A Message From the President Happy New Year! What happened to 2014? Time seems to slip by more quickly each year. The NDCTWS
Annual Conference is just around the corner. This year’s theme is “2015 – A Pivotal Year for the Future of
Conservation”. Todd Frerichs and the Arrangements Committee have put together an excellent agenda. The
Fund Raiser and Awards Banquet are always a highlight; and there is no better opportunity to network with
such a diverse group of wildlife professionals. Come see old friends and meet new ones. Introduce yourself
and engage the students who attend. They are the future leaders of conservation who look to you for guidance
and direction.
The Planning Committee continues to develop ideas for a Futures Conference. There was limited interest in an
August 2015 conference. Therefore the Planning Committee and Executive Board have agreed to combine the
Futures and Annual Conference in 2016. The Planning Committee goal is to provide a provocative, innovative
and energetic program. The Futures Conference will no doubt provide the tools and communication strategies
that will shape the vision of the Chapter for the next 50 years.
Unfortunately, voters failed to pass Measure 5 in November. I greatly appreciate the heart and effort that many
people put into initiating and supporting this measure. The opposition spread a great deal of misinformation
through the media. I have no doubt that many people voted against the measure because they didn’t make an
informed decision based on the facts. In the future, I hope a collaboration of all stakeholders can be developed
to provide a unified voice that supports conservation in North Dakota. It is glaringly apparent that an effort
must also be made to overhaul the Outdoor Heritage Fund (OHF) grant process. Substantive changes in the
OHF are needed in order to implement beneficial, landscape level, habitat conservation projects.
The ND Wildlife Federation will host the “Future of Hunting 5” during their State Conference on January 17,
2015 at the Ramada Inn in Bismarck. All outdoor enthusiasts and conservation professionals are invited to
attend. Issues that threaten North Dakota’s outdoor heritage will be discussed along with potential solutions.
Several priority issues identified at past meetings include access to land and loss of habitat. Please encourage
your family, friends and neighbors to attend as well.
A new website for the NDCTWS is finally here! I would like to thank Jackie Jacobson for her great work and
expertise. The site includes a variety of information on events, meetings, newsletters, Executive Board and
Committee members, Chapter history and more. Additional information and member tools will be added as
site development continues. Please visit the site at http://ndctws.wordpress.com/ and provide comments
on how it can be improved.
With that, I will close my final message as President of the NDCTWS. I greatly appreciate the opportunity to
engage in Chapter activities as a member of the Executive Board. I look forward to taking on the Past-
President duties over the next year. I hope that in some small way I have contributed to the mission of the
Chapter. Best wishes to you all for a healthy and prosperous New Year.

EXECUTIVE BOARD MINUTES December 2, 2014

The Executive Board Meeting of the North Dakota Chapter of The Wildlife Society was called to order at 10:00 AM at the North Dakota Game and Fish Wildlife Lab, Bismarck, ND.
Those in attendance included Todd Frerichs, Korey Richardson, Adam Ryba, Stephanie Tucker, Terry Allbee, Rick Warhurst and Mike Szymanski. Also in attendance were Randy Renner, Mike McEnroe, Chuck Bosch, Karen Kreil, Eric Lindstrom, Al Sapa, and Mike Olson.
Notes: MSC = “Moved, seconded, and carried” followed by names of board members making and seconding the motion. NTR = “Nothing to Report” from the committee chair.
I. TREASURER’S REPORT- Adam Ryba Adam Ryba presented the North Dakota Chapter of The Wildlife Society’s (Chapter) 2014 actual to budget. Current account balances are $17,111.78 in the checking account, $25,185.26 in the Life Membership Account and $87,808.61 in the DPL account. A motion to approve the Treasurer’s report (MSC – Tucker, Warhurst).
II. SECRETARY’S REPORT
A. Minutes from previous meeting. The Board minutes from the meeting on August 28, 2014 were reviewed and approved. A motion was made to approve minutes (MSC-Allbee, Tucker).
B. Correspondence – Mike Mcenroe sent out a letter to Kevin Cramer asking for support on behalf of House Bill 4901- the Advancing Conservation and Education Act of 2014 (October 22).

1. Arrangements – Todd Frerichs - Karen Kreil - Bill Bicknell has taken care of the meeting for years and Karen is willing to help out and make contacts etc. We are set for Seven Seas Hotel again and will continue to work with the main contact (Robin). With the change for 2016, it would be February 9-12. Registration fee has helped offset the cost of meals. MDU resources grant application has been submitted for $750 to support student involvement at the Chapter’s annual meeting, the award announcement will be in January.

difficulties getting committed to getting things together for the upcoming meeting and fundraising in February. Raffle permit is set up, now we need to have activities set up and meeting in the middle of December. Chuck may be having back surgery in January and may not have the ability to even be at the meeting. Chuck will contact Jeremy and John to try and get them set for the meeting.

1. Bylaws – Paul Myerchin - Changes to the bylaws regarding the separation of secretary and treasurer duties. Proposed changes need to be published in the Winter newsletter 30 days before the vote at the business meeting.
2. Legislative – Eric Lindstrom—Discussion of lobbying 80 day session upcoming. Key issues: NDGF Department Budget and Governor’s budget which includes in additional $80,000 for OHF funding and state park one time improvement costs. The proposed budget would increase OHF from 30 million to 50 million dollars and advocate for the changing the board makeup from 5 “conservation”, 3 “agriculture”, 3 Oil and gas. Goose rifle harvesting, initiated measures, OHF changes. We should put together a white paper on the challenges of the current makeup of the OHF—ie staffing support, paying up front costs, funding formula, contracting issues, and not funding the entire portion of a proposal.

1. Wetland Resources – Jim Ringelman - A letter was prepared and submitted from the NDCTWS expressing support for the proposed rule released by the EPA and USACOE clarifying designated Wetlands of the United States that would be covered by Clean Water Act jurisdiction. The Central Flyway Council also submitted a letter of support for the proposed EPA rule. A decision is expected in the spring of 2015 concerning the proposed rule. The NRCS desires to have wetland determination process and procedures to be the same in the PPJV states of MN, IA, ND and SD. Hydric soils, hydrophyte vegetation and hydrology are necessary for a site to be determined as a wetland. Photo imagery from late summer will not show water in the shallow temporary and seasonal wetlands and the probability is high that many of these ephemeral wetlands will be omitted. Comments on the proposed wetland determination procedure are being accepted through mid-February. The Chapter will submit comments. Two proposed Legal Wetland Drainage Projects in Dickey County will be voted on by impacted landowners this winter. The Federal Duck Stamp Act of 2014 (House Bill 5069) is expected be acted on and approved by the Senate soon. (The Senate approved the Bill the day we met and the President signed the Bill on December 18). 2. Historian – Alexis Duxbury - NTR 3. Wildlife Commercialization – Mike McEnroe - The Wildlife Commercialization video from the recent national TWS Conference in Pittsburgh will be posted on the national TWS Website soon. The next (Number 5) Future of Hunting in North Dakota Conference will be held on January 17 at the Ramada Inn in Bismarck in conjunction with the ND Wildlife
Federation annual meeting. 4. Energy – Mike Rabenberg and David Gillund - The oil development in North Dakota articles that were published in the New York Times recently presented some different viewpoints to the public concerning the rapid expansion of oil drilling activity and the impacts it has had on the land, people and society of western North Dakota. Jan Swenson and Mike McEnroe plan to meet with Dennis Neitzke, U.S. Forest Service, Dakota Grasslands, next week to discuss the E.A. process for oil exploration on ND National Grasslands. It was suggested that perhaps this Committee should be combined with the Western Lands Committee but no action taken. 5. Futures Conference - Mike Olson - Mike Olson and Al Sapa proposed possible changes for the upcoming Futures Conference. The two options presented included; (1) Having Randy Olson come August 11-13, 2015 and conduct three 3-hour workshops with a maximum of 20 people in attendance at each session or (2) Conduct the Conference in February, 2016 in combination with the 2016 NDCTWS Annual Meeting. The Executive Board voted to move the Futures Conference to February, 2016. Likely, two Workshops will be conducted the afternoon prior to the Annual Meeting and one held in the morning before the Annual Meeting begins (typically at 1:00 P.M.). Funds approved by the Board in August, 2014 for the August, 2015 Futures Conference were shifted to apply funding for the February, 2016 Futures Conference (MSC Frerichs, Szymanski). Efforts will be made to encourage as many students as possible to attend this Futures Conference which has a focus on Conservation Communication in North Dakota. A motion was made to shift funding for the futures conference to be combined with the 2016 meeting instead of August 2015 (MSC Frerichs, Szymanski).

1. Missouri River – Al Sapa -
Since the last reporting period, the main activity has been the formation of a Missouri River Stakeholders group in North Dakota. Its mission statement says “Creating grassroots unity, leadership, and direction to advocate and promote North Dakota’s Missouri River interests”. A fall workshop was held on November 20, and a spring workshop will be held in June. The four State areas (Missouri, Iowa, Nebraska, and Kansas) in the lower basin is also forming an advocacy group whose stated purpose to identify strengths, needs and opportunities for the communities along the river in the four State areas. At this point, it is hard not to look at the development of these two groups as more of the upper basin versus lower basin conflict that has existed for most of the modern river management era. Withdrawal of water, particularly out of the basin is likely to be a key point of contention.
North Dakota Missouri River Stakeholders event was held in Bismarck to bring together Missouri River interest groups in order to have a collective voice in Missouri River issues for state legislative and federal legislative changes. The North Dakota Missouri River Stakeholder will have another event in June 2015.

3. Wildlife Damage Management – Phil Mastrangelo - The WDM committee has agreed that even though it has not been active the past few years there is still a need to maintain committee status. Prior to the February 2015 NDCTWS annual meeting, the WDM committee will review three current position statements; deer, migratory birds and furbearer damage management to determine if they are still relevant, need to be revised or retired. The committee is always recruiting new members; anyone interested in joining should contact the committee chair at [email protected].

IV. OLD BUSINESS
A. Annual Conference– Talk with the people that met in October to get things in order.
B. Membership Survey – Mike Szymanski.
E. Outdoor Heritage Fund—The Outdoor Heritage Fund Advisory Board to date has approved $14.1 million in grants of the $30 million in spending authority, the Advisory Board has funded 26% of the total dollars requested and 37% of total
grant application submitted. The fourth round has requested funds for approximately $6 million with 3.8 million dollar in match for 22 proposals and funding decisions will take place on December 15
th.
F. Measure 5—Are there any potential ways to address the farm groups (opposition) and cooperate with them on some specific programs that could work? Too many of the “sportsmen” in the state don’t have a positive outlook on the measure.
G. Lobbyist— We still do not have anybody set to be designated as the lobbyist for the Chapter. We will still plan on having the legislative social before the chapter meeting and the Friday lunch meetings at ND Natural Resources Trust office. We should also think about printing up some informational placards for the social pointing out some of the most important issues for the Chapter. We are still looking to fill that position for the upcoming legislative session.
H. Pittsburgh Meeting—Mike McEnroe – Good venue and we do not have the facilities in the state to hold a candle to what was present at the Pittsburgh conference. Communication – social media is becoming much more important in delivering our message. Energy symposium – in other portions of the country the impacts are similar to what we are seeing here in North Dakota. TWS membership has been erratic and declining the past three years, membership retention is low.
I. Conservation Affairs Network—Kory Richardson – Call scheduled on Monday, December 8th Kory will be attending a meeting in Stanley and will not be able to participate this time.
V. NEW BUSINESS
A. Budget requests – UND requested some funds to help offset the cost of travel to the National TWS meeting in Winnipeg in October 2015. A motion was made to award them with $600.00 to defray some of the cost (MSC - Szymanski, Warhurst).
B. Award Nominations – Awards were discussed and appropriated for the year.
C. Next meeting date — Wednesday, February 11, 2015 at Seven Seas in Mandan before the North Dakota Chapter Annual Meeting.

owners doing great things for wildlife. If as wildlife professionals we can identify those individuals and empower them to tell the
story of conservation for us, we will have found a strong ally. If we are to maintain what we have, regain some of what we have
lost and continue to advocate for the wise use of North Dakota’s natural resources, we will need the cooperation of private
landowners. This coming year is a pivotal year for the future of conservation in North Dakota and I would be honored to

Statement: In the past, I was much more active and engaged in Chapter Committees and activities than the last few years.
Kids, life and work gave me an excuse to reduce my involvement in Chapter functions. Well, the kids, life and work remain a
passion of mine and seemingly busier than before. However, I also feel “We” must be willing to do our part to protect the

new and some old standbys. With these threats in mind, there are conservation gains yet to be made and threats to be mini-
mized by identifying, voicing and promoting the opportunities that exist. If given the opportunity, I will gladly serve on the Exec-

Statement: I have lived in North Dakota going on 8 years and have developed a deep rooted passion for the prairies and the
wildlife that depend on it. As the state prairie grouse biologist, I’ve had an opportunity to work with many within the conservation
community across the state and appreciate the challenges that occur in various parts of North Dakota. Currently, I am finishing a
PhD project looking at the impacts of oil and gas development on Sharp-tailed grouse ecology. Previously my experience involved
Greater Sage-grouse research in Utah and Partridge research. We are facing many challenges in North Dakota and I look forward
to helping protect a way of life we all enjoy.

The Executive Board of the North Dakota Chapter of The Wildlife Society has proposed a change to the Chapter
By-laws to separate the current Secretary-Treasurer position into two positions: Secretary and Treasurer. Ac-
cording to ARTICLE X. AMENDMENTS TO BYLAWS, bylaws may be altered or amended by a majority of the
Chapter voting at any annual or special meeting if due notice of the proposed changes is followed. The vote will
be held during the annual business meeting on Thursday, February 12th.

ARTICLE V, ELECTIONS AND OFFICERS

STUDENT ACTIVITIES AT THE ANNUAL MEETING
The North Dakota Chapter of The Wildlife Society welcomes all fisheries, wildlife, and natural resource students to
join us for the 2015 Annual Winter Conference at the Seven Seas Inn in Mandan, North Dakota – February 11-13.
2015. The Annual Winter Conference provides a great opportunity to learn more about conservation initiatives in
North Dakota and contemporary issues affecting natural resources. The theme for the Conference is “2015-A Piv-
otal Year for the Future of Conservation”
Today’s students are tomorrow’s conservation leaders.
Please plan to join us at the Baymont Inn & Suites, (formerly Seven Seas Inn) in Mandan.
Students are encouraged to participate in all aspects of the conference. Specific programs and activities that have
been developed with input from students across the state include:
• The Chapter’s Executive Board has waived the Conference registration for all students.
The 9th Annual Student/Professional Luncheon on Thursday, February 12th is free for all students,
thanks to a generous grant from MDU Resources Foundation.
Grants from the Chapter of up to $200 are available to student wildlife organizations to help de-
fray the cost of attending the Conference.
• At the conclusion of the Conference, the Chapter will recognize the best student poster. Student
activities and an extended poster session are supported by Kadrmas, Lee, and Jackson, Western
Ecosystems Technology, Carlson McCain, Inc., Wenck Associates, and the National Wild Turkey

NEWS RELEASE: NORTH DAKOTA WILDLIFE
FEDERATION HOSTS FUTURE OF HUNTING
WORKSHOP
The North Dakota Wildlife Federation will host the fifth Future
of Hunting in North Dakota workshop on Saturday, January 17,
2015 at the Ramada Inn in Bismarck, from 1:00 p.m. until 5:00
p.m. The meeting is open to the public and to all sportsmen
and wildlife groups. The workshop will be held as part of the
Federation’s annual three-day conference.
“Participants at the first Future conference in March 2012,
identified habitat and access as the two biggest issues facing
sportsmen and women in our State” said Mike McEnroe, Presi-
dent of the North Dakota Wildlife Federation. “Now, three
years later, those two issues are still front and center. Last
December 2013 at the fourth Future conference, participants
pledged to meet again, after the election and the vote on the
Clean Water, Wildlife, and Parks amendment, and see where
to proceed. Obviously, the CWWP lost, and sportsmen are
faced with few new options to address the habitat and access
issues,” McEnroe said. The Federation decided to use their
annual conference to host the Future 5 workshop since their
members from across the State would already be in town for
their annual meeting.
North Dakota outdoorsmen and women have been concerned
about the continued decline in the State’s natural resources for
several years. Deer permits have declined over the past six
years from 149,000 to 48,000, levels not seen since the 1980s.
Pheasant harvest was 474,000 birds in 2013, down from over
900,000 several years ago. The Game and Fish Department’s
Private Land Open to Sportsmen (PLOTS) acreage declined
again, from a high enrollment of over 1.1 million acres to just
over 700,000 acres in 2014. Sportsmen who have been out in
the field this fall have witnessed the continued loss of CRP,
PLOTS, grasslands, trees and shelterbelts. All of these are de-
stroy the habitat and access priorities proposed at the first
Future conference. “It’s tough to see any bright spots in the
future”, said McEnroe.
The fifth Future of Hunting in North Dakota will focus on rec-
ommendations that sportsmen and local wildlife clubs can make
to the North Dakota Game and Fish Department and to their
local legislators during the legislative session. The conference
will also look at projects to recommend to the Outdoor Herit-
age Fund for restoring wildlife habitats across the State. The
challenge will be to match the scope and funding of the expiring
Conservation Reserve Program of 3.4 million acres and an an-
nual cost of $ 120 million, with a State OHF program currently
funded at $ 17 million per biennium.
There is a $ 10.00 registration to help cover coffee, snacks,
lunch, and workshop expenses. Registration will be from 8:00
a.m. till noon the morning of the conference. Non-Federation
members are also invited to attend the Federation’s lunch at
noon. Attendees are asked to rsvp at the ND Wildlife Federa-
tion (888-222-2557) to plan for arrangements, meals, and
handouts.
