Terry Martin has 38-years involvementas a town planner in urban andregional affairs in Western Australia,including providing consultancy servicesto government and private sectorclients on planning process, strategydevelopment and policyimplementation. Major projectsundertaken by Terry include urbandesign of regions, cities and suburbsfor both long term and rapid growthscenarios in Australia, New Zealandand China.
Ms Verity Allan,professions/communityrepresentative
Verity Allan is a planning consultantspecialising in sustainable developmentand assessment. Until early June 2003,Verity managed the Housing IndustryAssociation’s environment, planningand development service stream andsuccessfully introduced and managedthe GreenSmart sustainable buildingand construction program in WesternAustralia. Verity has also held seniorpositions in State and localgovernments. Her experience has beenbroadened by appointments to boardsand committees over many years.
Ms Carey Curtis,professions/communityrepresentative
Carey Curtis is Senior Lecturer with theDepartment of Urban and RegionalPlanning at Curtin University. Careyteaches and researches in the field ofsustainable transport, including landuse and transport integration, traveldemand management, transportplanning and urban design.

Corinne MacRae has been a Councillorof the Town of Cambridge since 1995,having previously served on the PerthCity Council prior to its dissolution inlate 1993. In the interim she was amember of the Cambridge AdvisoryCommittee during 1994-95. During herfour-years as Town of Cambridgerepresentative on the Western SuburbsDistrict Planning Committee, Corinnechaired the committee for two-years,and in the same period served as amember of the Perth Region PlanningCommittee.
Cr Judith Tomlinson, non-metropolitan localgovernment representative
Judith Tomlinson has been a Councillorof the Shire of Chittering since 1991.Judith has been appointed tonumerous community consultationgroups, ranging from local progressassociations to representing the Shireat State level meetings, and hasdeveloped a broad knowledge of townplanning, road infrastructure, waterresource management, andenvironmental issues.
Mr Greg Martin, Director General, Department forPlanning and Infrastructure
Greg Martin was appointed DirectorGeneral of the Department forPlanning and Infrastructure in July2002, prior to which he wasCommissioner of Main Roads WesternAustralia. Greg has engineering andcommerce degrees, a Master ofScience and a Graduate Diploma inUrban Systems.
Mr Derek Carew-Hopkins,A/Chief Executive, Departmentof Environment
Derek Carew-Hopkins is the ActingChief Executive of the Department ofEnvironment which includes theDepartment of EnvironmentalProtection and the Water and RiversCommission. Derek graduated from theUniversity of Central Queensland witha specialty in water resources. He hasspent a large part of his career workingfor the water agencies in WesternAustralia and is recognised for hisexpertise in groundwater managementand protection.
Mr Paul Frewer, Planning professional
Paul Frewer is the Executive Director,Integrated Planning and Policy,Department for Planning andInfrastructure.Paul has worked inprivate industry, and planning andpolicy areas of Government. He hasextensive experience in land useplanning, environmental and naturalresource planning, and regional andeconomic policy. Paul is a member of anumber of external boards andcommittees, and is a member of theRoyal Australian Planning Institute.
Cr Kevin Fong, Regional representative
Kevin Fong has been involved in landand economic development issues, asan advocate for practical reconciliationand Aboriginal and Torres StraitIslander affairs. This included 10-yearswith the Commonwealth governmentand three-years as Director ofManagement Consulting with a Perth-based national accounting andconsulting firm. Kevin was President ofthe Shire of Broome from 1999 to May2003.

Executive, Finance andProperty CommitteeThe Committee performs theadministrative, financial and propertyfunctions of the WAPC. Most of itsactivities centre on monitoringdevelopment projects, the acquisitionand disposal of property and associatedcapital works. Statutory Planning CommitteeThe Committee is the WAPC'sregulatory decision-making body. Itsfunctions include approval of thesubdivision of land, approval of leasesand licences, approval of strataschemes, advice to the Minister forPlanning and Infrastructure on localgovernment town planning schemesand scheme amendments, and thedetermination of certain developmentapplications under the MetropolitanRegion Scheme. During the year, theCommittee met 50 times andconsidered 666 reports.

Infrastructure Co-ordinatingCommitteeThe Committee advises the WAPC onplanning for the provision of physicaland community infrastructurethroughout the State. It has thepowers to co-ordinate the metropolitandevelopment program, the countryland development program and theprovision of infrastructure for landdevelopment. The WAPC has also created anumber of regional and specialpurpose committees to assist withits land use planning activitiesacross the State. Committees mayhave specific tasks or beestablished, as needed, to address aone-off situation. The power tocreate a committee is providedunder section 19 of the WesternAustralian Planning Commission Act1985. The WAPC sets themembership and terms of referencefor these committees.
The authority to make decisions isgiven by the WAPC to somecommittees under a delegationarrangement that is provided insection 20 of the WesternAustralian Planning Commission Act1985.
Part of implementing theMetropolitan Region Schemeconcerns the management of landreserved and bought for parks andrecreation. Of all the regionalparklands owned and managed bythe WAPC, two parks - WhitemanPark and Araluen Botanic Park -have management boardsoverseeing activities.
Central Perth PlanningCommitteeThe Committee was established tooversee and provide direction forplanning in the Perth Central Area. Itexercises delegated authority to dealwith the City of Perth town planningscheme and scheme amendments; theMetropolitan Region Scheme andamendments; subdivisions, strata titles,leases and licences; and developmenton reserved land within the City ofPerth. The Committee met 10 timesduring the year and considered 44reports.
