Summit Objectives and Approach The River Summit aimed to raise awareness of the problems of the Hawkesbury River, and to articulate:
1. The Range of Problems facing the River, and
2. Explore the Possible Solutions
All participants brought different perspectives … different pieces of the jigsaw.

The discussion of the potential solutions is documented, starting on page 62.
These were then presented to all Summit participants.
At the table the following steps were undertaken:
In the afternoon session, the focus shifted from Problems to Solutions. The top ranked problem categories were assigned one per table. Participants were asked to move to the table with the Problem Category where they felt they could make the best contribution.
Solutions
• The first objective was to come up with a list of problems contributed by participants
At each table:
In the morning session of the workshop, participants were mixed across the tables and talked with other people concerned about the future of the River.
Problems
• These were then ranked in order of priority as determined by table participants
• Finally the problems were categorised according to some pre-determined problem categories. This enabled all the problems from the different tables to be merged over the lunch break, ready for the afternoon discussion of Solutions.

The guest speakers also helped raise issues and stimulated thinking.

Guest Speakers We understand that Council intends to place the full versions of the speakers’ presentations on the web for download. What appears below is just some very brief notes on what was presented along with a couple of photos.
Councillor Ted Books (Hawkesbury City Council) Ted has had a long association with the River and is clearly passionate about it. Ted mentioned his Grandfather during his presentation and that brought some emotion … the kind the River needs. I suspect that Ted’s Grandfather would be very proud of Ted’s efforts but I suspect he would share Ted’s concern for how the River has deteriorated.
• Water quality has degraded so that you can no longer safely swim in or drink the River water. The quality problems also impact on Tourism and potentially farm production.
• The STP outfalls and Stormwater are contributing to water quality problems. While there was some discussion about the relative effects of these two forms of pollution, it was obvious that at least 100 tonnes per annum is being trapped in Hawkesbury’s Gross Pollutant Traps and the root cause of the problem is our planning and our behaviour.
• The River has silted up since the 1800s and there is a need to deepen the River to 2-3 metres in some places to improve navigability.
• We need to find ways to work with nature in managing the River.
• Bank erosion is a major problem and it needs to, and can be addressed.
• Weeds, from a variety of sources and causes are harming the health of the River.
The River is in crisis. We cannot continue to neglect the River – it cannot become another Murray Darling.

Bill Peirson (Director Water Research Laboratory – Uni of NSW) • Environmental Flows are maintained for the health of the River.
• The health of the Estuary is directly affected by the health of the whole system.
• The Saline / Fresh water interface will move in response to drought and flood conditions and this will affect the health of the biota.
• Drought and Wet Cycles are natural drivers of the behaviour of the River system.
• The various dams and other structures have substantially altered the natural flow regime and therefore of the salinity, sedimentation and biodiversity.
• When flow rates are substantially reduced, the River is more exposed to phenomena like algal blooms. A minimum flow rate of 2 m3 per second appears to be important to reduce the risk of blooms.
Bill’s presentation along with Wayne’s highlights the need to properly describe the desired environmental flow regime (rate, duration, frequency, seasonality) and to then work out how it can be achieved.

Prof. Wayne Erskine (University of Newcastle)
• Deep water depths (~10m) without appropriate flow regimes can lead to much of the River being biologically dead. This is backed up by research on the Hawkesbury Nepean system, but also elsewhere.
• Stratification of the water column can be described in terms of temperature, density, salinity and dissolved oxygen
• Without adequate mixing micro organisms in the lower part of the water column can exhaust the oxygen supply meaning nothing can survive.
• When there is stratification of the water column, nutrients from various sources can build up in different layers and when subsequently mixed by seasonal changes or wind, can trigger cyanobacterial blooms.
• While dredging may be needed in parts of the River, dredging below 3m is not recommended.
• The duration of flow events (in addition to their size, peak flow velocities and frequency) is important to achieve mixing of the water column.

Rob O’Neil (A/Dir Water Planning and Interstate Programs - DWE) • Water Sharing Plan (WSP) will cover a wide set of uses and
potentially competing demands, including potable water, environment and irrigation
• Linked to National Water Initiative
• Driven by several elements of State Plan (sustainable extraction levels, NRM issues, including Groundwater)
• Need to efficiently share amongst users and environment
• Implement ESD principles
• WSP does not address Demand / Supply balance or desalination – that is addressed by Metro Water Plan
• There is a need to manage potable water supply extractions and also for irrigation (Daily Access Rules etc.)
• WSP will cover environmental flow releases and ground water recharge
• Plan to initially do targeted consultation and then later public exhibition with gazettal in mid 2009

The problems that appear below are grouped into the Categories (e.g. Access into which they were categorised). The Categories column on the right of each table below shows the full list of categories to which each problem was related. The fact that many problems are related to so many different categories reflects the complexity and interrelationship of the issues. It would probably be worthwhile to form a ‘mesh’ of the issues to show how they do interrelate, which problems contribute to others and which ones perhaps ought to be attacked first so as to have the most effective impact.

It seems that there are two priorities:
• Work out how the different issues are interlinked and establish the best points of attack. Two routes to attack the issues are likely to be via the planning approaches and via the ‘user’ interfaces to the mechanisms of government and management of the River and the elements of the River System.
• Build a view of who does what and how this can be streamlined, simplified and coordinated. It was interesting that no one appeared to suggesting throwing out all the existing approaches. Rather there was a need for coordination and some clout that could pull it all together.

Like Stormwater, there are a Wide Variety of Issues that are in large part understood. There is a need for some focus and coordination. Hopefully the goodwill (and networking) at the Summit can be carried through into resolution of the issues.

Consensus: Problems & Solutions There were many common themes that emerged from the group work on Solutions. They included:
• The River is already severely stressed and the threats are many and varied.
• There is a shared desire to do something, and to do it soon to address the problems of the River.
• Population Pressures mean that its plight will only get worse if something is not done.
• The current approaches are NOT working and new approaches are needed.
• There was a willingness to rise above some of the inter-agency and inter-government divisions to achieve better outcomes. Some objective information and well structured debate will be needed to help facilitate this.
• Virtually every group indicated that they felt a Single River Authority was needed to pull together the efforts of the various stakeholders, across:
o All planning which needs to be far more coordinated as the problems currently and in the future are inter-linked.
o Compliance and Implementation – It needs to be far easier to do the right thing.
• A challenge will be how to fund the necessary investments. A fresh overall look at the various instrumentalities and what they are being asked to do might produce some dividends.
The problems confronting the River are still a bit of a jig saw puzzle but a far better picture is emerging. Probably some more work is needed to outline the Vision for a Healthy River.
There are also many questions that need to be resolved. For example to what extent are point and diffuse pollution sources contributing to problems – what are the facts, and how can action be focused and coordinated?
Overall there was strong consensus that the range of problems had been articulated and that many elements of the potential solutions had been identified. It now needs some organisation, action and leadership to go to the next level.

Workshop Wrap-up It is interesting that in spite of the problems with the technology we still came through with a very good result.
The workshop was probably a very good analogy for what is needed for the River:
• We aimed high and achieved a lot. • Most people seemed to enter into the discussions with a lot of goodwill, with a
shared sense of concern for the River and a desire to contribute from the many different experience bases and perspectives that everyone brought to the Summit.
• There was a consensus that seemed to transcend any politics and there was genuine support from State and Federal politicians and the agencies.
• With nearly 80 people, unfortunately Murphy (with apologies to the Irish) snuck in and we had some printing glitches and the network problems in the afternoon didn’t help (but we have learned from the experience and can hopefully avoid this at any future events) … nevertheless with persistence, flexibility and some splendid efforts by the typists, facilitators and support by the reserves of Peter, Matt and Rigo, and perhaps a little luck … it all came together. It is the kind of teamwork the River probably needs.
