DefinitionsSite: The entire area where salt storage facilities are kept under a single address. A site contains at least one or may have several subsites. See attachment C for an example.

Subsite: The (separate) locations within a site that hold material, for example, subsites within a single site, may consist of a shed, a dome, and a crib on a single property. See attachment C for an example.

Shed, Hi Arch, Dome: A permanent or semi-permanent structure with a roof that prevents precipitation from contacting material on at least three sides.

Crib: A structure that prevents lateral spreading of material on two or three sides. If the structure has a roof, it does not prevent precipitation from contacting material from the sides of the structure.

Stockpile: Material placed at a location that does not have or make use of structural components to prevent lateral spreading of the material on two or three sides and does not have a roof of any kind.

Pad: The paved concrete/asphalt surface that the material is stored on.

Apron: Any paved surface upon which material is unloaded from or loaded into trucks. Generally located in front of the storage building or working face of a stockpile. If a major portion of the site is paved, the apron would typically be considered the area immediately in front of the storage building that extends outward about the length of a typical dump truck (about 20 to 25 ft. from the shed).

General Inspection Notes

Subsite Empty: If the subsite is currently empty, but still active (i.e., subsite will continue to be used in the future for salt storage), an inspection of the subsite is still needed. In this situation, place a note in Section 9 and Section 15 of the inspection form, indicating that the subsite is empty, complete the remainder of the inspection form, and return the inspection form to AECOM.

Subsite No Longer Used: If the subsite is no longer being used for salt storage, no inspection is needed. In this situation, place a note in Section 15 of the inspection form that the subsite is no longer active and return the inspection form to AECOM. Do not complete the remainder of the inspection form.

New/Temporary Subsite: If the subsite is new, temporary, or does not have a Site Identification Number/Subsite Label assigned to it by WisDOT (i.e., there is not a subsite-specific inspection form available for downloading from WisDOT’s Road Salt Storage website), an inspection of the subsite is still required. In this situation, print a blank inspection form, fill-in Items 1 through 9 with the appropriate subsite information, complete the remainder of the inspection form, and return the inspection form to AECOM.

Examples of properly completed inspection forms for the following facility/subsite types are provided in Attachment D.

Rating Criteria for Evaluating Site Conditions

Section 10 - Pad/ApronQuestions 10.1.1 and 10.1.2:

Rate defects in Pad/Apron as follows:

Absent: Rate defects in pad/apron as Absent if no cracks or holes are present.

Slight: Rate defects in pad/apron as Slight if only minor cracks/potholes are present (up to 30% of surface area) and cracks do not form a network or spider web.

Moderate: Rate defects in pad/apron as Moderate if some spider webbing/alligator cracking is present (30% to 80% of surface area) and/or small holes in pavement expose soil, but, no large chunks are missing.

Severe: Rate defects in pad/apron as Severe if large networks of cracks are present (80% or more of the surface area) and/or entire chunks of pavement are missing that expose soil.

Question 10.1.3Rate whether the pad is adequately raised, crowned, or sloped to direct water away from material, as follows:

Pad is adequately sloped if water flows away from, rather than towards, the stockpile (an 8% or greater slope for 24 or more inches running away from the facility exists on all exterior sides of a structure or stockpile, especially at the loading door or face).

Section 11 - Roof, Walls, and DoorsRate defects in Roof, Walls, and Doors, as follows:

A major or minor repair is decided by the relationship of the size and location of the defect, and the likelihood over a 12 month period of the defect allowing a damaging amount of rain or snow melt to reach the material stored in the structure creating runoff that could reach the exterior of the structure.

Minor Defect and Poor Housekeeping: This photo shows an example of a combination of a minor defect in the tank fixture (hose connection) and poor housekeeping from excessive spillage.

Question 12.4 (Tank Spill Containment Device)Minor: Rate repairs needed to tank spill containment device as Minor if defect is one which allows or would allow seepage of the tank contents.

Major: Rate repairs needed to tank spill containment device, if present, as Major if defect is one which allows or would allow a greater than seepage loss of tank contents or is of a capacity that would not hold the entire contents of the tank.

Section 13 - Stockpiles and CribsA working face of an existing salt stockpile or crib shall expose no more than 3 feet of uncovered material at any point on the perimeter of the working face. To be deemed a working face, rather than spilled material or improperly stored material, the working face shall rise at an angle no less than 25 degrees from the pad to the apex of the working face. The covering shall fall outside any perimeter wall or berm at the base of the stockpile so that rain or snow melt does not accumulate inside the wall or berm.

Question 13.2 One or more non-water tight seams of 6 inches in length or more constitutes a non-water tight covering.

Question 13.3 Except for the working face, the cover must be anchored by extensive weights at the base of the stockpile. Covers for stockpiles 12 feet or greater in height at the highest point must secured with lines anchored by stakes or extensive weights at the base of the stockpile to constitute a sufficiently secured cover.

Improperly covered material: Material should not be used as an anchor for the stockpile cover.

Section 14 - Operating and Housekeeping Practices on SiteQuestions 14.1 and 14.2 Slight: Rate spillage as Slight if there is powdery residue at the edges of pavement cracks/holes.

Moderate: Rate spillage as Moderate if there is powdery residue on up to 50% of the pavement surface.

Major: Rate spillage as Major if there is residue on more than 50% of the pavement surface, or packed salt powder or loose granules are more than 2  inches deep on the pavement surface.

FORM DT1873 INSTRUCTIONS

Item 1. Enter the date of the inspection. Items 2., 3., 5., 6., 6a., 7., 8., and 9. for registered subsites will already be populated. If any of the information included in these items has changed or is incorrect, cross out the information and write in the correct data. Items 2., 3., 5., 6., 6a., 7., 8., and 9. for new (non-registered) subsites: Enter the new information for Items 6., 6a., 7., 8., and 9. Site Identification Numbers (Item 2.) and Subsite Label (Item 3.) will be established by WisDOT. Item 4. Enter your first and last name. Item 5. If a physical address (street number, street name, city, zip code) is not available for the site,

provide a description of the site’s location in relation to its surroundings.

Item 8. Whether a registered site or a new site, the response “Unknown” is used for empty or unknown material. “Various Liquids” (referring to tank subsites) is a placeholder term that also refers to an unknown material or will require a change to a material type.

For the checkbox in Item 8, a sand to salt ratio of 12:1 equals approximately 5% salt by weight. Check this box if the salt/sand subsite is less than 5% salt by weight.

Item 10.1.1. Stockpiles often do not have aprons like those for a shed, where the apron is in a fixed

location relative to the shed. The apron for a stockpile is the area in front of the working face of the stockpile, typically extending outward approximately the length of a typical dump truck (approximately 20 to 25 feet).

Item 10.1.2. As product is removed from the stockpile, any paved area exposed is the pad. Mark as “Not

Visible” if the pad is completed covered by material. Section 11: Complete only if the subsite is a structure. Otherwise, all items are checked “N/A.” Check the

type of structure. Whether repairs needed are minor or major is determined according to the judgment of the inspector using criteria supplied by WisDOT (refer to the Salt Storage Self-Inspection Guidance Document, available at the link on the bottom of this page).

Section 12: Complete only if the subsite is a tank. Otherwise all items are checked “N/A.” Check if the

subsite is a single or multiple tank. Whether repairs needed are minor or major is determined according to the judgment of the inspector using criteria supplied by WisDOT (refer to the Salt Storage Self-Inspection Guidance Document, available at the link on the bottom of this page).

Section 13: Complete only if the subsite is a stockpile or a crib. Otherwise all items are checked “N/A.” Items14.1.,14.2. Any of the stored material courser than dust is deemed material. Material leaked from the

Instructions for accessing inspection forms from WisDOT’s Road Salt Storage Web site are provided below.  Please note that the instructions vary depending on the type of web browser you have.  Instructions are provided for Chrome and Internet Explorer browsers.

Requirements(TRANS 277)

Key ProvisionsRoad salt must be:

✔ Stored on an impermeable surface if > 5% salt by weight✔ Securely covered year round

Exception: Salt/sand mixtures not more than 5% salt by weight only need to be covered between April 1 through October 1. As a general rule, a sand to salt ratio of 12:1 equals approximately 5% salt by weight.

Storage/loading area must be:

✔ Clear of salt residue✔ In good repair

Every salt storage site must be registered with WisDOT.

If new facility, must be set back from:✔ Any existing private well: 250 feet✔ Any existing public well: 1,200 feet✔ Shoreline: 50 feet

What Triggers Non-Compliance?✔ Material not stored on asphalt or

concrete pad if > 5% salt by weight

✔ Moderate or severe defects in pad or apron

✔ Pad under stockpile not adequately raised to divert water away from material

✔ If berm is present, it does not contain runoff

✔ Defects in shed roof, walls, or door(s) require major repairs

✔ Material in stockpile/crib is not completely covered, seams are not water

tight, cover is not sufficiently secured

✔ Salt runoff is moderate or severe

✔ Salt runoff is not contained in storage area and away from open waters

✔ Stored material is not protected from elements

✔ No monthly material inventory records
