Memo for Executive Committee and Board of Directors

From: Eddie McBride, President and CEO

Date: May 17, 2019

Subject: Program of Work and Division Reports

Business Advocacy—Vice Chairwoman Dana Madison Government Relations/Issues Management • The Lubbock Chamber in early May was one of two chambers of commerce invited to an

Association Health Plan roundtable meeting at the White House led by Secretary of LaborAlexander Acosta. Vice President Mike Pence briefly visited the meeting. USDOL assuredstakeholders that they would pursue an appeal as quickly as legally possible and offeradditional departmental guidance on the issue. Last week, the D.C. Circuit granted the DOJ’sunopposed motion for an expedited appeals process which should culminate in September.

• The Lubbock Chamber successfully collected signatures from 16 chambers of commerce inWest Texas for a joint letter to the Texas Legislature expressing support of the Texas TechUniversity School of Veterinary Medicine.

• The Chamber earlier this month expressed our concerns to Representatives John Frullo andDustin Burrows regarding SB 29, a bill passed by the Senate and set for floor action in theHouse, that would limit the ability of public entities such as school districts andmunicipalities to hire lobbyists or join associations, including chambers of commerce, thatadvocate on issues related to those public entities.

• The Government Relations Committee this month featured an update from Kristina Buttsfrom the Texas Tech Office of the Chancellor, regarding the TTU Vet School effort.

• The Chamber will host a Federal Policy Luncheon featuring Senator Ted Cruz on May 30 at11:30 a.m. at the MCM Elegante. Thanks to presenting sponsor, StarCare. The event will befollowed beginning at 1:30 p.m. with a Federal Issues Forum featuring panel discussions onHealth Care, Transportation and The Role of Free Enterprise in our Economy.

• The Chamber has compiled a list of bills we are tracking as the 86th Legislative Sessionprogresses, and this is available at LubbockBusinessVotes.com. Positions that have beentaken on various bills include support, oppose, or monitoring. Positions reflect that of bills asfiled only, not committee substitutes.

Agriculture & Natural Resources • The Committee this month was provided its annual short to medium range planting/growing

season outlook by Matt Ernst of Fox34.Transportation • The Committee this month discussed the turnout and results of the May 4 County Road Bond

election.• The Chamber highlighted Infrastructure Week in mid-May with a social media campaign and

op-ed in the Lubbock A-J.• We are continuing to work to reach out to major airlines serving Lubbock to coordinate visits

including the Chamber and Lubbock Mayor Dan Pope.
