Transformation• Positive development results are defined as being real and sustained

improvements in the lives of people, households and communities. Such improvements are measured not merely – indeed, not principally – in terms of per capita Gross Domestic Product (GDP) but in a variety of indicators, such as those relating to the Human Development Index (HDI), the Millennium Development Goals (MDGs) and their related targets and indicators. They include the process freedoms and enabling factors (e.g. human rights, democratic governance, participatory and inclusive processes) which are central to the Millennium Declaration but which are not captured in the Goals themselves.

What is transformational Development?• Transformational change is the process whereby positive development

results are achieved and sustained over time by institutionalizing policies, programs and projects within national strategies. It should be noted that this embodies the concept of institutionally sustained results – consistency of achievement over time. This is in order to exclude short-term, transitory impact.

WHY transformation?• All traditional forms of information and

communication (music, dance, poetry, theatre and indigenous knowledge) were condemned because they sustained cultural forms of social structure and authority. These traditions were considered to be a barrier or obstacle to modernization and development.
