The Process of Retro-Commissioning

Planning Phase• Pick the building or buildings: Can be based by energy use, issues, or age

• Defining the goals and objectives: Better operation, Energy use or Comfort

• Outline Procedures and Processes: Determine how metering and pre-testing of systems are going to occur

• Identify: Age and condition of the building and equipment, existing problems, and utility use and costs

The Process of Retro-Commissioning

Investigation Phase• Trending and Metering: Must trend energy use and operation of HVAC systems and lighting to identify energy

waste and opportunity.

• Interview Occupants and Operating Staff: Find out issues and concerns from first hand stakeholders.

• Review Existing Building Documents and Service Records: Fully understand systems installed and verify as-builts to understand systems in the building.

• Inspect and Test Existing Systems: Understand what system work properly and which do not. Collaborate with trends and energy use.

• Provide Recommendations with Analysis and Payback: Can be control sequences for things like DP resets and Temperature resets to remove simultaneous heating and cooling, or fixing things like Economizers that are not working.

The Process of Retro-Commissioning

Implementation Phase• Typically Not a Capital Improvement Phase: It can be but not normally. It is focused on fixing or replacing broken

components, replacing controls and implementing better sequences.

• Metering and Trending of Systems: Verify new operations. Identify and changes that need to be made.

• Functional Testing: Verify systems are operating as intended. May require seasonal testing in both the summer and winter.

• Post Measurement and Verification: Continue trending and measurement of energy and system performance. Use this data to provide the post energy consumption modeled for a year using the annual weather data used in the baseline energy model. Compare the post energy model to the baseline energy model under the investigation phase. Did the project meet it’s energy goals.

The Process of Retro-Commissioning

Handoff / Persistence Phase• Training: Operators and Maintenance staff are trained on what was done and how systems should work. It can also

include solutions that may arise and how to solve them.

• A Systems Manual Is Provided: This will include in it the sequences use explanations of the systems and interactions that will occur, lessons learned, utility rate structures, and objectives of the system operation, and maintenance requirements and what to look for such as calibration of sensors.

• Schedule and Test Plans: Periodically perform functional testing of the control systems to insure proper operation of the equipment.

• FDD (Fault Detection and Diagnosis) and Energy Reports: Implementing FDD (suggested in ASHRAE Guideline 36) to automatically check the system, and energy reports when normalized for weather to track the efficiency of the system. Use Energy Use Index or EUI in kbtu/sf to track and compare buildings in your portfolio.

Retro-Commissioning Case Study

During Implementation it was found that AHU-1 supply fan speed was limited due to fan support that was broken causing a vibration that resulted in limited cooling. After it was fixed the spaces were able to meet setpoint resulting in more CHW use and electrical use than projected during Investigation.
