Hardscape Standards (Walkways, Planter Beds and Edging)

This Standard is to serve as an interpretation of the contents of the Declaration and as a guideline for the actions of representatives of the Association, including the Modifications Committee, the Management Company, and the Board of Directors. This Standard does not replace or amend the Restrictions, and should dispute arise, the contents of the Declaration shall take precedence over this Standard. In case of dispute, the decision of the Board regarding the validity of this Standard and the suitable interpretation of the Declaration shall be final.Hardscape

Are you getting the most you can from your cardiovascular exercise program?Determiningyourtargetheart-raterangemayhelpyousee more results and become more aware of the intensity of exercise that you are completing.

I love to empower my clients by educating them on this personalized range. And even more so, I enjoy seeing their faces light up when they tell me about the results they are seeing because of their success in using it.

A few things to remember about calculating target heart-raterange (THRR):

•Alwayscheckwithyourdoctorbeforestartingorchangingyourexercise program.

•Tobest determine yourfitness level and training zones, seeka fitness assessment from a certified professional personal trainer. Numbers provided here are just estimates.

•These estimates are for healthy individuals. Remember thatconditions like pregnancy, health issues, and some medications can affect your heart rate.

•Therearetimeswhenyourmid-exerciseheartratewillbebelowor above your target heart rate range, and that is okay. But use the THRR as a goal to work within most of the time.

•Agoodestimateofyourmaximumheartrateis220–yourage.

cALcuLAting Your tArget HeArt-rAte rAnge:

Knowing how to take your pulse and find your heart rate during exercise can help you evaluate the effectiveness of your exercise program. Using the Karvonen formula, we can calculate target heart-raterange(THRR).Wedothefollowingtocalculateourlowand high end of our THRR:

220 – age – resting heart rate x low end of training zone + resting heart rate = ______ (low end of THRR)

220 – age – resting heart rate x high end of training zone + resting heart rate = ______ (high end of THRR)

Step 1: Calculate your resting heart rate. The best time to do this is first thing in the morning

beforeyougetoutofbed.Takea60-secondcount,andwriteyourresting heart rate value down.

Step 2: Determine what training zone you will use based on your current level of fitness.

Estimates provided by www.acefitness.org: Low level of fitness: 45-55%;Fairleveloffitness:55-65%;Goodleveloffitness:65-75%;Excellent/eliteleveloffitness:75-85%.(Thesearejustexamplesand can be changed to best fit your current level of fitness. For the most accurate calculation, get a fitness assessment.)

Step3:Calculateyourtargetheart-raterangeusingtheKarvonenformula.

Step4:Learnhowtousethisheart-raterangeregularlyinyourcardiovascular workouts.

Forexample:Ahealthy30-yearoldfemalewithagoodleveloffitnessandarestingheartrateof60beatsperminuteandusingatrainingzoneof60-80%:

220–30–60x.60+60=138beatsperminute220–30–60x.80+60=164beatsperminute

Usingthiscalculation,hertargetheart-raterangeis138–164beats per minute.

Sothequestionis,“NowthatIknowmytargetheart-raterange,how do I actually apply that to my workouts?” Follow these steps for success:

•Calculateyourtargetheart-raterangeandwriteitdownwhereyou can easily find it.

•Findarangethatyoucanremember.Forexample:Forthe30-yearoldfemaleabove,herrangeis138-164beatsperminute.Thatishardtoremembermid-exercise,sosheshoulddothis:

o Determine and remember the range you should find in a 6-secondpulsecount.

•(Ex:13-17beatsin6-secondpulsecount,asthiswouldequal130 – 170 beats in a minute, which aligns with her THRR.)

oShetakesherpulse(mid-exercise)for6seconds,andshouldget13-17beats.

•Practiceandlearntotakeyourpulseproperly. o Taken from http://my.clevelandclinic.org/heart/prevention/

exercise/pulsethr.aspx:Place the tips of your index, second and third fingers on the palm

side of your other wrist below the base of the thumb. Or, place the tips of your index and second fingers on your lower neck on either side of your windpipe.

o Press lightly with your fingers until you feel the pulse beneath your fingers. You may need to move your fingers around slightly up or down until you feel the pulsing. If placing fingers on neck, be sure you don’t press too hard.

o Use a watch with a second hand, or look at a clock with a second hand.

•Countyourpulsefor6seconds.Multiplythisnumberby10(add a “0”) to get your heart rate (pulse) / beats per minute.

•Giveyourselftimetogetcomfortableusingthismethod.Itwillpay off in the long run!

Canine waste is full of bacteria. When left behind in parks, campgrounds, and yards, it threatens our water supply. When it rains, it runs into rivers, streams, and wells. It only takes one irresponsible petparenttoinfectanentirearea'snaturalsourceofH2O.That'sbecause different types of bacteria like fecal streptococcus, fecal coliforms (E. Coli), campylobacter, and salmonella which is found in pet waste can make humans sick.

Beingpreparedtopickupyourdog'spileeachandeverytimeheor she feels nature call is one way to remedy this growing problem. It'stherightthingtodoforanumberofreasonsasexplainedbyTracy Johnson, Founder of the Pick Up the Pile Campaign. The concerned Austinite was alarmed to see just how many pet parents let this issue go despite city efforts to eliminate public waste. She routinely encounters piles on the sidewalks and recreation areas of the parksthatshevisits.Ratherthankeepquietanylonger,shedecidedto address the problem one pet parent at a time.

Her nationwide campaign went into effect June 1st. Cities around the country took part in educating the public about the dangers ofcaninewaste.Johnsonnotesthatit'sneverbeeneasiertosafelyconceal and discard piles. A number of products have been designed tohelpremedythisproblem.Eventhemostsqueamishpetparentwill have no trouble being responsible once they are introduced to the items Johnson has found online and through pet supply stores.

Johnson believes that education is key to shedding light on this problem. She also thinks the next generation of pet parents will show greater concern for the issue. As a way of introducing young people to the Pick Up the Pile Campaign, she is offering a fun Scavenger Hunt consisting of different Tasks, Trivia, and Finds. Section 1. (a)Eachlotandstructureonthatlotistobeusedforsingle-family

residential living. A single family is defined as being related by blood or marriage, or maintaining a common household as husbandandwife,orbyco-owners.Thismeansthatnon-related“roommates” are not in harmony with the CCR’s.

No part of the Property shall ever be used or caused to be used or allowed or authorized in any way, directly or indirectly, for any business, commercial, manufacturing, mercantile, storing, vending, or other non-residential nature. You can’t run abusiness out of your home.

No boat, trailer, recreational vehicle, camping unit, bus, commercial usetruck,orself-propelledortowableequipmentormachineryofanysort or any item deemed offensive by the Association can park on a drivewayfor48hoursormoreduringaperiodof7consecutivedays.

Vehicles Marked with Business Advertising and Commercial Vehicles

If a vehicle has any kind of business advertising on it, but would look like a normal passenger car, truck or van without the advertising (noladders,racksorotherequipment),itwillbetreatedassuch.Avehicleofthistypethatalsohasequipmentsuchasladdersorracksonit will be classified as a commercial vehicle or commercial use truck. If a vehicle would not normally be classified, even without the business advertising, as a normal passenger car, truck or van then it will follow the rules of a commercial use vehicle and fall under those restrictions.

StorageofBoats,TrailersandOtherVehiclesandEquipment.Noboat, trailer, recreational vehicle, camping unit, bus, commercial use truck,orself-propelledortowableequipmentormachineryofanysort or any item deemed offensive by Declarant or the Association shall be stored on any street in the Property or on any Lot except in an enclosed structure or behind a solid fence, the design of which has been approved by The New Construction Committee or the Modifications Committee, except that during the construction of improvements on a Lot, necessary construction vehicles may be parked thereon from and during the time of necessity therefor. A fence enclosing a boat, trailer, recreational vehicle or the like shall be a solid wood fence at least six feet(6')tallandthesideofsuchfenceexposedtopublicviewshallbe the smooth side. This restriction shall not apply to automobiles orsmallnon-commercialpassengertrucksingoodrepair,attractivecondition and having current registration status, provided that any such vehicles are parked on an improved driveway which has been approved by the New Construction Committee. Storage of approved vehiclesonthedrivewayorstreetright-of-waysisdefinedasparkingwithoutmovement foraperiodor fortyeight (48)hoursormoreduring a period of seven (7) consecutive days. No vehicle shall ever be permitted to be stored on the front or side lawn within view of the public. Removal of a boat, trailer, camper, recreational vehicle or other item restricted by this paragraph for short periods, so as to avoid the intent of this provision, shall not affect the running of the time

periods set out herein. No vehicle shall ever be permitted to park on a driveway at a point where the vehicle obstructs pedestrians from use of a sidewalk.

IT’S IMPORTANT TO NOTE THAT WHILE OUR HOA HAS SPECIFIC RULES TO FOLLOW, THERE ARE ALSO SOME CITY ORDINANCES THAT ARE EVEN MORE STRICT IN REGARDS TO PARKING AND STORAGE.

City Restrictions that must be reported to the PoliceAccording to City Ordinance, a recreational vehicle is any vehicle

or trailer designed for temporary dwelling or recreational purposes, andincludestraveltrailers,pick-upcampers,campingtrailers,motorcoach homes, converted trucks, vans, and buses, boats, boat trailers, personal water crafts and personal watercraft trailers. These, along with commercial use vehicles (any vehicle having a manufacturer’s ratedcarryingcapacityofmorethanoneandone-half(1½)tonsorexceedingtwenty-one(21)feetinlength)andabandonedcarscannotbeparkedonanypublicstreetbetween10pmand6am.Furthermore,in order to have a “trailer” parked on the street at any other time you must have a displayed permit issued by the city, which is good for up to 7 consecutive days and not more than 15 days within a calendar year. So without a permit, you can only park these vehicles on your driveway(butnotmorethan48hoursina7dayperiod).

Vehicles must not block sidewalks when parked on a driveway. When vehicles are parked in the street they must be oriented in the correctdirectionoftravelwiththeexclusionofcul-de-sacsandsemicul-de-sacsinwhichcarsmaybeparkedperpendiculartothecurb.

City of Cedar Park Code of OrdinancesARTICLE17.04STOPPING,STANDINGANDPARKING

REGULATIONSSec. 17.04.004 - DefinitionsTrailer. Includes a semi-trailer, boat or boat trailer, recreational

vehicle, house trailer, pole trailer or any other trailer as defined by Texas Traffic Laws.

(1) For purposes of this article, a recreational vehicle is any vehicle or trailer designed for temporary dwelling or recreational purposes, andincludestraveltrailers,pick-upcampers,campingtrailers,motorcoach homes, converted trucks, vans, and buses, boats, boat trailers, personal water crafts and personal watercraft trailers.

Sec. 17.04.005Parkingprohibitedonstreetsorinright-of-waysinresidential subdivisions

It shall be unlawful for any person to stop, stand or park any vehicle having a manufacturer’s rated carrying capacity of more than one andone-half (1½) tonsor exceeding twenty-one (21) feet inlength (measured from the outer most edge of the bumper or any appurtenances attached to such vehicle to the outer most edge of the bumper or appurtenance attached to the opposite end of such vehicle), any trailer, recreational vehicle, or any abandoned vehicle onanystreetorright-of-wayinanyareazonedforresidentialusesatany time, except as follows:

(5) Recreational vehicles may be parked on the street for a period of not more than seven (7) consecutive days and not more than fifteen (15) days within calendar year, provided they hold a valid permit issued by the city. Such permit shall be issued to the resident or owner of the property and displayed upon the vehicle in public view noting the address where the vehicle is to be parked, date of validation and expirationdate,andvehicleregistrationnumber;

(7) It shall be unlawful to connect a recreational vehicle or utility trailer to any water or electricity, except when it is being readied for use elsewhere or for routine maintenance. It shall be unlawful under any circumstance to connect a recreational vehicle to any sewer, gas, television cable, or other utility line not listed in this section.

Sec. 17.04.010-CommercialvehicleparkingNo vehicle having a manufacturer’s rated carrying capacity of

more than one and one-half (1½) tons or exceeding 21 feet inlength (measured from the outer most edge of the bumper or any appurtenances attached to such vehicle to the outer most edge of the bumper or appurtenance attached to the opposite end of such vehicle), or any trailer, recreational vehicle, or abandoned vehicle shall be parked uponanypublicstreetorpublicright-of-wayinthecitybetweenthehoursof10:00p.m.and6:00a.m.exceptforrepairingorservicingnecessitated by an emergency.

Sec. 17.04.011-ProhibitedparkingareaswherenosignsarerequiredNo person shall stop, stand or park a vehicle, except when necessary

to avoid conflict with other traffic in compliance with the law, or to obey the directions of a police officer or traffic control device, or if the vehicle is located in a designated parking space, in any of the following locations:

(1)Onasidewalkorobstructinganyportionofsuchsidewalk;(2)Withinstreetright-of-wayinfrontoforwithinfive(5)feetof

apublicorprivatedrivewayservingsingle-familyorduplexusesexceptincul-de-sacs,orinfrontoforwithintwenty(20)feetofadrivewayservingauseotherthansingle-familyorduplex(forpurposesofthissection, the driveway does not include the rounded or clipped corner attheintersectionofthedrivewayandthepublicstreet);
