EVERY CITIZEN OR PERSON of this city who has first hand knowledge of the commission of any serious crime is invitedto SECRETLY report his information to the Ombudsman. In crimes of bribery, regardless of the rank or position in thegovernment of the crime offender, a private citizen who is the giver or offeror in bribery will not be prosecuted for bribery underthe rules of Presidential Decree 749 if he will testify against the recipient of his bribe . Only the receiver of the bribe shall becharged. It is not required that you show your name in your report. Do not write your name in the outside or inside of yourenvelope containing your report. Please do not come to the Office of the Ombudsman. It only needs your written report. The Ombudsman shall not reveal to the press, media,or anybody, or to any public official any information you will give. POTENTIAL WHISTLE BLOWERS TO CRIMES

Who are potential whistle blowers, tipsters, or silent implicator of crimes:

1. A spouse maltreated by the crime offender;

2. A jilted lover of the crime offender;

3. A partner of the crime who is bothered by his conscience;

4. A partner in the crime who was not paid, underpaid, or unsatisfied of his share in the loot of the crime;

5. A fellow public official who is interested for promotion to the position of the principal crime offender;

6. A subordinate public official who is by-passed for promotion;

7. A public official who is not satisfied with his regular salary;

8. Rivalry of crime partners interested in the same woman, or man;

9. Rivalry in business between crime offenders themselves.

10. Rivalry in politics.

11. A close relative of the crime victim;
