Elaboration

Harmonisation of safety requirements by self-commitment, mutual benchmarking and control / Hans Wanner, Chairman

SRL are in general based on IAEA standards

WENRA SRL (waste and SF storage) IAEA SF-1; para 3.16

The licensee shall carry out at regular

intervals a review of the safety of the

facility (PSR). The review shall be made

periodically, at a frequency which shall be

established by the national regulatory

framework (e. g. every ten years).

The process of safety assessment for facilities

and activities is repeated in whole or in part as

necessary later in the conduct of operations in

order to take into account changed

circumstances (such as the application of new

standards or scientific and technological

developments), the feedback of operating

experience, modifications and the effects of

ageing. For operations that continue over long

periods of time, assessments are reviewed and

repeated as necessary. Continuation of such

operations is subject to these reassessments

demonstrating to the satisfaction of the

regulatory body that the safety measures

remain adequate. (SF-1; para 3.16)

Of Regulatory Systems

Common benchmarking and validation of national self-assessment

Assessment

• Groups of 4 to 5 countries

• Notation codes to indicate compliance with SRL:

o A (Full compliance)

o B (A difference exists, but justified from safety viewpoint)

o C (Non compliance, to be addressed for harmonisation)

Implementing SRL in national regulations

Harmonisation of safety requirements by self-commitment, mutual benchmarking and control / Hans Wanner, Chairman

• Incorporation of SRL or missing parts thereof in national ordinances

and regulatory guides

• Target duration of implementation: 3 years

• Implementation in regulations and facilities

Page 24: WENRA - Nucleus · 04 SafetyReference Levels SRL 05 Benchmarking 06 National Action Plan ... • Nuclear safety and radiation protection are the prime responsibility of the operator

06 National Action Plan

24

Monitoring of implementation

Harmonisation of safety requirements by self-commitment, mutual benchmarking and control / Hans Wanner, Chairman

• Periodical reporting of progress of SRL implementation at WGWD

meetings

• Experience feedback on update of regulations

• Ensuring non-divergence of interpretations

After completion of National Action Plan: re-benchmarking by WGWD

 Full compliance reached

Page 25: WENRA - Nucleus · 04 SafetyReference Levels SRL 05 Benchmarking 06 National Action Plan ... • Nuclear safety and radiation protection are the prime responsibility of the operator

26 Harmonisation of safety requirements by self-commitment, mutual benchmarking and control / Hans Wanner, Chairman

• Storage – decommissioning – disposal: Holistic approach to

reach overall consistency

• Successful stepwise harmonisation process with feedback loops

• Full implementation of SRL through National Action Plans

planned within 3 years after completion of SRL report

• SRL implementation in storage facilities further advanced than

in regulations

• Key to success: WGWD participants are high-level experts
