Changes to the format to include only official business this year will serve to expedite the meeting. Curb side collection of proxies will be available from 6pm to the opening of the meeting for those unable to stay. To reach quorum we need to have 194 homeowners represented in person or by proxy. Please attend as door prizes will be given away to residents who are present once quorum is reached. If you are unable to attend, please send to the meeting your signed proxy form with a neighbor, friend, or mail it to Spectrum. If you are interested in applying for a BOD position, please visit the website at www.wildhorsecommunity. com to download the application form. All completed forms must be mailed or faxed to Bob James of Spectrum Association Management by March 1st. Please visit the website for the most up to date information regarding the 2010 annual meeting and to download necessary forms. SPeCtRuM ContRACt Renewed For 2010

In an effort to drive down management costs for the association, the board of directors created an advisory committee made up of leaders in the association to explore other management options. Past board members and committee chairs participated in this process and after reviewing the findings, the board of directors ultimately decided to remain with Spectrum Association Management for 2010. As part of the agreement, late fees for association dues will be increased from $15 per month currently to $20 per month. In exchange, the association will receive a 63 % reduction in its administration cost to the association with no changes to the current level of services provided. As part of the agreement, Spectrum will no longer charge for quarterly mailings. The money saved will go a long way towards furthering the goal of this board to fund our reserve account and to make capital improvements.

FinAnCe CoMMittee Announcement

Do you have a background in finance or accounting? Are you looking for ways to help your association? Here is an opportunity you may have been waiting for. The Board of Directors has requested the creation of an Ad-Hoc Budget and Finance committee tasked with the responsibility of advising the board on issues of finances, investments, and budgetary review. The board is seeking qualified members of the association to sit on this volunteer committee and work with your neighbors to ensure the future success of this association. If you are interested, please email [email protected] a short bio with your background and credentials. We currently have volunteers, and are looking for a few more interested parties. What is a Proxy?A proxy is a person appointed to represent another at the annual

HOA meeting. Your designated proxy, either the board of directors or a neighbor, will vote for you regarding HOA official business. Please ensure that the person you select as your proxy shares your vision for Wildhorse.

With the annual meeting fast approaching, the Communications committee decided to interview our current board members to gain a glimpse of the responsibilities involved in being on the board.

1. WHAT ARE THE BENEFITS TO BEINg A BOARD MEMBER?

RoBin: To understand what it takes to make the community run, to be able to help enforce the governing documents to keep the community safe, and make changes to the community to help improve the overall look and since of pride.

ChRiS: Being a board member is great as you are able to actively participate in the growth and development of the neighborhood. If you have ideas on how to improve the way the association functions, you actually have the ability to implement those ideas. Now is an exciting time to be a board member as there is still so much to do in this neighborhood.

2. REALISTICALLY, HOW MuCH TIME DO YOu DEVOTE TO BOD BuSINESS WEEKLY, INCLuDINg MEETINgS, E-MAILS AND PHONE CALLS?

RoBin: About 4 -6 hours weekly on emails. We have just decided to go to quarterly meetings, but with scheduled events it still takes about one day a month for meetings.

ChRiS: The amount of time that I invest in being a board member changes depending on the time of year and my availability. I spend as much time as I can devote to performing board duties which averages about 4-6 hours a week and involves mostly e-mail discussions.

3. WHICH CHARACTERISTICS SERVE YOu AS A BOARD MEMBER, AND WHICH ATTRIBuTES WOuLD YOu LIKE TO SEE IN FuTuRE BOARD MEMBERS?

RoBin: I would like to see board members who do not have a personal agenda - board members should join because they want to make a difference in the community, as a whole, not just for their street, pool, neighbors or anything that pertains to them personally.

ChRiS: My persistence and occasional obsessive-compulsive characteristics serve me best as a board member, but that probably explains the amount of time I spend doing HOA business. I do not bring any special skills, just a desire to make Wildhorse better. I would like to see future board members with that same desire.

4 . W H AT D O Y O u F E E L I S Y O u R B I g g E S T ACCOMPLISHMENT IN 2009 AS A BOARD?

RoBin: I think my biggest accomplishment was to try to get the board to communicate with the residents more, and to give the residents the feeling that the board does listen to their opinions and that their opinions do matter. I really think the board did very well on listening to the community to adjust the pool hours, paint/repair the main fence along Wildhorse Parkway, schedule more town halls and the community events hosted by the committees.

ChRiS: I would have difficulty naming just one since so much was accomplished in 2009. But I am most proud of our wonderful committees and their dedication to this community. In 2009 we were finally able to celebrate their accomplishments at an appreciation dinner in their honor.

5. WHAT WOuLD YOu LIKE TO SEE ACCOMPLISHED THIS YEAR IN THE WILDHORSE COMMuNITY?

RoBin: I would like to see more participation by the residents. I am not sure how to accomplish this. When it comes to making changes in the community we have the same 50-100 people who care about the community and that is less than 10% of the community that cares what happens in Wildhorse.

ChRiS: I would like to accomplish beautification of our front entrance this year to once again make it something we all can be proud of. I would also like to lay the ground work for future development at the Sports Park.

safety CornerNow that the holidays are over, it is a good time to take a look at

home security.. Start by identifying entry points most likely to be used by a burglar. You can do this by answering the following questions: 1) which entrances are hidden or out of view from my neighbors? 2) If I am locked out of my house, where could I get in without too much difficulty? Every door/window you list in response to these questions should be a number-one priority for correcting.

SOME THINgS YOu CAN DO:

Add a deadbolt -- deadbolts extend farther into the strike plate than a latch bolt and are manually operated by either a thumb-turn or by key.

Reinforce door jambs or add heavy-duty strike plates -- a heavy-duty strike plate can be installed using three-inch screws that penetrate the wall stud. A few simple additions can keep the bad guys out of your home.
