Id like very much to speak with you for a few minutes regarding the surfing public beach and access problem that faces us in Southern California Unfortunately your summer home has intensified the problem but I believe a solution can be reached without jeopardizing your security Perhaps this could be accomplished at one of our down-home (small and casual) beach barbeques or Huevos Rancheros beach breakshyfasts if you have the time and would care to join us

Review of events preceding the formation of The Richard Nixon Fotmdation and the coincidental acquisition of the Cotton Estate

a Organization structure of the Foundation Per the By-Laws the members of the Foundation include the seven man Board of Executive Trustees the eighteenman Board of Trustees and lhatever number of HonoraryTrustees that the Board of Executive Trustees may apshypoint

b Acquisition of the Cotton Estate by Title Insurance amp Trust Con~any Favorable financing arrangement secured from the owners obviating the need for the Fo~~dation

to participate prior to an in~depth study of the best possible locale for the future museum-library site

Statement to the effect that unsolicited contributions that have been received to date have been and are being returned to the contributors for essentially two reasons first it is felt that untiJ such time as the Foundation is fullyqua-lified both on the federal and on the state level it ~10uld be inappropriate for the Foundation to accept the contributions before such are deductible as charitable c ontirLbutLons and second the financlal needs of the Foundation and the schedullng of such needs have not as yet been determined

That the Foundation has set un an o~fice in the CrockershyCitizens Plaza at 611 West Sixth Street in Los Angeles Loie Galmt (in atrtendance at the meeting) has been officing at this address since August 1st and is concerned with the organfaatLon of the Presidents pre-presidential papers and files and as such Ls working 1i th the National Archives office and with various people in The illite House as well as with various of the Foundations officers and Trustees

1 Regarding Mr Bartons letter to the President of August 16th there is no question that we want to make the Presidents former home a National Historical Site This should be made clear to Mr Barton

2 Mr Barton and the other members of the Nixon Birthplace Foundation will be meeting with Mr Uttley of the National Parks Service on Friday September 19th

3 Ed Morgan suggests that Mr Barton meet at some point with Mr Firestone to come to some understanding with regard to the Nixon memorabilia so that both foundations arent bidding on each item

4 Per Ehrlichmans suggestion you may want to raise the issue of Barton joining the Board of Trustees of the Richard Nixon Foundation
