    On December 14, 2011 the Government of Qubec adoptedthe Regulation respecting a cap-and-trade system forgreenhouse gas emission allowances. Qubec thus became thefirst Canadian partner to adopt its own regulation, placing itshoulder to shoulder with California..

    57 percent of Quebecers arent even aware of the cap-and-

    trade program for GHG emissions. The program will requireQuebec companies that produce or import fuels into theprovince, to buy credits in a carbon market involving Quebecand California, as of January 1, 2015 .

    From our analysis, we anticipate a76 percent likelihood of allowanceprices adding around $0.10 pergallon of gasoline in 2015 andaround $0.12 per gallon in 2020(both in 2012 dollars). Here,

    allowance prices would be near theAuction Reserve Price (ARP). Thiswould cause net job losses inCalifornia of 18,050 jobs in 2015and a net reduction in economic

    output of $2.940 billion ashouseholds across the state cutback their spending to affordhigher priced gas .
