Imagine Canadian ce-lebrity Rick Mercer saun-tering through your town
as he records one of his famous rants. That’s one of the prizes the Koote-nay Community Voter Challenge is negotiating for the community that has the highest increase
in voter turnout in the federal election this Oc-tober.
Challenge representa-tive Kiara Lynch spoke to the Regional District of Central Kootenay, in-
viting the 20 directors to register their communi-ties in the non-partisan challenge.
“A challenge is not a challenge without chal-lengees,” said Lynch, who
added suggested rewards include a seat in the sen-ate for the mayor of the community with the highest increase in vot-er turn-out or a golden ticket to local attractions.
Board chair and Na-kusp mayor Karen Ham-ling said she’s up for the challenge.
“But if Nakusp wins, I would not like to win a seat in the senate,” she said to the laughter of her fellow board members.
Rural Salmo director Hans Cunningham was in favour of anything that encourages voting.
“We would like to participate,” he said, but was uncertain if federal election voting would allow for Ymir residents to be counted separate from their Salmo voting station. Lynch confirmed that they can extrapolate the data.
The winner of the challenge will be the community which shows the greatest percentage increase in voter partic-ipation over the results of the 2011 federal elec-tion. By using percent-ages rather than voter counts, communities of different populations can still fairly compete.
Rural Kaslo director Aimee Watson said: “I want a better representa-tive government. I sug-gest that better represen-tation is the reward.”
Lynch said the up-coming federal election is the perfect opportu-nity to encourage demo-cratic process.
Nelson mayor Deb Kozak noted her council has already accepted the challenge.
“I want to throw down the white gloves,” she said.
Creston, however, has declined to partici-pate.
The driving force behind the challenge is to get people interested in voting to the point where they register and get to the voting stations on Oct. 19.
Feedback has also spurred an offer from Tiny Lights Festival founder and executive director Carla Steven-son.
“I not only want to take this challenge on for Ymir but will donate two tickets to the Tiny Lights Festival 2016 to the winning commu-nity!” she wrote.

e Rossland Council for Arts and Cul-ture has an exciting series of performanc-es lined up for 2015/16! is marks the eleventh year of the Performance Series, the goal of which is to bring high qual-ity arts performances to Rossland. When RCAC selects performances for the series we focus on artistic excellence, diversity of genres, a ordability and supporting a mix of emerging and established Canadian and international artists. ese factors com-bine to create unforgettable evenings of music and entertainment.
”We are very happy to be able to contin-ue to bring in high calibre programming that would not otherwise be available in our community,” says eshini Naicker, chair of the RCAC Performance Series
committee. “We believe that experiencing the arts enhances the quality of life for res-idents of Rossland, attracts new residents and tourists, inspires community mem-bers to develop their own artistic talents, and enables Canadian performers to tour the rural areas of British Columbia.”
is year the series will feature four eclectic performances by artists from across the country and from abroad.
 e performances being presented are:Saturday, Sept. 26, 2015 - Gabriel Pal-
atchi Trio (Argentina) - An original blend of cultures that features Latin Jazz, Tango, Middle East, Funk and more
Saturday, Oct. 24, 2015 - John Welsh Band (Mission, BC)- Blending elements of Folk, Surf Rock, Reggae, and Latin music
Saturday, Nov. 14, 2015 - Tequila Mock-ingbird Orchestra (Vancouver, BC)- Blue-grass, and Roots music with in uences from Flamenco and African percussion
Friday, Jan. 22, 2016 - Remi Bolduc Jazz Ensemble (Montreal, QC)- A magical eve-ning of Jazz music in tribute to Dave Bru-beck
All performances take place at the Rossland Miners’ Hall. Castlegar teen Rachael teBulte has won a spot on the 2015 BC Ambas-sador team. e former Miss Castlegar Princess was one of three girls chosen to represent the youth of our province during the next year.
TeBulte excelled at several aspects of the contest, winning the Community Table category and placing in the top three for the Knowledge Award.
e components of the contest in-cluded a three hour knowledge exam, an essay, a speech on a topic of their own choosing, a community speech, an
impromptu question and a table show-casing the features of their community.
e Peoples Choice Award also went to teBulte. e award is given to the contestant that receives the most online votes. “It was pretty cool to know that I had so many people from our area sup-porting me in that, voting every day,” said teBulte.
Travelling around the province to promote the BC Ambassador Pro-gram’s mandate of education, motiva-tion, self-esteem and nurturing future leaders will be part of teBulte’s new du-ties. She will also attend community pageants and events, especially in the Kootenay region.

Anyone walking over or near the Trail bridge in two weeks time may be taken aback by all the people sleeping under the downtown crossing.
No need for alarm, it’s all part of a local event. Now in its second year, Coins for Change is slated for Sept. 18 from 8 p.m. until 8 a.m. Sat-urday.
Coins for Change is an awareness and fundrais-ing campaign that asks local o cials, service groups, rst responders and anyone else to ex-perience homelessness rsthand by spending a night under the Victoria Street Bridge.
“Staying under the bridge for one night doesn’t mean we know what it’s like to be home-less,” said organizer Shei-la Adcock, from Career Development Services (CDS).
“But it’s a perfect venue to raise awareness and something we plan to keep doing year a er year.”
e challenge builds on a joint venture be-tween the Skills Centre and CDS called Getting to Home. e initiative launched three years ago with a goal to end home-lessness in Greater Trail.
With summer vaca-tions almost over, CDS’ event planners are out-and-about town and Trail’s surrounding com-munities in an e ort to have more groups join the cause.
Information packages have circulated at the Trail outdoor markets and have been hand de-livered to various busi-nesses, clubs, clinics, and the hospital.
“I think a lot of people are away on holidays and hard to reach right now,” Adcock explained. “But I’m hoping they’ll take a look at what we are do-ing and that they will be here that night.”
Even though reach-ing certain sectors of the community has been dif- cult, Adcock remains hopeful that she will soon hear that local po-lice, the re department and ambulance services are committed to spend-ing a night under the Trail bridge.
So far, Montrose and Rossland council are ready to zip up a sleeping bag for the Friday night event, as well as Trail Coun. Eleanor Gattafoni Robinson.
“I’ve already received some pledges so if any-one wants to contribute you know where to nd me,” she said.
Getting to Home was designed to help indi-viduals at risk of losing their housing, unable to nd housing and/or liv-ing homeless, nd the needed supports to nd and sustain a roof over their head.
By July this year, CDS has helped more than 280 people nd a place to call home, says CDS’ Gail Pighin.
“It is a holistic ap-proach to assisting the individual, whereby, services are wrapped around them to ensure
they will be successful in maintaining housing,” said Pighin. “Further, the homeless facilita-tor works directly and acts as a liaison with the landlords to endure suc-cess.”
e program is much needs in the community and like any non-pro t relies on the support of funders to stay a oat, Pighin added.
“ us we are ask-ing the community to rally behind it and join
us by getting pledges and sleeping under the bridge with us.”
If pitching a tent or building a makeshi shelter out of boxes isn’t in the cards, donations can be brought to the site that evening or dropped o at the service’s down-town o ce.
For information, to donate and to sign up for the event, contact CDS at 364.1104 or visit 1565 Bay Ave. in down-town Trail.

One of the last “true” country fairs!Trail council says taking the reins for Silver City
Days is a way to bring community, culture and heri-tage back to the annual May celebration.
The city will be handling the organization of the community event, which has been a volunteer-run society for decades.
The celebration includes five days of midway at-tractions, entertainment, a popular parade and ever-expanding food court.
Coun. Sandy Santori will head a new committee structure that includes three city staff members and three not-yet-selected volunteer chairs.
“This all started when we had our strategic plan-ning session in March,” Trail Mayor Mike Martin told the Trail Times on Wednesday. “At that point, council set a number of priorities to move forward
and one of them was to have a look at community festivals.”
An internal discussion in June, solidified Trail council’s decision to revise the event’s structure.
“Highlighting the sense of community, culture and heritage is really what we are trying to capture,” he explained, clarifying no “one” theme is prevalent. “And in that regard, we see a much expanded event.”
Community organizations will continue to play a key role in the event, Martin maintains, adding, council hopes the re-structure will also renew inter-est and engagement with all local groups, including non-profits.
“We are going to be advertising for expressions of interest of who would like to participate in chairing these three committees,” Martin clarified. “It doesn’t stop there. The three committee chairs (for commu-nity, culture and heritage) will take on the portfolios but there will be many other volunteer roles to help put on the event we are envisioning at this point.”

Kootenay-Columbia School District No. 20
School Opening Information 2015/2016
Tuesday, September 8, 2015Kootenay-ColumbiaSchool District #Superintendent’s MessageThe Labour Day weekend in September marks the end of summer for students and staff. September is an exciting time as we begin the school year helping students on their learning journey. We encourage all of our community to be actively involved with your schools. Talk to your child’s teacher and principal and find a way to stay involved and connected. Parental involvement really can make a difference in student achievement.
All schools will be open at 8:00 a.m. on Tuesday, September 8th for the registration of students new to the district and for any local Kindergarten and Grade One students not previously registered.
Students will report for instruction on Tuesday, September 8, 2015 at times noted below. September 8th will be a shortened day for students. Shortening the day will allow students an opportunity to become acquainted with their school, while at the same time enabling teachers to finalize their preparations for Wednesday, September 9th, the first full day of instruction. Kindergarten students will have gradual entry over the first two weeks so please contact your school for those times or visit the district website at www.sd20.bc.ca.
To our existing students and families welcome back! To our new students and families, whether you are just starting kindergarten or moved here over the summer, a special warm welcome to your new school and district.

One-hundred and ninth in a semi-alphabetical se-ries on West Kootenay/Boundary place names
The last two install-ments in this series looked at the origin of Kuskonook (or is it Kus-kanook?) on the south end of Kootenay Lake. No matter which way you spell it, the name sounds remarkably similar to an-other local place name: Kuskanax Creek at Na-kusp.
Although they’d ap-pear to be derived from the same word, Kuskanax is in the heart of Sinixt territory and Kuskonook is closer to Ktunaxa ter-ritory.
Kuskanax has also been spelled many differ-ent ways — and it took a long time to decide whether it was a creek or a river. The earliest mention is on Walter Moberly’s 1866 map, where he calls it Kushenox. James Bissett of the Hudson’s Bay Co. recorded it in his diary in 1868 as Koshkenox. Gilbert Malcolm Sproat’s Report of the Kootenay Country, dated Feb. 7, 1884, refers to “Koos-koon-axe Creek.”
George Dawson, writ-ing in his Report on a Por-tion of the West Kootanie [sic] District, British Columbia, 1889 said: “A small river named Koos-ka-nax flows in. This name, meaning ‘long point’ is descriptive of the delta-flat which has been formed by the stream …”
A legal ad by the Min-ister of Mines published in the Nelson Miner of March 24, 1894 also re-ferred to the “Koos-ka-nax River” although the 1892 British Columbia Gazetteer called it “Koos-Ka-Nax Creek.”
A ca. 1920 CPR bro-chure called The Lake
District of Southern Brit-ish Columbia called it Kooskanux Creek while a ca. 1931 brochure en-titled From The Lake Route of British Colum-bia for Tourists Featuring the Arrow Lakes District spelled it Kuskanax in one instance and Kooskanax in another. Ethnographer James Teit transcribed it in 1930 as ku’sxEna’ks.
In any event, officially it’s Kuskanax Creek and Kuskanax Mountain.
In First Nations’ Eth-nography and Ethnohis-tory in British Columbia’s Lower Kootenay/Colum-bia Hydropower Region, Dorothy Kennedy and Randy Bouchard didn’t consider a connection to Kuskonook, which is be-lieved to come from the Ktunaxa phrase for “end of the lake.”
Rather, they state Kus-kanax is an anglicization of the Okanagan-Colville term kwusxenaks which means “long point; point of land sticking out.” Of their Sinixt informants, only one woman was familiar with the name, though she didn’t know what place it referred to.
Teit included it on a list of “old villages and main camps” but didn’t give a more precise loca-tion. However, Kennedy and Bouchard cite a 1970 letter by former MP Bert Herridge who indicated he “went to school in Na-kusp with several Lakes Indian children who lived in wigwams on the Kus-
kanax Point.” No one appears to have
remarked before on the similarity of Kuskanax and Kuskonook, although writing in Cominco Maga-zine in September 1942 about a trip on the Arrow Lakes, Ian Nicholson said: “We passed a number of boats, all taking their limit at the mouth of the Kuskinook creek …”
(The latter spelling also shows up in “The Lady of Kuskinook,” a chapter in Ralph Connor’s 1906 nov-el The Doctor: A Tale of the Rockies. Connor was a pseudonym for the Rev. Charles William Gordon [1860-1937], a founder of the United Church of Canada.)
So is there a connec-tion? Or is it just an odd coincidence?
Nelson author Eileen Delehanty Pearkes, who has written extensively on local First Nations, doesn’t have much doubt the two words could be related: “The Arrow Lakes/Sinixt and Yaqan Nukiy (Cres-ton Ktunaxa) are known to have intermarried. They share cultural traits that are distinct from the other Ktunaxa tribes and similar to the Salishan Ka-lispel, Sinixt, Skoyelpi.”
She says those Salish women or men intermar-ried into the Yaqan Nu-kiy tribe could well have influenced the influence, though she doesn’t know that anyone has studied the subject.
“It is entirely pos-
sible that this term was applied to more than one location,” she says. “More than anything, this mystery indicates how rapidly and thoroughly
the indigenous use and history of the region was overwhelmed by settlers coming from elsewhere. So much information has been lost.”
Is there a link between Kuskanax and Kuskonook?GreG Nesteroff
Black Press
Kuskanax Creek at Nakusp has been so named since the 1860s or earlier, although the present spelling doesn’t appear until the early 1930s. No definitive connection has been es-tablished to the similarly-named Kuskonook on Kootenay Lake. Greg Nesteroff photo

The owner of a Blewett prop-erty where a music video was re-cently filmed has been instructed to clean it up.
The Regional District of Cen-tral Kootenay is taking Joe Moyer to task over his land, which has many old vehicles, and has given him about a month before they send in contractors to do it for him.
“I’ve lived here for 25 years and there’s no zoning,” Moyer, 63, said. “I sell parts and do auto-motive work, so they’re screwing with my livelihood.”
However, regional director
Ramona Faust says they are re-sponding to both community complaints and concerns from the fire department, which has informed them it won’t enter the property due to safety concerns.
“It really comes down to property values, the safety of surrounding properties and the safety of those who live on the property who are not the own-ers,” she said.
Sofiella Watt and the Huckle-berry Bandits recently used the property as the backdrop for their music video “Junkyard Bettie.” Moyer let them film there for free.
‘Junkyard’ owner told to clean property up
Joe Moyer’s Blewett property was recently used to film a music video, but the RDCK has ordered him to clean it up under an unsighly premises bylaw. Will Johnson photo

Fall is around the corner and it’s that “redd” time of year again; not the colour of the leaves, but when the Kokanee head up local streams and rivers to dig their redds (gravel nests) and spawn. Meadow Creek Spawning Channel, at the north end of Kootenay Lake, is a great place to view them, especially during the free, annual open house between 10 a.m. and 2 p.m., on Saturday, Sept. 12.
The channel is managed by the Minis-try of Forests, Lands and Natural Resource Operations (FLNRO), and primarily fund-ed by the Fish and Wildlife Compensation Program (FWCP). It is located about four kilometers west of Meadow Creek.
The open house provides a great op-portunity to talk to FLNRO biologists and
field technicians, and view the fish at (or near) the peak of their run. There will also be information about grizzly bears, BearS-mart, and the Nutrient Restoration Pro-gram in Kootenay Lake.
“Typically there are tens of thousands of spawning Kokanee to be viewed together each year,” said FWCP Columbia Region Manager, Crystal Klym. “And it is always quite an amazing site.”
The 3.3 kilometer looping channel, built in 1967 with BC Hydro funds to compen-sate for upstream spawning habitat lost due to the construction of Duncan Dam, can accommodate several hundred thou-sand spawning Kokanee, and millions of eggs in the gravel.
The channel is open to the public every
day between 10 a.m. and 2 p.m. for the du-ration of the spawning season that usually runs from late August through to late Sep-tember. With the congregating Kokanee, the channel attracts both black and griz-zly bears, and FLNRO may order a tem-porary total closure to the public if there are high bear densities during the regular open hours.
The FWCP is a partnership between the Province of B.C., BC Hydro, Fisheries and Oceans Canada, First Nations and Public Stakeholders to conserve and enhance fish and wildlife impacted by the construction of BC Hydro dams.
For more information about the open house, and any possible temporary clo-sures, phone 250-354-6333.

Rossland artitst Stéph-anie Gauvin’s artwork has been featured on a new Canadian silver dollar from the Royal Canadian Mint.
The coin is called “The Rockies” and is the first in a new series called the Ca-nadian Landscape Series.
Gauvin was ap-proached by the Mint in March, 2014 because her work stood out as a good fit for the project.
The painting on the coin is of a mountain called Towers Peak, and “comes from a series of works produced while on a ‘plein air’ painting trip at Mount Assiniboine in the Rockies in the summer of 2013.”
Asked how she felt about having her work on a limited edition silver dollar, Gauvin said, “I feel extremely privileged hav-ing my art on the silver coloured coin. Painting is my vocation. It is truly an honour!”
