What is the RRT? Regional Response Teams were created by the Oil Pollution Act of 1990. OPA90 has been implemented by regulations found in title 40 Code of Federal Regulations, parts 300-399. These are known collectively as the National Oil & Hazardous Substances Pollution Contingency Plan, or the National Contingency Plan (NCP) for short. What is the RRT?

• Regional Response Teams were created by the

Oil Pollution Act of 1990.

• OPA90 has been implemented by regulations found in

title 40 Code of Federal Regulations, parts 300-399.

• These are known collectively as the National Oil & Hazardous

Substances Pollution Contingency Plan, or

the National Contingency Plan (NCP) for short.

What does the RRT do?

• Regional Response Teams prepare regional plans &

coordinate preparedness and response actions in

conjunction with (local) Area Committees. 40 CFR 300.115

• Area Committees consist of members from federal,

state & local agencies. Their responsibilities include

preparing Area Contingency Plans (ACP) for their

area. Clean Water Act 311(a)(18) & (j)(4)

Area Committees

• In California, coastal Area Committees

correspond to USCG Captains of the Port in San

Francisco, Los Angles & San Diego.

• In inland California, Nevada and Arizona EPA

defines the local Area Committees.

Member Agencies

RRTs are Co-Chaired by EPA and the U.S. Coast Guard

and there are many state and federal agencies.
