The Australian and NSW governments are building the Werrington Arterial Road as part of the 10 year, $3.6 billion Western Sydney Infrastructure Plan. Roads and Maritime Services is continuing to deliver this major project. Construction started in March 2015 and is expected to finish in late 2016, weather permitting. Over the past six months, we have continued earthwork, intersection upgrades, installed street lights and a new drainage system, continued work on new noise walls, established environmental controls, and continued to relocate utilities. We also continued work on the shared pedestrian and cycle bridge over the M4 Motorway. We have completed around 70 per cent of this important project and are continuing to deliver the remaining work. Roads and Maritime Services is continuing to deliver this major project. Construction started in March 2015 and is expected to finish in late 2016, weather permitting.

Over the past six months, we have continued earthwork, intersection upgrades, installed street lights and a new

drainage system, continued work on new noise walls, established environmental controls, and continued to relocate utilities. We also continued work on the shared pedestrian and cycle bridge over the M4 Motorway.

We have completed around 70 per cent of this important project and are continuing to deliver the remaining work. Further details about what is happening along the route are shown in the map overleaf.

Where are we up to?

1 New M4 Motorway exit ramp. Ongoing work includes building the new ramp, laying down asphalt, landscaping and installing signs. Temporary safety barriers and construction speed limits will remain until the new ramp is open to traffic in late 2016.

2 Work on the new shared pedestrian and cycle bridge over the M4 Motorway continues. Completed work includes earthworks, construction of the bridge approaches, and installation of the concrete bridge spans. The bridge is expected to be open for use in late 2016.

3 Work is expected to start on the upgrade of the existing Kent Road bridge over the M4 Motorway in May 2016.

4 The new M4 Motorway entry ramp will be finished by mid 2016. Current work includes building the new ramp, landscaping and signage. The entry ramp will be used by construction vehicles to access the stockpile area alongside the motorway, helping to reduce construction traffic on local roads. Safety barriers and construction speed limits will remain until the new ramp is open to traffic in late 2016.

10 Work has started on the noise wall on the western side of Gipps Street between Great Western Highway and Caddens Road. The noise wall will be about 3.5 metres high and extend about 1.3 kilometres. This work will include moving utilities, removing vegetation including trees, surveying, drilling foundations and installing posts and wall panels.

11 Access to Gipps Street from Sunflower Drive (north) is currently closed to build the new western side of the intersection. Works include moving utilities, traffic lights, street lighting, new drainage and construction of the road pavement.

12 Work has started at the intersection of the Great Western Highway to build a new turning lane onto Gipps Street. The work includes moving utilities, new drainage, new traffic lights and installing signs. Some of this work will be done at night and will require lane closures on the Great Western Highway. We will notify the community with more details before this work starts.

Retaining wall construction for the eastbound entry ramp to the M4 Motorway

5 Work on the retaining wall between the M4 Motorway and the area south of Caddens Road is continuing. This is expected to finish by mid 2016.

6 Work has been completed on the new southbound lanes between the Great Western Highway and the M4 Motorway. The work included installing temporary concrete safety barriers, moving utilities, earthwork, new road drainage, building the new road and upgrading the eastern side of the Caddens Road and Fowler Street intersections.

7 Drainage work on Caddens Road has been completed.

8 The new shared pedestrian and cycle path will be built as part of the northbound lane construction.

9 Work has started on the new Sunflower Drive (south) intersection as part of the northbound lane construction.

Construction hoursConstruction work will be carried out on Mondays to Fridays between 7am and 6pm and on Saturdays between 8am and 1pm. Roads and Maritime will advise residents if work needs to be carried out outside these hours.

NoiseThere will be some noise associated with this work. We are making every effort to minimise noise by turning off machinery when not in use. Equipment like generators are being placed away from residential areas whenever possible.

New eastbound entry ramp to the M4 Motorway

Key features • Widening Gipps Street and Kent Road to four

lanes between the M4 Motorway and the Great Western Highway

• New eastbound entry and westbound exit ramps and traffic lights for the M4 Motorway

• Three intersection upgrades with traffic lights at Caddens Road/Kent Road, Fowler Street/Gipps Street and Sunflower Drive (north)/Gipps Street

• A three metre wide off-road shared path for pedestrians and cyclists, including a new bridge over the M4 Motorway

• Barrier upgrade on the Kent Road bridge and create one extra lane making two northbound and one southbound lane

• Bicycle and pedestrian crossings at traffic lights

• Six bus bays on both sides of Gipps Street and Kent Road

• Signposted vehicle speeds of 70km/h south of Caddens Road

• Two metre wide shoulders

• Noise wall on the western side of Gipps Street between Caddens Road and the Great Western Highway.

Speed reviewRoads and Maritime has completed the speed limit review for the Werrington Arterial Road upgrade and will increase the speed limit once work is complete in late 2016.

The existing speed limit of 60 km/h will be increased to:

• 80 km/h between the Great Western Highway and Caddens Road

• 70 km/h between Caddens Road and Lansdowne Road.

Roads and Maritime has prepared an addendum to the Review of Environmental Factors (REF) to assess the impact of the speed limit change.

Did you know? The concrete bridge spans for the new shared pedestrian and cycle path weigh in at 120 tonnes each, that’s equivalent of two adult blue mammoth whales. Each concrete bridge span is 32 metres in length and it took a 500 tonne crane to lift the bridge spans into place.

Western Sydney Infrastructure Plan

Delivering for growth, easing congestion and connecting communitiesThe Australian and NSW governments are funding a 10 year, $3.6 billion road investment program for western Sydney. The Western Sydney Infrastructure Plan will deliver major road infrastructure upgrades to support an integrated transport solution for the region and capitalise on the economic benefits from developing a planned western Sydney airport at Badgerys Creek.

Where are we up to?• Construction on the Bringelly Road Upgrade Stage 1

between Camden Valley Way, Leppington and King Street, Rossmore started in January 2015. Works are progressing on schedule with completion expected in late 2017

• Construction on The Northern Road Upgrade between The Old Northern Road, Narellan and Peter Brock Drive, Oran Park started in February 2016

• Construction tenders for The Northern Road Upgrade between Peter Brock Drive, Oran Park and Mersey Road, Bringelly as well as the remainder of the Bringelly Road Upgrade between King Street, Rossmore and The Northern Road, Bringelly will be invited in mid-2016

• Planning has started on the proposed M12 Motorway, Ross Street and the Great Western Highway Intersection Upgrade

• Round two funding for the Local Roads Package was awarded to eleven projects within Blacktown, Fairfield, Campbelltown, Penrith and Camden councils. Work on these projects will start in July 2016.

• The preliminary design and access strategy for The Northern Road Upgrade between Mersey Road, Bringelly and Littlefields Road, Luddenham

• The shortlist of eight route options for the proposed M12 Motorway.
