Strategy revivalRecission motion ruled outTrent Horneman

Campaspe Shire councillorswill vote on whether to develop anew Regional Rural Land UseStrategy at a council meetingtomorrow night.Last month councillors voted infavour of a motion to rescind thecontroversial strategy which aims topreserve farming land by restrictingsubdivision and development ofdwellings.

The rescission motion could not beacted on as it had already beenactioned, a law set out in the LocalGovernment Act.Councillors will tomorrow nightdecide the new direction for thestrategy, which is used as part of theCampaspe Shire’s planning scheme.Three options before councillors areto either:

■ Review the strategy to address anyprevious shortcomings, but council

staff believe this would not provide the‘‘clean slate’’ desired.■ Discontinue future use of the strat-egy, which council staff are againstbecause it would leave a deficit instrategic planning framework.■ Start its strategic work anew, whichstaff believe is the most constructiveway forward.

Last month councillors raisedconcerns with the strategy, which wasfirst adopted in October 2008.Amendment C69 to Campaspe

Shire’s Planning Scheme, which callsfor the land use strategy to be used asa reference document, was adopted inJune last year. The amendment is before VictorianPlanning Minister Matthew Guy forconsideration. The decision to adopt the amend-ment cannot legally be rescinded.Councillors Robert Danieli andGreg Toll were opposed to thestrategy, saying it needed reviewbecause it was written during the

height of the drought and at the start ofthe Global Financial Crisis.Councillors have also been indiscussion about setting up a farmadvisory group to support council’splanning activities. After Local Government laws werequestioned at the last council meeting, councillors will also seek to reviewCampaspe’s Local Law No 1 toprovide clearer direction for futurecouncil decisions.

The Rural Land Use Strategy is oneof 27 decisions before councillors attomorrow night’s meeting at EchucaCivic Centre, starting at 5pm.

If people are interested in seeing the venues, that can be arranged at the expo.

“Couples can find everything under one roof and plan their entire wedding at the expo,” Shirley said.

“We expect about 300 brides to attend at the expo, with most booking their services on the day.

“It’s become such a popular event, because

Echuca-Moama is such a popular wedding destination.”

The expo will feature two fashion parades, showcasing traditional and contemporary bridal wear and menswear and flowergirl and pageboy outfits.

There will also be a lucky door prize and catering available.

Wedding expo organiser Tracy Luscombe said planning for the expo was going strong and the excitement was building.

“Echuca-Moama is getting more and more popular as a great wedding destination as there are so many great locations and activities to see and do and, of course, the river,” she said.

“Come and enjoy the day with us, source great product from our region and make your big day magic.”

Organised by a voluntary committee, the expo has the support of leading regional businesses relevant to the weddings industry.

Echuca Steam RallyThe 50th

When: June 8-9

Where: Rotary Park, Echuca

About 15,000 people are expected to flock to Echuca’s Steam Rally in June, as it celebrates its 50th anniversary this year.

The steam rally, sponsored by Moama Bowling Club, will showcase exhibits of working yesteryear, including steam traction engines and wagons, portable steam engines, early farm machinery, vintage and classic cars and motorcycles.

Staged by Echuca-Moama Rotarians, the rally will feature family favourite ‘Thomas the Tank Engine’, old-time fashion parades, Australian Champion Tractor Pull display, truck pull, sheep to garment display, working sheep dog display, blacksmith and working Clydesdales displays, as well as the traditional family entertainment.

The Rolls Royce will be the feature car, while Bentley’s will also be on display.

The Axemen National Competition will be held on June 8, with $5000 in prize money up for grabs. Australian Tractor Pull champion

Annette Bonk will be at the rally with her winning tractors. As part of the 50th celebrations, Steamrail Victoria will run the Northern Weekender, using a traditional Steam Loco R761, departing from Melbourne, through Swan Hill and arriving in Echuca.

A 50th anniversary dinner will be held at Moama Bowling Club, with re-plays of some archived video footage.

Seats are limited for the dinner, so tickets will need to be purchased.

While preserving the historical nature of the event by showcasing steam engines valued at more than $500,000 each, vintage cars and working horses, there will also be a children’s area with a full-size steaming Thomas the Tank engine, animal farm and face painting.

The Pipe and Federal bands will again be performing and demonstrations and displays will be held throughout the weekend.

Echuca-Moama Rotary Club vice president Chrissy Weller said there would be a lot of activity and new displays held on both days especially for the 50th anniversary.

“We will get to see vehicles and

displays that have never been shown before and some for over 20 years,” she said.

“There will also be exhibits that have only one or two models in the world.”

Director John Cunningham said the event was still proving popular after 50 years.

“It attracts a diverse group of people from young families to the die-hard steam fans wanting to see the beautifully restored engines on display,” he said.

“The event has a bit of everything. It’s a real mixture. That’s where the appeal is.”

The first steam rally was held in 1963 – then known as the Echuca Steam, Horse and Vintage Rally, and after a re-branding facelift in 2010, it became Steam Rally Echuca.

The family or enthusiast event is held on the Queen’s Birthday weekend at Rotary Park on Campaspe Esplanade, Echuca, from 9am to 4.30pm both days. For information, contact Julie Lomas on 0438 576 639.

Echuca-Moama will be the place to be in winter for heart-starting blues and roots music; the perfect antidote for a bad case of the winter blues.

The Echuca-Moama Winter Blues Festival, to be held from July 26 to 28, will once again fill the port heritage precinct with 40 blues and roots performers from across the country.

Festival marketing co-ordinator Neil Greaves said the Winter Blues Festival was billed as one of the major ticket items on the local events calendar and attracted more than 15,000 people to Echuca-Moama.

“Visitors to this much-loved festival are able to soak up the blues and roots atmosphere from every street corner, in restaurants and bars and even on board one of our town’s famous paddlesteamers,” Mr Greaves said.

In its 14th year, this year’s festival is the largest yet, with blues music filling more than 20 venues across Echuca-Moama.

“Best of all is that most venues are within walking distance in High Street and those out of town offer free bus transport,” Mr Greaves said.

“The fact that all the blues and roots music is free is still a major drawcard of the festival.”

Regular festival-goers can again expect the cream of Australia’s blues artists, including Alister

Turrill, Andrea Marr Band, Blue Eyes Cry, Blues Bootcamp All Star Band, Blues Mountain Trio, Broderick Smith, Cass Eager and the Velvet Rope, Catfish Voodoo, Chris Wilson, Claude Hay, Collard Greens and Gravy, Continental Robert, Dreamboogie, Fiona Boyles Hammond Trio, Jimi Hocking, John McNamara, Jules Boult, Lachy Doley, Lloyd Spiegel duo, Louis King, Marshall O’Kell, Mojo Web, Mr Black and Blues with Chris Wilson, Pete Cornelius, Phil Manning, PJ O’Brien, Qynn Beardman, Sean McConnell, Shane Pacey Blues Trio, Shannon Bourne, Spoonful, Stringybark McDowell, Wayne Jury and Andy Baylor.

The hugely successful MBAS ‘Unearthed’ Stage will again be held at Radcliffe’s Restaurant, featuring up and coming blues talent all weekend.

The Winter Blues Boot Camp has also become a much anticipated feature of the festival, where new blues musicians, mentored by four major festival performers, display their new skills at a packed Friday night jam session at Radcliffe’s.

Organisers are encouraging people to book early for the sell-out event.

Winter Blues Festival music co-ordinator Hugo Armstrong, of Queenscliff’s Blues Train fame, will bring immeasurable festival and music management experience, while Wayne Jury heads up the Boot Camp management team.

District performers will be singing and dancing their way to audiences’ hearts when Echuca Musical Theatre Company stages one the most popular musicals of all time – Annie at the Paramount in June. The production, co-directed by Heidi Williams and Raelene Dean, is set in New York in 1933 during the Great Depression and tells the story of Annie, a fiery young orphan girl who dreams of finding her parents and escaping a miserable existence at an orphanage run by the tyrannical Miss Hannigan. Her seemingly hopeless situation changes dramatically when she is selected to spend a short time at the residence of the wealthy munitions industrialist, Oliver Warbucks. Quickly, she charms the hearts of the household staff and the seemingly cold-hearted Warbucks, who decides to help Annie find her long-lost parents by offering a reward. However, Miss Hannigan, her evil brother, Rooster, and a female accomplice plan to impersonate Annie’s parents to get the reward for themselves, which puts Annie in great danger.Johanna Ritchie will play Annie, Heidi Williams is Miss Hannigan, John Wright is Oliver Warbucks, Leanne Buchanan is Grace Farrell,

Andrew McKenner is Rooster and Abbey Williams is Lily St Regis.“We have cast 12 orphans as it was very difficult to choose cast members from great auditions,” Ms Dean said.Ms Dean said Annie was a bright musical which the whole family would enjoy.“As usual, the stage show differs slightly from the movies, introducing some tuneful new songs,” she said.“We have members of all ages from all walks of life brought together by their mutual love of musical theatre.“We have all been working hard to bring you an enjoyable show with a local, talented cast.”The production team includes Heather Fullard (co-director and costumes), Graeme Brewer (musical director), Raelene Dean (choreographer) and Graeme Watson (production manager).Performances will be held on June 14 (opening night) at 7.30pm, June 15 at 2pm and 7.30pm, June 16 at 2pm, June 20 and 21 at 7.30pm and June 22 at 2pm and 7.30pm.Tickets cost $36 for adults, $31 for concession, $26 for children and $31 each for groups of 15 or more and can be bought at the Paramount.

The port precinct offers the best dining experiences in Echuca Moama, unique shops to discover, popular attractions plus vibrant local festivals and events that are a must see when in town.

When: April 20-21 Where: St Mary’s parish centre, Anstruther St

Organisers are hoping to break their hand-spinning record at the Nanny and Ewe Fibre Events muster from April 20 to 21 at St Mary’s parish centre in Echuca.

Co-organiser Janet Knoop (aka Nanny) said the first attempt last year secured 65 spinners and hoped this year’s attempt would be just as exciting.

“The enthusiasm amongst the spinners last year was palpable,” she said.

Janet and Mandie Chandler (Ewe) are the creative energy behind the fibre muster, which will see spinners, knitters, felters and weavers with a passion for natural fibre share and talk about how they use natural fibre.

It will also include workshops on buxom batts, knitting, felting, fleece preparation and how to use suri alpaca fibre.

Janet said it was important for the skills to create with natural fibre continued to develop and was passed onto a new generation of creators.

“Being able to work with new fibre such as suri alpaca, superfine merino and lustrous mohair curls is enabling the design of some beautiful clothing and fibre creations,” she said.

Mandie said it was about coming together and sharing ideas and being part of a community.

“It‘s about enjoying the common energy of working with natural fibre,” she said.

Everyone is welcome and entry is by gold coin donation.

The muster will be held from 9am to 4.30pm on the Saturday and 9am to 3pm on the Sunday.

A muster dinner will also be held on

The region’s best fi sh and chipsIt is offi cial: Echuca’s Fish in a Flash is the best regional fi sh and chip shop in Victoria.

The Age & Herald Sun newspapers bestowed the title on the 9-year-old business recently, after their search for the state’s best fi sh and chips.

Fish in a Flash was also recognised for its battered prawns.

Owner Paul Rowe was pleased with the honour.

“It’s rather pleasing, as there are 3000 to 4000 fi sh and chip shops in Victoria ,’’ he said.

Paul has been in the industry for over 20 years and consistency has been his ally. He buys from the same suppliers he has always used, with the fi sh fi lleted and delivered fresh.

He credits his cookers with allowing him to present top quality produce. The cookers are computerised, enabling them to regulate the temperature of the oil crucial in producing quality fi sh & chips.

Fish in a Flash uses only fresh fi sh and seafood. The batter has also proven a favourite among customers.

The oyster bar is now a burgeoning part of the business, with oysters available grilled, natural or Kilpatrick, as well as in fritters.

The shop is in Echuca’s historic precinct, so take your meal and eat it by the majestic Murray River.

Alternatively, there are tables outside the shop for your convenience.

Head to Fish in a Flash at 602 High Street, Echuca or phone 5480 0824.

“We believe our wines are grown and not made and, as such, are a unique refl ection of all the things that make up our specifi c environment; some things we can infl uence, some we cannot.

The soil, rainfall, sunshine hours, wind, aspect, mulching, cultivation, cover crops, pruning, trellising all have an infl uence.

From this painter’s pallet of rich complexity we endeavour to shepherd and draw out the full expression of what the fruit has to offer to achieve the ultimate masterpiece, each vintage with its unique nuances to be discovered.”

“This is the Moama outpost of St Anne’s - a winery originally established over 30 years ago further south in Myrniong. Here on the northern banks of the Murray, in the region of Perricoota, St. Anne’s is producing good quality fruit and making clean, full-fl avoured and reassuringly honest and approachable wines. Riesling is tight and crisp with lime and blossom aromas; Chardonnay is creamy and pineappley in that generous Australian Chardonnay style; and the Cabernet is concentrated, rich and ripe, with loads of varietal fl avours hinting at toffee and coffee and tobacco leaf. It would seem this new vineyard is already paying dividends.” – Ben Canaider

Barham is the largest township within the Wakool Shire and has much to offer the seasoned traveller or the occasional tourist.

With its Victorian neighbour Koondrook just a stone throw across the river, the Twin Towns have a unique history of industry and infrastructure, picturesque recreation areas and a tourism industry that continues to grow.

You can catch the mood of the Murray with a leisurely stroll along the Redgum Statue River Walk, test your golf on a championship course or picnic on the banks of the Barham Lakes.

This part of the Murray rewards anglers with the odd Murray Cod, golden perch, silverperch and catfi sh, while dobbers can land some very tasty yabbies. A track through the caravan park leads to a boat ramp and sand bar which form a safe swimming hole.
