Attached is a request for advice on a request for the President to contribute to the United Negro College Fund, Inc. Rose Woods feels that there may be some PR value to contributing to a Negro organization such as this one.

Checking the record of previous contributions:

1967 and before - Rose Woods did not have the records but thinks that the President did contribute.

L968 - $500 contribution.

L969 - Request for funds turned down because "the many deserving requests that corne in from all over the country make it impossible to respond to each and everyone -- the President and Mr s , Nixon have adopted a firm rule of declining solicitations other than those to which they are already committed. "

1970 - A request for a one day personal solicitation of the staff by the President was turned down.

1971 - ?

RECOMMENDATION:

That you sign the attached memo to Rose Woods indicating that the request should not receive any special attention. I think you will agree that there is no political mileage to be gained from catering to the Black vote -- especially on something as minor as this.
