    Note 2:Alaska Chadux coverage has been extended until January 30, 2014 for thosevessels that had coverage to operate or transit in the WAK COTP Zone during calendaryear 2013, so that there is no gap in coverage.

    Applicability

    This applies to the following vessels transiting or operating in the Western AlaskaCOTP Zone extending out 200 nm when bound to or departing from a US port:

    Nontank vessels including those carrying oil as a secondary cargo (AK-APC-NTV)

    Tank vessels (WA-APC-T)

    This does NOTapply to the following vessels:

    Tank vessels calling Cook Inlet that obtain OSRO coverage from CISPRI viatheir charterer.

    Tank and Nontank vessels on innocent passage (not bound for or departingfrom a port or place in the US)

    Alaska Maritime Prevention and Response Network

    The Alaska Maritime Prevention and Response Network (AK-MPRN) is a non-profitorganization established to implement the administrative, operational and equipmentprocurement components of the AK-APC-NTV and WA-APC-T. The intention of thenetwork is to establish and maintain the following risk reduction measures and oilpollution prevention capabilities.

    Maintenance, expansion and operation of an AIS (Automatic IdentificationSystem) and satellite vessel tracking network in Western Alaska monitored bya 24 hour watch capable of early detection of vessels sailing on higher riskroutes, disabled vessels and locating vessels capable of providing assistance.The AIS watch will provide notification of the above elevated risk events to theCoast Guard, the vessel or the vessels owner or operator or QI as appropriate.

    Operation of a satellite tracking network that will track towing vessels that mayprovide assistance to disabled vessels and prevent a grounding and potentialtotal loss of vessel and crew, cargo and oil spill.

    Expanded oil pollution prevention equipment capabilities, including but notlimited to emergency towing systems, oil containment boom, oil skimmers and

    temporary storage containers.

    Enrollment and Fees

    Participation in the APC is accomplished by enrollment with the AK-MPRN. Anonline enrollment form is available on the AK-MPRN website at:

    After completing the form, please print, sign and return it per the instructions providedon the form.An invoice with wire instructions from AK-MPRN will be issued withinone business day of receipt of the completed enrollment form.

    Nontank vessels including vessels carrying oil as a secondary cargo that enroll in theAPC are required to pay fees based on total fuel oil capacity per the schedule below:

    A 0 2,500 $1,500

    1 2,501 10,000 $2,500

    2 10,001 25,000 $4,500

    3 25,001 or greater $6,500

    Oil tankers that enroll in the APC are required to pay fees of $7,500 per vessel/per

    calendar year. Enrollment is valid for the duration of the calendar year and should berenewed on an annual basis as appropriate.

    A Confirmation of Participation will be issued by the network upon receiving thecompleted subscription form and payment in full.

    Note: OBrienscannotenroll vessels into the AK-APC-NTV or WA-APC-T with theAK-MPRN on your behalf.

    State of Alaska Compliance

    Enrollment in the AK-APC-NTV is intended only to facilitate compliance with federal

    regulations. A portion of the enrollment fees for the AK-APC-NTV will afford accessto Alaska Chaduxs resources to satisfy USCG regulatory requirements. However,enrollment in the AK-APC-NTV does not currentlysatisfy State of Alaskarequirements.

    Those nontank vessels enrolled in the AK-APC-NTV that make port calls or operate inState of Alaska Waters (0-3nm) of the Western Alaska and/or Prince William Sound

    COTP Zones must also continue to comply with the State of Alaska contingency planand COFR requirements.

    This includes obtaining separate local OSRO coverage with Alaska Chadux

    Corporation either directly or through your current Response Planning Facilitator

    (RPF).

    Actions Required

    For applicable vessels the following is required:

    Enroll in the APC Review the APC Compliance Checklist made available by the AK-MPRN Provide Witt OBriens a copy of the Certificate of Participation from AK-

    MPRN Provide the Vessel Master a copy of the following:

    o APC Operating Procedureso

    APC Acceptance Lettero Certificate of Participationo

    Updated VRP/NTVRP Approval.

    Note:Masters must strictly adhere to the operating procedures.

    We will provide copies AK-MPRN certificate to USCG HQ requesting issuance of anupdated VRP/NTVRP approval authorizing operations in the WAK COTP Zone.
