of the Project's management. Our responsibility is to express an opinion on theaccompanying financial statements based on our audit.

We conducted our audit in accordance with the Auditing Standards promulgated by theComptroller and Auditor General of India. Those Standards require that we plan and performthe audit to obtain reasonable assurance about whether the financial statements are free ofmaterial misstatement. Our audit examines, on a test basis, evidence supporting the amountsand disclosures in the financial statements. It also includes assessing the accountingprinciples used and significant estimates made by management, as well as evaluating theoverall financial statement presentation. We believe that our audit provides a reasonable basisfor our opinion.

In our opinion, the financial statements presents fairly, in all material respects, the sourcesand applications of funds of National Cyclone Risk Mitigation Project-II for the year endedMarch 2016 in accordance with Government of India accounting standards.

In addition, in our opinion, (a) with respect to SOEs, adequate supporting documentation hasbeen maintained to support claims to the World Bank for reimbursements of expendituresincurred; and (b) except for ineligible expenditures as detailed in the audit observations, if

any, appended to this audit report, expenditures are eligible for fmancing under theLoan/Credit agreement. During the course of the audit, SOEs for ?40,9 8,53'5.OI-(Forty LakhNinety Eight Thousand Five Hundxed Thirty Five Only)and the connected documents wereexainiiedand these can be relied upon to support reimbursement under Loan/Creditagreement.

This report is issued without prejudice to CAG s right to incorporate the audit observations inthe Report of CAG of India for being laîd before Parliament/State Legislature.
