Sarah Overdier andCody Boyce met in thefall of 2008 while study-

ing music at OtterbeinUniversity, and havebeen partnering onoriginal music eversince. Their partnershipof differing styles hasresulted in the album“Fewer Things,” a meshof folk and popular stylesthat has attracted a widevariety of listeners.

Levy supporters celebrated Tues-

day night after Westerville voters

approved the district’s second levy

request in five months, saving pro-

grams and more than 200 jobs.

“It’s a very sweet victory. We were

really on the edge of the cliff here,”

said Rick Bannister, co-chairman of

the pro-levy campaign, Our Com-

munity, Our Schools. “To rescue the

schools through the hard work of all

the volunteers and allow us to pro-

vide some stability to our district for

a number of years — it’s really very

special,”The five-year, 6.71-mill emergency

levy passed by 15,223 votes to 14,638

votes, or 51 percent to 49 percent,

according to unofficial results from

the Franklin and Delaware County

boards of elections.

The issue will cost property own-

ers $205.49 annually per $100,000

of assessed property value, with col-

lection beginning in 2013. The levy

will raise $16.54 million each year

for the district.

In November, voters rejected a

combined 4.06-mill property tax and

0.5-percent income tax levy.

Without the passage of a levy, the

district faced a $23-million deficit for

the 2012-2013 school year.

The jobs of 62 custodians and bus

drivers were eliminated at the end of

last year, cutting $5 million from the

budget, and the district outlined more

than $16 million in cuts, including

more than 200 employees, all extracur-

ricular activities, transportation not

required by the state and special pro-

grams, such as the magnet-school pro-

gram.“I’m just

grateful that

we got

a n o t h e r

opportunity to put forth a package to

the voters of Westerville,” Bannister

said. “I think this is really not just a

win for the schools. This is really a

significant win for our entire com-

munity.”

Even with the passage of the levy,

the district will need to trim expen-

ditures next year to balance the bud-

get.Members of the anti-levy campaign

blasted the district, however, saying

that constantly increasing salaries and

benefits for employees created an

unsustainable model that will require

the district to repeatedly return to vot-

ers for more revenue.

The levy may have passed on Tues-

day, Taxpayers for Westerville

Schools representative Jim Burgess

said, but the district still needs to

address its constantly rising budget.

“You still have a problem that needs

to be solved, and they don’t have a

plan for solving it.

They’re still going to

have to come back in

two or three years and

ask for money,” Burgess

said.Burgess said the tax

increase will have a neg-

ative impact on the com-

munity as people con-

tinue to struggle in a

slowly recovering econ-

omy.“It’s going to hurt

folks in the commu-

nity,” he said.

For 39 years the WestervilleArea Chamber of CommerceMusic & Arts Festival has beena summer highlight for arearesidents. Beginning in 1974,the community had no ideathat so many years later theFestival would still be goingstrong.

What started out as a small“street fair” with only 50 artistsexhibiting their work has sincegrown to include more than130 fine artists and craftspeo-ple from around the country.The Festival has changedvenues several times throughthe years to handle growingcrowds of an estimated 20,000people for the weekend event.

While the Chamber’s goalwas to give back to the com-munity, for many of the artists,the involvement and supportof the community is what haskept them coming back yearafter year.

Since its first year, the Cham-ber has continually monitoredthe quality of the festival. TheFestival is juried so that onlyartists selected by a panel ofjudges may participate. TheFestival has also expanded toinclude the exhibitions of heri-tage craftspeople that not onlydisplay and sell their works,but dress in period costumeand give demonstrations.

Another major additionto the Festival has been toinclude youth exhibits as partof the weekend’s events. Thishas allowed young artists tobe a part of a major arts showand display their talents. This

year’s youth art exhibits aresponsored by NationwideChildren’s Hospital Wester-ville Close to Home Center &Roush Honda.

In celebration of Wester-ville’s 150th Anniversary two

years ago, the Westerville AreaChamber of Commerce addeda new exhibit to the Festivalcalled the “Westerville Walk-way” sponsored by KembaFinancial Credit Union. Thissection of the festival includes

civic service organizations andalso features local and emerg-ing artists from Westerville andsurrounding areas.

This year’s festival will beheld Saturday, July 14 from11 a.m. to 9 p.m. and Sunday,July 15 from 11 a.m. to 5 p.m.Expect a one dollar admissioncharge for visitors over theage of 16. Free parking will beavailable throughout the week-end. Two trolleys, sponsored byOhioHealth Westerville Medi-cal Campus, will be transport-ing festival patrons to and fromHeritage Park. Trolley pick-ups include the WestervilleSports Complex and Graeter’sIce Cream (corner of CollegeAve and State St. in UptownWesterville).

In addition to the exhibits,there will be an excitingline up of bands on theNewsRadio 103.9 FM / 920 AMstage as well as music andlocal entertainment on theDelaware County Bank NorthStage, playing a variety ofmusic including R&B, Coun-try, Big Band Jazz, Solo Guitar,Bluegrass, and Classical. Therewill also be a silent auctionheld Saturday from 1 p.m. to9 p.m. and Sunday from11 a.m. to 4 p.m. located inthe Everal Barn, sponsored byMount Carmel St. Ann’s.
