Know What Is Covered

You are urged to check with theSchool Veterans Certifying Official(SVCO) at the campus you plan toattend to obtain specific informationabout eligibility and costs. Manyfactors can impact eligibility andsome costs and/or academicprograms may not be covered bythe Wisconsin G.I. Bill tuitionremission. A link to SVCOs isincluded in this booklet for yourconvenience.

You will be assessed and beresponsible to pay any fees notcovered by the Wisconsin G.I. Billtuition remission. Once thecertification and eligibility processesare completed, you will be provideda bill indicating the fees that are dueand payable and the date by whichthey must be paid.

Fees Not Covered at UWInstitutions. The Wisconsin G.I. Billtuition remission program does notapply to the following programs ofstudy:

Study Abroad. Academic feescharged by a UW institution forstudy abroad programs where thefees collected are subsequentlypaid by the UW institution to anon-Wisconsin institution are notcovered. Also not covered are anynon-instructional fees charged inconnection with a study abroadprogram such as for travel orliving expenses.

Continuing Education. Fees atUW institutions charged forcontinuing education courses(where continuing educationunits—CEUs—are granted) arenot covered. The Wisconsin G.I.Bill applies only to tuitionremissions for eligible individualsenrolled in academic, college-credit courses.

Other Costs Not Covered. Othercosts at UW institutions that are

the complex relationship betweenthe WI GI Bill tuition remission andChapter 33. Go towww.WisVets.com/WisGIBill#WIGIfor information on the coordination offederal and state benefits. Studentsshould understand how thesebenefits conflict or work togetherwhen planning their education goals.

The Wisconsin G.I. Bill may beused at Wisconsin public highereducational institutions (i.e.,University of Wisconsin institutionsand Wisconsin Technical Colleges)by eligible veterans, spouses,unremarried surviving spouses, andchildren for a total of up to 8semesters or 128 credits, whicheveris greater. Any credits taken usingthe federal Post-9/11 GI Bill(Chapter 33) at Wisconsin’s publichigher educational institutions willnot reduce (not count against) astudent’s WI GI Bill 128 credit or 8semester allotment. However, if youare eligible for federal Post-9/11 G.I.Bill benefits you are required, withfew exceptions, to apply for thosebenefits before accessingWisconsin G.I. Bill benefits.

Effective Date. The Wisconsin G.I.Bill first became effective on July 7,2005, and was amended in 2007,2009, 2011, and 2013

2.0 Cumulative GPA Requirement.Beginning in January 2014, anystudent using the Wisconsin G.I. Bill,whether it be the veteran, the spouseor the child of a veteran, mustmaintain at least a 2.0 cumulativeGPA or higher in order to remaineligible for the Wisconsin G.I. Billbenefits. Should a student using theWisconsin G.I. Bill have a cumulativeGPA that falls below the threshold of2.0 at the end of a term, the studentmay still enroll the following term;however, they will not be able to usethe Wisconsin G.I. Bill at that time.Should the student get theircumulative GPA back to a 2.0 orhigher at the end of an unqualifyingterm, the student will be re-certifiedfor the subsequent term by theinstitution/school.

Overview. Under the WisconsinG.I. Bill, an eligible veteran whoentered active military duty as aWisconsin resident is eligible forremission of 100% of standardacademic (tuition) and segregatedfees at a University of WisconsinSystem (UW) institution or 100% ofthe program (tuition) and materialfees for courses leading to anassociate degree, collegiatetransfer, or vocational diploma at aWisconsin Technical CollegeSystem (WTCS) institution. Thisbenefit is also available to certainspouses and children of eligibleveterans as well. For fullunderstanding of who is eligible forthese remissions, refer to the actualstatutory language included asAppendix A in this brochure.

Eligibility Determination.Eligibility for the WI GI Bill is a two-part process. WDVA certifies theveteran is eligible, and the postsecondary educational institutiondetermines the student (be itveteran, spouse, or child of aveteran) as eligible for the tuitionremission based upon the statutoryrequirements for eligibility outlined inthe WI GI Bill legislation.

Members of the WisconsinNational Guard (NG)

A Drilling Guardsman (either Armyor Air) who is not a commissionedofficer and does not have aBachelor’s Degree may be eligiblefor the Wisconsin NG TuitionReimbursement Grant. Requirements for Childrenand Spouses to be Eligible

For the spouse or child of a veteranto be eligible for the Wisconsin G.I.Bill, the veteran must have metcertain statutory requirements as aveteran, must have been aWisconsin resident at the time ofentry into active military duty, have adisability rating determination of30% or greater, and, if deceased,must have been a Wisconsinresident at the time of death.

The veteran must either havepreviously submitted a WDVA 0001,Eligibility Determination, if eligibilityfor benefits has not beenestablished since 2005, orinformation needs to be updated inWDVA’s records managementsystem–VBATS at the time of

following military service duringwhich the benefit must be used, orlimits on the level of study (e.g.,vocational, undergraduate, graduate,professional). A veteran must eitherhave previously submitted anEligibility Determination form(WDVA 0001) for Wisconsinveterans’ benefits previously or mustdo so at the time of application forWisconsin G.I. Bill benefits. This isnormally done by completing aWDVA 0001 form with theassistance of the County VeteransService Officer (CVSO). A copy ofthe WDVA 0001 form and a listing ofCVSOs are included in thisbrochure for your convenience.

In addition, for students enrolling ina University of Wisconsin Systeminstitution, an eligible veteran whoentered active military duty as aWisconsin resident but who isnonetheless considered a non-resident for tuition purposes isentitled to a 100% remission of non-resident fees as provided for in Wis.Stats. 36.27(2)(b). (The remission ofnon-resident fees does not apply toWTCS because eligible veterans inthe WTCS are granted statutoryresidency status.)

Expanded Eligibility forVeterans Under the FiveYear ResidencyRequirement

Beginning in the Fall Semesterof 2013, veterans who haveestablished and maintainedstatus as a Wisconsin resident forat least 5 consecutive yearsimmediately preceding thebeginning of any semester orsession for which the studentregisters at an institution mayqualify, even if they were notresidents of Wisconsin at thetime of entry into a qualifiedperiod of “Active Duty” underTitle 10 orders. NOTE: Thisbenefit does not extend to thespouse or children—in order toextend the benefit to the spouseor children the veteran musthave entered a qualifying period

assessed in addition to academicstudent fees and segregated feesare not covered. Examples ofcosts that are not covered by theremission include, but are notlimited to, travel, books, supplies,meals, parking, textbook rental,laptop rental, and other miscella-neous expenses. The excesscredits surcharge, the UnitedCouncil assessment and housingand meals plans are also notcovered by the remission. Specialcourse fees, such as laboratoryfees, may also not be covered bythe remission depending on thepurpose of the special coursefee.

Fees Not Covered in the WTCS.Fees and charges at WisconsinTechnical Colleges assessed inaddition to program fees (tuition)and material fees are not covered.As an example, the $10.00 onlinecourse fee is not covered.

Changes enacted by the Legislaturethrough the 2011-13 budget bill limitthe remission of program fees toonly those courses leading to anassociate degree, collegiatetransfer, or vocational diploma.Courses that are not part of adegree or diploma program are nolonger eligible for remission,including continuing education, non-postsecondary, and a vocational/community service courses.

Federal Direct PaymentsThe Wisconsin G.I. Bill tuitionremission applies AFTER any tuitionand fees that are paid directly to theschool by the federal government,such as for the Post-9/11GI Bill(Chapter 33), ROTC scholarships[10 USC 2107 (c)] and federal VAChapter 31 Vocational Rehabilitation[38 USC 3104 (a) (7) (A)]. TheWisconsin G.I. Bill tuition remissionwill be applied to the remainingbalance of eligible tuition and feespayable by the student.

biological child, any adopted child,any stepchild, or any other childwho is a member of the veteran’shousehold, or any non-marital childif the veteran acknowledgespaternity or paternity has beenotherwise established.

Children eligible for the WisconsinG.I. Bill must be at least age 17 butless than age 26, regardless of thedate of the veteran’s death or initialservice-connected disability ratingdetermination of 30% or greater.

Additionally, the child must be aresident for tuition purposes.

Eligibility for Spouses. Qualifyingspouses must be residents fortuition purposes.

Eligibility for UnremarriedSurviving Spouses. Qualifyingunremarried surviving spouses mustbe residents for tuition purposes.

Residency for Tuition Purposesfor Children and Spouses. Inaddition to meeting the WisconsinG.I. Bill eligibility requirementslisted above, children and spousesmust also be classified asWisconsin residents for tuitionpurposes in order to receiveWisconsin G.I. Bill benefits basedupon the stutory requirements foreligibility outlined in the WI GI Billlegislation. Children and spouseswho are not residents for tuitionpurposes are not eligible toreceive Wisconsin G.I. Billbenefits. In most cases a veryimportant factor in being determineda resident for tuition purposes isthat a child or spouse (of anotherwise eligible vegteran) be aresident of Wisconsin for a yearprior to applying to an institution. InWisconsin the basis fordetermination of residency for tuitionpurposes is set forth by WisconsinStatutes 36.27(2). Campusresidency advisors determineeligibility for resident tuition basedon Wisconsin law. Apply Early! To ensure that otherfinancial aid can be determinedaccurately and to prevent receivingan overpayment that would need to

NOTE: This is a TWO stepprocess. The WDVA certifies theveteran as eligible and the UWor WTC System School approvesthe “student” be it veteran,eligible child or eligible spousefor the tuition remission based onstatutory requirements.

Children and Spouses ofDeceased Veterans. Under theWisconsin G.I. Bill, the qualifyingchildren and the unremarriedsurviving spouse of a Wisconsinveteran who dies either in the line ofduty or as a result of a service-connected disability are eligible,during specific periods of time, forthe waiver of 100% of standardacademic fees (tuition) andsegregated fees at a University ofWisconsin System institution or of100% of the program (tuition) andmaterial fees at a WisconsinTechnical College Systeminstitution.

Children and Spouses of Service-Connected Disabled Veterans. Aqualifying spouse and the children ofa Wisconsin veteran who has aservice-connected disability ordisabilities with a combined ratingby the U.S. Department of VeteransAffairs (VA) of 30% or greater arealso eligible for a waiver of 100% ofstandard academic (tuition) andsegregated fees at a University ofWisconsin System institution or of100% of the program (tuition) andmaterial fees at a WisconsinTechnical College System institutionfor set time periods.

Eligibility for Children. Forpurposes of these benefits, a child isdefined in s. 45.01(4) as any

be repaid to the institution,application should be submitted toUW or WTCS within the timelineslisted on form WDVA 2029. Thetimely processing of yourcertification and applicationmaterials will be delayed if you havenot submitted early and if you donot provide the necessarydocumentation as described on“checklists” later in this brochure.

Veterans Education(VetEd) ReimbursementGrant Programwww.WisVets.com/VetEd

Wisconsin veterans may also beeligible for the Wisconsin VeteransEducation (VetEd) ReimbursementGrant Program administered by theWisconsin Department of VeteransAffairs.

Eligibility. VetEd statutoryresidency requirements may be metby entering active duty as aWisconsin resident or by living inWisconsin for a set period of timefollowing entry into active duty,currently 12 months. Military serviceeligibility for the program is basedon the character and the duration ofactive duty military service.

NOTE: Veterans who have beendischarged from active duty forten or more years may only bereimbursed for part-time study asdefined in s. 45.20(1)(c), Stats.

Reimbursement. The VetEdprogram provides reimbursement oftuition following successfulcompletion of full-time or part-timecoursework at a UW institution, aWisconsin Technical College, or aprivate institution of higher educationin Wisconsin or Minnesota (underthe reciprocity agreementadministered under s. 39.47,Stats.).

Individuals seeking reimbursementunder VetEd must first apply for allother educational benefits, including

the Wisconsin G.I. Bill benefits ifthey are eligible for them.Reimbursement will not be made tostudents for payment amounts fortuition for which they are eligibleunder other programs including theWisconsin G.I. Bill.

Application. Applications must bereceived by the Department within60 days of the start of the class,term, or semester for whichreimbursement is sought.

TIP: To speed the process, reducewaiting times for reimbursementchecks, avoid the possibility ofbeing lost in the mail, and ensurethe mandatory deadlines are met,veterans should submit applicationsonline at the beginning of thesemester or course athttps://services.dva.state.wi.us oronline with the assistance of aCVSO. You’ll need your usernameand password, or can sign-up for aWDVA online account if you don’tyet have one. WDVA forms can alsobe printed and submitted inhardcopy and are available online atwww.WisVets.com/Forms.

Successful Course CompletionRequired. You must receive a 2.0or “C” average for the semester orcourse(s) in order to qualify for aVetEd reimbursement grant.

Eligible Schools/Courses. Theschool must award academic credit.The program or course must beapproved by WDVA’s StateApproving Agency(http://saa.dva.state.wi.us) or thestate’s Educational Approval Boardhttp://eab.state.wi.us/resources/schoolsprograms.asp. Coursesoffered under clock-hour standardsare not eligible for VetEdreimbursement grants. Out-of-state,tuition reciprocity, high school, andcorrespondence study are limited bylaw—contact WDVA for moreinformation.

Maximum Income. The annualincome of the veteran and his or her

spouse cannot exceed $50,000 plus$1,000 for each dependent inexcess of two (2) dependents.Adjusted Gross Income (AGI) fromthe current tax return is used toverify income.

Other Grants/Scholarships. Aveteran may not receivereimbursement under the VetEdgrant program for any semester inwhich he or she is eligible for orreceived a grant under Wis. Stats.s. 21.49 (the National Guard TuitionGrant), 10 USC 2007 (ReserveTuition Assistance), or the statelevel Wisconsin G.I. Bill tuitionremission program, regardless ofwhether he or she applies. Todetermine the relationship withVetEd and the Post-9/11 VeteransEducational Assistance Act, seewww.WisVets.com/Education.

Undergraduates Only. The veteranmust be enrolled as anundergraduate. A veteran is noteligible for the VetEd program if heor she has an undergraduate degreefrom any institution of highereducation.

Full-Time Benefits. The maximumamount of study for which anotherwise eligible veteran (seeVetEd–Eligibility) may be eligible forVetEd grant reimbursement isbased on the aggregate length ofthe veteran’s qualifying active dutymilitary service (except service onactive duty for training purposes) forthe first 10 years followingseparation, as follows:

At least 90 days, but less than181 days of total federal activeduty: 30 credits or 2 semestersor the equivalent.

Between 181 days and 2 years offederal active duty: 60 credits or4 semesters or the equivalent.

More than 2 years of federalactive duty: 120 credits or 8semesters or the equivalent.

Part-Time Benefits. For the first10 years following discharge,credits and semesters are accrued

and used for study as noted above.After the first 10 years followingdischarge, WDVA will “bank” anyunused earned credits, up to amaximum of 60, for additional part-time classroom study with nodelimiting date. Part-time study isdefined as 11 or fewer credits persemester (or the equivalenttrimester or quarter), except duringa summer semester or term.

Maximum Reimbursement. Theamount that can be reimbursed asa VetEd grant is the reimbursablecosts multiplied by the current orapplicable reimbursement rate.Reimbursable costs are the lesserof: a) the total amount of eligibletuition and fees actually paid by theveteran, not including tuition or feesremitted under the Wisconsin G.I.Bill or paid by scholarships or othergrant programs; or, b) the equivalentUW-Madison tuition and fee cost forthe same number of credits. In allcases, reimbursement can be nomore than the actual paymentmade by the veteran. For qualifieddisabled veterans with at least a30% VA service-connecteddisability rating, the reimbursementrate is statutorily fixed at 100%. Forother eligible veterans, the currentreimbursement rate is 100% ofreimbursable costs, which may bereduced, or applications deniedbased on the order received, if theappropriation for the program isexceeded.

APPLY EARLY! Applications for the Wisconsin Technical College System (WTCS) should be submitted to the district Veterans

Certifying Official and WDVA by the fourteenth (14th) calendar day of the semester (WTCS Date of Record). Applications for University of Wisconsin institutions should be submitted to the educational institution and the

HOW TO COMPLETE APPLICATION FOR THE WISCONSIN GI BILL (WDVA 2029)

Instructions:

1. All applicants must complete the form WDVA 2029 in full and submit it and the items listed below, as appropriate, to the School Veterans Certifying Official at the address listed at http://veterans.wisconsin.edu.

2. When you submit this application to the educational institution, you must also submit the Request for Certification (form WDVA 2030) to the Wisconsin Department of Veterans Affairs.

3. For timely consideration, applications for University of Wisconsin institutions should be submitted to the institution and WDVA within fourteen (14) calendar days from the official start of the fall or spring term, by June 1st for the summer term, and by the term fees’ due date for interim terms.

4. For timely consideration, applications for the Wisconsin Technical Colleges (WTC) should be submitted to the district Veterans Certifying Official and WDVA by the fourteenth (14th) calendar day of the semester (WTCS Date of Record).

eligible veteran has married a biological parent of the student, or a copy of the Certificate of Eligibility for Federal VA benefits that indicates recognition as a stepchild.

HOW TO COMPLETE REQUEST FOR CERTIFICATION FOR THE WISCONSIN G.I. BILL (WDVA 2030)

Instructions:

1. All applicants must submit the form WDVA 2030 and documents as described below to:

2. When you submit this certification request to the WDVA, you must also submit the Application for the WI

GI Bill (form WDVA 2029) to the Higher Educational Institution (UW or WTC) you plan to attend.

Completion Checklist for Documents to Submit to WDVA:

Include all necessary forms or documentation as follows:

1. Be certain to have Veteran (if still alive) and applicant sign all forms!

2. If the veteran is deceased and the student is at least 18 years of age, in the places for Veteran’s Address, Veteran’s Email Address, and Veteran’s Telephone Number, insert those of the student’s. WDVA must have the veteran’s date of birth and social security number. If the student is not yet 18, then list the guardian’s.

3. WDVA 0001, Eligibility Determination (if eligibility for benefits has not been established since 2005 or

information must be updated in WDVA’s records management system–VBATS).

4. WDVA 1805, Veteran’s Residency Affidavit. For veterans who do not have a Home of Record at Time of Entry listed on their DD Form 214, they may use the WDVA 1805 to verify their resident status when they entered active duty if there is NO CONTRAVENING EVIDENCE. If so then proof of filing Wisconsin State Income taxes for the year of entry will have to be submitted.

5. WDVA 1805, Veteran’s Residency Affidavit. For veterans who have been residents for 5-continous years prior

to application and there is NO CONTRAVENING EVIDENCE, statement must be sworn to and signature must be witnessed and notarized by a notary public. Original documents must be mailed to WDVA.

6. WDVA 2030 (included in this packet). Fillable forms are available on our website at

7. DD Form 214, copy #4 or #6 (Certificate of Release or Discharge from Active Duty). NOTE on how to verify Home of Record: Some veterans discharged between1978-89 may not have “home of record at time of entry on to active duty” on their DD-214. SEE ABOVE

8. Death Certificate or Casualty Report if the veteran is deceased.

9. Initial Federal VA Service-Connected Disability (SCD) Rating Notification Letter showing 30% or more SCD

rating if claiming eligibility based on service-connected disability. The Wisconsin Department of Veterans Affairs will send a completed certification of veteran status and eligibility to your school Veterans Certifying Official.
