The BriefThesubjectofthisreportistheWhiteBayPowerStationandtheformerWhiteBayHotelwhichissituatedattheheadofWhiteBayinRozelle,NSW2039asshownintheLocationPlanbelow.
WhiteBayPowerStationhasbeen thesubjectof several reportsandassessments in themid-1990s, includingtheWhiteBayPowerStationAssetManagementPlanpreparedbyPacificPowerinMay1995.Anumberofthesereportsaddressedvariousheritageissuesandaspectsofsignificance.
The management and ownership of the place was transferred to the Sydney HarbourForeshoreAuthority(SHFA)intheyear2000.In2002SHFAengagedateamofconsultantslead by Design – 5 Architects to prepare a Conservation Management Plan (CMP) toestablish the exact nature of the cultural significance of the place and to put in placepoliciestosafeguardthatsignificanceandguidefuturedevelopmentandchangestotheplace.EarlierreportsanddocumentationwerereviewedaspartofthepreparationfortheCMP.ThefinalCMP,datedJanuary2004,wasadoptedbySHFAandendorsedbytheNSWHeritageCouncil on28 January2004.This endorsement expiredon28 January2009. Inearly2010,SHFAacquiredthesiteoftheformerWhiteBayHotel(destroyedbyfireon5September,2008). In June2010SHFAcommissionedDesign -5 to reviewandrevise theCMPforthesite.
WhiteBayPowerStationislistedontheRegisteroftheNationalEstate(019512),theNSWStateHeritageRegister(01025),SydneyRegionalEnvironmentPlanNumber26(Item11ontheHeritageRegister),theSydneyHarbourForeshoreAuthorityS.170Register(Draft)and the Register of theNationalTrust ofAustralia(NSW). There has beenno development or majorchangesonthesitesincethe2004report.
This revised ConservationManagement Plan willform a key componentfor a process of calling forExpressions of Interestfor the future use andredevelopmentoftheplace.
This revised CMP is tomeet the standards setdown by the AustraliaICOMOS Burra Charterand the NSW Heritage Office CMP Guidelines sothat endorsement of theHeritage Council may beobtainedforthereport.

History
White Bay Power StationBeforethearrivaloftheBritishin1788,theareaaroundthesubjectpartoftheharbourwasoccupiedbytheCadigalbandoftheEoranation.TheBritishoccupationoftheareacoupledwiththedecimatingeffectsofsmallpoxandotherdiseases,forcedAboriginalpeopletoabandonmostoftheseareas.
In1800WilliamBalmainwasgrantedbytheCrown550acresonRozelleBay,northofGlebeandacrossJohnston’sBaythusgivinghisnametothatarea.Withthespreadofindustryalongtheshoreline in themiddleyearsof the19thCentury, therewasconsiderablepressuretosubdividethelandforworkershousing and related facilities to service such industries astheAbattoirsonGlebe Island,W.BellAllen’sboilingdownworks, timbermilling inRozelleBayandCowan& Israel’sSoapandCandlefactoryontheAnnandaleforeshores.
By1855,subdivisionwaswellestablishedaroundtheheadofWhiteBaywhichwasstillamudflat.In1890adykewasbuiltfromBalmainacrossthemudflattoGlebeIslandandthelandattheheadofthebayreclaimed.MullensStreetwasextendedandhousingbuilt. The future siteof theWhiteBayPowerStationwassubdividedforhousingduringtheseyears.Sometime after 1910 the site was progressively resumed for thepurposesofbuildingthepowerstation. Itwasclearedandconstructionofthepowerstationbeganin1912.
White Bay Power Station was built by the NSW RailCommissionersoriginallytoprovidepowerforthegrowingrailnetwork.Asdemandforpowerincreasedacrossthecity,itgraduallyproducedmoreandmoreelectricityforgeneralusealongwiththeotherPowerStationsatUltimo,PyrmontandBalmainuntilthemoreefficientpowerstationsbuiltonthecoalfieldsoutsideSydneytookoversupplyinthelatterhalfofthe20thcentury.Thisallowedthecitypowerstationstobecloseddown.Pollutionfromthesehadalwaysbeenaproblem.
ThePowerStationwasbuiltintwostages.Thefirstpartwasbuiltbetween1912and1917andconsistedofaBoilerHouse(standingroughlywherethepresentonestands)andpartoftheTurbineHallandSwitchHousebehindit.Thisfirstphasecomprisedthenorthernhalfofthetotaldesign.Thesecondphase saw the completion of the Turbine Hall and SwitchHouse to thepresent lengthand thebuildingof thesecondBoilerHouse. After the SecondWorldWar thefirst boilerhouse was demolished and it was replaced in two stagesbetween1950and1958withthepresentBoilerHouse.

pulled down and the turbines sold off. The power stationceased generating power on Christmas Day 1983. It wasdecommissionedandremainedstaticafteritclosed,althoughitwasstillusedasanelectricitysub-stationforanumberofyears.
Difficulties with public safety and ongoing maintenancemeantthatinthelate1980sandearly1990sthepowerstationwasstrippedofeverythingexceptthoseelementsspecificallyidentifiedforheritageconservation.Thisincludedacomplete‘slice’ of the power generation operational systems. Eventheseitemswerethemselvesheavilyaffectedbytheremovalofallasbestosinsulationandlagging,especiallythesurvivingboiler.
InAugust2000,WhiteBayPowerStationwassoldbyPacificPowertotheSydneyHarbourForeshoreAuthoritywhoarenowseekingtopreservetheculturalsignificanceoftheplaceandfindaviablefutureforit.
White Bay HotelThe formerWhite BayHotel onVictoria Road and locatedadjacent to the south boundary of the power station, wasconstructed in 1916 by Tooth and Co. Brewers. This hotelwasthesecondhotelbuiltnearthesitefollowingresumptionoflandanddemolitionofthefirsthotelin1915tobuildthePowerStation.
ThefirstWhiteBayHotelwasconstructedinthemidtolate1860sandwasoriginallylocatedapproximately100msouthalong Victoria Road on the corner of Lilyfield Road (thenknownasWesternRoadandAbattoirRoadrespectively).In1910,thesitewasresumedbytheCommissionerofRailwaysandin1915,thehotelwasdemolishedtobuildnewraillinesservicing the Power Station. As compensation, a parcel oflandalongVictoriaRoadwasprovidedforanewhotel.
CoincidingwiththeclosureoftheWhiteBayPowerStationin1982,thedeclineofthehotelwasassured.Roaddevelopmentsaround the site, including the busyVictoriaRoad andCityWestLink,allbut landlockedtheHotel frompassing trade.The hotel subsequently closed in 1992. Following years ofdereliction,andatleastoneproposalfortheredevelopmentinto mixed use restaurant, bar and offices, the White BayHotelwasdestroyedbyfireinSeptember2008.ThesiteofthehotelwasacquiredbySHFAinJune2010anddebriscleared.

Cultural SignificanceWhiteBayPowerStationwasthelongestsurvivingSydneypowerstationandistheonlyonetoretainarepresentativesetofmachineryanditemsassociatedwiththegenerationofelectricityintheearlyandmidtwentiethcentury.Itretainswithinitsfabric,andinthebodyofassociatedpictorial,writtenarchivesandreportsandoralhistoryrecordings,evidenceforthedevelopmentoftechnologyandworkpracticesforthegenerationofelectricalpowerfromcoalandwater.ThisdevelopmentofpowergenerationatWhiteBaycontributedtotheexpansionoftheeconomyofSydneyandNewSouthWales.
Asaresultof itsremarkablyintactsurvival, itretainstheuniqueabilitytodemonstrate,by its location, massing, design, machinery and associated archives, the influence anddominancethatearlypower-generatingtechnologyexertedonthelivesandurbanfabricof innercities in thefirsthalfof the20th century. Theextant itemswithin thesurvivingoperationalsystemsareofanimpressivescaleandexhibitahighdegreeofcreativeandtechnicalachievementintheirdesignandconfiguration.Theyencompassallaspectsofthegenerationofelectricalpower,andrepresentallphasesfromtheinter-warperiodthroughto themore sophisticated technologies of themid 20th century. They are of exceptionaltechnicalsignificancewithresearchpotentialtoyieldinformationnotavailablefromanyothersource.
AestheticallyWhiteBayPowerStationcontainsinternalandexternalspacesofexceptionalsignificance.Thesespacesincluderawindustrialspacesofascale,qualityandconfigurationwhichisbecomingincreasinglyrareandwhichinspirevisitorsandusersalike.Externallyit is awidely recognised and highly visible landmark,marking the head ofWhite BayandthesouthernentrytotheBalmainPeninsulaanditsindustrialwaterfront.Itretainsa

powerfulphysicalpresenceandindustrialaestheticandisthemostimportantsurvivingindustrialbuildinginthearea.
WhiteBayPowerStationhasstrongandspecialassociationsand meanings for the local community, for former powerstationworkersand forotherswhohaveused the site, andis of high social significance. It is a potent symbol of thearea’s industrial origins and working traditions, aspects ofcommunity identity that are stronglyvalued todaybybotholderandnewresidents.Itisoneofthefewsurvivingfeaturesintheareathatprovidethissymbolicconnection.
Itistheonlycoalbasedindustrialstructure,dependantonawaterside location to surviveadjacent to theharbour in theSydneyRegion.Italsoformspartofacloselyrelatedgroupof large scale industrial structures and spaces (White BayContainer Terminal, Glebe Island Silos, Container TerminalandAnzac Bridge)which alongwith theWhite BayHotel,defineamajorentrypointtothecityfromthewest.
It is of exceptional cultural significance to the state ofNewSouthWales.
The formerWhite BayHotel played an integral part of thelandmark identity of the White Bay Power Station. TheHotelwasbuiltin1916,replacinganearlierhotelofthesamename,builtinthe1860slocatedapproximately100mfurthersouth. Thehotelhashadastronglyworkingclasstraditionand had strong associationwith theworkers ofWhite BayPowerstationdatingfrom1917andothernearbyindustriesdating from the 1860s. TheWhite Bay Hotel site containslittleheritagesignificancefollowingitsdestructionbyfireandsubsequentclearingofthesite.

Issues, Opportunities and Policies ArisingGENERALLY
The issues and opportunities presented by the place, itslocation, condition, statutory controls and its culturalsignificance,andthepoliciesandguidelineswhicharisefromthese,arediscussed in full inSection5ofVolume IIof thisreport.
TheWhite Bay Power Station is of exceptional significancetoNewSouthWalesandtheSydneyregionasaremarkablyintact surviving urban power station from the 20th century.This intactness is dependent upon the retention of the fullsuiteofstructures,spacesandmachinerywhichcomprisethecomplete“slice”ofthepowergenerationprocessfromcoalhandlingtopowerreticulation.
It is a significant landmark in the area and to local communities, marking the borderbetweentheindustrialwaterfrontareastoitseastandthesuburbstoitswestandnorth.Itcontainsstructures,machineryandspacesofexceptionalsignificance,bothinternallyandexternallyandhasstrongcontextualassociationswithotherformerandcurrentindustrialandinfrastructuresitesinthearea.
It is thereforeessential that inordertoretainandrespect thisculturalsignificancethoseelementswhichembodyandorsupportthissignificanceareretainedandconserved.Forthesetosurviveinthelongterm,theplacemustbeadaptedforanappropriatenewuseoruses.Suchusesmustretainandrespectthesignificantelementsandattributesoftheplace.
Most importantly, the integrity of those structures, spaces, elements and machinerywhichcomprisethecompleterepresentative‘slice’ofthepowergenerationprocessfromcoalhandlingtopowerreticulationmustberetainedandrespectedinanyfutureuseordevelopmentonthesite.
Thesitemustretainauseoruses,whichallowreasonablepublicaccessto,andinterpretationof,thosesignificantspaces,elementsandmachinerythatrepresentthecomponentpartsofthepowergenerationprocess.Suchaccessshouldnotplacesignificantfabricorqualitiesoftheseareasatriskofalteration,damageorremoval.
Theaesthetic(includingthesensoryaspectsofvisual,aural&tactile)qualitiesoftheinternalandexternalspacesandelementsofexceptionalandhighsignificancemustberetainedandrespected,viz.thevisual&spatialqualitiesoftheTurbineHall.
Thesignificanthistoric,technicalandcontextualassociationsbetweentheWhiteBayPowerStationandotherplacesmustberetainedandrespected,viz.itsrelationshiptotheportandrailways.
Theprincipalandexceptionalspacesofthebuildingshouldhouseauseoruseswhicharepreferably inspiredbyand respond to the character andqualityof the spacesand theirsignificant elements. Alluses should respect thequalities, characterandsignificanceofthosespacesandelementsintheirfitoutandpresentation.
Anynewinterventions,alterationsandadditionstosignificantareasmustbeexceptionallywelldesignedbyarchitectswithprovenexperienceofworkinginarchitecturallysensitiveenvironments.

Anyproposalforchangetotheplacemustbeconsideredwithregardtoitsimpactonthesignificanceoftheplace,itsspacesandelements. Aschangeswillbenecessaryinorderto adapt the place for a newuse or uses, thesemust be assessed in the broadest sensetodeterminewhether theproposed changes respond to and support the significanceoftheplaceandwhetherornot theyare reversible. Inprinciple, thosechangeswhichareminimal,withleastimpact,arepreferredtothosewithgreaterimpactonthesignificanceoftheplace,itsspacesandelements.
CONTEXT AND SETTING
In order to retain the visibility and prominence of theWhite Bay Power Station as a harbourside landmark, itshouldnotbesubstantiallyobscuredbyanydevelopmentonnearbysites.
Any development being proposed in the vicinity of theWhite Bay Power Station must carefully consider itsbulk,scaleandplacementinordertorespectthevisibilityand prominence of the power station as a harboursidelandmark.
ThoseviewsfrommajoraxialapproachessuchasAnzacBridge,GlebePointRoad,JohnstonStreetAnnandale, CityWest Link,Victoria Road (fromnorthwest),Mullens Street andRobertStreetmustbemaintainedassubstantiallyunobstructedviews.AnynewstructuresinthevicinityoftheWhiteBayPowerStationmustnotsubstantiallymaskthevisibilityofthepowerstationorthreatenitslandmarkqualitiesasthemajorfocalelementintheseviews.
Generalandchangingviews towardsWhiteBayPowerStation fromtheharbour,majorparksandpublicareasofthesouthernedgeofBalmainandRozelle,GlebePoint,PyrmontPoint,ObservatoryHillandDarlingHarbour,aswellasfromtheHarbourBridge,AnzacBridge,CityWestLinkroad,TheCrescentandVictoriaRoad,shouldberetainedsubstantiallyunobstructedbyotherlargeelements,existingorfuture.Suchelementsshouldbesitedsoastobeseenaspartofitsindustrialcontext,framingthepowerstationandstrengtheningitsmaritimerelatedindustrialcharacter.
NeighbouringCouncilsandauthorities shouldbe informedof theneed to respect theseviews and negotiations should beundertaken with them to ensure thatrelevant planning legislation is put inplacetoensurethispreservation.
ThemostvisiblecomponentsofWhiteBay Power Station are the 2 chimneystacks. These are visible above otherbuildings even when the other partsof the power station are not seen.They are seen on axis fromanumberof important approaches and are apowerfulmarkerofplace.Theyshouldboth be retained as they are a crucialelement in the identity and landmarkqualitiesoftheplace.

sectionoftheBoilerHouse,theTurbineHallandSwitchHouse,withventedridgesandgabledendsshouldalsoberetainedaselementsvisiblefromafar.
The coal handling unit, specifically the elevator tower, inclined shaft conveyor and themotorroomandtransferhouseatitstopendattachedtotheBoilerHouseareprominentanddistinctive, andclearly identify the industrialnatureof thebuildingandshouldberetained.Therustedfinishhasalsobeenidentifiedassignificant.
Sincethe2004assessment,theextentofrustisnowthreateningtheintegrityandweathertightnessofsomebuildings.Whiletreatmentofexistingmaterialwithrustconverters,stabilizingtreatmentsorpatchrepairsispreferred,inmanycasesfullorpartialreplacementofmetalcladdingisnowtheonlypracticaloption.Theextentofcompletere-sheetingorisolatedpatch replacements should be considered on a case-by-casebasis inaccordancewiththerelevantpoliciescontainedinthisCMP.
Eachelevationofthepowerstationcomplexpresentsadifferent characteristic of theplace and relates in a
differentwaytoitscontext.Theeastandnorthelevationsaremassiveanddramaticintheirscale and their relationship to the surrounding areas. These are visible and appreciatedfromsomedistanceandthisaspectoftheplaceshouldberetainedandrespected.
Thewestandsouthelevationsareseenas lessdramaticbutequallyas important in theidentityoftheplace.Theiroverallmassing,configurationandvisibilityshouldberetainedandrespected.
The remnant landscapedelementsandassociatedstructures from thepowerstationuseshouldalsoberetainedandconserved.
HERITAGE MACHINERY GENERALLY
WhiteBayPowerStationretainsextantcomponentsofeightoperationalsystemswhicharearepresentativesampleonlyoftheoriginalmachineryatWhiteBayPowerStation.ThesesystemsaredescribedinSection3.4ofVolumeIIofthisreport.Inmostinstancesthereisasingleextantitemwhereoncethereweremultipleexamples.Thesenowrareitemsareintegralto,andenhancetheoverallsignificance ofWhite Bay Power Station. No itemmay beremovedwithoutdepletingtheintegrityofthepowerstation.Theymustbe retained in situandconserved inaccordancewiththeguidelinessetoutintheInventorysheetsinVolumeVofthisreport.Theycannot,andmustnot,beadaptedforanewfunction.
TheopportunitiesavailableatWhiteBayfortheseoperationalsystemsandtheirassociatedcomponentelementsareintheirinterpretability andeducative ability to contribute to anunderstandingof thehistoricaldevelopmentandfunctionoftheWhiteBayPowerStationasanindustrialsitewhichplayedasignificantroleinthegenerationofelectricalpowerinSydneyandintheexpansionofSydney’selectricrailnetwork.Thismustbeinterpretedtofutureusersoftheplaceandalsotothevisitingpublic.

themachineryatWhiteBayPowerStation,arethosesmallermovableelementswhichmaynothavebeenspecificallyidentifiedashavinganassociationwithaparticularoperationalsystem. Such itemsasare tobe found in theBoilerHouse, theTurbineHouseand theSwitchHouseandespeciallyintheoldControlRoomandtheBatteryRoominclude:
• allsignage,includinglabelsandtags;
• switchboardsandassociatedswitchesetc;
• powerpointsandassociatedelectricalequipment;
• metersanddials;
• cabling;
• valving;and
• tables,tanksandsinksassociatedwiththeBatteryRooms.
These small and, in some cases apparently nondescript,itemscontributetoanunderstandingofthesignificanceandoperationalroleoftheeightoperationalsystemsatWhiteBayPowerStation.
The extant machinery, that is the single representativesampleofthecomplexesretainedatWhiteBayPowerStationgenerally,exceptforpartsoftheSwitchHouse,occupiesthenorthernsectionof thebuildings inwhichtheyarehoused.Hencethemachineryassociatedwithcoalhandlingislocatedat the northern end of the CoalHandling Shed, the boiler,pulverisingmills andassociatedmachinery and equipmentishoused in thenorthern sectionof theBoilerHouse. Theturbo-alternatorset,thecondensersandassociatedmachineryand equipment are in the northern section of the TurbineHall.Theequipmentassociatedwiththein-houseelectricalsupplyandthepowerreticulationsystemarenot,generally,soconvenientlylocated.
Although itmay be possible that an itemor piece ofmachinerymay be relocated, thisshouldnotbeundertakenwithoutconsiderationofitstotalenvironment.Inthemajorityofinstancesanitemwillnotbeabletobemoved,orrelocated.Ifanitemmustbemovedthismaynotbedonewithouttheassociatedmachineryandequipmentthatcompriseitstotalenvironment.
Some items of themachinery and elements associatedwith the power reticulation andelectrical supply systems, may be moved to facilitate interpretation but only if reallynecessaryandonlyafterfullassessmentoftheimpacthasbeenmade.
Allmachineryelementsareinneedofcleaningandconservation.Thisshouldbecarriedoutbysuitableprofessionallyqualifiedpersons.

GRADING OF SIGNIFICANCE
The general principle underpinning the guidelines and policies in this ConservationManagementPlan is that spaces, elements and itemswithin areas of significance are tobe conserved in amanner which retains and respects their significance. Generally thisalsomeansthattheyshouldbeconservedintheircurrentstateand,whenapplyingthisprincipletoobjectsanditems,theyaretoremainintheirpresentpositionunlessremovaltoanotherlocationiscoveredbyaseparatepolicyforthatelement.
The machinery elements in each space are assessed separately and their grading ofsignificancecanbefoundinVolumeVofthisreport.
The following general statements taken from Section 5 of the report summarize moredetailedpolicieswhichhave been formulated to guideworks on theplace. Theyhavebeen formulated to ensure that the integrity and significanceof the spaceor element isnot compromised and that any negative impact isminimised. The significance of eachmachineryelementmustberespectedandconsidered in itsownright, regardlessof thegradingofitsenclosingspace.ThesepolicieshavebeenfurtherrefinedforspecificelementsbyspecificpolicieslaterinSection5ofVolumeIIofthisreport.ReferenceshouldbemadetotherelevantdrawingswhichfollowthistextshowingtheGradingsofSignificanceforallstructuresandspacesonthesite.
Grade 1: Exceptional SignificanceThese spaces, structures or elements are of exceptional cultural significance. They play a crucial role in supporting the significance of the place and should be retained in their existing configuration. Theyareessentialtoanunderstandingofthesignificanceoftheplaceanddemonstratetheprocessofpowergeneration.Survivingoriginalmachinery,fabricandfinishesshouldbeconservedinsituandtheintegrityofthespacesorelementsretainedandrespected.Theyshouldnotbeobscurednortheirsignificancediminished.Theappreciationofthespatialqualityanddetailofthesespacesshouldnotbeobscuredordiminished.Thedesignintentandintegrityoftheoriginalworkshouldalsoberespectedandnotobscured.Any proposed use must focus on in situ preservation and interpretation as the primary objective.

specIFIc elements
The Coal Handling Shed and External Conveyor
TheCoalHandlingShedanditsassociatedelevatorsandoverheadconveyorhavean iconicquality in thevisual identificationof thefunctionoftheWhiteBayPowerStation.Theoverheadconveyorprovides a visual and physical connection to the Boiler House.Their configuration, form, texture and, if possible, their rustingsteelsurfaces,shouldallbeconserved.TheseelementsshouldbeconservedandadaptedinaccordancewithPoliciesinSection5ofVolumeII.
This shed and its attached structures are almost entirely incorrugatedsteel,muchofwhichisinvariousstagesofdecayandsomeisapproachingfailure.
Thepresent rustedfinishhas alsobeen identifiedas significant,however itsuncheckeddeteriorationisallowingwatertoenterandthreatentheinternalstructure.Inmanycases,rustedcladding(andinsomeareasroofing)isnowbeyondrepairandwillrequirefullorpartialreplacementsoasnottoriskthefurtherdeteriorationofstructureandinteriors.Re-sheetingwithnewmaterialshouldbeconsideredonacasebycasebasis,whereexistingsheetsarebeyondrepair.Considerationofnewmaterialforreplacementsheets(galvanisedorzincalume)shouldbebasedonanalysisoflocation,visibilityandthecompatibilityoftheareabeingreplaced.
The Coal Handling Shed should be retained as evidence of one of the site’s principaloperational systems and conserved as such. Themachinery and equipment should beretainedinthenorthernpartoftheshedandanoverheadcraneistobemovedtodefinethespaceandtoenhancetheunderstandingandprocessesofcoalhandlingforinterpretation.The machinery and equipment is to be retained and conserved in situ to enhance anunderstandingoftheoperationofthepowerstationinitsentirety.
Thenorth5baysshouldberetainedasexistingforinterpretationpurposes.
A new light industrial use could be accommodated at the south endwhich retains railtracks,gratinganddoesnotrequirepartitionsorliningstoexistingstructure.Thecrude‘shed’charactermustbemaintained.
Boththenorthandsouthendsremainopenasarailcorridorandthisshouldberetainedtorespectandnotconfusethesignificanceofthestructure.Iftheseopeningsaretobeblockedtoprovideweatherprotection,theyshouldremainclearlyasopenableandpreferablynotsolidoropaquepanels.
Aspartof thestructuralrepairof thebuildingthe largebasementareasnowfilledwithwatershouldbepermanentlydrainedandallstructuresandfabricconservedandrepaired.
The Chimney Stacks and Ash Handling System
Thetwoextantchimneystacks,withtheashtower,aretheremindersoftheendprocessofthegenerationofelectricalpowerthroughcoalfiringandsteamraising.Theintactnessofthisprocesshasbeensignificantlydepletedbytheremovaloftheprecipitatorsandtheinductionfansaspartofthesitedecontaminationprocess.

Ash Tower(Design 5 - Architects)
The two chimney stacks are amajor contributing element to thevisual identity of the White Bay Power Station and should beretainedinsituandconservedandinterpretedasanintegralpartofthesignificanceofthepowerstation.
Theashtowerisastrongvisualelementintheidentityofthepowerstationandshouldberetainedandconservedinsituandinterpretedaspartoftheoperationalsystemoftheplace.
Boiler House
TheBoilerHouseisalargemasonrystructure,thefirstfloorofwhichisessentiallyavoidbrokenupbywalkways.Thevoidsidentifythelocationoftheotherthreeoriginalboilers,whiletheupperfloors,whichhadoriginallyconsistedofmetalopen-gridflooring,havebeenremovedexceptwheretheseareassociatedwiththeextantboilerandthecoalhoppers.Themagnitudeoftheinternalspaceissuchthatthereisenormouspotentialforadaptivere-useofthisstructure.
The BoilerHouse should be conserved and adapted inaccordancewithPoliciesinsection5ofVolumeII.
TheBoilerHouseisanexceptionallysignificantstructureandspacewithexceptionallysignificantmachinery,anditcanbeadaptedforanewuseorusesasshownonFigures5.1.7/1,2,3&4.

Asmuchofthesignificantmachineryandevidenceofevolutionanduseisconfinedtothenorthandwestandaroundtheperimeter,thehugespacetheyencloseisbothanassetandanopportunity.Beforetheboilerswereremovedthisvastspacewasfullofmachineryandopengridwalkways.Thesignificanceofthespaceandthemachinerycouldstillberetainedandrespectedifsomeofthisvoidwereonceagainfilledwithamachine-likestructure.Toassist interpretationandrespectthesignificantscaleandrhythmoftheplace, thesenewstructuresshouldbeofsteelandglasswithnomasonry.
Potentialfordaylighttopenetratefulldepthofspacewheremachineryhasbeenremovedshouldbe explored,particularly between “solid” areas of formerboilers to be retained.Survivingobscureglassshouldberetainedandmissingpanesreplacedbymatchingnewglass. Newstructures inside thisbuildingshouldhaveasenseandaestheticofbeingamachine-likestructure.

The extant Babcock and Wilcox boiler, the pulverising mills and the various items ofmachineryandequipmentassociatedwiththesteamraisingandthecoalhandlingsystemshousedintheBoilerHouse,occupythenorthernsectionofthebuilding.Theboilerhousecontrolroom,however,iscentrallylocatedagainstthewestwallonthefirstfloorwhereitshouldberetainedasadiscretetotalenvironment.TheintegrityoftheBabcockandWilcoxboilerhasbeencompromisedbytheremovalofelementssuchasthefurnaceandtheironsheetandasbestoscladding.Althoughtheremovalofintegralelementsdetractsfromanunderstandingoftheoriginalfunctionandprocess,itallowsforamorevividinterpretationoftheboileroperation.
The significance of the extant machinery and equipment housed in the Boiler Houseis such thatno itemmaybe removedwithoutdepleting the integrityof thewhole. Allmachineryandassociatedequipmentistoberetainedinsituandconserved,maintainedandinterpreted.

The northern section of the Pump House with its denseconfigurationofsignificantmachineryprovideslittleopportunityforanewuseotherthaninterpretation.Existingpaintedfinishesshouldberetainedinthissection.
ThesouthernsectionofthePumpHousecouldbeeitherretainedasasinglespacewithpartialfloorsaddedwithin it,ordivided intoseparate levelsandspaces.Allfinishesmayberetainedorremovedinthissection.
The configuration of the TurbineHall consists of a series of partial, or brokenupfloorspaces,someofwhicharemezzaninesratherthancompletefloors,uptothefirstfloorleveloftheextantturbo-alternatorset.Thespaceabovethemainturbineplatformiscompletelyopengivingauniquely largeand longspaceofgreataesthetic significance. Theceilingsoarsabovewithaseriesofthreeoverheadgantrycranes.
TheParsonsturbo-alternatorsetisavitalcomponentpartofthepowergeneratingsystematWhiteBay.InadditionthePumpHouseandTurbineHallretainssinglerepresentativeitems and elements associated with the cooling and feedwater systems and includesthe condensers, the high pressure feedwater pumps, the condensate pump and sluicegates.Interpretationofthefeedwaterandcoolingwatersystemswouldcontributetoanunderstandingoftheoperationofthesteamraisingsystem.AlloftheseextantitemsandassociatedelementsarelocatedinthenorthernsectionoftheTurbineHall.
ThesignificanceofthemachineryandassociatedequipmentintheTurbineHallmustbemaintainedbytheirretentioninsituandconservation,maintenanceandinterpretation.
The TurbineHall is an exceptionally significant structure and spacewith exceptionallysignificantmachinery,anditcanbeadaptedforanewuseorusesasshownonFigures5.1.7/5&6.
Keyissuesregardingadaptationandre-useinclude:

Administration Block
From the completion of the 1920s extensions until the closure ofWhite Bay Power Station, this area housed the administrationand main staff facilities. Apart from steel lockers, lunch tables,bathroomsandthelaboratories,verylittlesignificantfitoutremains.Somesignificantspacesremainbutingeneralthesecanbeadaptedfor newuses. It is important in understanding thewholeWhiteBayPowerStationstorythatevidencefortheuseoftheseareasforadministrationandamenitiesisretainedandrespected.Howeverthiscancoexistwithanewuse.
Thedamagedandmissingelementsof thepolished joineryintheMainEntryandpublicareasshouldbereconstructedtotheiroriginaldetailasthiswasthepublic“FrontDoor”ofthewholestation.ThisoriginalentryfromVictoriaRoadshouldideallybereinstatedasamajorentry.
TheAdministrationBlockshouldbeconservedandadaptedinaccordancewithPoliciesinSection5ofVolumeII.
Evidence in the way of fixtures and fittings in the Laboratory should be retained forinterpretationandmaybeavailableforsomenewandcompatibleuse.
Therelationshipbetween theseofficesand theTurbineHalland their largeoverlookingwindowsshouldberetained.
1912 - 1927 Switch House
Built in twostages, thefirstofbrick in1912-1917, and thesecondofreinforcedconcretein1927,thisstructurehasbeenmuchalteredandreconfiguredovertime.
The building’s west and south elevations were, and stillremain,oneofthemostvisibleelementsfromVictoriaRoad.Itisthe‘publicface’ofthepowerstation.
It retains a small number of highly significant spacesincluding the remains of the original 1917 control room.Some highly significant machinery and fittings remain insitufromthepowerreticulation,electricalsupplyandauxiliarypowersupplysystems.
Thegroundlevelarearetainsnosignificantmachineryexceptatthenorthend.Apartfromtheareaswhichhousesignificantmachinery,allotherspacesonthislevelmaybeadaptivelyreused.Theexistingworkshopareaatthenorthendretainselementsfromelsewhereonthesiteaswellasmuchwritten(onthewalls)evidenceoftheearlieruse.Theseshouldbe

The1917 lift and stairwell is a significant elementwhich shouldbe retained, conservedandmaintainedasanoperationalelement.AlthoughtheexistingliftcageandenclosurenolongercomplieswiththeBCAitshouldnotberemoved. Itshouldbebroughtuptocurrentcompliancestandardsusingglassliningsorotherclearlymodernandpreferablytransparentelementstoenableongoinguse. Allolddoorplates,tiles,signsanddisplayboxesinthisareashouldberetainedandconserved.
Thefirstfloorlevelpresentlyadmitslittledaylightinsomeareasduemainlytoalterationsforlaterequipment.Thenorthernmostofthesewiredoorandconcreteenclosureswithitscircleofsupportblocksshouldberetainedandtheremainderoftheseenclosurescouldberemovedorreconfigurediftheycannotbeadapted.Earlierwindowopeningscouldbere-opened.
Thisfloorretains,inpartofthesouthernsection,veryearlyswitchgear(fromthelate1920s)whichshouldberetainedinsitu,completewithallitsattendantcabling,timberandglasscoversetc.Theexistingchainwireenclosuresshouldalsoberetainedtothesouthandnorthofthisintactspacetoretainthesenseoflimitedaccess.Thetiledfloorshouldberetainedandconserved.
Theotherelements inthissouthernsecondfloorsectionwhichhavetheemptyconcreteenclosuresforthisswitchgearshould,ifatallpossible,beretainedandadaptedforanewuseinacreativemannerwhichrespondstotheirconfiguration.Theircompleteremovalshouldonlybeconsideredasalastresort.
Thethirdfloorretainsthespaceandremainingevidenceoftheoriginalcontrolroomanditslayout.Italsoretainsthemorerecentplatformsusedbytheworkersforcarpetbowls.ThisshouldremainasasinglespaceandthewindowsandrelationshiptotheTurbineHallretained.Thetimberandglasspartitionstothewestshouldalsoberetainedalongwiththeassociatedfitoutwherethisispossible.
TheMotorGeneratorRoomonthisfloorisofexceptionalsignificanceandretainsitsoriginalmachinery.
TheWorkshopandBatteryRoomadjacentretainevidenceinthefloorforbothhavingoncebeenbatteryroomshowevertheonlyremainingbatteriesareinthesouthernmostroom.Whilethesearesomewhatisolatedfromothersignificantspacesthebatteriesclosetothemotor generator room, situated on the lead floorwith its sink and perimeter drainageallowsadegreeofinterpretationwhichwouldbediminishediftheyweremoved.Otherusescouldbeintroducedintothisspaceaslongasthebatteries,sinkandleadfloorwereretainedandavailableforinterpretation.
TheWorkshoparearetainssomesignificantelementsbutcouldbeadaptedtohousemoreusewhichpreferablyallowedthedrillsetc.toremaininplace.
The1912-1917and1927SwitchHousesshouldbeconservedandadaptedinaccordancewithPoliciesinSection5ofVolumeII.
Thisbuildingcontainssomesignificantspaces,machineryandfitoutelementsbutingeneralthespacescanbeadaptedfornewuses.
Significantspacesincludethefollowingwhichshouldberetainedinsituandconservedastotalenvironments:

The1917liftandstairwellisasignificantelementwhichshouldbe retained, conserved and maintained as an operationalelement.
The 1927 Entertainment Hall on the top level should beretainedandconserved,includingitsstage,paintedmurals,fittingsandfurniture.Itmaybeadaptedforuseasasocialactivityspace,eitherforprivateorpreferablypublicuseandkeptinitsexistingconfigurationwithitssimpleandbarefinishes.
TheSwitchHouseTransformerAlleyshouldbekeptasanopenspacebutcouldberoofedwithaclearmaterialandadaptedtohouselifts,stairsandotherequipment.
1948 Control Room & Switch House
Thisadditionwasbuiltaspartofthemajorupgradein1948-1950which installed thenewboilers and turbines. It is thereforepartof the slice of operational systems that survive from this period.Thecontrolroomsurviveswithitsoriginalequipmentandcablingroom.However,theadjacentswitchhousehasbeencleanedout.
The1948ControlRoom&SwitchHouseshouldbeconservedandadaptedinaccordancewithPoliciesinSection5ofVolumeII.
This building contains spaces and machinery of exceptional significance toWhite BayPowerStationaswellasspaceswhichcanaccommodateconsiderableadaptation.
The1948ControlRoomretainsmachinery,fittings,furniture,documents,partsandfinisheswhich are all in situ and in context with considerable interpretation ability. Securityto this area and the spaces below should be improved and the spaces fully securedagainstunauthorisedentry. Thisspaceshouldberetainedandconserved in itsexisting
configuration with all machinery, fittings, furniture, documents,signageandfinishesinsitu.Itshouldbeinterpretedalongwiththecable spacesbelow,asa significantpartof thepower reticulationsystemandnot adapted for newuses. Nootheruse or functionshouldbeintroducedunlessitallowsalloftheexistingelementstoremainwithoutriskofdamage.
TheCableRoomandadjacentTunnelsarean integralpartof theControlRoomaboveandretaintheoriginalandlatercablingwhichconnectsittotherestofthepowerstation.Theymustberetainedandconserved in theirentiretyexcept for thepossibleremovaloftherecentgreyspraypainting.
Thedesignandworkmanshipoftheveryearlypyrotenaxtypecablingisofextraordinarilyfinequalityandshouldberetainedwithlabels,tagsandfixingsinitsentiretyintheseareas.
Whilenosignificantequipmentsurvivesintheadjacentswitchhouse,thelabyrinthandemptyconcreteenclosuresfortheformerbusbarscreatesvisuallyexcitingspaceswhichcouldandshouldinspireaverycreativeapproachtoadaptivere-useintheseareas.Thecabletrayscanberetainedandreused,adaptedorfilledasrequired.AccessmaybemadetonewbalconiesoradjacentstructuresaslongasthehighlysignificantControlRoomfabric

Thesetracksshouldberetainedasshouldthebladewallswhichoriginallyseparatedthetransformers.Thespacesbetweenthesecouldbeadaptedfornewuses.ThelinearityandorderofthisareashouldberespectedinanynewworkaswellastherelationshipofthisareatotheSwitchHousesandControlRoom,thedistributiontunnelsandsurvivingpowerpoles.
Landscaping and Site Generally
Thisisadegradedindustriallandscapewithnumerousremnantsofearliersiteshedsandotherstructures,Whileinoperationtheonlyarea which would have had any soft landscape elements wouldhavebeentheareanorthwestofthe1948SwitchHouseandControlRoomanditsadjacentTransformerYards.Thisareawasthe‘frontgarden’ of the Power Station andwas plantedwith various fruittreesandshrubs,tendedbytheworkersthemselves.Allotherareaswerehardindustrialsurfacesandserviceandstorageareas.
The Landscaping and Site Generally should be conserved andadaptedinaccordancewithPoliciesinsection5ofVolumeII.
Thoseareasofthesitewhichoriginallyactedasorhousedstorageorindustryrelatedfacilitiesshouldremainashardlandscapeareas.Softlandscapingshouldbeconfinedtothoseareaswhichwerelandscapedassuchi.e.northandwestofthe1948ControlRoomandSwitchHouseandtheirattendanttransformeryards.
New landscaping should be inspired by and respond to the place and incorporateinterpretationofremnantbuildingelementsandremovedstructures.
Visualandphysicallinkswithinandthroughthesiteshouldberespectedandretainedandmaybeenhancedbynewstructuresandaccessways.
Billboards and Signage
ItisrecommendedthatoneoftheexistingbillboardsonVictoriaStreetbeusedasaninformation/interpretationboardforthePowerStation.Theothertwocouldremaininuseforgeneraladvertising.
A further billboard type of signmay be allowed on RobertStreet opposite Mullens Street for interpretation only. Nolarge signage elements should be attached to the buildingpermanently and definitely none should break the existingskylineprofileofthebuildings.
White Bay Hotel Site
TheWhiteBayHotelwascloselyassociatedwiththedevelopmentoftheadjacentWhiteBayPowerStationandotherlocalindustries.AnynewuseforthesiteshouldrelatetotheWhiteBayPowerStationtoVictoriaRoadandnotturnitsbacktoit.

Thereisanopportunitytoconstructanewstructureonthesitewithasimilarlandmarkqualitytotheformerhotelinawaythatinterpretsitsroleintheurbanapproachsequencetothecity.AnynewstructureoruseshouldsitcomfortablyinrelationtotheWhiteBayPowerStationsiteadjacentandnotdominateit.
AreusethatislinkedtotheWhiteBayPowerStationandallowspublicaccesstotheWhiteBayHotelsiteispreferred.Privateusessuchasfordwellingsisleastpreferred.
Alterationoftheretainingwallsmayincludepartialremovaloflatersections,however,thereadingofthesurviving“platform”oftheWhiteBayHotelshouldberetainedandremainidentifiable.
The site (including potential for archaeology and the retaining walls) should be fullyrecorded(photographicallyandmeasureddrawings)priortoanysitedisturbancethatmayinvolvepartialremovalornewstructures.
the Burra charter
Thefutureconservation,adaptivere-useworks,andallotherworkstoWhite Bay Power Station shouldbecarriedout inaccordancewith theprinciplesandprocessessetout intheAustraliaICOMOSBurraCharter1999.Theconservationandadaptivere-useoftheWhiteBayPowerStationmustbebasedonarespectfortheexistingfabric,itspastuse,associations andmeanings. This requires a cautious approach of changing asmuch asnecessaryandaslittleaspossible.
Spacesrankedofexceptional,highandmoderatesignificanceatWhiteBayPowerStation mustbefullyrecordedphotographicallyinblackandwhiteforarchivalpurposesbeforeanyinterventionorworkscommence.Thosespacesrankedashavingonlylittlesignificancerequireageneralphotographonlyinblackandwhiteforarchivalpurposes.
Acopyof thisreportandallreportsandrecords,photographicorotherwise,relatingtoWhite Bay Power Station shouldbeplaced inapermanentarchiveandbeavailable forpublicinspection.
Allworks toWhiteBayPowerStationmustbedirected, supervisedandcarriedoutbypersons with appropriate knowledge, skills and experience in the conservation andadaptationofsuchelements.
condItIon oF the place
AninspectionwascarriedoutonthestructurebyHughesTruemanin2002andareportprepared.Thesitewasagaininspectedin2010,andthereportwasrevised.ThisreportisfoundasVolumeIVofthisConservationManagementPlan.
Thepowerstationwasoriginallydesignedfor industrialusewithfacility tohandleandstorelargequantitiesofcoalandsafelyandreliablyreticulatewater,steamandelectricity.
Consequently construction is robust andmany components could be expected to haveextensivereservecapacityforadaptivere-use.
Inadditionthefacilityislikelytohavebeenwellbuiltandmaintained.Consequentlythemajorityofdeteriorationnotedprobablyrelatestothelasttwentyyearsorsosinceclosure.
Muchofthedamageevidentresultsfromingressofwaterfromfailedwindowsorroofsor from blocked or failed stormwater systems or drainage, as well as lack of regular

maintenance.Sitesecurityisalsoanissueandmuchglassbreakagehasbeenduetovandalism.
Theloadcapacityofallfloorsshouldbeassessedforspecificfutureuseproposals.Therehasbeensignificantdeteriorationinsomeareasoftimberflooringduetotermitesandtheingressofwater.SuchareasincludethefloortotheinclinedconveyorshaftfromCoalLoadertotheBoilerHouseandtheupperflooroftheAdministrationbuilding.
Lossofcross-sectionalareaandsectionstrengthofsteelcolumnsislocallyevidentatsomebaseconnectionsduetoexcessivecorrosion.ThisissignificantintheBoilerHouseandCoalLoader.Thereismuchevidence of corrosion to steel connections, roof andwall cladding,steelreinforcementinsomeconcreteelementsandsteelgrateflooring.Inadditiontherearelargeundergroundareaswhichretainbothstructureandmachinerybutarenowfilledwithwaterandsufferingcorrosion.
Guyropesforthetwochimneysshouldbeimmediatelyinvestigatedtodetermineifrepairsarerequired.Thechimneysthemselvescouldnotbeinspectedaspartofthisreportandwillrequireaspecialisedassessmentwithspecialaccessequipment.

Themachinerywhich remainswithin theWhite Bay complex is largely in a stable butdeterioratedcondition.Asmuchofthefabricofthemachineryissteel,corrosionisanongoingproblemandlittlemaintenancehasbeencarriedoutformanyyears.Aprogramofcatchuprepairandongoingmaintenanceisnecessarytoconservetheseitemsforthelongterm.
Allsignificantitemsofmachineryandequipmentmustbecleanedand conserved in accordance with the findings of a conditionassessmentforeachelement,consistentwiththerecommendationsintheGoddenMackayLoganreport(VolumeV).
Since2004topresent,therehavebeenseveralinstancesofvandalismandattemptedtheftinsidetheAdministrationBuilding,SwitchHouseandtheControlRoom.Thebuildingsareparticularlyvulnerableatgroundlevelandalongthesouthernedges.Perimeterandinternalsecurityhavebeenstrengthened,however theseshouldbe furtherenhancedtoprotectthisuniqueandexceptionallysignificantasset/

Compliance with the various access, egress and safetyrequirementsandthe‘deemtosatisfy’clausesoftheBuildingCodeofAustralia(BCA)maydiminishmanyofthevaluesandqualitiesoftheplacebychangestothefabricorbyadditionalcompartmentalisation or isolation. A fire engineeringassessmentof the riskof thebuildingand itsproposedusesshouldbecarriedoutandasolutionformulatedwhichretainsandrespectsthesignificantattributesoftheplace.
AnyproblemsorissueswithcomplianceshouldbereferredtotheFireAccessandServicesAdvisoryPanel (FASAP)at theHeritageOfficeforadviceandassistancewithachievingappropriatesolutionstoaddressthevariousBCArequirements.
plannIng Issues
Thesiteisadiscreteurban‘island’,distinctinusefromsurroundinglanduses.Tothenorthof thesiteacrossRobertStreet isacontained industrialprecinctofwarehouseand lightindustrialuses,beyondwhich is theresidential suburbofBalmain. Mostof thisarea iswithintheBalmainConservationArea.
Immediately to thewest is the formerWhiteBayHotel site. ThewhiteBayHotelwasformerlyidentifiedasaheritageitemlistedontheLeichhardtLocalEnvironmentalPlan2000.Furtherwest,acrossVictoriaRoad,isthepredominantlylowriseresidentialsuburbofRozellepartofwhichiswithintheBalmainConservationArea.ImmediatelytothesouthofthepowerstationaregoodsrailwaylinesservingtheBaysPrecinctandtheCityWestLinkRoad,bothofwhicharewithinthePortandEmploymentZoneunderSREP26.TotheimmediateeastofthesiteistheGlebeIslandandWhiteBayMasterPlanarea.

Whileamasterplanhasnotbeenpreparedforthepowerstationsite,theGlebeIslandandWhiteBayMasterPlanhasbeenadoptedformuchoftherestoftheWhiteBayandGlebeIslandarea.
ThemasterplanprovidesforthepossiblecontinueduseoftheraillineconnectionthroughRozelleYard.Thisraillinehasalsobeenidentifiedasapossibleadditiontothecommuterlightrailsystem,shouldtheneedariseforaninterchangewithanyfuturemetrostationattheWhiteBaysite.
Recent changes to the bays precinct, including ceasing of car imports to Glebe Island,approvaloftheSydneymetropassingthroughthesite(onhold),theproposalforacruisepassengerterminalandongoingcommercialmaritimeactivitiesinRozelleandBlackwattlebays,havebeenacatalystforre-evaluatingthefutureofthebaysprecinct.
AprocessoflocalconsultationforthefutureuseandplanningofthepowerstationbeganinJune2009withtheestablishmentoftheCommunityReferenceGroup(CRG).Thiswasestablishedasthefirstoftwostageprocessforcommunityconsultations.On1March2010,theCRGmade theirsubmission to theMinisterofPlanning,outliningobjectives for theBaysPrecinctwhichprovidetheframeworkformoredetailedprinciples.
AlltheobjectivesprovidedbytheCRGhaverelevancetotheWBPSsite,withsomehavingspecial relevance in regard to form, shape anddesign for anynewuse. Theprincipalsoverwhelmingly endorsed retention of theWBPS site as a significant heritage itemandrecognized the need for viable and suitable reuse of a public nature and the ability tocontributeandengagewithoverallobjectivesofanyrevitalizationoftheBaysPrecinct.
In2009, thePremierannouncedaproposal foranewCruisePassengerTerminal (CPT),locatedatWhiteBayno.5,inaccordancewithrecommendationsfromthePassengerCruiseTerminalSteeringCommittee,subjecttoplanningapproval.TheCPTwillbeconstructedandoperatedbySydneyPortsCorporation.TheproposalhasreceivedplanningapprovalinaccordancewithPart3AoftheEnvironmentalandAssessmentAct1979.
TheplanningapplicationforaCBDmetrorailwayhasbeenapproved,however in2010thePremierannouncedthatitwouldbeputonindefinitehold(howevertheapprovalandprotectionofcorridorsfortheproposedmetroremaininplace).Aspartofthisproposal,the White Bay precinct would be used as a major construction site to support tunnelconstruction, tunnel spoil removal and rail systems installation. It is intended that thismetrowillformacentralspinetowhichothermetroswouldlinkorinterchange.
Anyproposal toadaptivelyre-usetheWhiteBayPowerStationsitemustbeconsideredwithregardto theobjectivescontainedinSREP26. That is, toencourageamixofnon-residentiallanduseswhichgenerateemploymentopportunities,particularlyinrelationtoportandmaritimeusesandtheworkingindustrialnatureoftheBaysPrecinctgenerally,andtheplacespecifically.
Uses could include light industrial commercial, institutional, entertainment and hoteluses.ResidentialusesasdefinedinSREP26arenotpermitted.AnyproposedusemustbeconsistentwithpoliciesinSection5ofVolumeII.
UseswhichwouldresultinthecreationofabufferbetweentheresidentialareasinBalmainand the adjoining industrial, maritime and port related activity and traffic within theBaysprecinctwouldbehighlydesirableaswellasthosethatutilisetheexistingrailwayinfrastructureandprovideahighdegreeofpublicaccessibilitytothesite.

Thedesignandconfigurationofanyfutureaccesspointsshouldbeconsistentwith the former industrialuseof theplaceandbeclearlymarkedwithoutcompetingwithorconfusingthecharacterandsignificanceoftheplace.
PedestrianaccesstothesiteisviatheoriginalbridgetothemainentryofVictoriaRoad(thisentryisnowlockedforsecurity)andthesinglemajorentryfromRobertStreet.
Pedestrianaccesstothesiteshouldbeencouragedbutdependingonfutureuseshouldbecontrolled.
Theexistingvehicularentryisasignificantone,historicallyandprovidesadramaticentrytothesitealmostonaxiswiththerailwayline.Ifvehicularaccessisrelocatedforreasonsofsafetyitmustavoidthebrickpumpingstationsiteandshouldalsoretainspaceonthesitetomanoeuvrelargetrucksandheavyequipment.
RailaccesscouldbereinstatedalongitsoriginalroutebothforinterpretationpurposesaswellasservicingandmaintenancewhichwouldneedtobenegotiatedwithbothSydneyPortsandtheStateRailAuthority.Issuesofaccesssecuritywillalsorequireaddressingtoensuresafetyandsecurityofboththepowerstationandneighbouringsites.
WhiteBayPowerStationwaslocatedclosetotheharbourforaccesstoitswaterforcoolinginthecondensersanditwouldbedesirabletoestablishanaccesstothewaterifthiswerepossible. Thiswouldbedependant on the appropriateness ofwaterfront access to anyfutureuseofthepowerstation.
InterpretatIon
AnInterpretationStrategyshouldbecommissionedasthefirststageofanInterpretationPlan,asan integratedaspectof thedevelopmentandconservationofWhiteBayPowerStation.
Agooddealofadditionalinformationisavailableintheformofplansandearlyphotographs(heldatthePowerHouseMuseum).Moresuchevidencemaycometolightinthecourseoftime.
TheinformationandrecordingsgatheredfromtherecentOralHistoryprojectshouldbeincorporatedintotheinterpretationoftheplace.
Future use and deVelopment

WhilemuchofthesitewascutandfilledforthePowerStation,someevidencemaysurvive.
If and when the opportunity arises, research shouldbe carried out on the Aboriginal and early Europeanoccupationofthesite,togiveamorethoroughunderstandingofitshistoricalcontext.
