On 04/09/2014 at 2151 hours, I was recalled to duty by Detective Sergeant Rocheleau regarding a Homicide Investigation where a vehicle had

crashed as a result of a shooting of the driver by a passenger. Detective Sergeant Rocheleau requested that I respond to assist Withscene

documentation. I arrived to the West Hartford Police Department and met with Officers Cloukey and Morehouse.

At 2247 hours Officers Cloukey, Morehouse and I arrived to the scene on Prospect Avenue. south of Park Road, in the area of Wendy's

restaurant located at 306 Prospect Avenue. Officers Cloukey, Morehouse and I were briefed by Detective Sergeant Rocheleau.. We then walked

the scene where I took notes as to what was going to be mapped by the total station. Officer Cloukey then ran the total station while Officer

Morehouse and I held the prism poles in order to collect the data points.

After the scene mapping was completed I Officers Cloukey. Morehouse and I then returned to headquarters. The scene was held by Patrol

Officers Lukas and C. Leonard.

On 4/9/2014 at 1830 hours. Officer C. Leonard and I were dispatched to the area of Prospect Avenue and Kane street on the report of a Motor

Vehicfe Accident with injuries. While en route. The AMR Medic who had arrived on scene. reported that it was actually a shooting, and that the

suspect was still on scene. , II , •

Upon my amval, there were several Hartford Officers on scene. As I made my way to the vehicle, I observed a female sitting on the sidewalk

crying. The femate. later identified as Angela Grasso, had what appeared to be blood splatters on the back of her shirt and arms. About this time, A

Hartford Officer. informed me that Angela was the passenger in the vehicle. and that she had shot the driver in the head. At this time, with the

assistance of Officer C. Leonard, I had Angela stand up and placed her in handcuffs, I conducted a limited search of her for anyweapons and did

not locate any. I then escorted Angela to my cruiser and secured her in the back seat. I stayed with Angela until Detective's DelMonte and Birritteri

arrived on scene.

Dat. DelMonte advised Angela of her Miranda Warnings, and briefly spoke to her whire she was in the back seat of my cruiser. Pfease refer to

Det. DelMonte's case for further information regarding their conversation. After Det. DelMonte spoke with Angela, Officer Randazzo conducted a

search of Angela and did not locate anything iUegal. Angela was then placed back into my cruiser. At this time. I asked Det. DelMonte if he wanted

me to stay on scene here with Angela, and I was instructed to transport her to headquarters and wait with her for the Detectives to arrive.

On 04/09/2014 West HartfordPolice officers responded to a report of a motor vehicle accident with injuries in the area of ProspectAve.

and Kane St. Uponarrival) officers qUicklydiscovered that the unresponsive male driver. later identifiedas Jose Mendez, had sustained a gun shot

wound to Ihe head. Jose was later pronounced dead at 51. Francis Hospital. A preliminary investigation revealed that Jose had been shot with a

firearm by the front seal passenger, Angela Grasso, who was later chargedwith one count of C.G.S. 538-55a Manslaughter in the First Degree with

a firearm. Below is a summaryof the preliminary investigation that led to Angels's arrest.

At approximately 1831 hours the West Hartford Police Departmenfs EmergencyReporting Center (ERe) received the first of several

reportsof a motor vehicleaccident with injuries in the area of Kane st. and ProspectAve. At approximately1839 hours the call was escalatedto a

shooting after the on-scene paramedic radioed dispatched that a party had been shot in the head. West Hartford Police later obtained a copy of a

911 call received by Hartford PoHce at approximately 18:30:39 hours. in which an upset female voice states "My name is Angela and I just shot

someone on ProspectAve.1I The female party proceeds to scream and cry before hanging up moments later.

First responding officers discovered a black Chevrolet Malibubearing CT registration 762ZVR that had veered off the road and struck a

fence on the west side of Prospect Ave. Officers observed that the unresponsive male driver. later identified as Jose Mendez. had sustained a

gunshotwound to the head. The interior of the car was covered in a blood Uke substance. Officers made contact with a female party. later identified

as Angela Grasso. who was standing outside on the sidewalk covered in a blood like substance. Angela admitted that she had shot and was

subsequently handcuffed. patted down for weapons, and detained in the back of a police cruiser. Jose was transported to Sl Francis Hospital by

ambulance where he was later pronounced dead at approximately 1930 hours by Dr. David Shapiro.

I read Angela her Miranda rights on-scene and she stated that she had been kidnapped by Jose and had shot him In self defense.

Angela was transported to police headquarters where she was processed for evidence. The West Hartford Pollee Department received a call from

defense attorney Walter Hussey who requested to speak with Angela. I advised Angela of Walter's phone call and she requested to speak with him.

I allowed Angela to make a private phone call in the Detective Division conference room. After speaking with the attorney for several minutes,

Angela agreed to waive her Miranda rights and speak with us.

Detective Birritteri and I conducted an interview ofAngela. 80th audio and video of the interview was recorded. The lengthy interview

lasted over five hours and will be covered in further detail in a future supplement. Below is a summary of statements made by Angela during the

interview:

Angela ran into Jose at a bar in Hartford approximately three weeks ago after not having seen or talked to him since they were teenagers.

This encounter led to a oating relationship, which became intimate. On 04/08/2014 Jose took Angela to see his sister, Stephanie. in East Hartford

and afterwards accused her of flirting with his sister. This led to an argument during a car ride, in which Jose threw Angela's phon t the window

on 1-84West. The arguing continued on and off through phone calls and text messages until 04/09/2014. On this date Jose accused Angera of

cheating on him and told her that she needed to give him $600 or he would kill her and her family. Angela tried to cash a check from First Niagra

Bank at the comer of Park Sf. and Sisson Ave. but arrived minutes after ctosing time. Angela notified Jose of her inability to get the money and he

told her to stay at the bank and that he would meet her there. Approximately 30 minutes later Jose arrived at the bank and told Angela to go to a

different location. Angela drove to Lena's Pizza on Park st. where Jose told her to get In his car. Jose drove Angela to the highway and began

accusing her of giving him an STD. cheating on him, and wanting to become intimate with his sister. On several occasions during the drive, Jose

grabbed Angela by the back of the head and pushed her head face down into the center console area and also into his lap. Jose also spit on

Ange'a at one point during the ride. Jose brought Angela to a clinic in Bloomfield so they could get tested for STD's. Upon arriving at the cnnlc, Jose

told Angela that ifshe tried to run, he would get to her house before she could and would kill her children. Jose and Angela entered the clinic

together, but were told that the clinic had closed for the day. Jose then drove Angela back to Park S1. in Hartford and stated, amongst other similar

threats, that he was going to kill her family and make her watch. Jose drove by Lena's Pizza and told Angela to take a look at her car because this

was the last time she would see it. Jose then said that he was going to take Angela to her house and find out what her family thought about her

giving him an STD. Angela believed at this point that Jose was going to kill her and her family. Jose turned south onto Prospect Ave. from Park St.

and began slOWing down around the Wendy's restaurant. Jose turned to look towards Wendy's and stated that maybe he would stop and get food

first. When Jose turned, Angela grabbed her purse from the passenger rear seat floor, retrieved her pistol from the purse, and fired it one time at

Jose's head. Jose stumped over and began bleeding as the car continued south on Prospect Ave. Angela grabbed the steering wh nd was able

to steer the car off the road, where it collided wUha fence and came to rest. Angela was able to climb out of the vehicle and called 911 and reportedthat she had shot someone.

Angela reported that she feared for her life and believed that Jose was going to kill her and her family. Angela admitted that in the

moments just prior to shooting Jose, there had been no immediate threat or danger posed to her by Jose, such as an assault or a weapon being

displayed. However, Angela stated that when Jose turned to look at Wendy's. she saw this as her only opportunity to stop him from following

through on his threats, which she believed were inevitable. Angela reported that she did not see any other way out of the situation at 1hls time.

Angela reported that she did not call the ponce or reach out for help in public because Jose ctaimed that he would easily bond out jf arrested and

would be able to find her because he knew where she lived.

Angela was booked and charged with one count of C.G.8. 53a·55a Manslaughter in the First Degree with a Firearm. Angela was able to

post the $50,000 surety bond set by Captain Melanson and is scheduled to appear in Hartford Superior Court on 04/1012014.

On 4-10-2014 at approximately 1830hrs, I was dispatched to the area of Prospect Avenue and Kane Street for a reported motor vehicle accident

with injuries. Prior to my arrival, I overheard on the police radio by the AMR Paramedic that the motor vehicle collision was actually a shooting. As J

arrived on scene from southbound on Prospect Avenue at Farmington Avenue, I observed that there werealready several emergency vehicles on

scene parked next to a black sedan that was lodged into a chain link fence on the west side of Prospect Avenue. This fence is on the property of 27

Park Road. The emergency vehicles that were already on scene consisted of WHFD personnel, AMR Paramedic and Hartford Police. As I was

removing medical equipment from my trunk, I was approached by a Hartford Police Officer who told me that the collision was actually a shooting,

that the shooter was on scene and that the gun was still in the vehicle. This Hartford Police Officer pointed at a white female. who was seated on

the ground approximately 15 feet north of the rear bumper of the sedan that was nose-first into a metal chain rink fence and told me that this female

was the shooter. I saw that this female, later identified as Angela Grasso-Cunha. was hugging her knees, was rocking back and forth and was

sobbing. I heard Angela make the statement between sobs IIHe beat me, what did you expect?" I saw that Officer Allen was approaching the scene

on foot trom the north and informed Officer Allen what f had just been told by Hartford Police. I saw that Officer AHen had the female stand up,

handcuffed her and took her away from the scene further north.

In looking at the sedan into the fence, I saw that AMR Paramedic 'Nas leaning into the driver's side door. attempting to establish an airwayand to

use a suctioning tube for the male seated in the driver's seat. I saw that a WHFD Fire Fighter was trying to assist the Paramedic from the open left

render aid from the drivers side of the vehicle. Once on the west side of the fence. I lifted up a section of bent fence and opened the passenger

door of the sedan to see if I could render medical aide. From the open passenger door, I immediately recognized a Glock model 1#26 gen4 with a

finger extension attached to a magazine seated in the pistol, which was on the passenger floorboard next to a purse. I also observed that there was

a black holster for the pistol next to the pistol. I noted that the muzzle of the pistol was not pointing at emergency personnel and that there appeared

to be no foreign obstructions in the trigger guard that could pose an imminent hazard. I did not touch the pistol. A WHFD Fire Fighter requested that

I turn off the vehicle's ignition. I leaned into the sedan. engaged the parking brake and turned off the ignition) removing the key. I placed the key on

the hood of the sedan. I then requested Officer Sachetti to retrieve my Traffic Division departmental camera from the rear of Cruiser #22. While

leaning into the sedan. j heard the driver, later identified as Jose A Mendez. moaning and making gurgling sounds and saw that he was convulsing

as higher trained medical personnel attempted to stabilize him for immediate transport. I saw that Mendezls left eye was closed, but was nearly

bulging out of its socket. I observed what appeared to be copious amounts of a red, blood like substance pouring from Mendez·s ears. nose, mouth

and head. As Mendez was being removed from the vehicle, I saw an abnormal bulge on the left side of ~lendez's head, in the area of his temple.

delegate who would go with Mendez to the hospital. t volunteered to follow Mendez to the hospital and gave Sgt. Creaco the camera with case that I

had just taken photos with. ] informed Sgt Creaco that the pistol was a 9mm Glock that was on the passenger floorboard and that itwas not secu e.

I then followed the AMR Ambulance (lights and siren) to 51. Francis Hospital's Emergency Room.

Once at the ER, doctors and ER staff began treating Mendez for a single gunshot wound to the right temple. I remained with Mendez in the

Emergency Room and observed ER staff remove his clothes for medical treatment and place his property in a paper bag. I later signed for this

property bag (consisting of clothes, shoes, a key ring, a watch and a CT non-driver ID card) and transferred this bag to the custody of Detective

Norton #320, who soon arrived in the EA. I overheard medical staff state that the bullet passed through both hemispheres of Mendez's brain.

Mendez was pronounced dead at 1930 hrs, I was informed by an ER doctor that the Medical Examiner had been notified and he provided me with

M.E. CF5#140563.

Detective Norton and I accompanied the deceased into a private room in the Emergency Department, whereas I assisted Detective Norton in

photographing to scale the gunshot wound to Mendez's right temple. I also assisted Detective Norton in completing a gun shot residue kit on

Mendez' hands (which were paper bagged by hospital staff). Detective Norton and I were informed by Emergency Department Staff that the

deceased would be secured and would be brought down to the morgue. At this point, Detective Norton and I cleared the hospital.

I was requested back to the scene of the crash by Detective Sergeant Rocheleau #258 (among other Traffic Division Crash Reconstruction Team

members) to assist in processing the scene. I assisted Detective S. Ciarleglio #290 in photographing the sedan into the fence by utilizing my

flashlight as an alternate light source. I was then tasked by Detective Sergeant Rocheleau to relieve Officer Lee #309, who was posted at Angela's

car in the rear lot of the Luna's Pizza private property parking lot, and to arrange for West Hartford Auto to tow Angela's car back to the Police

Department for further processing, pending a search warrant. I ensured that Angela's vehicle was not entered and I followed West Hartford Auto

back to the Police Department. whereas West Hartford Auto placed Angela's car into the north side garage bay at 0214 hours on 4-10·2014. I duly

signed a West Hartford Auto Road Service slip that was later forwarded to the Detective Division as an attachment to this case.

On 04/09/2014 at 1830 hours WHPD received a report of a motor vehicle accident with injuries on Prospect Ave. by Kane S1. The AMR

paramedic arrived on scene and notified dispatch that the accident \Vas due to a shooting. I responded to the scene to assist with the

shootiFlg. r ,.~

Once on scene I spoke with Anita Heaven, who witnessed the accident and called 911. While I spoke to Heaven, she was seated in her

vehicle, CT REG 805ZPZ a 2005 Volkswagen Touareg, and stopped on Prospect Ave. behind a Ford Mustang. Heaven provided me with a

sworn written statement that states: I1While pulling out of Wendyts 1observed a black Chevy swerve and ran through the fencing opposite of

Wendy's restaurant. I call 911 and ran to assist. A female exited the vehicle and while trying to assist the driver she was screaming

uncontroUable. She seem a little unsteady. ] dfd not comprehend anything that the young lady was saying she was just screaming.1I

Heaven explained that she was behind the red Ford Mustang south on Prospect Ave. when the black Chevy crashed. Heaven stated that she

went to assist the driver but sawall the blood and did not touch the male driver. Ofc. C. Leonard received a sworn written statement from the

driver of the Ford Mustang, reference his supplement for further details. Heaven was then released from the scene.

vehicle, I saw a male covered in what appeared to be blood and being attended to by the AMR Medic.

J then spoke with the AMR Medic as to the Victim's status. As she continued to render aide. the Medic told me there appeared to be one gunshot

wound to the victim's head and that he did not appear to be doing welL I immediately radio1d dispatch that members of the Detective Division needed

to respond to scene and accompany the victim to the Hospital.

I then instructed Dfe. Cit Leonard to obtain a written statement from the witness. he had been speaking with and for Ofc. Sachetti to do .the same

with the witness he had been speaking with. When Ofc. Sachetti was finished. I had him stay by the vehicle until the Detectives were ready to

process the scene. Ofc. Gionfriddo to look for witnesses at Damon's Tavern. (See these officers follow-ups for more detail)

I then called LT. Estes and briefed him on what had occurred.

When Detective Delmonte arrived on scene, J quickly apprised him of what I knew regarding the incident. I further explained the need for a

Detective to accompany the ambulance to the hospital and the need to determine where this had occurred.Sgt. Creaco and I then decided that Ofc.

Bedford would foJlow the ambulance to the Hospital.

When Detectives Birritteri and Norton arrived, I instructed them that a Detective had to respond to Saint Francis Hospital as it appeared the victim

might die. Jt was decided Det. Norton would go to the Hospital.

On 4/9/14 at 1830 hours, Officers were dispatched to the area of Prospect Avenue a1 Kane Street for a motor vehicle accident. A short time later

'.the Paramedic advised us that a shooting had taken place and the suspect was still on scene. While en-routeto the scene I advised Officers once

the scene was safe to detain any witnesses that may still be on scene , "

Upon my arrtvaJ, I saw a black Chevy (CT Reg 762ZVR) had crashed into a chain liroak fence along the west side of Prospect Ave. This fence is on

the property of 27 Park Rd. Inside the vehicle, I observed a male (later identified as Jose Mendez) covered in what appeared to be blood and being

attended to by the AMR Medic.

There were mUltiple Hartford Officers on scene and I spoke to SGT Ruiz who told me when he was the first to anive on scene. SGT Ruiz told me

the female (later identified as Angela Grasso-Cunha) initially told him that an accident had occurred. SGT Ruiz then looked into the vehicle, and

upon seeing Mendez he did not believe it was just an accIdent. SGT Ruiz stated Grasso-Cunha then told him ·'1 shot him'·,

Officer Allen had already detained Grasso-Cunha in handcuffs and placed her into his cruiser. t instructed Officer Sachetti and Officer C. leonard

to obtain WJittenstatements from the 2 vehicles that were behind the crash. From talking to the witnesses it was determined the incident took place

as the vehicles left the Wendy's parking lot and were driving on Prospect Avenue. See Officer C. Leonard and Officer Sachetti's follow up reports.

Officer Bedford advlsed me that the gun was on the passenger side floorboard. An NCIC check revealed Grasso~Cunhahad a valid pistol permit

and had a Glock 9MM registered to her. The gun on the floorboards appeared to match the gun registered to Grasso-Cunha. However it was not

confirmed at this point as none of the Officers touched the gun.

AMR transported Mendez to St Francis Hospital and Officer Bedford foUowed the Ambulance. Detective Norton later met them at the Hospital. The

scene was then taped off and Officer Lyth blocked all traffic at the intersection of Prospect Avenue at McDonald's. Officer S. Nagte blocked the

intersection of Park Road at Prospect Avenue.

On 4/9/2014 mUltiple 'JVest Hartford Police units, along with A~lR personnel" were dispatched to a motor vehicle accident wlth injuries.

was driving towards the scene to assist with the accident when AMR Medic relayed that there had been a shooting.

Upon Sgt. Creaco's arrival, he stated over the air that he needed an officer to bfock traffic southbound on Prospect Avenue from Park

Road and northbound on Prospect Avenue from the McDonalds near Kane Street. My assigned district was Beat 3 and at 1ha time I was at South

Highland Street and Park Road. so I said over the air that I would block off traffic at Park Road and Prospect Avenue. I set up Police tapa across the

entire street and positioned my crulser, with emergency lights flashing, to block the two southbound travel lanes. I was also instructed to not let any

pedestrians walk southbound on Prospect Avenue elther.

After approximately W/O hours, 5gt. Creaco instructed me to move my cruiser south as to allow patrons in and out of Damon'a Tavern

(located just north of the Wendyl s). but maintain the scene that was still being blocked. I was positioned there for only a few minutes before being

relieved by Officer N. Roman.

At this time. I was asked to report to Headquarters and meet with Detective Delmonte. Upon speaking with Detective Delmonte, he

informed me that at some point he would need me to go to the bathroom with the suspect and collect her clothing as evidence.

On 4/10/2014 at approximately 0250 hours, I was again called 10 the Detective Division. At the direction of Detective Hill, I was in a room

with the female and I collected each individual article of clothing she was wearing, placed each in a separate paper b~g and Jabeled the bag with the

date, time and my signature. I also took photographs of the females arms, legs. chest, back, stomach and a few photographs of her scalp where

she stated the male party pulled her hair. I did not note any physical marks or bruises on the female's body, and other than the pain on her scalp

and the ringing in her ear, she was not complaining of any injuries. The female had a spare outfit in the room that she changed into after I was

finished.

Nothing further at this time.

On 4-9-14 at approximately 1830 hrs., Ofe. Randazzo and I responded to the area of Prospect Ave. between Kane 51. and Park Rd. for

what was initiany reported as a motor vehicle accident with injuries. The first arriving units advised that it was actuany a shooting and that the driver,

who had been shot. sUbsequently crashed into a fence on the west side of the road. Upon our arrival, we were immediately detailed to-see if there

were any witnesses 10 the incident at Wendy's. which is located across the street and just north of where the vehicle came to its final rest.

While at Wendy's. Ofc. Randazzo and I spoke with the few occupants that were still dining in the restaurant and all stated that they had

neither heard nor seen anything related to the incident outside. All present stated that they had merely witnessed the arrival of responding

emergency personnel. I then spoke with Wendy's employee. Barbara Hurst and Wendy's f\llanager Josie Bene. regarding thair surveiJIance system

and whether or not it covered any exterior spots, specifically where the shooting incident had likely occurred. It should be noted that the female

passenger of the involved vehicle, Angela Grasso~Cunha, had been out of the vehicle, prior to and during the initial response and was visible to

anyone inside Wendy's WRO opted to look at the scene.

While speaking with Barbara she stated that she believed that Angela had previously come into Wendy's and had possibly been with a

male. I interviewed Barbara further and she was never very confident in her answers. but stated that a white female with long blonde hair, wearing a

white shirt. had entered the restaurant, walked to the bathroom and then walked out a short time later. Barbara stated she beneved the female had

been with a male. but could not provide a description. Barbara stated that at the time the female walked in, she appeared to be just a normal per

and there was nothing significant about her behavior or demeanor. Barbara stated she could not remember the exact time that the female entered,

but stated it was during one of their busy times and that she only caught a glance of the female as she walked towards the restroom area. Barbara

stated that she thought she saw the female at approximately 1745 hrs, then thought it could have been closer to 1630 hrs., but ccuton't be sure.

Barbara was only sure that she saw a white femalevlith blonde hair in the restaurant earlier in the day and that she believed it was the same one

currently being detained outside. Barbara could not say much about the male that may have been with the female, other than he may have been

wearing a white shirt and possibly had brown hair. I saw Angela while she was still on scene and-observed that she was a white female with blonde

hair I wearing a short sleeve white t-shirt, blue jeans and dark colored sneakers. Barbara provided a sworn written statement regarding her

observations, which was forwarded to Records.

In speaking wi1h Manager. Josie Bene, she relayed to me that the camera system in operation was brand new and had only been instaUed

a week prior. Josie stated that she did not know how to access the recordings and was under the impression that only a district manager or vice

president would have the abinty to operate it. Josie provided me with Michael Paine's phone number, who is a vice president for Wendy's. Michael

was able to make contact with another district manager, who had been through the training for l~e new camera system and was able to walk Josie

through the process to access the recordings. I was able to view the recordings and after doing so, located the female that Barbara had seen. I

observed that this female entered the building from the south side, using the east door. The female was white and had blonde hair. however. she

was wearing a white shirt with what appeared to be a light gray long sleeve shirt over it, as weUas light gray or light blue spandex style pants.

Furthermore, the female who entered the building was wearing black boom that came almost all the way to her knee. This did not match the

description of Angela's current clothing. Ofc. Randazzo had searched An9E!la on scene and also viewed the video, concluding that the female in the

Video was not Angela. The female that Barbara saw enters alone and happens to pass by a male with brown hair, who is looking at her as she exits.

Due to the fact that it is unknown if a recording of the Wendy's video will be readily available, if at all, I took a few still pictures and a video of the

female that Barbara saw enter, who is not Angela. The camera card was given to Det. Hill.

On 04/09/14 at approximately 1841 hours, I was dispatched to a report of shots fired at the intersection of Kane Street and Prospect Avenue.

While on scene. I searched Angela Grasso-Cunha for weapons and contraband; none were found. Grasso-Cunha was wearing a short sleeve

shirt. blue jeans and black sneakers.

Officer Teeter and I went into the Wendy's. located at 306 Prospect Avenue to speak to anyone who may have witnessed the incident. Wendy·s

employee. Barbara Hurst, stated she saw a mala and female that she thought were the people in the listed Malibu. In verbal statements along with a

sworn written statement, Hurst provided the following information: she saw a female with long blonde hair and a male wearing a white shirt walk into

Wendy's through the south entrance. The two walked directly towards the bathrooms. Hurst stated she didn't think the male and female were arguing

or fighting. Hurst also stated the male and female were in Wendy's for about 5 minutes and didn't order any food.

Officer Teeter and I also spoke to the Wendy'S manager. Josie Bene. Bene stated that Wendy·s recently had a surveillance camera system

installed. but none of the cameras recorded anything outside of the building. Bene stated that one camera (camera #4) covers the area of the south

entrance and the hallway that leads to the bathrooms. I viewed the surveillance footage with Officer Teeter. I observed a skinny female with blonde

hair walk into ''''endy's via the south entrance and walk directly towards the bathrooms. The female I saw on the video footage wasn't

Grasso-Cunha. The female on the video footage was wearing a gray long sleeve sweater, gray pants and black boots that went up to the middle of

her calf.

5gt. Rocheleau detailed me with securing the Malibu. No people other than investigating officers came in contact with the Malibu.

Sgt. Camilleri then detailed me with completing a crime scene log for all people entering and exiting the scene. The crime scene log was sis

at 1908 hours. There were some officers and AMR personnel that had arrived on scene and left before 1908 hours. At approximately 1908 hours,

Officer Teeter, Officer Sachetti, Detective Delmonte, Detective Birritteri, Sgt. J. Creaco, 8gt. Camilleri, 8g1. Rocheleau and I were on scene. Several

West Hartford Firefighters were on scene at approximately 1908 hours and left at approximately 1928 hours. Those firefighters included Michael

Boivin. John Brice, James Goggin and Kevin Larsen. Officer Sachettlleft the scene at approximately 2023 hours, Sgt. J. Creaco left the scene at

approximately 2036 hours. AMR medic, Marisa Carriveal, arrived on scene at approximately 2040 hours to retrieve the medic truck. Carriveal left the

scene at approximately 2042 hours. Officer Teeter and I left the scene at approximateiy 0000 hours. Detective S. Ciarleglio arrived on scene at

approximately 2119 hours. Officers Coyne. Cloukey and Morehouse arrived on scene at approximately 2247 hours. Officer N. Roman was on scene

from approximately 2211 hours until approximately 0010 hours. Officer Teeter and I left the scene at approximately 0000 hours, The crime scene log

was forwarded to $g1. Rocheleau in the WHPD Detective Division

On the listed date and time, I was sent to the listed location on the report that a person had been shot inside a vehicle that had sUbsequently

crashed into a fence on.me west side of ProspectAve." ..

I was detailed by 5gt. Camilleri to attempt to locate any witnesses to tlsle incident. I proceeded to Damon's Tavern and askedIff any customers or

.emptoyees witnessed the car hitting the fence or anything that looked usual. A man identified as Rhon Hoilett••an employee of Damon'e Tavern

stated he was on his way into work when he saw a vehicle go out of control and crash into the fence on Prospect Ave. Hoilett stated he and several

other motorists went to help out the two people in the vehicle. Hoilett stated that he and the other motorists helped the female out of the passengers

side of the car. Hoilett stated that she had blood on her and she was crying. Hoilett stated the female said her boyfriend was trying to kill her.

Hoilett stated that he saw the male driver with lots of blood on him. Hoilett stated the male was alive but was not saying anything.

A written statement from Hoilett was secured and is attached with this case report.

J also spoke with staff at Damon's Tavern who stated that there is an outdoor patio camera that is angled south that possibly could record the

entrance and exit of Wendy's and south bound on Propsect Ave where the car hit the fence. Damon's staff are trying to contact the previous owner

of Damon's to get the password to review the video footage and verify that camera is actually recording.

'On 4/9/2014 approximately 2200 hours I was detailed to the area of Lena's Pizza (2053 Park St, Hartford, CT 06106) to locate a vehicle registered to

Angela Grasso·Cunha. I located the vehicle (2009 Toyota Corolla 4·door bearing CT t#471WER) in the rear (south side) lot of Lena's Pizza. The

vehicle was unoccupied and facing south. I observed the vehicle and no one came near the vehicle since my arrival. On 4/10/2014 approximately

0110 hours Officer Bedford relieved my post.

Closed - no further investigation

'have all patrons that were leaving local businesses exiNhe lots and head North towards Park Road. Once the·crime scene was cordoned off I

On 04/09/14 at approximately 2130 hours, Oet. Sgt. Rocheleau contacted me via phone and informed me of a shots fired call in which a person

had died from injuries sustained. That there was a motor vehicle crash involved also. Det. 5gt. Rocheleau recalled me to duty in order to assist

with documenting the scene. I was to assist with the digital mapping of the scene.

I responded to the scene with Officers Morehouse and Coyne at approximately 2247 hours. I observed that a vehicle had was off the road on the

West side of Prospect Ave. The vehicle also struck a fencing. This fencing was partiaUy over the vehicle. I set up the Sokkia Total Station. I

mapped the scene using this Sokkia Total Station in conjunction with a Trimble Nomad Data Collector and Visual Statement MFX software. 'was

assisted by Officers Morehouse and Coyne. I used the NW comer of a storm drain on"the West side of the road. a SNET manhole cover in the

sidewalk on the West side on the Southern portion of the scene, and the NE corner of a storm drain which was on the East side of the roadway as

the 3 reference points. An Accuracy Confirmation check was completed on the Sokkia. It was found to be in proper working order. A total of 162

points were mapped. I later saved one copy as a .VNScene file. one copy as a .DXF file. the Measurements Log as a .PDF and the RAW Data as a

.PDF. These electronic versions were saved on the WHPD Server.

Using the points. I will make a scale diagram of the scene.

On 04/09/2014 at 2154 hours, I 'N8S contacted by Oet. 591. Rochereau. 591. Rocheleau stated that there had been a shooting inside of a vehicle

and that vehicle subsequently struck a fence located on the property of 27 Park Road. 8gt. Rocheleau requested my assistance in helping fellow

Crash Reconstruction Unit members Ofe. Coyne and Ofc. Cloukey, in documenting the crime scene.

Ofe. Cloukey. Ofe. Coyne, and myself arrived on scene at 2247 hours and walked the crime scene to determine items of evidentiary value and to

determine the size of the crime scene. I observed a dark colored sedan off the west stde of Prospect Avenue that appeared to be lodged

underneath a chain link fence on the property of 27 Park Road. Det. S. Ciarlegllo and Oat 5gt. Rocheleau were on scene.

After determining the scene to be mapped. Otc. Coyne and I then manned the prism poles used in the Total Station scene mapping program

while Ofe. Cloukey operated the Tolal Station machine.

After completing the scene mapping. Ofe. CloukeYJ Ofe. Coyne, and myselfturned the crime scene over to Ofe. C. Leonard and Ofe. Lukas.
