WIGOS has been described as an over-arching framework for the coordination and evolution of WMO observing systems and the contributions of WMO to co-sponsored observing systems It pulls together, the various Observing Systems of WMO that have been in operation over the years (GOS, GAW, WHYCOS, GCW) into an integrated system for interoperability, efficiency and effectiveness in timely delivery of observations that meet the needs of various users Effective implementation of WIGOS at various levels will enhance the collaboration between various stakeholders in the processes of collecting, processing, storing, exchanging and interpreting observational data. The ultimate objective is to deliver quality services that have quantifiable positive impact on the human society WIGOS WMO Integrated Global Observing System
It is not a new observing sub-system It is anintegration of current observing systems WIGOS It encourages involvement of partners It creates framework for collaboration The key word is Integration: promotes synergy among systems Observations from land, sea, air and outer space

The core responsibility of the Nigerian Meteorological Agency as stipulated by law is to advise the Government of Nigeria on all aspects of Meteorology. NiMet is required by law to collect, process data, issue weather forecasts and give early warning for the safe operation of Aircraft, Ocean going vessels, National Food Production, Drought, Desertification, Natural Disaster and Relief Management, Hydrological and Water Resources activities, Environmental pollution, Ozone Concentration and Bio-Meteorological for climatic and human health activities NiMets Approach to WIGOS Implementation

Agriculture and Food Security Disaster Risk Reduction Safety in the Nigerian airspace. etc. Ensuring that projects and programs included in the budget will facilitate the realization of the objectives of WIGOS. Complied with best practices by certifying its aeronautical meteorological services : ISO 9001:2008 certified 1 3 2 Initiated the process of ISO certification of the instrument calibration laboratory. Remodeling of the laboratory is ongoing. Procured and installed calibration equipment and reference instruments for sustainability, maintenance & operation of high integrity data acquisition 4 5 Towards ensuring integrity and quality of data
There is on-going training on quality management system, Competence Assessment and commitment to ensure attitude and orientation change 4 5 To ensure standard and recommended practices and procedures in observations and data collection and archiving Nigeria embarks on training and retraining in line with WMO guidelines for accurate data sets NiMet has taken up the national leadership role in weather and climate data observations, processing and archiving Initiated engagement with some private sector companies (particularly in the Oil & Gas sector) that are known to have installed meteorological equipment. 6 7 There is planned Integration programme to ensure interoperability of different observing systems from different Networks eg surface, maritime, upper air etc by Partners ISO 9001:2008 Certification COLLECTION & INTEGRATION

This is the approach we have used in NiMet and it has yielded significant results in the area of increased budgetary allocations and confidence of end users in our product and services.
