Statute No. 26.Guild of Undergraduates.1. There shall be a Guild of Undergraduates, which

shall be the recognised means of communication betweenthe Undergraduates and the governing authority of theUniversity.

2. Objects.--The objects of the Guild shall be:(a) to foster all that tends to the advancement of

learning and the ennoblement of life;(to) to provide means of social intercourse between

the students at the University;(c) to provide facilities for and to encourage

amateur sport at the University;(d) generally to further the common interests of

students at the University.3. Membership.The Guild shall consist of(a)

Members and (b) Associates.(a) Members shall comprise all matriculated stu-

dents attending qualifying courses at theUniversity. The question whether a givencourse is a qualifying course or not shall bedecided by the Vice-Chancellor.

(b) Associates shall comprise those admitted underthe following clauses:

(i) Any member of the Staff or any person whohas attended qualifying courses at the Uni-versity may, at the discretion of the GuildCouncil (as hereinafter defined), be ad-mitted as an associate of the Guild on pay-ment of the usual annual subscription ofthe Guild;

(ii) A person may be elected as an HonoraryLife Associate of the Guild, provided that(a) one month's notice has been given ofintention to nominate such person; (b)such nomination to be approved by a two-thirds majority of those present at a gen-eral meeting of the Guild, upon the noticepaper of which such nomination is setdown, and confirmed at the next subsequentmeeting; (c) election under this clauseshall be subject to the confirmation of theSenate;

(iii) A visitor from another University who pos-sesses qualifications similar to those re-quired from a member or an associate ofthe Guild may be admitted as an honoraryassociate for a period of one month: pro-vided that his nomination be signed by twomembers of the Guild Council, or by anofficer of a University Club or Society, andone member of the Guild Council;

(iv) A past member may, at the discretion of theGuild Council, be admitted to Life Asso-ciateship upon the payment of ten (10)guineas, which may be paid in one sum, ifdesired, provided that this section shall notapply to:

(1) members of University TeachingStaff;

(2) students attending lectures or en-gaged in research at the University;

(3) membersmembers of University SportingClubs.

(e) An associate shall be entitled to the privilegesof full membership, excepting that he maynot sit on the Guild Council or Sports Coun-cil, nor shall he be entitled to vote at anymeeting of the Guild.

4. Management.(a.) The Guild shall be managed by a Council elected

each year.(b) The powers and duties of the Council shall be:

(1) to represent the students in matters affectingtheir interests;

(2) to afford a recognised means of communica-tion between the students and the Universityauthorities;

to promote social and academic unity amongstudents.

(c) The Council shall have power(i) to engage and employ servants; to expend and

invest moneys; to open banking accounts;and, generally, shall have the control of thefinancial affairs and of the property of the

(ii) to acquire and dispose of property, and to enterinto contracts; provided that no action shallbe taken under this subsection without refer-ence to the Vice-Chancellor, who shall havepower to suspend action pending the decisionof the Senate;

(iii) to make By-laws for the conduct of its owndomestic matters: provided that these are notinconsistent with this Statute or regulationsunder this Statute, and such By-laws shall bereported to the next meeting of the Guild;

(iv) to impose fines on members, associates, oraffiliated clubs and societies infringing anyBy-law; provided that the limits of suchfines shall be clearly stated in the By-laws.

(d) All Guild property shall be vested in the GuildFinance Committee, consisting of the President, Treas-urer, and the representative of the Senate duly ap-pointed for the time being, subject to Clause 4 (c) (ii)above, and they shall deal with the property as directedby resolution of the Guild Council (of which an entryin the Minute Book shall be conclusive evidence) andthey shall be indemnified against risk and expense outof Guild property.

(0 The Guild Council may, with the written consentof the Senate in each case first had and obtained, andsubject to such terms and conditions as the Senate maytin pose

(1) lake on lease any part of the University build-ings or any other real property the control.and management of which is at any timevested in or acquired by the University;

(2) take on lease or on hire agreement (with orwithout a right of purchase) any personalproperty.

Every lease or hire agreement shall be taken in thename of the Guild Finance Committee.

The University shall not be directly or indirectlyliable for any rent or purchase money or other moneypayable and or in respect of any obligation undertakenliy the Guild or its Finance Committee in any such leaseor hire agreement, and, further, the Guild or the FinanceCommittee of the Guild shall indemnify the Senateagainst any damage to the buildings or fittings result-ing from such lease or hire agreement.

5. Expulsion of Members:(a) The Guild of Undergraduates shall have power

to recommend to the Senate the expulsion ofany member;

(b) The Guild Council shall have power to expelany associate; subject to the right of appealin the manner laid down by the Regulationsmade under this Statute.

6. The annual subscription to the Guild shall notexceed two guineas.

7. A copy of the annual balance sheet shall each yearbe forwarded to the Academic Board for transmissionto the Senate.

S. Subject to the provisions of this Statute, theGuild of Undergraduates may make Regulations for itsinternal management and administration, the electionof its officers, and alteration of its Regulations, and allother matters requiring regulation; but all Regulationsshall be subject to the approval of the Senate.

9. This Statute shall come into operation on the firstday of October, 1932.

10. Statute No. 16 is hereby repealed.
