INTRODUCTION This paper provides a summary of the 2005 Western Australian election. It contains details of voting for all Legislative Assembly districts, summaries of voting for the Legislative Council, as well as results for the two retail trading hours referenda. A summary of the redistribution is included to assist in analysis of the results. An earlier version of the publication was prepared based on preliminary results released by the Western Australian Electoral Commission. This publication finalises the results, also providing a complete analysis of two party preferred votes and a table comparing party votes in the Legislative Assembly and Legislative Council. In addition, a thorough analysis of preference distributions is provided, for the first time making use of election night preference tallies to analyse the direction of minor party and independent preference. For each Legislative Assembly electorate, details of the total primary and two-candidate preferred vote are provided. Where appropriate, a two-party preferred count is also included. The format for the results is as follows: First Count: For each candidate, the total primary vote received is shown. Percentage votes are calculated as a percentage of the formal vote for each electorate. Swing is calculated by subtracting the percentage vote received by a party at the 2001 election from the percentage received at the 2005 election. Where the parties contesting the district differ from the 2001 election, ‘ghost’ candidates (indicated by “….”) have been included representing candidates not contesting the current election. As a result, all primary swings add to zero, subject to rounding errors. All votes from 2001 have been adjusted to take account of the redistribution. Final Count: Represents the two-candidate preferred count after the final distribution of preferences in an electorate. All formal votes that did not indicate a preference for the final two candidates are included in the total listed as exhausted. Two-candidate preferred percentages are calculated by dividing the two-candidate preferred vote for a candidate by the total votes remaining in the count, that is the formal votes minus the total of exhausted votes. Two-candidate preferred swings are shown compared to the results of the 2001 election. Where the party composition of the final two candidates differs from the 2001 election (eg Churchlands), a ghost candidate appears, and three swing figures are shown. Exhausted Votes Under the WA Electoral Act, ballot papers with a valid first preference vote, but with duplicate numbering in subsequent preferences, remain in the count as formal votes. This type of vote is often termed a ‘Langer’ vote, after the political activist who advocated voting in this manner when the same formality rules applied for Commonwealth elections. During the distribution of preferences, it will not always be possible to determine the next available preference for ballot papers with duplicate preference numbering. As a result, these votes are set aside as ‘exhausted’ preferences at the point in the count where the next available preference cannot be determined. They are not counted towards the final two-candidate preferred count for an electorate. After the distribution of preferences, a candidate is declared elected if he or she receives 50% of the votes remaining in the count, that is the formal vote less the total number of exhausted preferences. Note that where both two-candidate and two-party preferred counts are provided for an electorate, the total number of exhausted votes may be different for the two counts. In the result tables, two-candidate and two-party preferred percentages are calculated as a percentage of votes remaining in the count. An exhausted vote total is also shown, along with a percentage exhausted vote, calculated by dividing the total exhausted vote by the formal vote.

Two-Candidate Preferred versus Two-Party Preferred Results The two-candidate preferred count for an electorate is defined as the final tally after the exclusion and distribution as preferences of votes from all other candidates. At each stage of the count, the candidate with the fewest votes is excluded, and his or her votes are distributed to candidates remaining in the count based on the voter's preferences as filled in on the ballot paper. To achieve victory, a candidate must receive more than 50% of the vote remaining in the count, though in electorates where a candidate achieves victory either on the primary vote or before the final distribution of preferences, the two-candidate preferred count is carried out in full for information purposes. The two-party preferred count represents a distribution of preferences between candidates representing the Labor Party and the Liberal-National Party Coalition. Candidates are again excluded based on lowest progressive vote, though at some points the second lowest candidate is excluded to retain candidates representing Labor and the Coalition. In most cases, the two-party preferred count will be the same as the two-candidate preferred count. At the 2005 election, seven districts (Alfred Cove, Churchlands, Greenough, Merredin, Roe, Stirling, Vasse) did not finish as two-party preferred contests. The Western Australian Electoral Commission performed separate two-party preferred counts in these districts, and these counts have been included where appropriate throughout this publication. At the 2001 election, 11 electorates did finish as two-party preferred contest. With the retirement of two sitting Independent MPs, as well as the extensive redistribution ahead of the 2005 election, this created classification problems for the 2005 election. In line with the pattern of candidacy, two-candidate preferred counts for 2001 have been estimated in the electorates of Alfred Cove and Churchlands. In South Perth and the re-drawn electorate of Central Kimberley-Pilbara, the 2001 results have been converted to use two-party preferred counts following the retirement of sitting members. In six further electorates (Greenough, Merredin, Moore, Nedlands, Roe, Wagin), the two-candidate preferred finishes in 2001 have been ignored, with two-party preferred estimates used instead. In the electorate of Vasse, the 2001 two-party preferred count has been used despite the sitting Liberal MP resigning and contesting the 2005 election as an Independent. Notes on Redistribution A summary of the redistribution is provided on page 48. This includes new margins for all seats, along with notes on members who retired or shifted to new seats. More details on the redistribution can be found in the publication 2003 Electoral Distribution Western Australia: Analysis of Final Boundaries. Note that following the publication of proposed polling places for the 2005 election, minor changes were made to the estimated margins in Darling Range, Wagin and Warren Blackwood. The redistribution also produced minor changes to the boundaries of the Legislative Council regions. None of these changes producing significant changes to party support in each region. The Legislative Council summary table following page 30 do not take the redistribution into account. By-elections and Resignations Details of the Nedlands and Merredin by-elections can be found on page 50. Details of Legislative Council casual vacancies can be found at the same page. Note that redistribution calculations are based on the results of the 2001 election and have ignored the two by-elections. At the 2001 election, the district of Vasse was won by Mr Bernie Masters for the Liberal Party. After losing party endorsement, he contested the 2005 election as an Independent. His seat has been classified as Liberal-held based on the results of the 2001 election, though he is shown in the results for Vasse as the sitting MP.

With the retirement of Mr Philip Pendal (IND, South Perth) and Larry Graham (IND, Pilbara), both seats have been classified according to their estimated two-party preferred margin according to 2001 results. South Perth became a notional Liberal seat and the new seat of Central Kimberley-Pilbara a notional Labor seat. However, in the summary on page 5, both seats are shown as having changed party status at the election. Non-registered Political Parties At the 2001 election, Liberals for Forests was not a registered party. However, votes for 2001 Liberals for Forests candidates have been indicated where appropriate in the historical figures in each table. Note that the Liberals for Forests vote in Alfred Cove is shown against sitting Independent MP Janet Woollard. Despite being associated with Liberals for Forests, and the party being registered in 2005, Woollard contested the 2005 as an Independent. Sitting Member Indicators An asterisk "*" is used to indicate any candidate who was a sitting member of the chamber they were contesting. This is the case even where the sitting MP contested a different electorate or region. Details of members who contested different electorates can be found in the redistribution summary on page 48 At the 2001 election, the electorate of Vasse was won by Mr Bernie Masters for the Liberal Party, but he subsequently resigned from the party to sit as an Independent. While Mr Masters is shown as the sitting Independent MP, in most tables his electorate has been classed as a Liberal-held electorate. Details of retiring, defeated and newly elected members can be found on page 46. Details of members changing seat can also be found on this page, and also on the summary of the redistribution on page 48. Preference Tables Details of the distribution of preferences in 54 of the 57 Legislative Assembly districts have been included in tables beginning on page 51. These tables are based on the indicative throw of preferences conducted in polling places on election night. These counts are performed for information purposes to provide more accurate preference counts to the election tally room. The indicative preference throws are not part of the official election count and are not audited against the final election returns. However, the counts are the only source that identifies individually the final destination of preferences for each candidate that is excluded in the formal distribution of preferences. The tally sheets from the counts have been made available to the author for analysis with the co-operation of the Western Australian Electoral Commission. The preference tables are based on all votes cast in electorates on polling day and represent around 75-80% of the formal vote. The tables provide totals of the final destination of preferences for each candidate excluded during the distribution of preferences. This provides a more accurate estimate of preference flows by candidate than the traditionally published distribution of preferences carried out to finalise the election count in each district. Full details of how the totals were derived can be found on page 51, with tables for each district, and total tables for each party on following pages. An Excel spreadsheet breaking down the distribution of preferences by polling place is available from the author.

Legislative Council Casual Vacancies Lynn MacLaren (GRN, South Metropolitan) was elected to replace Jim Scott (GRN) on 15 February 2005. Scott resigned to contest the lower house seat of Fremantle. MacLaren retained her seat until 21 May 2005 despite failing to be elected at the state election on 26 February 2005. Kevin Leahy (ALP, Mining and Pastoral) was elected to replace Tom Stephens (ALP) in September 2004. Stephens had already won ALP pre-selection for the state seat of Central Kimberley-Pilbara, but resigned early to contest the 9 October 2004 federal election following the untimely death of the endorsed Labor candidate for Kalgoorlie. Stephens did not win Kalgoorlie, but was elected to the Legislative Assembly to represent Central Kimberley-Pilbara on 26 February 2005. Leahy did not seek to contest the 2005 state election.

Distribution of Preferences in the Legislative Assembly Until the 1980s, Returning Officers only performed a distribution of preferences in districts where no candidate received a majority of the primary vote. In the last two decades, it has become standard practice to carry out a distribution in every district for information purposes, even if not required to determine the winner. It is also now common to perform alternative distributions to determine separate two-party and two-candidate preferred counts. However, as the official distribution of preferences is carried out by successively excluding the candidate with the lowest total of votes, it is not always possible to be certain of the final destination of an excluded candidate's preferences. The following table illustrates the problem for Balcatta at the 2005 election.

Kobelke ALP 12,489 +236 12,725 +1,581 14,306 Exhausted +14 14 +22 36 Ignoring the small number of exhausted preferences, 811 Christian Democrat ballot papers (64%) had a second preference for the Liberal candidate, 236 for the Labor candidate (19%), and 217 votes (17%) had a second preference for the Greens. The problem is, we cannot know the third and effective preference between Labor and Liberal candidates of these 217 Christian Democrat votes with second preferences for the Greens. For the same reason, the presence of these 217 Christian Democrat ballot papers when the Green candidate is excluded makes it impossible to be certain of the preferences on the 2,122 ballot papers with first preference for the Greens. Information on the final destination of preferences from minor candidates is not collected as part of the official count. However, preliminary preference counts on the final destination of preferences are collected on election night to allow the reporting of two-candidate preferred counts to the tally room. The process works by two candidates in each district being nominated beforehand as the likely final contenders. On election night, after the completion of the primary count in each polling place, the ballot papers of all 'other' candidates are re-examined to determine the final preference choice between the two nominated candidates. A tally of the final preference choice for each excluded candidate is made, the total reported to the tally room as the 'indicative' preference count. These counts are not a final count, merely data collected to improve election night reporting. All votes are re-examined for formality once returned from polling places, and the formal distribution is not done until the finalisation of the primary count in each district. The original indicative preference tally sheets from polling places are simply filed away with other administrative documents. With the co-operation of the Western Australian Electoral Commission, the indicative preference count tally sheets have been made available to the author for further analysis. The tally sheets for each polling place have been entered into a spreadsheet. Totals for each district have then been calculated allowing an analysis of the destination of preferences for each excluded candidate and party. For instance, the table below provides an analysis of preferences for Balcatta based on the election night tally sheets. It removes the confusion caused by intermediary preferences.

The tables that follow provide final distribution counts for 54 of the 57 Legislative Assembly Districts. Tables for Girrawheen, Moore and Stirling have not been included as the election night count was conducted between candidates that proved not to be the final two contestants. A small number of tally sheets were missing and several others were excluded because of obvious errors. It must be stressed that missing and erroneous tally sheets from polling places do not reflect any error in the final count. The tally sheets are only for election night reporting purposes. All votes are re-counted once returned from polling places. Indicative preference counts were not performed for declaration votes, so the tables only represent votes cast within election districts on polling day. As the distribution of how-to-vote material by supporters of candidates and parties is greatest on polling day, it may be the flows of preferences shown in the tables is slightly stronger than would be the case once postal, absent and pre-poll votes are included in the count. Votes cast on election day generally represent 75-80% of the total vote. In the final count for Balcatta, there were 1,278 Christian Democrat, with 982 votes or 77% included in the indicative preference count. If the percentage preference flows in the second table are applied to the total primary votes from the first table, the correct two-party preferred percentage is produced. This suggests the indicative preference counts are a reliable guide to the distribution of preferences. As well as assisting voters in casting a formal vote, candidates distribute how-to-vote material in an attempt to increase their primary vote, and also to influence supporters on the direction of preferences. The tables that follow therefore measure the appeal of the final two candidates to each of the supporters of excluded candidates, and also measure the effectiveness of attempts by candidates to control the flow of preferences using how-to-vote cards. In most seats the Greens directed preferences to Labor, the Christian Democrats and Family First to the Liberals. In several seats, the Greens directed preferences first to the Nationals or made open or split preference recommendations. In Darling Range and Dawesville, the Christian Democrats and Family First made particular decisions to direct preferences against Liberal candidates based on their past voting record on abortion. State wide how-to-vote material has been used to determine Labor, Liberal, National, Green and Christian Democrat preferences. State wide how-to-vote material could not be located for Family First and One Nation, but Family First's recommendations in Darling Range and Dawesville received separate news coverage. Tables have been annotated where a party varied from its standard state wide preference decision.
