The White Earth Band asks the Minnesota Public Utilities Commission to delay its decision on the proposed Sandpiper oil pipeline's Certificate of Need, until the tribe can submit its report on its own tribal hearing on the project to the PUC. Several bands say the state and Enbridge haven't done enough to consult with tribes on the proposal.TRANSCRIPT
