    FOREWORD

    Driving a motor vehicle in West Virginia is a privilege that carriesmany responsibilities. This privilege must irst be earned and thencare ully guarded or it may be lost.

    Your well-being, as well as the sa ety o the occupants in your vehicle,depends upon your ability to operate a motor vehicle. In addition, thesa ety o occupants in other vehicles, each pedestrian, and bicyclist alsodepends directly upon your ability to operate a motor vehicle. As a licenseddriver, you have the privilege to drive because you have success ully shown thatyou possess the knowledge and skill to be a sa e driver.

    However, the driving privilege can be lost i you do not continue to showyou are a sa e driver. You can lose your license or a short time, a long time, or ali etime. This manual is only a partial digest o West Virginia motor vehicle laws.As a prospective driver, you should become amiliar with all o the in ormationin this manual. It will enable you to pass the driver examination and help youbecome a good driver.

    Generally, the majority o applicants or a drivers license will be operatorso regular passenger vehicles, pickup trucks, or vans (Class E). This handbook isdesigned to provide you with the in ormation you need to obtain and keep aClass E license. This handbook guides you in ollowing the laws and rules o theroad, explains the best practices necessary to avoid crashes, and encouragesconsideration or the rights o all users o the highways. Other manuals andhandbooks are available or commercial drivers and motorcycle operators.

    D E F I N I T I O N S

    Acceleration Lane: Extra lane on the side o a high-speed highway that permits you to enter the highway to pick up speed be ore merging with tra c in through lanes

    Antique Vehicle: Motor vehicle that is over 25 years old and is owned solely as a collectors item or participation

    in club activities, tours, parades, and similar use, but not to be used or general transportationAuthorized Emergency Vehicle: Fire, police, chartered rescue squad, ambulance and other emergency vehicles

    Blind Spots: Areas on both sides o vehicles where you cannot see without turning your head

    Blood Alcohol Concentration (BAC): The amount o alcohol in the bloodstream. For drivers over the ageo 21, it is against the law to drive i the BAC is 0.08% or higher. For drivers under the age o 21, it is against the law to drive i the BAC is 0.02% or higher

    Bus: Motor vehicle designed or carrying more than seven passengers and used primarily in the transportationo persons or compensation

    Commercial Driver: Any person who drives a commercial motor vehicle or any purpose on public streetsor highways

    Commercial Motor Vehicle: Any motor vehicle with a gross vehicle weight rating (GVWR) o 26,001 poundsor more or designed to carry 16 or more passengers, including the driver, or to transport hazardous materialsin any weight class requiring the vehicle to be placarded

    Deceleration Lane: Tra c lane adjacent to regular tra c lanes that permits vehicles leaving the highway to reduce speed without obstructing through tra c

    Divided Highway: Highway with separate roadways or tra c proceeding in opposite directions, separated by an unpaved strip o land, a raised median, or other physical barrier

    Driver: Any person who drives, operates, or is in physical control o a motor vehicle, in any place open to thegeneral public or purposes o vehicular tra c, or is required to hold a drivers license

    Drivers License: A permit or license issued by this state to a person that authorizes the person to drive amotor vehicle o a specifc class or classes subject to any restriction or endorsement contained therein

    Driving Under the Infuence (DUI): Driving any motor vehicle while under the in uence o alcohol, drugsor controlled substances

    Farm Tractor: Motor vehicle designed and used primarily in agricultural situations or drawing plows, mowingmachines, and other implements o husbandry

    Following Distance: Space cushion between your vehicle and the vehicle directly ahead o you

    Graduated Drivers License (GDL): A 3-phase graduated licensing program, or ages 15 to 18, that allows young drivers to develop their driving skills and sel -confdence in a series o sa e, measured steps. Each phasehas its own requirements and restrictions

    Highway: Entire width between boundary lines maintained and open to the use of the public for the purposeof vehicular travel

    Implement o Husbandry: Vehicle that is designed or, or adapted to, agricultural purposes and used by theowner primarily in the conduct o agricultural operations

    Implied Consent Law: West Virginia state law provides that each licensed driver agrees to take a chemical test i charged with driving under the in uence. Failure to submit to this test will result in suspension o thedriving privilege or at least one year

    Interchange: System o interconnecting roadways in conjunction with one or more grade separations, providing or the exchange o tra c between two or more roadways on di erent levels

    Intersection: Area common to two or more highways that meet at or near right angles, whether or not onehighway crosses another

    Low-Speed Vehicle: Low-speed vehicle means a our-wheeled motor vehicle specifcally manu actured asa low-speed vehicle so designated on the manu acturers certifcate o origin (MCO). Modifed gol carts and ATVs do not meet the defnition. Low-speed vehicles may only be operated on private roads, on public roads,and streets within the corporate limits o a municipality where the speed limit is not more thantwenty-fve (25) miles per hour

    Merging Tra c: Vehicles entering moving lanes o tra c rom adjacent lanes on the le t or right

    Moped: Motorcycle or motor-driven-type cycle that is equipped with two or three wheels, oot pedals to permit peddling, and an independent power source providing a maximum o two horsepower. The maximumengine displacement is 50 cc (cubic centimeters) and the maximum speed is 30 mph

    Motorcycle: Motor vehicle, excluding a tractor, with a seat or the use o the rider, and designed to travel onnot more than three wheels in contact with the ground.

    Motor-Driven Cycle: Motorcycles, including every motor scooter with a motor that does not exceed 250 cubic centimeters, excluding mopeds

    Motor Vehicle: Avehicle that is sel -propelled but not operated upon rails

    Operator: A person who drives a motor vehicle, is in actual physical control o a motor vehicle, or is steering avehicle being towed by a motor vehicle, upon a highway

    Pedestrian: Any person traveling on oot

    Revocation: Drivers license and privilege to drive a motor vehicle on public highways are terminated and shall not be renewed. Under certain circumstances, an application or a new license may be presented and acted upon by the DMV

    Right-O -Way: Privilege o the immediate use o the highway

    Roadway: Portion o highway improved, designed, or ordinarily used or vehicular travel, exclusive o the

    berm or shoulder School Bus: Motor vehicle owned by a public governmental agency, or privately owned and operated or thetransportation o children to and/or rom school

    Suspension: Drivers license and privilege to drive a motor vehicle on the public highways are temporarily withdrawn

    Wireless Communications Device: A handheld device used to access a wireless telephone service or a text messaging device

    CHAPTER IDRIVERS LICENSE INFORMATION

    Who Must Be Licensed?

    I you live in West Virginia and want to drive a motor vehicle on public roads, you must have a WestVirginia drivers license, unless you are expressly exempt. You must carry your license with you when you

    drive.Who is Exempt?

    Any person operating a motor vehicle in the armed services o the United States in the per ormance o o ciduties

    A nonresident who is at least 16 years old and has a valid license rom another state or country (limited to 90days in a calendar year)

    A nonresident who is attending a West Virginia college or university and has a valid license rom another stat

    Who Can Be Denied a License?

    Any person who is a habitual user o alcoholic beverages or is addicted to the use o narcotic drugs Any person whose license has been suspended or revoked by this state, any other state, or oreign jurisdiction

    until the expiration o the suspension or revocation period

    Any person who the Commissioner o Motor Vehicles has good cause to believe would be hazardous to publisa ety or wel are when operating a motor vehicle

    Any person who is under the age o 18 and not enrolled in or graduated rom an approved educational institution

    Licensing Requirements

    In 2011, new legislation was passed requiring that WV adopts the new ederal licensing standardsunder the REAL ID Act o 2005. This new and secure drivers license and identifcation (ID) card programmeets the standards o the nationwide e ort to improve the integrity and security o all drivers licensesand ID cards. All frst time drivers license applicants will need to bring in documentation to satis y proo o identity, proo o social security number, proo o legal name change documents (i your name has evechanged), and proo o WV residency to meet the new ederal licensing standards. All o the acceptablerequired documents are outlined in detail on the ollowing pages. All proo documents provided to DMVwill be securely scanned and returned to you.

    In addition to WVs enhancing the security on all o its licenses and ID cards, you now have the optionto choose a license or ID card that is certifed as REAL ID compliant or ederal identifcation use. Thescards contain a gold star on the ace o the card, indicating that the card meets ull ederal requirements

    or use at airports and other designated ederal acilities across the country.

    Please take note that while the or ederal identifcation use cards are applied or at all DMV locations,they arrive at the applicants address via USPS in approximately 10-15 business days. A temporary licenseis issued at the time the application is accepted at DMV or use during the 15 day production and shippingo this card.

    Please make sure your Social Security records re ect your ull legal name, as re ected on your otherdocuments. DMV must be able to establish a name connection between documents, there ore your

I an applicant isnot eligible or a social security number, then the applicant must submit a denial letter rom the SocialSecurity Administration. The DMV checks every social security number with the SSA. I you have a problemwith the SSA, such as name or date o birth does not match with records o the DMV, and SSA then youmust have the problem corrected be ore you can be issued a permit, license, or identifcation card. Yourdocuments will be scanned and returned to you, which will provide DMV with a historical record, andprovide you with additional protection, per the Federal Real ID Act o 2005.     An applicant or any license or identifcation card shall be a resident o the State o West Virginia. The DMV shall not license or issue an identifcation card to an applicant who does not give a WV physicaladdress, and mailing address i requested, or the mailing o notices.

    Nonresidents who previously resided in WV and were licensed or issued an identifcation card in WVmay not renew their WV licenses or identifcation cards until they again establish residency in this state.

    The chart on page three lists all acceptable documents to use as proo o West Virginia Residency. I youare a new resident in the state you will be required to provide two orms o residency. I you are applying

    or a *Graduated Drivers License (GDL) please see the section titled School Driver Eligibility Certifcateon page three. All renewals are required to provide one document. A ter all required documents havebeen scanned and made part o your record, on your next renewal or transaction, you will be required toprovide one document rom the residency list.

    School Driver Eligibility Certi cate

    A valid school driver eligibility certifcate is required or an applicant under the age o 18 to per ormany drivers license transaction. It also ulflls the residency requirement i a physical address is listed. I the address on the school driver eligibility certifcate is a PO Box, the applicant is required to provide two(2) additional proo s o residency in the name o the applicants parent or legal guardian rom the charton page three o the handbook.

    I an applicant has already graduated rom school and has not reached the age o 18, a diploma canbe used in place o the school driver eligibility certifcate.

    Additional proo s o enrollment include GED enrollment, a notice o satis actory progress, a certifcateo completion o the program, or enrollment in an institution o higher learning as a ull-time student.

    Where to obtain your School Driver Eligibility certifcate:

    In-state schooled students can obtain one at the school which they attend.

    Home-schooled students must obtain a school driver eligibility certifcate rom the Countys Boardo Education o ce where they live.

    Out-o -state schooled students can obtain a school driver eligibility certifcate rom any DMV RegionalO ce or Testing Center. The Out-o -State school driver eligibility certifcate must be completedby the school principal and must be accompanied by a letter rom the school on its letterheadAlso, a student attending an out-o -state school is required to provide two proo s o WVresidency in the name o their parent or legal guardian rom the chart on page three o thehandbook.

    National Driver Registry: Problem Driver Point System (PDPS)

    All drivers license applicants are subject to a review o their driving records through the ProblemDriver Point System (PDPS), a national driver registry designed to track violations and suspensions romstate to state. All drivers who renew their drivers license will be reviewed through PDPS as well. I youhave previously held a license in another state and had any moving violations, please make sure to satis yany citations and suspensions you may have pending be ore applying or or renewing a West Virginiadrivers license. The DMV is prohibited rom licensing any driver whose driving history re ects an unsettledproblem in another state.

    I you have received citations in another state which you ailed to pay, that state may have sus-pended your privilege to drive, even i your West Virginia drivers license is valid. West Virginia will sus-pend your drivers license i we receive notice rom another state that you have ailed to pay a citation.When other states noti y West Virginia o unpaid citations, the DMV will noti y you by certifed mail atthe current address in its system and give you a certain amount o time to address the matter be orea suspension action is taken against you. Nevertheless, unpaid citations are your responsibility. Donot expect the court to noti y the DMV when you resolve an unpaid citation. I the DMV has notifedyou o an unpaid citation, or i you suspect that the court has notifed the DMV, you must provide theDMV with proo that you have paid the citation, or have satisfed the courts order to avoid suspension,be ore the DMV can reinstate your drivers license.

    First-Time Applicant

    Any frst-time applicant or an instruction permit, drivers license, or identifcation card must presentthe ollowing: a Social Security card or an acceptable alternative as listed on page 2, one item rom theidentifcation documents table on page 1, and two proo s o residency rom the proo o WV residencytable on page 3.

    An applicant under the age o 18 applying or their GDL is required to meet the school enrollmentrequirement as listed under the School Driver Eligibility section above in addition to providing: a SocialSecurity card or an acceptable alternative as listed on page 2, one item rom the identifcation documentstable on page 1, two proo s o residency rom the proo o WV residency table on page 2, a School DrivEligibility Certifcate, and DMV Form 23. The school driver eligibility certifcate can be used as both proo so residency, provided it shows a physical address or the student. I the certifcate has a PO Box listed

    or the student, you will need to provide an additional two orms o proo o WV residency as outlined opage 3.

    I the applicant has had a name change, proper documents are required to veri y the name changesuch as a certifed marriage certifcate, divorce decree, or court-ordered name change.

    New Resident

    A ter establishing residency, new residents who want to drive in WV must apply or a WV driverlicense within 30 days. I you have a valid, non expired out-o -state license, you are eligible to trans ethe license. You are required to pass a vision screening, complete a brie alcohol awareness course, andsurrender your out-o -state license be ore a WV license will be issued. A trans er applicant must present allacceptable documents that are required or a frst-time applicant. I you have a motorcycle endorsementon your license, the DMV will trans er the endorsement or an additional ee.

    I the applicants out-o -state license has expired, the applicant is required to take all examinationsthat are required or a frst-time applicant.

    A new resident who cannot provide their out-o -state license must obtain a certifed driving recordrom the state in which he or she was previously licensed in order to waive the testing requirement.

    I your out-o -state license is suspended or revoked, you will not be licensed in WV until you receivea clearance rom the Problem Driver Point System (PDPS). It is illegal to drive in WV with a suspendeor revoked license. All applicants or a WV drivers license must be verifed with PDPS and the nationaldriver registry. It is important to confrm that you are not under suspension in any other jurisdiction orstate be ore attempting to obtain a license in WV.

    In-State Change o Address

    I you change your address you are required to noti y, in writing, the DMV within 20 days o the changeFailure to do this subjects you to a possible fne or imprisonment. Simply noti ying the U.S. Post O ce willNOT update your record with the DMV or allow important DMV mail to be orwarded to you. By ailing tchange your address with the DMV, you could miss the renewal date o your license, or even have yourdriving privileges suspended or revoked unnecessarily.

    Renewing

    I you have met all new requirements o providing proo o Identity, Social Security Number anResidency and they have been scanned and made part o your record, to renew a drivers license, youmust present your current drivers or identifcation card license and one residency document noted onpage 3 o the handbook. I your license has been expired or more than six months, you are required toretest and apply as a frst-time applicant. I your Social Security number is not in the DMV data system youare required to provide your Social Security card be ore a new license will be issued. I you do not haveyour Social Security card you may present one o the ollowing: a Wage and Tax Statement Form (W2), apayroll stub with the applicants employer name and employer ID number, as well as the applicants name,address and ull social security number, or a 1099 Form.     Duplicate License

    Expired License

    Any person renewing a WV license, including a CDL license, that has been expired or six months ormore is required to retest. I your out-o -state license has expired, you are also required to retest. Youwill be required to go through the ull examination process and provide all necessary documents as a

    frst-time applicant.License Color-Coding

    Applicants 15 to 17 years old are issued a license or permit that is vertical and color-coded red.Applicants 18 to 20 years old, are issued a vertical license or permit that is color-coded blue. These twodistinctions immediately alert law en orcement o cials and retailers o your age.

    Regular Instruction Permit - Ages 18 and Over

    I you are 18 or over and have never had a drivers license (Level 2 or comparable), you must obtain aregular Class E Instruction Permit be ore you are eligible or a drivers license.

    When you have completed the application and presented the appropriate documents, you will beallowed to take the vision and written tests. When you pass the vision and written tests, you will be issueda regular Class E Instruction Permit. The Instruction Permit allows you to operate a motor vehicle whena licensed driver who is 21 or older occupies the ront seat with you. The Instruction Permit will be valid

    or a period o 90 days. The permit may be renewed one time prior to expiration; however, i expired,YOU MUST RETEST, taking both the vision and written tests to obtain another Instruction Permit. I youhave never been licensed at Level 2 or comparable, you must maintain the Instruction Permit or at least30 days be ore you are eligible to take the road skills test.

    Graduated Drivers License (GDL) - Ages 15 -17

    Level 1 Permit (Instruction Permit)

    The Level 1 License (Instruction Permit) allows you to learn how to operate a motor vehicle with alicensed adult driver over the age o 21. To obtain a Level 1 Instruction Permit, you must be at least 15

    years old, pass a vision screening, pass a knowledge test, have a valid school driver eligibility certifcaterom your county school board, and the permission (on orm DMV-DS-23P) o your parent or legalguardian indicating permission or issuance o the Level 1 permit.Parental consent is not required or married applicants under the ageo 18; however, you must present a certifed copy o your marriagecertifcate.

    Each time you apply and test or the Level 1 permit, you must showa certifed birth certifcate issued by a state or governmental agencyo the U.S. that is responsible or the collection o vital records. Youmust also show a Social Security Administration issued Social Securitycard signed by you and a valid School Eligibility Certifcate.

    No cell phones, PDA, Blue tooth devices, electronic devices, etc.will be permitted in the exam room. Only the applicant taking the test is allowed in the exam room.

    The vision and written tests are administered by driver examiners at DMV designated locations. A teryou pass the required tests, the driver examiner will approve your application or processing. To quali y

    or a drivers license in WV you must have at least 20/40 vision in one eye.

    I you are under the age o 18, the WV State Board o Education requires that you provide proo o enrollment in a school certifed by the local school board. The expiration date o the document will be30 days rom the date o issuance. During the summer break, the School Driver Eligibility Certifcate isvalid i the issue date is the same month the school year ended, until the beginning o the new schoolyear term. When the new school year begins, a new school driver eligibility certifcate must be obtained. The proo o enrollment includes certifcation that you are enrolled in a general education development(GED) program and making satis actory progress or possess a certifcate o completion or the programor are enrolled in a secondary school o this state or any state.

    Level 1 Instruction Permit Requirements:

    You must be at least 15 years o age.

    You must have written consent rom a Parent or Legal Guardian on orm DMV-DS-23P.

    You may only drive with a licensed driver who is at least 21 years old in the right ront passenger seat.

    You may only drive between the hours o 5:00 am and 10:00 pm.

    You may only have two (2) additional non amily passengers in addition to the supervising, licensed adult driver.

    Two convictions will result in revocation o your permit ( or 90 days).

    ZERO Tolerance: You may not have any measurable amount o alcohol in your system while operating a motvehicle.

    You must require all occupants to adhere to the sa ety belt law.

    The ee or a knowledge test is $5.00 or each 2 attempts.

    The ee or a Level 1 permit is $5.00.

    You may not use a wireless communication device while operating a motor vehicle, unless the use o thewireless communication device is or contacting a 9-1-1 system

    A Level 1 permit is nonrenewable. I you surrender your Level 1 permit, or any reason, you will brequired to complete the examination process, maintain the Level 1 permit or 180 consecutive days,conviction- ree, resubmit proo o identity, proo o Social Security number, proo s o WV residency, school driver eligibility certifcate documents prior to reissuance.

    A Level I permit will be issued up to the applicants 18th birthday, and will expire on the 18th birthday.However, to allow su cient time to complete the Road Skills Examination, a 30-day grace period (beyondthe applicants 18th birthday) will be allowed. An applicant with a Level 1 permit that is expired and iswithin the 30-day grace period and wishes to take the skills test but cannot provide the expired permit,will then be required to take the knowledge test or the issuance o a new permit prior to taking the skillstest. The knowledge test and the skills test can be taken in the same day.

    Level 2 License (Intermediate License)

    I you are between the ages o 16 and 18 and have completed all the requirements o the Level 1permit, you will be eligible or a Level 2 license. However, you also must:

    Be at least 16 years o age.

    Have a minimum o 180 consecutive days o conviction- ree driving at Level 1 immediately preceding the do your Level 2 application.

    Pass a road skills test (a maximum o three attempts to complete)

    Have a parent or legal guardian certifcation (log sheet) o a minimum o 50 hours behind the wheel, includithe minimum o 10 hours at night or complete a drivers education course approved by the West VirginiaDepartment o Education.

    Have a current School Driver Eligibility Certifcate

    Have identifcation and Residency documents as outlined on pages 2 & 3

    Not use a wireless communication device while operating a motor vehicle, unless the use o the wirelesscommunication device is or contacting a 9-1-1 system.

    When you meet all these requirements, you will be issued a Level 2 license. The Level 2 license hascertain restrictions that will apply to allow you to gain experience operating a motor vehicle, but withlimitations to promote sa e use o your motor vehicle.

    Level 2 drivers may drive without a supervising, licensed adult driver who is age 21 or older betweenthe hours o 5:00 am and 10:00 pm. Level 2 drivers must drive with a supervising, licensed adult driverwho is age 21 or older between the hours o 10:00 pm and 5:00 am. The exceptions to this rule are whenthe licensee is participating in, going to, or returning rom: (1) law ul employment; (2) a school-sanctionedactivity; (3) a religious activity; or (4) an emergency situation that requires the licensee to prevent bodilyinjury or the death o another.

    A Level 2 driver may not operate a motor vehicle during their frst six months o level 2 status with any(0) non amily members under the age o 20 as a passenger and may not operate a motor vehicle with

    more than one (1) non- amilymember under the age o 20 asa passenger during the secondsix months o Level 2. As withLevel 1 drivers, Level 2 driversmay not operate a motor vehiclewith any measurable alcohol intheir system and must requireall occupants to ollow the seat

    Levels 1 and 2 GDL Violations and Convictions

    Convictions at Level 1 and Level 2 result in penalties that may include suspending or revoking your drivingprivilege. These penalties re ect the importance o sa e driving.

    Level 1 Instruction Permit

    You must be conviction- ree or 6 months in order to graduate to a Level 2 Intermediate License. With eachconviction the 6-month window starts over rom the date o the conviction.

    Under a Level 1 Permit, two convictions will result in the revocation o your license or 90 days. When 90 days areup you will be required to re-apply and retest or your Level 1 License.

    Level 2 Intermediate License

    You are required to be conviction- ree or 12 months prior to graduating to a Level 3 License. I you receive aconviction, the 12-month conviction- ree period will start over again at the point o that conviction.

    Level 2 licensees are required to enroll in a driver improvement program upon the frst conviction. Failure toenroll in a driver improvement program will require the driver to remain at the Level 2 stage until the age o 18.

    The second conviction or a moving violation requires the revocation o your driving privilege until you are 18and you will be required to retest as a frst time applicant.

    Drivers under the age o 18 with a Level 1 permit or Level 2 license may not use a wirelesscommunication device while operating a motor vehicle, unless the cell phone is used or contacting a9-1-1 system as stated in WV State Code 17B-2-3a(F). I a citation is issued or the use o a cell phoneon a Level 1 permit or Level 2 license, you must begin the conviction- ree time period over (Level 1 - 6months; Level 2 - 12 months).

    Level 3 License

    Out-o -state Trans er under 18 years o age

    An applicant under the age o eighteen who holds a valid drivers license rom another state or juris-diction o the United States which has a graduated drivers license system may exchange the out-o -statedrivers license or a West Virginia drivers license at the GDL comparable level, without taking the writtenexamination or road skills examination.

    The applicant will be credited with the length o time that they held their out-o -state GDL towardstheir Level 1 Instruction Permit i they present a current driving record at the time o their initial applica-tion or a West Virginia drivers license.

    License Restrictions

    The DMV is authorized to impose license restrictions to assure the sa e operations o motor ve-hicles. The restriction will be indicated on the ront o the license by a number or letter code in therestrictions feld. The explanation o the restriction will appear on the back o the license.

    Operating a motor vehicle in violation o the restriction or restrictions is a serious o ense and couldresult in the suspension or revocation o your driving privilege.

    Drive or Five

    The DMV now makes it easier or you to remember the expiration date o your drivers license oridentifcation card. Under the Drive or Five program, all drivers licenses will expire in a year in whicyour age is divisible by fve ( or example, age 25, 30, 35, 40, 45, etc.).

    Under this program, your license is valid or fve years. However, be ore you begin the fve-year cycle,the DMV may need to phase you into the program. In order to do this, your initial license will be issued

    or a period ranging rom three years to seven years, depending on your age at the time o renewal. Forinstance, i you are or will be 34 in the year that your license expires, you will be issued a six-year licensethat will expire when you are 40.

    New licenses issued a ter January 1, 2001, expire on the applicants birthday instead o the end o themonth. Licenses expiring on a licensees 18th or 21st birthday will have a 30-day grace period to allowthe bearer to obtain the appropriate-color license.

    Please note that the license ees have not increased. The ees may be more or less or this renewalperiod, depending on the number o years or which the license will be valid. Your renewal ee andyear o expiration will appear on your renewal card as well.

    All license renewal ees will be based on the number o years you will have a license until your ageis divisible by fve (25, 30, 35, 40, etc.), at a rate o $2.50 per year plus .50. For example, i you are 21years old when you renew your license, your license will next expire on your 25th birthday and the eewould be $10.50 ($2.50 x 4 + .50).

    License Designations

    When completing the application or a driverslicense, you have the option to select among additionaldesignations or a ee o $5.00 or diabetic, dea , or hardo hearing.

    Diabetic, Dea , or Hard o Hearing Designations

    For applicants that are diabetic, dea , or hard o hearing, that wish to have these designated on theirlicense, they will need audiologist and/or physiciancertifcation on the backside o the DMV-DS-23P, whichwill be turned in at the time o application.

    Organ Donor DesignationApplicants who wish to be designated as an organ donor will simply check the box on the back o the

    application, and a regionally designated organ donation group will be urnished with their in ormation orthe organ donor registry. At any time a licence or photo ID card holder may add or remove themselves

    rom the organ donor registry by visiting www.donateli e.wv.gov, however in order to add or remove theorgan donor designation the applicant must obtain a new license and pay any applicable ees.

    Veterans Designation

    I you are an honorably discharged U.S. Veteran and choose to have the veterans designation DMV isrequired to veri y your status with your DD Form 214, WD AGO 53, WD AGO 55, WD AGO 53-55, NAVPERS

    553, NAVMC 78PD, NAVCG 553, Military Identifcation Card, or a Current Military license plate registrationcard. A CSR may also veri y Veteran status as a current military license plate holder through the vehiclesystem i an applicant does not have their registration card on hand.

    Carry Your License

    Be sure you have your drivers license with you when you drive. You are required to display thislicense upon demand to any law en orcement o cer, magistrate, or o cial o the DMV. Violation o thisrequirement is a misdemeanor. However, you will not be convicted i your license is valid at the time o arrest and you can produce it in court or in the o ce o the arresting o cer.

    Motorcycle Permits, Licenses, and Endorsements

    Motorcycle Instruction Permit

    The Motorcycle Instruction Permit allows you to ride amotorcycle on public roads during daylight hours withoutpassengers. In order to obtain a Motorcycle Instruction Permit youmust:

    Any person 16 or older may apply or an instruction permit. Any person under the age o 18 must have frst completed therequirements or a Level 2 Intermediate Drivers License or a classE drivers license be ore being eligible or a motorcycle instruction permit.

    Pass a 25-question motorcycle knowledge examination with agrade o 80% or better.

    Present Identity and Residency documents (listed on pages 2 & 3).

    Motorcycle Endorsement (F Endorsement)

    In order to add a Motorcycle Endorsement (F) to a driverslicense, you must begin by obtaining a Motorcycle InstructionPermit. You must hold your permit or a minimum o seven daysbe ore you are eligible to add Motorcycle Endorsement (F). Onceyou have your Motorcycle Instruction Permit, you have two optionsto obtain your F Endorsement: Pass a motorcycle road skills test given by a DMV driver examiner orcomplete the West Virginia Motorcycle Rider Education Program.

    When one o these two components has been success ully completed, you may have the (F)endorsement added to your drivers license or a duplication ee o $5, plus a $1 per year ee or thlength o time the drivers license is valid (Example: License valid or 3 years, the total ee would be $$5 duplication ee, plus $3 ee or 3 years, validation).

    Motorcycle-Only License (Class F License)In order to obtain a Class F (Motorcycle Only) license, you must begin by obtaining a Motorcycle

    Instruction Permit; you must hold your permit or a minimum o seven days. Once you have obtained yourMotorcycle Instruction Permit, you must pass a motorcycle road skills test given by a driver examiner o the DMV or complete the West Virginia Motorcycle Rider Education Program

    Motorcycle Rider Education Class

    The DMV o ers motorcycle rider instruction classes to inexperienced operators to develop sa e streetriding skills. The classes are o ered to persons who are at least 16 years old, have met all o the requirements

    or a Level 2 license, except or passing the road skills test, and have a motorcycle instruction permit. Theclasses are also available to anyone who is at least 18 years old and has a motorcycle instruction permit. The 17-hour course consists o both classroom and on-cycle instruction. The success ul completion othis course will allow you to have the on-cycle skills test waived.
