CVOR (COMMERCIAL VEHICLE OPERATORS REGISTRATION) All persons/businesses/organizations/etc. operating heavy commercial vehicles, have to register as a commercial vehicle operator. All heavy commercial vehicles (power units only), including vehicles leased, rented and owned, having a gross weight or registered gross weight of more than 4500 kg or a bus carrying ten or more passengers have to apply for a CVOR. This system identifies commercial vehicle operators and facilitates the monitoring of on-road safety performance. All commercial motor vehicle carriers (operators) must register for a CVOR certificate. Each legal entity (separate corporation/company or individual) requires one certificate.. CVOR system helps in improving safety for all users of Ontario highways while promoting dependable and competitive transportation of goods and people. It also helps in developing effective compliance strategies with emphasis on safety and protection of the highway infrastructure. IFTA (INTERNATIONAL FUEL TAX AGREEMENT) The International Fuel Tax Agreement (IFTA) is an agreement among the 10 provinces in Canada and 48 states of United States of America that simplifies the reporting by inter jurisdictional carriers (IJCs) of motor fuel use taxes. The Agreement allows IJCs operating qualified motor vehicle(s), to report and pay taxes owing to all jurisdictions to single base jurisdiction. Every carrier willing to operate among Canadian Provinces or United States has to register under IFTA. All carriers registered under IFTA have to file quarterly IFTA fuel tax returns with their Province or State, to report their operations in each IFTA jurisdiction. The Ministry of Revenue forwards an IFTA fuel tax return to every carrier at least thirty days prior to the due date. Filing due dates are April 30th, July 31st, October 31st, and January 31st. Only owners or operators of heavy vehicles registered in Québec and Americans are required to be registered in the Commission's register. Other carriers must register with their respective administration and their attestation of registration is sufficient to allow them to put a heavy vehicle into operation in Québec, provided that this registration remains valid. The register is maintained by the Commission; consultation of the safety rating awarded to the registrants is free, as is the obtaining of an attestation of registration in Québec. Information can also be obtained concerning the safety rating and the penalties imposed on the registrant.

NEW MEXICO WEIGHT DISTANCE TAX PERMITS

All carriers who transports property or passengers in or through the state of New Mexico have either to apply for a New Mexico Tax ID Permit or they can also buy a single trip permit at a New Mexico Port of Entry.

Every registrants, owners and operators of all commercial motor vehicle having a gross vehicle weight in excess of 78000 pounds has to file the Weight Distance Tax Return on a quarterly basis. These returns have to be filed on or before the last day of the month following the close of the report period. The report period begins on the first day of a calendar quarter and ends on the last day of the calendar quarter.

NEW YORK HUT (HIGHWAY USE TAX)

Motor carriers operating a motor vehicle in New York State, are subject to certain taxes and related licensing and record keeping requirement administered by the New York State Tax Department.

New York State imposes a truck mileage tax on motor carriers operating certain motor vehicles on New York State public highways. The truck mileage tax is not imposed on travel on the portions of the New York State Thruway for which a toll is charged.

The Truck mileage tax is a weight-distance tax, computed based on mileage traveled by motor vehicles on New York State public highways at a rate determined by the weight of the motor vehicle.

Before operating a motor vehicle on New York State’s public highways, a carrier must get a permit for each vehicle. To do this, a carrier must file an application for a Highway Use Tax (HUT) permit with the New York State Tax Department and pay the appropriate permit fee.

A carrier who is issued a HUT Permit, must file Form MT-903, Highway Use Tax Return, and pay the truck mileage tax on the taxable miles traveled in the New York State by the vehicles using those permits. The carrier must file Form MT-903 starting with the calendar quarter when operations began in this state

UCR (UNIFIED CARRIER REGISTRATION)

The UCR Program requires individuals and companies that operate commercial motor vehicles in interstate or international commerce to register their business with a UCR participating state and pay an annual fee based on the size of their fleet. UCR program came into existence in 2007 after the Single State registration was discontinued. UCR is done on an annual basis and all the carriers who operated in 2007 but did not register under UCR program and wish to register for 2008 will have to register for 2007 before applying registration for 2008.

IRP (INTERNATIONAL REGISTRATION PLAN)

The International Registration Plan (IRP) is a U.S.-based plan that allows for the distribution of registration fees for commercial motor vehicle traveling inter-jurisdictionally through member states and provinces. All carriers traveling outside Ontario with vehicles having a gross weight in excess of 11,793 kg should register in IRP. Otherwise, these carriers will have to purchase trip permits to travel outside Ontario.

USDOT NUMBER

Companies that operate commercial vehicles transporting passengers or hauling cargo in interstate commerce having a registered gross weight of 10000 pounds must be registered with the FMCSA and must have a USDOT Number. Also, commercial intrastate hazardous materials carriers who haul quantities requiring a safety permit must register for a USDOT Number. The USDOT Number serves as a unique identifier when collecting and monitoring a company’s safety information acquired during audits, compliance reviews, crash investigations, and inspections.

Operating Authority (MC/FF/MX Number)

The operating authority (MC/FF/MX number) is assigned to interstate for-hire motor carriers and brokers that apply for operating authority. These numbers are also referred to as docket numbers. The FF number is assigned to freight forwarders; the MX number is assigned to carriers domiciled in Mexico; and the MC number is for all other carriers and brokers.

What happens if my driver's drug test result is positive ?2009-03-19  

Once the drug &/or alcohol test gets positive result, you are required to remove him immediatly from performing the safety-sensitive duties until the driver has seen a Substance Abuse Professional (SAP) and have successfully completed the Return to Duty Test.

No, Carrier code does not expire. But Canada Customs can suspend a carrier code if a Carrier has not used it for more that 5 times in a year, or has not returned the update request received from Canada Customs.

 

Do SCAC code has expiry code ? 2009-03-19  

Yes, SCAC Codes expires on 30th June of every year.

 

What happens if I change my address ? 2009-03-19  

You are required to notify all the concerned departments where you company is registered for permits. Your insurance company is required to re-file the insurance with FMCSA.

 

What happens if i change my insurance company ? 2009-03-19  

If you change your insurance company, request your new insurance company to re-file the insurance with FMCSA.

 

Does the MC Number have any expiry date ? 2009-03-19  

No, MC Number never expires, if you have valid insurance filing with FMCSA.

 

Do we have to activate the USDOT number ? 2009-03-19  

Yes, you are required to call the USDOT Office to complete the application process.

 

How long does it take to get the US Authorities ? 2009-03-19  

The total process time is 21 calender days from the date of application.

 

If we return the IRP Plates before the expiry date, how much refund we will get ?

No, IRP Plates can not be renewed for less than 12 months. The carrier can get the IRP Plates for any period between 3 month to 12 months, at the time of first registration only.

 

Who needs IRP/PRP Plates ? 2009-03-19  

Every truck having a registered gross weight of more than 4500 kgs. and to travel inter-state requires IRP Plates.
